A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK

PUBLIC SAFETY SERGEANT
On the Occasion of his Retirement
WHEREAS, Arthur Sweeney will retire September 30, 2009 after 28 years of outstanding dedicated service to Public
Safety and the citizens of Rohnert Park; and
WHEREAS, the City Council and staff are appreciative of the highly professional work performed by Arland his ability to
act as an ambassador for the City and the Department of Public Safety in developing trusted relationships and for the
the many creative and innovative ideas that he brought into the agency; and
WHEREAS, Art began his career with the City of Rohnert Park in 1981 as a Public Safety Officer and served as one of the
of the first officers in a new Special Enforcement Unit plain clothes detail in the mid 1980s, and in the Investigations
Investigations Bureau in the early 1990s working closely with federal, state, and allied agencies to reduce fraud and
recover stolen property; and
WHEREAS, in 1994, Art was promoted to Sergeant and embraced the Community Oriented service philosophy of
developing partnerships with the community to resolve problems and recruit citizens as Police Service Aids (volunteers)
(volunteers) and he was instrumental in developing the Public Safety Citizen's Academy; and
WHEREAS, Art enhanced the image of Public Safety in the community by holding the office of Rotary Club President,
Public Information Officer, and participating in the first Leadership Rohnert Park Academy,and
r,�jHEREAS, Art took on challenging assignments such as Youth and Family Services Supervisor, Records Supervisor, and
I �� Administrative Sergeant and was always willing to step into the background in support roles to support the mission of
of the agency, sometimes at personal sacrifice; and
WHEREAS, during his career, Art developed Operation Thumbprint working with businesses to cut losses due to check
he also wrote the Dangerous Dog Ordinance, the DUI Cost Recovery Ordinance and was responsible for writing federal,
federal, state, and private grants that brought in hundreds of thousands of dollars. in resources and revenue; and
WHEREAS, Art was involved in recruiting and hiring Public Safety personnel for the last 15 years, developed and
implemented the PSO Trainee Program, and mentored many of our current Sergeants and senior officers; and
WHEREAS, the Agency and the City have benefited from Art's ability to embrace, understand, and find ways to bring
bring new technology into the workplace. As a California State Certified Crime Analyst, he helped blend technology
technology with raw and statistical data to create an "Intelligencebased policing" dimension to Public Safety.
NOW, THEREFORE, BE IT RESOLVED by the Rohnert Park City Council that a copy of this Resolution be prepared
and presented to Sergeant Art Sweeney as evidence of the appreciation, esteem, and affection in which he is held.
