The City Council of Rohnert Park met this date for a Special Meeting /Work Session to commence at
4:30 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard, Rohnert Park, with Mayor
Mackenzie presiding.
SPECIAL MEETING/WORK SESSION
Call to Order: Mayor Mackenzie called the Special Meeting/Work Session to order at 4:30 p.m.
Roll Call: Breeze, Smith, Stafford, Vidak - Martinez, Mackenzie
Staff present for all or part of the Regular Session: City Manager Donley, City Attorney Kenyon,
Assistant City Manager Schwarz, Director of Administrative Services Lipitz, Accounting Manager
Orme, Director of Public Safety Bullard, Public Safety Commander Frazer, Director of Public
Works /City Engineer Jenkins, Performing Arts Manager McDougall, Office Assistant II Kelez,
Performing Arts Specialist Abravaya, Performing Arts Technical Director Hansen, Recreation
Services Manager Miller, Deputy City Clerk Griffin, and Videographer Beltz.
1. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
Len Carlson, resident of Rancho Grande, expressed concern regarding his inability to document
water conservation efforts due to a lack of submetering at said mobilehome park. Council
CONCURRED to refer the matter of mobilehome park submetering to the next Water Subcommittee
meeting for recommendations for future Council consideration.
2. WORK SESSION ITEMS FOR REVIEW, DISCUSSION, AND /OR DIRECTION:
Water Rates: Director of Administrative Services Lipitz reviewed the "Proposed Water Rate"
PowerPoint presentation and responded to Council questions and comments. Council
CONCURRED to authorize staff to proceed with the water rate increase under the proposed time
line.
City Budget for Fiscal Year 2008 -2009: City Manager Donley provided a brief oral overview of the
Fiscal Year 2008 -2009 budget cuts, and he responded to Council questions and comments.
Public Works and Engineering: Director of Public Works /City Engineer Jenkins reviewed a
June 5th memorandum regarding budget cuts for said department, and he responded to Council
questions and comments. Council CONCURRED to support staff's recommendations regarding
the budget proposals for Public Works and Engineering, with restoration of the sidewalk
maintenance budget.

Peforming Arts Center (PAC): Performing Arts Manager McDougall DISTRIBUTED AND
REVIEWED a summary of the PAC budget, and she responded to Council questions and
comments. Council Members Smith and Breeze, and Mayor Mackenzie, noted support for the
fifteen (15) percent reduction budget proposal, while Council Member Vidak- Martinez and Vice
Mayor Stafford noted support for the ten (10) percent budget reduction proposal. Council
CONCURRED to apply the $50,000 gift from the Rohnert Park trust toward capital
improvements.
Public Safety: Public Safety Commander Frazer reviewed a June 4th memorandum regarding
budget cuts for said department, and he responded to Council questions and comments. Council
CONCURRED to support staff's recommendations regarding the budget proposals for Public
Safety, with the exception of pulling one of the traffic officers for patrol.
Recreation Services: Recreation Services Manager Miller DISTRIBUTED AND REVIEWED
a budget summary, and he responded to Council questions and comments. Council
CONCURRED to support staff s recommendations regarding the budget proposals for
Recreation Services.
City Manager Donley indicated that the above -noted budget cuts are temporary measures to address
the current budget shortfall. Furthermore, he stated that Council will have one more Budget Work
Session at the meeting of June 24 prior to adoption of the budget at the first Council meeting in
July.
City Council: City Manager Donley reviewed a May 27th memorandum regarding the budget
cuts for City Council, and he responded to Council questions and comments. Council Members,
with the exception of Council Member Breeze, expressed support for staffs recommendations
for reductions in the travel and meeting budget. Council Member Breeze suggested a fifty (50)
percent reduction while still maintaining representation at the regional level for legislative and
budgetary advocacy.
ADJOURNMENT: There being no further business, Mayor Mackenzie adjourned the Special
Meeting /Work Session at 6:40 p.m.
