Tuesday
The Concurrent Meetings of the City of Rohnert Park for the City Council and the Community
Development Commission met this date for a Special Meeting, to commence at 5:00 p.m., followed
by a Regular Meeting at the Rohnert Park City Hall, 6750 Commerce Boulevard, Rohnert Park,
with Mayor Vidak- Martinez presiding.
SPECIAL MEETING
Call to Order: Mayor Vidak- Martinez called the Special Meeting to order at 5:00 p.m.
Roll Call: Breeze, Mackenzie, Smith, Stafford, Vidak- Martinez
Staff present for all or part of the Special Meeting: City Manager Donley, Assistant City Attorney
Whelan, Assistant City Manager Schwarz, Management Analyst Babonis, City Clerk Hauff, and
Videographer Beltz.
Unscheduled Public Appearances: None.
1. CITY COUNCIL CLOSED SESSION:
Mayor Vidak- Martinez adjourned Council to Closed Session to discuss Personnel Matters as
outlined on the agenda.
2. CDC CLOSED SESSION:
Community Development Commissioners discussed Real Property Matters as outlined on the
agenda.
Mayor Vidak - Martinez reconvened the City Council and CDC Special Concurrent Meetings to
Open Session at 6:04 p.m.
4. MAYOR'S REPORT ON CLOSED SESSION:
Mayor Vidak- Martinez indicated that there was no reportable action from Closed Session. FOR
THE RECORD, Mayor Vidak- Martinez stated that the City Manager has held numerous meetings
with the bargaining units' negotiators over the last several months, as well as meetings with the full
membership of the Department of Public Safety.
Mayor Vidak- Martinez adjourned the City Council and CDC Special Concurrent Meetings at
approximately 6:05 p.m.

REGULAR MEETING
Call to Order: Mayor Vidak- Martinez called the Regular Meeting to order at 6:06 p.m.
Roll Call: Breeze, Smith, Stafford, Vidak- Martinez
Absent: Mackenzie (Left the meeting for upcoming City business in Eureka)
Staff present for all or part of the Regular Session: City Manager Donley, Assistant City Attorney
Whelan, Assistant City Manager Schwarz, Director of Public Safety Bullard, Public Works /City
Engineer Jenkins, City Clerk Hauff, and Videographer Beltz.
PLEDGE OF ALLEGIANCE:
Nicholas Tuttle, Student, Goldridge Elementary School, led the Pledge of Allegiance. Mayor Vidak -
Martinez PRESENTED Nicholas with a card and a pen.
RECESS:
Mayor Vidak- Martinez recessed the City Council Regular Meeting at 6:07 p.m. to convene the City
Council and Community Development Commission Regular Concurrent Meetings.
1. WORK SESSION - ECONOMIC DEVELOPMENT ACTION PLAN:
Staff /Council discussion: City Manager Donley made opening comments, and Assistant City
Manager Schwarz reviewed the contents of the Staff Report. Staff responded to Council
Member's questions and comments.
Public comments: None.
Council direction: Council Members shared their perspectives. Mayor Vidak- Martinez read
written comments from Vice Mayor Mackenzie regarding this matter. Council AGREED with
staff recommendation to bring this item back every six months for review.
RECESS:
Chairperson Vidak- Martinez recessed the CDC Regular Concurrent Meeting at 6:59 p.m. to continue the
City Council Regular Concurrent Meeting at 7:00 p.m.
2. MAYOR'S PRESENTATIONS:
1. Presentation of Proclamation Observing October 24, 2007, as "United Nations Day" to
Robert Abramson, Membership Chair, United Nations Association of Sonoma County:
Mayor Vidak- Martinez READ AND PRESENTED the proclamation to Mr. Abramson. Mr.
Abramson DISTRIBUTED AND REVIEWED United Nations Film Festival information,
and he SUBMITTED a United Nations flag for the City to fly during the week of
observance.
2. Presentation of Proclamation Supporting the Month of October 2007 as "Domestic Violence
Awareness Month" to Tina Davalos, Community Advocate, Sonoma County Human Services
Department: Mayor Vidak - Martinez READ AND PRESENTED the proclamation to Ms.
Davalos. Ms. Davalos made brief comments.

3. SSU STUDENT REPORT:
Sonoma State University Associated Students, Inc. (ASI), by Nicole Schlossberg, Legislative
Representative: Ms. Schlossberg provided a brief update on several items, including the Green
Music Center, freshmen orientation, the solar program; and SSU's reaccreditation process.
4. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
John Borba expressed support for the Neighborhood Enforcement Team (NET), and he urged Council
to place the safety of its citizens before environmental matters. Mayor Vidak- Martinez suggested that
Mr. Borba meet with City Manager Donley to learn more about the City's efforts in terms of citizen
safety.

Upon MOTION by Council Member Stafford, seconded by Council Member Smith, and
APPROVED 4 -0 -1 with Vice Mayor Mackenzie absent, reading was waived and the Consent
Calendar was ADOPTED.

