A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
Honoring
THOMAS R. BULLARD
DIRECTOR OF PUBLIC SAFETY
On the Occasion of his Retirement
W HEREAS, Thomas R. Bullard [Tom] began his career with the City of Rohnert Park as a
Reserve Public Safety Officer in July 1977 and was hired as a full -time Public Safety Officer
Officer August 1979; and
W HEREAS, over the next 30 years, Tom progressed through the ranks of Sergeant, Lieutenant, and
Lieutenant, and Commander. In January 2002, he achieved the coveted title: Director of Public
Public Safety; and
WHEREAS, Tom is a long -time resident of Rohnert Park and graduated from Rancho Cotati High
High School; and
W HEREAS, Tom has excelled in many areas of his life. He obtained a Master of Science Degree
Degree and a Bachelor of Public Administration Degree from the University of San Francisco,
Francisco, as well as an Associate of Science Degree from Santa Rosa Junior College
(Administrative Justice); he completed the FBI National Academy in Quantico and holds all
POST (Peace officers Standards and Training) Certificates from Basic to Management; and
WHEREAS, under his direction, the Department of Public Safety began recruiting younger
officers and sponsored them in the Police Academy. Motorcycle, canine, and special
enforcement units were initiated. Tom was instrumental in the acquisition of countywide
computer -aided dispatch, a records management system, and a mobile computerized
communications system; and
W HEREAS, Tom's other accolades include working with Special Olympics and the Sonoma
County Law Enforcement Consortium; he served as Student Mentor to SCAYD, and President
President of Sonoma County Chiefs' Association, and currently serves on the National
Association of Counties Methamphetamine Prevention Task Force.
N OW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that it
it extends its best wishes to Thomas R. Bullard and sincerely thanks him for 30 years of
outstanding, dedicated service and for his commitment to the Rohnert Park community. He wore
his badge with dignity and honor. We will miss him.
