Tuesday
The Concurrent Meetings of the City of Rohnert Park for the City Council, the Community
Development Commission and the Rohnert Park Financing Authority met this date for a Regular
Meeting, to commence at 6:00 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard,
Rohnert Park, with Mayor Pro Tempore Mackenzie presiding.
REGULAR MEETING
Call to Order: Mayor Pro Tempore Mackenzie called the Regular Meeting to order at 6:00 p.m.
Roll Call: Breeze, Mackenzie, Smith, Stafford
Absent: Vidak- Martinez (Out of town on City business)
Staff present for all or part of the Special Meeting: City Manager Donley, Assistant City Attorney
Whelan, Assistant City Manager Schwarz, Director of Administrative Services Lipitz, Management
Analyst Babonis, Senior Planner Rich, Deputy City Clerk Griffin, and Videographer Beltz.
Unscheduled Public Appearances: None.
CLOSED SESSION
Mayor Pro Tempore Mackenzie adjourned Council to Closed Session to discuss Personnel and
Litigation Matters.
CITY COUNCIL REGULAR MEETING
Mayor Pro Tempore Mackenzie reconvened the Council in Open Session at 6:51 p.m.
PLEDGE OF ALLEGIANCE:
Matison Larson, Student, Hahn Elementary School, led the Pledge of Allegiance. Mayor Pro
Tempore Mackenzie PRESENTED Matison with a card and a pen.
1. MAYOR'S REPORT ON CLOSED SESSION:
Mayor.Pro Tempore Mackenzie reported (1) that Council reached a tentative agreement with the
Rohnert Park Employees' Association (RPEA) and (2) that staff has been directed to prepare said
matter for Council consideration in open session.
2. SSU STUDENT REPORT:
Sonoma State University Associated Students, Inc. (ASI), by Nicole Schlossberg, Legislative
Representative: Ms. Schlossberg provided a brief update on the Green Music Center and other
campus construction.

3. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
1. Robert Fleak, 157 Parque Recrero, DISTRIBUTED AND REVIEWED a rate comparison
document, and he expressed concerns about the excessive amount Rancho Grande residents are
paying for water and sewer services.
2. Len Carlson, 349 Circulo San Blas, expressed concerns about the Rancho Grande Mobilehome
Park owners passing on water expenses to the residents. Mayor Pro Tempore Mackenzie and
Council Member Breeze, members of the City's Water Subcommittee, requested staff to
AGENDIZE said matter for their next Subcommittee meeting.
3. Carl Allyn, Rohnert Park Public Works, urged the City to work with the employees to solve the
negotiation impasse.
4. Chelsea Ozuna. 1311 Jasmine Circle, DISTRIBUTED a letter and SUBMITTED photographs
for Council's review, noting her concern about the intersection of Jasmine Circle and Snyder
Lane, and urging the City to take action to make said area safer for motorists and pedestrians.
Council CONCURRED to refer said matter to Director of Public Works /City Engineer Jenkins
for advisement.
5. Dawna Gallagher, 276 City Center Drive, referred Council to packets she previously
DISTRIBUTED regarding the efforts of local citizens to impeach President Bush and Vice
President Cheney. She urged Council to allow citizens time on the agenda of September 25th
for scheduled public appearances to bring this matter forward.
6. Donna Norton, Sonoma County, explained ongoing, local, public interest in impeaching Bush
and Cheney, and she encouraged Council Members to support and defend the Constitution by
agendizing the matter as a scheduled public appearance.
7. Roy LaMoreaux, 7417 Bridget Drive, SUBMITTED a resolution calling for the impeachment
of Bush and Cheney, and he urged Council to allow citizens specific time to share their
concerns at Council meetings.
4. CONSENT CALENDAR:
Council Member Smith signified removal of the City Council Special Meeting/Work Session and
City Council Portion of the Regular Concurrent Meetings Minutes of August 28, 2007.
2. Approval of City Bills/Demands for Payment in the amount of $1,762,759.67
3. Resolutions for Adoption:
2007 -144 Declaring September 22, 2007 as Russian River Cleanup Day
2007 -145 Approving the 2007 -08 Supplemental Law Enforcement Services Fund

Upon MOTION by Council Member Smith, seconded by Council Member Breeze, and
APPROVED 4 -0 -1 with Mayor Vidak- Martinez absent, reading was waived and the Consent
Calendar, with the exception of the City Council Special Meeting/Work Session and the City
Council Portion of the Regular Concurrent Meetings Minutes of August 28, 2007, was ADOPTED.

