SPECIAL MEETING
Tuesday, April 14, 2009
The City Council of the City of Rohnert Park met this date for a Special Meeting to commence at 4:00
p.m. at the Rohnert Park City Hall, 130 Avram Avenue, Rohnert Park, with Mayor Breeze presiding.
CALL TO ORDER
The Special Meeting of the City Council of the City of Rohnert Park was called to order by Mayor
Breeze at 4:03 p.m.

1. PUBLIC COMMENTS
Mayor Breeze invited members of the public to come forward to speak. No members of the public
responded.
2. WORK SESSION ITEMS:
PRESENTATION BY TEMPORARY INTERNAL AUDITOR - URBAN FUTURES, INC.
Kevin O'Rourke, Managing Principal of Urban Futures, Inc. (UFI), reviewed via PowerPoint
presentation UFI's initial findings and recommendations, including: (1) an analysis of the City's
strengths, weaknesses, opportunities, and threats (SWOT analysis); (2) key financial issues; (3)
budget and revenue trends; and (4) next steps for a budget implementation plan. Mr. O'Rourke
responded to Council questions.
Following Council discussion, Council CONCURRED to schedule a City Council special
meeting/work session for Friday, May 1, 2009, tentatively from 10:00 a.m. to 3:00 p.m., to review
service levels and their related costs and directed staff to define basic, enhanced and optimum
service levels in each department in preparation for the May 1 work session.

Council further CONCURRED to schedule a work session for Tuesday, April 21, 2009, from 3:15
to 5:15 pm regarding the Council's priorities for future development.
Mr. O'Rourke indicated that UFI will submit draft financial policies and a memorandum regarding
alternative revenue sources for the Council's consideration at the May 1 work session. Mayor.
Breeze called attention to an article in Western Cities magazine regarding a successful ballot
measure by the city of Palmdale to fund recreational facilities, and she indicated a review of the
Council's goals will also be agendized for the May 1 work session.
CITY BUDGET FOR FISCAL YEAR 2008 -2009
Interim City Manager Schwarz and Director of Administrative Services Lipitz reviewed the status
of Fiscal Year 2008 -2009 revenues and expenditures via PowerPoint and responded to Council
questions.
PUBLIC EMPLOYEES RETIREMENT SYSTEM 2 -YEAR SERVICE CREDIT
PROGRAM
Interim City Manager Schwarz reviewed the staff report and disclosed the cost of providing the two
years additional service credit to eligible and interested eligible employees as follows:
The estimated value of the additional employer contributions required for providing two years
service credit if all eligible employees elect to retire within the 120 -day window is $3,016,996 or
$227,870 annually for twenty years. The estimated value of the additional employer contributions
required for providing two years service credit if the 21 interested employees elect to retire within
the 120 -day window is $1,454,744 or $109,875 annually for twenty years. The funding source for
the additional employer contributions will be the General Fund Endowment Reserve.
MOVED by Council Member Mackenzie and seconded by Council Member Callinan to receive
the disclosure of costs for the two -year service credit program. Said motion was
UNANIMOUSLY ADOPTED.
ADJOURNMENT
There being no further business, Mayor Breeze adjourned the special meeting of the City Council at 6:20
p.m.
