The City Council of the City of Rohnert Park met this date for Special Concurrent Meetings of the
Rohnert Park City Council, Community Development Commission of the City of Rohnert Park, and
Rohnert Park Financing Authority, to commence at 7:00 p.m. at the Rohnert Park City Hall, 130 Avram
Avenue, Rohnert Park, with Mayor Mackenzie presiding.
CALL TO ORDER
The Special Meeting of the City Council of the City of Rohnert Park was called to order by Mayor
Mackenzie at 7:00 p.m.

Mayor Mackenzie stated that Council Member Vidak - Martinez is recovering from surgery.

CLOSED SESSION
Mayor Mackenzie adjourned the City Council to Closed Session at 7:01 p.m. to discuss the following
litigation matter:

Initiation of litigation pursuant to subdivision (c) of Section 54956.9: one potential case.

RECONVENE OPEN SESSION
Mayor Mackenzie reconvened the Open Session at 7:33 p.m. All members were present except Council
Member Vidak- Martinez.
PLEDGE OF ALLEGIANCE
Mayor Mackenzie led the Pledge of Allegiance.
Mayor Mackenzie requested that Interim City Manager Schwarz convey his appreciation to staff
regarding the successful move to the new City Hall.
1. MAYOR'S REPORT ON CLOSED SESSION (Government Code § 54957.1)
Mayor Mackenzie announced that the Council had met in closed session regarding the litigation
matter on the agenda and that no reportable action had been taken.
Mayor Mackenzie read the following statement regarding the City's position on the outcome of
Measure L:
"We will honor the will of the voters and roll back sewer rates to their 2006 level.
However, we remain concerned about the financial impacts of Measure L and we will be
evaluating how lower revenues will affect our ability to provide ongoing services. For
the time being, we will be forced to use reserves to cover the difference between
revenues and the cost of operations.
We will continue to monitor the situation and determine what revenue adjustments may
need to be made. In the meantime, we need to do the best job possible of communicating
to our ratepayers about the many services the City provides and the need for rate
increases and why they are necessary to maintain a reliable and efficient sewer system."
2. PRESENTATIONS
Mayor's Presentation of Proclamation Recognizing Eric and Mary Burns for their Landscaping
Project on Eve Court: Mayor Mackenzie read aloud and presented a proclamation to Eric and
Mary Burns. Eric Burns made brief remarks and thanked the Council. Mayor Mackenzie
announced the City's intention to produce a flyer highlighting such neighborhood landscaping
projects throughout Rohnert Park.
3. SISTER CITIES RELATIONS COMMITTEE REPORT
Sophia Grubb, Rohnert Park's Student Ambassador for the Sister Cities Relations Committee
reported via PowerPoint presentation on her recent visit to Hashimoto City, Japan.

Dawna Gallagher, Rohnert Park, spoke regarding Measure L's passage.

6. PARKS AND RECREATION PROGRAMS AND FACILITIES
Consideration of (1) Informational Report regarding Upgrade on Playground Replacement Program
at Honeybee Park; (2) Informational Report on the Status of Skate Park Research; and (3)
Directing Staff to Draft Amendments to the Rohnert Park Municipal Code
1. Staff Reports:
(1) Consideration of Report regarding Upgrade on Playground Replacement Program at
Honeybee Park.
Recreation Manager Miller provided an informational report via PowerPoint presentation
regarding the playground replacement program at Honeybee Park and responded to
Council questions.
(2) Consideration of Informational Report on the Status of Skate Park Research.
Interim City Manager Schwarz provided an informational report regarding the status of
skate park research and indicated the need to conduct additional research and collect
additional data.
(3) Consideration of Directing Staff to Draft Amendments to the Rohnert Park Municipal
Code.
Interim City Manager Schwarz acknowledged the work of Parks and Recreation
subcommittee and indicated that the proposed amendments to the Municipal Code will
provide greater clarity regarding the roles and duties of the Parks and Recreation
Commission in planning for the city.

2. Public Comments:
Dawna Gallagher, Rohnert Park, spoke regarding an unsafe crosswalk condition near
Honeybee Park.
Richard Armerdin , Parks and Recreation Commissioner, stated that the proposed
amendments will clarify of existing duties and will not expand the powers of the
Commission.
3. Council Direction: A majority of the Council CONCURRED to direct the City Attorney to
draft an ordinance based upon the proposed amendments, except for changing the second
instance of "shall" in the first paragraph to "may." Council Member Breeze indicated for the
record that she did not concur with the Council's direction having recommended the matter
be tabled at this time to allow staff to focus on higher priorities.
7. REFUSE COLLECTION RATES
Consideration of Proposed Solid Waste Disposal and Rubbish or Refuse Collection Rate Increases
1. Accounting Manager Orme reviewed the contents of the staff report and responded to Council
questions.
2. PUBLIC HEARING: Mayor Mackenzie opened the Public Hearing at 8:32 p.m.
Richard Armerdina, Rohnert Park, recommended implementation of task force to create a
website explaining sewer, water, and refuse systems.
Dawna Gallagher, Rohnert Park, spoke in favor of going out to bid for refuse services.
Mayor Mackenzie closed the Public Hearing at 8:35 p.m.
3. Resolution for Adoption:
2008 -177 Establishing Solid Waste Disposal and Rubbish or Refuse Collection Rates
MOVED by Council Member Smith, seconded by Vice -Mayor Stafford, and CARRIED 4 -0 -1
with Council Member Vidak - Martinez absent, reading was waived and Resolution No. 2008 -177
was ADOPTED.
8. REGIONAL CLIMATE PROTECTION COORDINATION PLAN
Consideration of Approving Development of a Regional Climate Protection Coordination Plan and
the Initial Framework for Implementation
1. Interim City Manager Schwarz and Mayor Mackenzie reviewed the contents of the staff report
and responded to Council questions.

Council CONCURRED to direct staff to forward the resolution to the coordinating committee
with a reminder to involve the Sonoma County Waste Management Agency as a partner agency.

Council Member Smith called attention to a letter of appreciation from Sonoma Mountain Art &
Wine Festival; communication from the Leadership Council at Rancho Cotate High School; and a
letter of appreciation from Robert Stewart, Cotati Chief of Police, thanking Mayor Mackenzie for
his participation in a fundraising event for the Cotati Police K -9 Fund.

Mayor Mackenzie distributed information regarding the Ahwahnee Principles for Climate
Change and proposed agendizing the matter for consideration on November 25`h City Council
agenda. The Mayor further indicated that selection of a date in December for the Council
reorganization meeting will be agendized for November 25`h as he will be in Poland on the
regularly scheduled meeting date of December 9`h.

encouraged to visit Michael Coleman's website at www.californiacityfinance.com.
3. Turnover in city management has affected six local cities in the past 19 months.