Council Member Smith indicated that he would be abstaining from the vote due to his absence from
the last Council meeting. Mayor Pro Tem Mackenzie and Council Members Breeze and Stafford,
in the absence of Mayor Vidak- Martinez and with the exception of Council Member Smith
abstaining, CONCURRED to approve the City Council Special Meeting/Work Session and the
City Council Portion of the Regular Concurrent Meetings Minutes of August 28, 2007.
5. PARK AND RECREATION FACILITY AUDIT AND PLAYGROUND SAFETY AUDIT:
Consideration of the 2006 -2007 Park & Recreation Facility Audit and Review of the 2000
Playground Safety Audit:
1. Parks and Recreation Commission Report: Gerald Griffin and Bonnie Black, co- chairs on the
Parks and Recreation Commission, reviewed the contents of the "2006 -2007 Park and
Recreation Facility Audit and Review of 200 Playground Safety Audit." City Manager Donley
recommended that Council, in light of the audits, review the Capital Improvement Plan (CIP) in
terms of determining possible reprioritization of CIP projects.

3. Council direction: Council CONCURRED to DIRECT STAFF (1) to merge said audits with
the upcoming PROS Committee report and (2) to bring back said item for Council
consideration at the appropriate time.
6. SONOMA MOUNTAIN VILLAGE FOCUS APPLICATION:
Update regarding Focusing Our Vision (FOCUS) Program Identifying Sonoma Mountain Village as
a Priority Development Area (PDA):

1. Staff Report: Senior Planner Rich reviewed the contents of the Staff Report.
2. Public Comments: None.
3. Council discussion/direction: None.
7. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
1. Sonoma County Waste Management Agency meeting, 8/15: Council Member Smith provided
a brief report.
2. Russian River Water Supply meeting, 8/28: Mayor. Pro Tempore Mackenzie provided a brief
report. He noted his suggestion for adoption of the Ahwahnee Water Principles as part of the
Water Supply Element of the County General Plan.
Council CONCURRED to direct Mayor Pro Tempore Mackenzie and City Manager Donley
to draft a letter over the Mayor's signature, regarding the above -noted matter, for
consideration at the next Council meeting.
3. Economic Development Subcommittee meeting, 8/30: City Manager Donley and Assistant
City Manager Schwarz provided brief comments.
4. Sonoma County Transportation Authority (SCTA) meeting, 9/10: Mayor Pro Tempore
Mackenzie indicated that he did not attend said meeting, and he referred Council to the SCTA
agenda.
5. Russian River Watershed Association meeting, 9/11: Mayor Pro Tempore Mackenzie stated
that the meeting will take place this Thursday.
6. Other informational reports, if any:
a. League of California Cities 2007 Annual Conference, 9/5 -9/8: As the City's voting
delegate, Council Member Smith provided a brief report. He and Mayor Pro Tempore
Mackenzie noted the sessions they attended and the activities in which they participated,
particularly including matters related to mobile home parks and climate protection.
8. COMMUNICATIONS:
The following communications were brought to Council's attention:
Council Member Smith - Letter from Joanne Sanders, Mayor Pro Tempore, Sonoma City Council
Member, thanking City for its support of her appointment to the Golden Gate Bridge Highway &
Transportation District.
Mayor Pro Tempore Mackenzie — "Building Safety Journal" article by Peter Bruck, entitled,
"Developing Green Building Programs or Ordinances."
9. MATTERS FROM/FOR COUNCIL:
1. Calendar of Events: Document provided to Council in the agenda packet.

a. Scheduled Public Appearances: Council CONCURRED to agendize as a scheduled public
appearance for a time certain of a period of ten minutes, for the first Council meeting in
October, the request made earlier this evening by Ms. Gallagher to discuss efforts
,supporting the impeachment of President Bush and Vice President Cheney.
10. CITY MANAGER'S /CITY ATTORNEY'S REPORTS:
1. Legislative Update: Assistant City Manager Schwarz reviewed the contents of the Staff Report,
and Council Members shared brief comments.
2. Sample City Council Protocols: City Manager Donley reviewed the contents of the Staff
Report.
Council CONCURRED to agendize, for consideration by the full Council at the first meeting
in October, appointment of an ad hoc subcommittee to consider City Council Protocols.
Council Members shared their perspectives and noted their interest in this matter. Assistant
City Attorney Whelan responded to Council questions.
3. Other informational items, if any:
a. County Strategic Planning Session, specifically meetings on September 17th and 27th with
Supervisors Smith and Kern present: City Manager Donley called attention to said
meeting dates, and Council Members shared comments.
11. PUBLIC COMMENTS:
Members of the public desiring to speak were called forward. No members of the public responded.
ADJOURNMENT: Mayor Pro Tempore Mackenzie adjourned the City Council meeting at 8:50 p.m.
to consecutively and separately convene the meetings of the Community
Development Commission and the Rohnert Park Financing Authority.

A MOTION was made by Commissioner Smith, seconded by Commissioner Breeze, to

Consent Calendar, as outlined in the agenda, was APPROVED 4 -0 -1 with Chairperson
Vidak- Martinez absent.
