PRESENTATIONS Pacific Gas & Electric Company (PG &E) — Katie Kerns, Governmental Relations Consultant for PG &E reviewed her liaison, community outreach and emergency services duties for PG &E. Joe Horak discussed and distributed to Council a proposed partnership agreement between the City and PG &E to refer new business license applicants to PG &E for energy audits. 2. Rohnert Park - Cotati Regional Library Nancy Kleban, Branch Manager for the Rohnert Park - Cotati Regional Library, introduced herself and highlighted new activities at the library, including self - checkout procedures, changes to the library's circulation policy, implementation of a program to assist job seekers, and the hosting of a bookmobile on April 22 and April 27. X311 _1 "IIIJ> OWN 8199 a II ll Casey Jones, Legislative Representative for Sonoma State University (SSU) Associated Students, Inc. (ASI) did not attend the meeting due to illness. 3. CITY MANAGER / CITY ATTORNEY / DEPARTMENT HEAD BRIEFINGS Interim City Manager Schwarz provided an update regarding the County's implementation of the AB 811 program and an upcoming agenda item tentatively scheduled for April 14 regarding the City's participation in the program. 4. PUBLIC COMMENTS Jenny O sg ton, submitted a speaker card and letter but left the Council meeting prior to Public Comments. Mayor Breeze summarized the letter submitted by Ms. Ogston requesting a waiver of fees for a Cal Ripken parade. Council CONCURRED to refer the letter to Interim City Manager Schwarz for review. Robin Miller, Rohnert Park, member of the Cultural Arts Commission, spoke regarding the need to preserve City memorabilia and historical documents due to improper storage and requested the City's assistance in finding a suitable location for storage of these records. The Council CONCURRED to refer the matter to Interim City Manager Schwarz for review. Mac McCaffry, Rohnert Park, spoke in favor of sub - metering homes within homeowner associations. Brian Goodman, Rohnert Park, announced two upcoming Rebuilding Together events: a pancake breakfast fundraising event at Holy Episcopal Church on April 4; and Rebuild Day on April 25. David Grundman, Rohnert Park, expressed concerns regarding information requested in October 2008 regarding the sale of the Stadium Lands. Interim City Manager Schwarz responded that staff is researching complex issues raised by Mr. Grundman's letter. City Attorney Kenyon responded that the research has been further delayed by preparation of a title report. Thomas Fonseca, Rohnert Park, spoke regarding contributions received by the committee that opposed Measure L. John Hudson, Rohnert Park, distributed a copy of a check paid to the City fbr his last utility bill and expressed concerns regarding its deposit in the City's general account at Exchange Bank. Items for Consideration: 2. Approval of City Bills /Demands for Payment for Check Nos. 184161 - 184525 dated February 19 through March 4, 2009, in the total amount of $1,849,791.60. In response to questions by Council Member Callinan: Interim City Manager Schwarz clarified that the payment to the City of Santa Rosa in the amount of $684,488.36 (p. 44) is for the City's participation in the subregional system. Interim City Manager Schwarz further indicated he would need to confer with the Finance Department regarding a payment to Banc of America for non - department leases in the approximate amount of $75,000 (p. 30). Deputy City Engineer Barnes summarized the nature of the work performed by Coastland Civil Engineering for approximately $10,000 on the Lancaster Drive project (p. 13). Interim City Manager Schwarz clarified that payments to McDonough Holland & Allen are charged to the General Fund for general staff questions (p. 9). City Attorney Kenyon further clarified that the charges represent more than one month of services. In response to a question by Vice Mayor Belforte, City Engineer Jenkins clarified that the refundable deposit payments to PBSJ (pp. 16 & 23) likely reflect developer fees collected by the Planning Department and paid to the consultant. MOVED by Council Member Callinan, seconded by Vice Mayor Belforte, and CARRIED UNANIMOUSLY, reading was waived and the City Bills /Demands for Payment for Check Nos. 184161 - 184525 dated February 19 through March 4, 2009, in the total amount of $1,849,791.60 were APPROVED. 6. PARKING PROVISIONS ON EAST COTATI AVENUE BETWEEN SNYDER LANE AND BODWAY PARKWAY Consideration of proposal to remove "No Parking" designation and establish a "no overnight parking area" on the south side of East Cotati Avenue between Snyder Lane and Bodway Parkway and between 350 feet east of Snyder Lane and 530 feet east of Roman Drive on the north side I. Director of Engineering Services /City Engineer Jenkins reviewed the contents of the staff report and responded to Council questions. Public Safety Sergeant Strouse and Public Safety Sergeant Reinhold reviewed SSU parking impacts on the surrounding neighborhoods and Public Safety Department recommendations via PowerPoint presentation and responded to Council questions. 2. Public Comments: Sandy Covall - Alves, Rohnert Park, expressed concerns regarding parking issues on Maurice adjacent to her home and suggested reducing East Cotati to one lane in each direction. Barbara Denlis, Rohnert Park resident and member of Bicycle Advisory Committee, spoke in opposition to a reduced bike lane width on East Cotati and in favor of permit parking. Missy Brunett a, Manager of Support Programs for the Sonoma State University (SSU) Police Department, provided information regarding the SSU's decision to eliminate parking on East Cotati and Petaluma Hill Road and spoke in favor of a neighborhood permit program comparable to most other California State University campuses. 