The City Council of the City of Rohnert Park met this date for Regular Concurrent Meetings of the
Rohnert Park City Council, Community Development Commission of the City of Rohnert Park, and
Rohnert Park Financing Authority, to commence at 6:00 p.m. at the Rohnert Park City Hall, 130 Avram
Avenue, Rohnert Park, with Mayor Breeze presiding.
CALL TO ORDER
The Regular Meeting of the City Council of the City of Rohnert Park was called to order by Mayor
Breeze at 7:15 p.m.

1. PUBLIC COMMENTS
Lynne Conde, Rohnert Park, spoke regarding services offered at the Jewish Community Free Clinic
and requested the City's assistance with a gym at the Boys & Girls Club.
Mac McCaffrey, Rohnert Park, spoke regarding the inability of homeowners' association residents
to obtain individual water meters.
David Armstrong, Rohnert Park, spoke regarding services offered by Jewish Community Free
Clinic.
Gerard Giudice, Rohnert Park resident and Vice President of Jewish Community Free Clinic, spoke
regarding services offered at the clinic.
Donna Waldman, Sebastopol resident and Executive Director of Jewish Community Free Clinic,
spoke regarding services offered at the clinic.
2. CONSENT CALENDAR
Vice Mayor Belforte signified removal of Resolution No. 2008 -190 and indicated her intention.
Mayor Breeze signified deferral of the November 25, 2008, minutes to the next Council meeting
for action by a quorum of Council members who attended that meeting.
2. Approval of City Bills /Demands for Payment: Check numbers 182379 — 182621 dated
November 21 — December 3, 2008, in the total amount of $1,730,701.84.
3. Resolutions for Adoption:
2008 -188 Endorsing an Application for 2009 -2010 Community Development Block
Grant Funding
2008 -189 Endorsing the Committee on the Shelterless (COTS) Application for
Community Development Block Grant Funding to Help Support the COTS
Program for Emergency Shelters, Transitional Housing and Supportive
Services for Homeless Children and Adults
2008 -191 Authorizing City to Enter into Tolling Agreement with County of Sonoma
concerning Property Tax Administration Fees
MOVED by Vice Mayor Belforte, seconded by Council Member Callinan, and CARRIED 3 -0 -2
with Council Members Mackenzie and Stafford absent, reading was waived and the Consent
Calendar was APPROVED with the exception of Resolution No. 2008 -190 and the City Council
Portion of the Joint Meeting Minutes and City Council Portion of Regular Concurrent Meetings
Minutes of November 25, 2008.

Vice Mayor Belforte left the Council Chamber.
MOVED by Council Member Callinan, seconded by Mayor Breeze, and CARRIED 2- 0 -2 -1,
with Council Members Mackenzie and Stafford absent and Vice Mayor Belforte abstaining,
reading was waived and Resolution No. 2008 -190 was ADOPTED.
Vice Mayor Belforte returned to her seat at the dais.
3. ENERGY EFFICIENCY IMPROVEMENT LOANS (ASSEMBLY BILL 811)
Consideration of Participation in the County of Sonoma's Contractual Assessment Program to
Assist Property Owners in Financing the Cost of Installing Distributed Generation Renewable
Energy Sources or Making Energy Efficient Improvements
1. Interim City Manager Schwarz reviewed the contents of the staff report.
2. Public Comments: Mayor Breeze invited members of the public to come forward to speak. No
members of the public responded.
3. Resolution for Adoption:
2008 -192 ' Consenting to Inclusion of Properties within the City's Incorporated Area in
the County of Sonoma's Contractual Assessment Program to Finance
Distributed Generation Renewable Energy Sources and Energy Efficiency
Improvements
MOVED by Council Member Callinan, seconded by Vice Mayor Belforte, and CARRIED 3-
0-2 with Council Members Mackenzie and Stafford absent, reading was waived and Resolution
No. 2008 -192 was ADOPTED.
4. COUNCIL COMMITTEE AND /OR OTHER REPORTS
1. Other informational reports:
Vice Mayor Belforte, reported on conversation with a representative of the Cotati- Rohnert
Park Unified School District regarding future discussions between City and School District.
Mayor Breeze, reported on attendance by herself, Vice Mayor Belforte, Council Member
Mackenzie, interifn Gily Managef OilySeh",arz, and Community Development Director Bendorff,
and Housing & Redevelopment Manager Babonis at a meeting with Lynne Woolsey regarding
President -elect Obama's economic stimulus package. '

5. COMMUNICATIONS
Mayor Breeze reported on a communication with Scott Weaver regarding his Winter Wonderland
holiday display. Mayor Breeze also announced that Good Morning America filmed Mr. Weaver's
home, which aired the on December 9t1i. Mayor Breeze requested that Mr. Weaver be presented
with a proclamation.
6. MATTERS FROMIFOR COUNCIL
1. Consideration of Cancelling December 23rd Concurrent Meetings due to holiday. Council also
considered item 6(4), City Council Agenda Forecast, at this time.
The following agenda items were proposed for the next City Council meeting:
(1) Interim City Manager Schwarz proposed a review of the City's Work Plan.
(2) Council Member Callinan proposed a review of the City Council's budget and travel
expenses.
(3) Council Member Callinan proposed consideration of future hiring and employee
contractual obligations.
(4) Vice Mayor Belforte proposed a review of use of the use of consultants. Interim City
Manager Schwarz recommended that this item be considered at the Council's January 13th
meeting.
(5) Mayor Breeze proposed a review of City finances. Interim . City Manager Schwarz
recommended that the Council schedule a Budget Work Session in January or February.
Council CONCURRED to schedule a special meeting for Tuesday, December 16, 2008, at
7:00 p.m.
MOVED by Council Member Callinan, seconded by Vice Mayor Belforte, to cancel the
December 23rd regular concurrent meetings. Said motion CARRIED 3 -0 -2 with Council
Members Mackenzie and Stafford absent.
2. City Council Committee and Liaison Assignments for 2009
Mayor Breeze announced the December 16t1i deadline for submission of Fact Sheet applications
for upcoming board, commission and committee vacancies.

7. CITY MANAGER'S /CITY ATTORNEY'S REPORTS
1. Other informational items:
Interim City Manager Schwarz reported on Scott Weaver's holiday light display and requested
that members of the public be considerate of Mr. Weaver's neighbors when viewing the
display.
8. PUBLIC COMMENTS
Mac McCaffrey, Rohnert Park, requested that future infrastructure discussions include water
meters.

ADJOURNMENT
There being no further business, Mayor Breeze adjourned the City Council meeting at 8:01 p.m. to

3. REDEVELOPMENT PROJECTS AND FUNDING
Update regarding Current Status of Redevelopment Projects and Funding
Interim City Manager Schwarz provided introductory remarks and background information.
Housing & Redevelopment Manager Babonis, Housing & Redevelopment Assistant Goodman,
and Community Development Director Bendorff provided an update regarding the current
status of redevelopment projects and funding via PowerPoint presentation and responded to
questions from Commissioners. Interim City Manager Schwarz and City Attorney Kenyon
responded to Council questions regarding use of redevelopment funds for road projects.
2. Public Comments: None.
Topics of discussion included: Affordable housing; use of Southwest Boulevard station site
for affordable housing; Fire Station No. One Expansion project; grant to Sonoma Mountain
Business Cluster; discontinuance of Sonoma Grove Rental Assistance; review of travel and
meeting expenses; golf course contribution and reserve fund balance; and breakdown of City
salaries and administrative fees. No action was taken by the Commission.
