A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING JOB DESCRIPTION AND SALARY RANGE FOR
METER TECHNICIAN
AND AUTHORIZING RECRUITMENT FOR THE POSITION
WHEREAS, staff has proposed the creation of a Meter Technician position;
WHEREAS, there is a need for a Meter Technician in the Department of Public Works
to assume meter reading and associated customer service duties,
WHEREAS, the duties to be assumed by the Meter Technician are currently performed
by a Maintenance Worker II;
WHEREAS, transfer of the.meter reading duties from the Maintenance Worker II
position to a Meter Technician position represents a substantial savings to the City and will allow
the Maintenance Worker II to return to the Utilities division, thereby better utilizing the breadth
of his skill set;
WHEREAS, staff has developed a Meter Technician job description describing
appropriate duties; and
WHEREAS, the City Manager (Personnel Officer) recommends the position of Meter
Technician be designated as a non- exempt, miscellaneous employee represented by the Service
Employees' International Union (SEIU) and be placed at the following salary range and rate:

Meter Technician. 64W $33294 — 4,005
. WHEREAS, the City Manager further recommends the position of Meter Technician
report to the Utilities Services Supervisor in the Department of Public Works and Community
Services.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert
Park approves the job description and salary range for Meter Technician and authorizes the City
Manager (Personnel Officer) or designee to recruit for the position in the Department of Public
Works and Community Services.
DULY AND REGULARLY ADOPTED by the City Council of the City of Rohnert
Park this 27"' day of October, 2009.

METER TECHNICIAN
DEFINITION
Reads and records residential and commercial water service meters. Terminates and
connects water services; identifies irregularities in consumption and meter equipment
and related plumbing; provides a variety of field customer service functions, and other
duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Meter Technician performs the full -range of duties associated with water meter
reading and utility customer service for the City's Department of Public Works.
Incumbents often work independently and exercise a considerable amount of
independent judgment and initiative out in the field.
SUPERVISION RECEIVED AND EXERCISED
Direct supervision is received from the Public Works Utilities Services Supervisor. The
Meter Technician may train, work with and /or supervise others.
ESSENTIAL JOB FUNCTIONS
(These duties are a representative sample; position assignments may vary)
• Reads residential and commercial water meters using hand -held computers
within a 1% margin of error
• Responds to citizens' questions, concerns, complaints, and claims with the intent
to provide reasonable and responsible corrective action
• Performs data entry on hand -held computers
• Cleans water meters and water meter boxes
• Contacts customers to determine meter location or relays access problems in
person, by phone or in writing
• Operates a City vehicle in daily performance of duties
• Conducts water leak investigations (limited to those on City property)
• Conducts re -reads of possible high or low usage
• Programs or re- programs water meter electronic transmitting units
• Delivers advanced disconnect door tags as directed
• Disconnects water service for non - payment and /or customer request
• Reads and interprets printed maps, plans, and computer -based information
systems
• Calculates and records figures accurately and rapidly
• Organizes and maintains accurate records
• Performs flow tests
• Performs required daily route and usage information downloads and uploads
using appropriate equipment and computer applications
• Works closely with other City employees, i.e. Finance Dept Utility Billing staff

• Turns customers' water on and /or off
• May perform "upload /download" of meter routes and data using utility billing
software
• May act as a disaster service worker in the event of a disaster or emergency
QUALIFICATIONS
Education/Training /Experience:
Sufficient education, training and experience to successfully perform the duties of a
Meter Technician with the City of Rohnert Park. A typical way of obtaining the required
qualifications is to:
• Possess the equivalent of a high school diploma or GED; and
• Six months experience in reading municipal water meters
Licensinq and Certification Requirements:
Required licenses and certifications must be kept current during employment with the
City. All Public Works' positions require the following:
• A valid State of California Class C Driver's License and good driving record
required at time of appointment, i.e. date -of -hire.
• Grade 1 Water Distribution Operator Certificate issued by the State of California
must be obtained during the 12 -month probationary period.
Knowledge of:
• Safe practices in using a variety of mechanical and power tools and equipment in
constructing, maintaining, and repairing a variety of City facilities and
infrastructure
• Occupational hazards and standard safety precautions relevant to the safe
conduct of City construction and maintenance activities
• City streets and parcel identification system
• Customer relations' techniques
• Relevant City Ordinance related to water usage and conservation
• Computer operation, software programs and remote electronic field devices
Skill to:
• Perform data entry quickly and accurately at a rate to accomplish deadlines
• Perform manual work pertaining to water meters
• Correctly operate meter reading equipment
Ability to:
• Exercise good judgment and exhibit proactive decision - making skills

WORKING CONDITIONS

While performing the duties of this job, the employee is regularly exposed to outdoor
weather conditions and regularly works in inside environmental conditions. The
employee may occasionally be exposed to hostile people, dogs /pets, heavy traffic and
other potential hazards.