3. Resolution for Adoption: 2009 -20 Restricting Overnight Parking on East Cotati Avenue Generally Between Snyder Lane and Bodway Parkway MOVED by Council Member Callinan, seconded by Council Member Mackenzie to adopt Resolution No. 2009 -20. Said motion FAILED 1 -4, with Council Member Callinan voting in favor and Mayor Breeze, Vice Mayor Belforte, Council Member Mackenzie and Council Member Stafford voting against. 7. INTERNAL AUDITOR Consideration of Awarding Consultant Contract for Temporary Internal Auditing Services I . Mayor Breeze reviewed by the contents of the written report on behalf of the Ad -hoc Budget Subcommittee and responded to Council questions regarding the interview process. Michael Busch and Kevin O'Rourke, Managing Principals of Urban Futures Incorporated reviewed a PowerPoint presentation regarding the firm's background and its work with other municipal agencies. Resolution for Adoption: 2009 -21 Awarding Consultant Contract to Urban Futures Incorporated for Temporary Internal Auditing Services MOVED by Council Member Callinan, seconded by Vice Mayor Belforte, and CARRIED 4 -1 with Council Member Stafford voting against, reading was waived and Resolution No. 2009 -21 was ADOPTED. 8. SPORTS CENTER FEES Review of fees at the Peter M. Callinan Sports Center 1. Recreation Services Manager Miller reviewed the contents of the staff report, distributed a market analysis of local Rohnert Park health club membership rates and amenities, and responded to Council questions. 2. Public Comments: Mayor Breeze invited members of the public to come forward to speak. No members of the public responded. 3. Council CONCURRED to maintain existing fee schedule and directed staff to review discount options for prepaid annual fees for families. 9. Planning and Building Permit Fees and Service Charges Consideration of New and Increased Fees and Service Charges for Permits and Services from the City of Rohnert Park Planning and Building Divisions Mayor Breeze announced that this item will be deferred to a future date and re- noticed. 10. STANDING COMMITTEE / AD HOC COMMITTEE / LIAISON REPORTS Standing Committees Mayor Breeze and Vice Mayor Belforte reported on a meeting of the Economic Development Committee held February 26, 2009. The Economic Development Committee recommended appointment of a Council liaison to the Chamber of Commerce. Interim City Manager Schwarz indicated that the liaison appointment would be placed on the March 24 agenda. Council Member Callinan and Council Member Mackenzie reported on a meeting of the Transportation Issues Committee held March 3, 2009, and that some committee recommendations will be coming forward to the full Council. Ad Hoc Committees Mayor Breeze reported on a meeting of the Ad -hoc Budget Subcommittee held March 10, 2009, and circulated a brochure provided to local businesses by the Public Safety Department. Council Member Callinan reported on a meeting of the Education Committee with Dan Condron of Sonoma State University. Vice Mayor Belforte indicated that the committee will continue to meet City of Rohnert Park Special & Concurrent Meetings Minutes (7 of 10) March 10, 2009 for City Council /Community Development Commission / Rohnert Park Financing Authority Liaison Reports Council Member Stafford reported on her attendance at a meeting of the Russian River Watershed Association on February 26. Council Member Mackenzie reported on his attendance at a meeting of the Water Advisory Committee on March 2. Mayor Breeze reported on her attendance at a meeting of the Mayors' and Councilmembers' Legislative Committee on March 6. Council Member Mackenzie reported on his attendance at a meeting of the Sonoma County Transportation Authority. 11. COMMUNICATIONS Council Member Mackenzie called attention to his previous request for a copy of the Mayor's State of the City address. In response to questions by Council Member Mackenzie, City Attorney Kenyon clarified that documents that exist within the City's files are public records. Council Member Mackenzie called attention to Council Member Callinan's submission of a letter requesting appointment as an alternate to LAFCO after Council Member Stafford had submitted a letter of interest seeking appointment to the same position. Vice -Mayor Belforte called attention to a letter from Heather Rominsky regarding a reduction of hours by Rohnert Park Urgent Care. Mayor Breeze called attention to a letter from Teresa Lopez from C -CORD regarding the Green Day event on April 18. Due to the late timing of the request, Council referred the matter to Interim City Manager Schwarz for review as to the potential use of a City facility for the event. Mayor Breeze called attention to the numerous cards received in support of North Bay Corporation's 90% Recycling Plan and communications she has had from members of the Rohnert Park Warriors Football League regarding use of Rancho Cotate High School's sports field by other groups. Council CONCURRED to refer the matter regarding use of the sports field to the Education Committee for discussion with representatives of the Cotati - Rohnert Park Unified School District. 12.
