The Concurrent Meetings of the City of Rohnert Park for the City Council, the Community
Development Commission, and the Rohnert Park Financing Authority met this date for a Regular
Meeting to commence at 6:30 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard,
Rohnert Park, with Mayor Mackenzie presiding.
REGULAR MEETING
Call to Order: Mayor Mackenzie called the Regular Meeting to order at 6:50 p.m.
Roll Call: Breeze, Smith, Stafford, Mackenzie
Via teleconference: Vidak- Martinez (at the Doubletree Hotel, 201 Marquette N.W., Albuquerque,
New Mexico, where concurrent meetings agenda has been posted)
Staff present for all or part of the Regular Meeting: City Manager Donley, City Attorney Kenyon,
Assistant City Manager Schwarz, Deputy City Engineer Barnes, Deputy City Clerk Griffin, and
Videographer Beltz.
PLEDGE OF ALLEGIANCE:
K.C. McNaughton and Danielle Gardner - Stockton, Students at Thomas Page Elementary School,
led the Pledge of Allegiance. Mayor Mackenzie PRESENTED K.C. with a card and a pen.
1. SONOMA STATE UNIVERSITY (SSU) STUDENT REPORT:
Due to the excused absence of Heather Hanson, University Affairs Coordinator for Sonoma State
University Associated Students, Inc. (ASI), Mayor Mackenzie reviewed the contents of an e-mail
notice from Ms. Hanson highlighting the following events: SSU Sea Wolves baseball team's
victory in the CCAA state championship; commencement exercises to be held on Saturday, May
24.
2. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
John Records, Executive Director of Committee on the Shelterless (COTS), provided an update
and noted COTS' 20 -year anniversary. He DISTRIBUTED to each Council Member a copy of the
new COTS book, Invitation to Service.

3. CONSENT CALENDAR:
Vice Mayor Stafford signified removal of the City Council Portion of Regular Concurrent
Meetings — April 22, 2008. Council Member Smith signified removal of Resolution 2008 -67.
City Manager Donley signified removal of Resolution 2008 -68.
1. Approval of Minutes for:
Special Joint Meeting of the Rohnert Park City Council and the Parks, Recreation and Open
Space (PROS) Committee — April 22, 2008
2. Approval of City Bills/Demands for Payment in the amount of $1,914,484.81
3. Accepting Cash/Investments Report for:
Months Ending July, August, September, and October, 2007
4. Resolutions for Adoption:
2008 -66 Congratulating Sara Choi and Wishing Her Every Success as She Competes
for the Miss California Title
2008 -69 Recognizing the Efforts and Contributions of the Parks, Recreation,
and Open Space Committee, Accepting the Park and Recreation Facilities
Master Plan, and Dissolving the Park and Recreation and Open Space
Committee
2008 -70 Approving a Cooperation, Reimbursement, and Purchase and Sale
Agreement with the Community Development Commission of the City of
Rohnert Park for the Acquisition of Property Located at 6750 Commerce
Boulevard (Assessor's Parcel Number 143 - 380 -015) and Authorizing the City
Manager to Execute the Agreement
2008 -71 Authorizing and Approving an Agreement for Election Services with the
County of Sonoma
Upon MOTION by Council Member Smith, seconded by Vice Mayor Stafford, and
UNANIMOUSLY APPROVED, reading was waived, and the Consent Calendar, with the
exception of the City Council Portion of Regular Concurrent Meetings — April 22, 2008, and
Resolution Nos. 2008 -67 and 2008 -68, was ADOPTED BY ROLL CALL VOTE.

1. Approval of Minutes for:
City Council Portion of Regular Concurrent Meetings — April 22, 2008
Item 12. 1, page 7: Vice Mayor Stafford amended the Water Issues Subcommittee meeting date
to read "4/30."
Upon MOTION by Council Member Smith, seconded by Council Member Breeze, the City
Council Portion of Regular Concurrent Meetings — April 22 2008, were UNANIMOUSLY
APPROVED, AS AMENDED, BY ROLL CALL VOTE.

2008 -67 Calling for Sealed Proposals for Park Cleaning Services
Council Member Smith requested that City Attorney Kenyon review the issue of factoring in
the unique services provided by OADS in the bidding process. Upon MOTION by Council
Member Smith, seconded by Council Member Breeze, and UNANIMOUSLY APPROVED,
reading was waived and Resolution 2008 -67 was ADOPTED BY ROLL CALL VOTE.
2008 -68 Authorizing and Approving Task Order No. 2008 -03 with Coastland Civil
Engineering for Engineering Design Services for the 2008 Lancaster Drive
Rehabilitation Project, City Project No. 2007 -14
Council Member Vidak- Martinez stated her intention to abstain on said resolution due to the
proximity of her residence to Lancaster Drive. Upon MOTION by Council Member Smith,
seconded by Vice Mayor Stafford, and APPROVED 4 -0 -1 with Council Member Vidak-
Martinez abstaining, reading was waived and Resolution 2008 -68 was ADOPTED BY ROLL
CALL VOTE.
4. GRADING ORDINANCE AMENDMENTS:
Consideration of Proposed Amendments to Chapter 15.50, Excavations, Grading and Fills, of Title
15, Buildings and Construction, of the Rohnert Park Municipal Code:
1. Staff Report: Deputy City Engineer Barnes reviewed the contents of the Staff Report and
summarized improvements to the ordinance.
2. Public Comments: None.
3. Ordinance for Introduction:
No. 798 Amending Chapter 15.50, Excavations, Grading and Fills, of Title 15,
Building and Construction, of the Rohnert Park Municipal Code
Upon MOTION by Council Member Breeze, seconded by Council Member Smith, and
UNANIMOUSLY APPROVED, reading was waived and Ordinance No. 798 was
INTRODUCED BY ROLL CALL VOTE.
5. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
1. Association of Bay Area Governments (ABAG) Spring General Assembly, 4/24: Vice Mayor
Stafford provided a brief report.

Council Member Smith called attention to Building Official Bruck's appointment to the U.S. Green
Building Council's Code Committee and mention of Rohnert Park and Sonoma Mountain Village
in the Washinaton Post.
Mayor Mackenzie, called attention to a letter to Management Analyst Babonis from North Bay
Corporation, and he noted that a demonstration of the company's new biodiesel, split -level trucks
will be scheduled in the future.

Promotional Ceremony for Pubic Safety Officer Dave Frazer: City Manager Donley
announced the promotion of Public Safety Officer Dave Frazer to Commander, and he stated
that said ceremony will be held May 14t" at 4:00 p.m. at the Public Safety Building.

ADJOURNMENT: Mayor Mackenzie adjourned the City Council meeting at 7:37 p.m. to consecutively
and separately convene the meetings of the Community Development Commission

A MOTION was made by Commissioner Smith, seconded by Commissioner Breeze, to
approve the Consent Calendar. After the motion, reading was waived, and the CDC Consent
Calendar, as outlined in the agenda, was UNANIMOUSLY APPROVED BY ROLL CALL
VOTE.
