the Rohnert Park City Council and the Community Development Commission of the City of Rohnert
Park, to commence at 5:00 p.m., followed by the Regular Concurrent Meetings of the Rohnert Park City
Council, Community Development Commission of the City of Rohnert Park, and Rohnert Park Financing
Authority, to commence at 6:30 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard, Rohnert

Director of Administrative Services Lipitz reviewed three -year budget projections and the
proposed City Budget for Fiscal Year 2008 -2009 via PowerPoint and responded to Council
questions.

Housing and Redevelopment Manager Babonis reviewed the proposed Community Development
Commission budget for Fiscal Year 2008 -2009 via PowerPoint presentation and responded to
Council questions.
Council CONCURRED to defer further comment to Agenda Item No. 5 (Regular Concurrent
Meetings Open Session).

1. MAYOR'S REPORT ON CLOSED SESSION (Government Code Section 54957.1)
Mayor Mackenzie announced that the Council had met in closed session regarding the litigation
matter on the agenda and that no reportable action had been taken.
2. PRESENTATIONS
• Presentation of a Proclamation Recognizing and Congratulating Eric and Mary Burns for Their
Landscaping Project on Eve Court
Mayor Mackenzie announced that this presentation would be deferred to November.
3. PUBLIC COMMENTS
a. Rory Smith, Rohnert Park, requested an amendment to the animal ordinance to allow the
keeping and raising of chickens at private residences.
Council CONCURRED to refer the matter to staff for a possible amendment to the Municipal
Code.
b. Michael Ceremello, resident of Dixon, spoke in favor of Measure L.
c. Richard Pope, Sonoma Mountain Village, spoke in reference to Measure L and inquired about
the consequences, technical and otherwise, to the One Planet Community concept.
d. Cheryl Fonseca, Rohnert Park, spoke in favor of Measure L.
e. Thomas Fonseca, Rohnert Park, spoke in favor of,Measure L.
f. Roger Kirkpatrick of COTS, spoke about non - profit funding as presented in the Community
Development Commission budget and the request for contingency funding to address larger
maintenance items.

Community Development Director Bendorff reviewed the contents of the staff report via
PowerPoint presentation and responded to Council questions.
2. PUBLIC HEARING: Mayor Mackenzie opened the Public Hearing at 8:12 p.m.
a. Dawna Gallagher spoke in opposition of the Wilfred Dowdell Plan and cited constraints to
the City's water supply.

2008 -156 was ADOPTED WITH AMENDMENTS as follows: 1) Parking requirements
for uses within the Specific Plan shall be consistent with the latest parking requirements
established by the Rohnert Park Municipal Code; 2) staff shall work with the Cotati-
Rohnert Park Unified School District to amend the school district boundaries; and 3) the
Specific Plan shall be amended to reflect the removal of the Specific Plan area from the
Community Separator.
D. Resolution for Adoption:

8. FENCING STANDARDS
Consideration of Potential Amendments to the Rohnert Park Municipal Code regarding Front Yard
Fencing Standards
Community Development Director Bendorff reviewed the contents of the staff report via
PowerPoint presentation and responded to Council questions.
2. Public Comments:
a. Lew Taber, 1230 Holly, spoke regarding fence standards and the complaint process of allowing
anonymous complaints.
b. Miriam Pengel, expressed concerns regarding selective enforcement.
3. Council CONCURRED to direct staff to refer this item to the Planning Commission for review
and amendment. Council further CONCURRED to direct staff to hold in abeyance all code
enforcement cases currently open with regard to fences until such time that revisions or
amendments have been made, except for those cases that have an immediate effect on public health
or safety'.

Consideration of Adopting the Rohnert Park Bicycle and Pedestrian Master Plan
Management Analyst Tacata reviewed the contents of the staff report and responded to Council
questions. Bicycle Advisory Committee Members Carson Williams and Barbara Denlis were
recognized and briefly commented on the Rohnert Park Bicycle and Pedestrian Master Plan.

members of the public interested in speaking, Mayor Mackenzie closed the Public Hearing at 9:30
p.m.
3. Resolution for Adoption:
2008 -158 Adopting the Rohnert Park Bicycle and Pedestrian Master Plan
MOVED by Council Member Smith, seconded by Council Member Vidak - Martinez, and
ARRIED 4 -0 -1, Vice -Mayor Stafford absent, reading was waived, and Resolution No. 2008 -158
was ADOPTED. Council CONCURRED to direct staff to prepare a letter to Cotati - Rohnert Park
Unified School District offering City and Committee assistance in creating and maintaining a "Safe
Routes to School" program.