6. CITIZEN PETITION FOR IMPEACHMENT OF PRESIDENT BUSH AND VICE
PRESIDENT CHENEY:
Presentation of a Citizen Petition for Impeachment of President Bush and Vice President Cheney:
1. Scheduled Appearance: Terra Freedman, and other representatives, reviewed a petition with
over 400 signatures of citizens of Rohnert Park in support of a resolution for impeachment of
President George W. Bush and Vice President Richard Cheney. Donna Norton and Dawna
Gallagher shared additional comments in support of said resolution and calling for democracy
at the local level.
2. Public Comments:.
a. Peggy Calkins read comments in support of the petition calling for drafting of a City
resolution to impeach Bush and Cheney.
b. Laurel Visner asked Council to consider the youth in supporting said resolution.
c. Alen Horn expressed reasons in support of said resolution.
d. Diana Peterlin urged Council to protect the community by supporting said resolution.
e. Adrienne Lauby expressed reasons in support of said resolution.
f. Miles Everett urged the Council to endorse a full investigation of the Constitutional abuses
by Bush and Cheney by supporting said resolution.
g. Don Anderson DISTRIBUTED AND REVIEWED information regarding his support of
said resolution.
h. Kumari Sivades expressed his support for said resolution and reviewed the impeachment
process.
i. Josh Mareja expressed his support for said resolution.
k. Art Dolin expressed his support for said resolution.
1. Phil Burk expressed his support for said resolution.
m. Linda Sullivan expressed her support for said resolution.
n. Cheryl Fonesca expressed her support for said resolution.
o. Thomas Fonesca expressed his support for said resolution.
p. Robin Birdfeather SUBMITTED articles for distribution to the Council, and she expressed
her support for said resolution.
q. Cheryl Camper expressed her support for said resolution.
r. Mary Ellen Smith expressed her support for said resolution.
S. Paul Olmar, as a veteran and member of the Armed Forces, expressed his support for said
resolution.

3. Council discussion/direction: Council Members shared their perspectives. Mayor Vidak-
Martinez read written comments from Vice Mayor Mackenzie regarding this matter. FOR
THE RECORD, Mayor Vidak- Martinez re- opened the Public Comments period.
Phil Burk clarified that the purpose of the resolution is to show the City's support in petitioning
Congress to impeach Bush and Cheney, and he explained standard practice in petitioning the
federal government.
Council CONCURRED that it is not appropriate for it to support a petition calling for
impeachment of federal government officeholders.
7. CITY BUDGET FOR FISCAL YEAR 2007 -08:
Consideration of Approving and Adopting the City Budget for Fiscal Year 2007 -08:
1. Staff Report: City Manager Donley reviewed the contents of the Staff Report via a Power Point
presentation, and he responded to Council questions and comments.
2. Public Comments:
Richard Pope, representing Sonoma Mountain Village, inquired if the City had done any
analysis of the surplus land available to support the City's budget.
3. Resolution for Adoption:
2007 -171 Approving and Adopting a Budget for Fiscal Year 2007 -08
A MOTION was made by Council Member Stafford, seconded by Council Member Breeze, to
adopt Resolution 2007 -171. During Council discussion, Mayor Vidak- Martinez read written
comments from Vice Mayor Mackenzie regarding this matter. After Council discussion
concluded, for said motion, which was APPROVED 3 -1 -1 with Council Member Smith
dissenting and Vice Mayor Mackenzie absent, reading was waived and Resolution 2007 -171
was ADOPTED.
RECESS: Mayor Vidak- Martinez declared a recess at 9:21 p.m.
RECONVENE: Mayor Vidak- Martinez reconvened Council at 9:34 p.m. with all Council Members
present except Vice Mayor Mackenzie.
8. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
1. Sonoma County Agricultural Preservation and Open Space District Citizens Advisory
Committee meeting, 9/27: Council Member Smith provided a brief report.
2. Mayors' and Councihnembers' Association Legislative Committee meeting, 1015: Council
Member Smith provided a brief report.
3. Sonoma County Transportation Authority meeting, 10/8: No report provided due to Vice
Mayor Mackenzie's absence from this evening's meeting.

Ceremony: Council Member Breeze shared brief continents, and staff responded.
Letter commending City Manager Donley's service in the U.S. Coast Guard: Mayor Vidak-
Martinez called attention to said letter.
10. MATTERS FROM/FOR COUNCIL:
1. Calendar of Events: Document provided in Council agenda packets. Mayor Vidak - Martinez
noted that she will be out of town October 12 -16 and 23.
2. City Council Agenda Forecast: Document provided in Council agenda packets.
3. Other informational items, if any:
a. Letter to California Public Utilities Commission regarding Reverse Metering Regulations:
Council direction: Council CONCURRED to direct staff to prepare a letter, for Council
consideration, to the Governor calling for the Public Utilities Commission (PUC) to consider
rule changes in the area of alternative energy sources.
b. Citizen Petition for Impeachment of President Bush and Vice President Cheney: At this
time, Council CONCURRED with Council Member Smith's request to agendize for the
next Council meeting direction for staff to prepare a letter, for signature by the Mayor, to the
Governor of California inquiring as to the state of emergency response readiness of the
California National Guard with regard to both personnel and equipment.
11. CITY MANAGER'S /CITY ATTORNEY'S REPORTS:
1. Legislative Update: Assistant City Manager Schwarz reviewed the contents of the Staff Report
and responded to Council questions and comments.
2. Other informational items, if any: None.

ADJOURNMENT: Mayor Vidak- Martinez adjourned the City Council meeting at 10:05 p.m. to
consecutively and separately reconvene the meeting of the Community

agreement with said changes. A MOTION was made by Commissioner Stafford,
seconded by Commissioner Breeze, to approve the Consent Calendar. After the motion,
reading was waived, and the CDC Consent Calendar, as outlined in the agenda, was
APPROVED 4 -0 -1 with Vice Chair Mackenzie absent.
