2010/03/26 City Council MinutesMINUTES OF, THE ROHNERT PARK CITY COUNCIL SPECIAL MEETING Friday, March 26, 2010 MEETING LOCATION: City Hall — Council Chamber 130 Avram Avenue, Rohnert Park, California The Rohnert Park City Council met this date for the Special Meeting scheduled to commence at 4:00 p.m. with Mayor Stafford presiding. 1. CITY COUNCIL SPECIAL MEETING - Call to Order/Roll Call Mayor Stafford called this meeting to order at 4:02 p.m. Present: Pam Stafford, Mayor Gina Belforte, Vice Mayor Amie Breeze, Council Member Joseph T. Callinan, Council Member Jake Mackenzie, Council Member Absent: None Staff and /or consultant participants: Daniel Schwarz, Interim City Manager; Michelle Marchetta Kenyon, City Attorney, Phil McKenney, Peckham & McKenney, and Judy Hauff, City Clerk. 2. PUBLIC COMMENTS - Mayor Stafford invited public comments at 4:02 p.m. 1. Larry Resnick, resident of Rohnert Park, reviewed reasons for concerns regarding the proposal to raise City sales tax and made the suggestion to raise money for the City that the City contact the Pacific Gas and Election (PG &E) Company to find a PG &E system for Rohnert Park, like other named cities have done, for the City to sell the utilities to residents at retail without much impact on their budgets. 3. BALLOT MEASURE E — Consideration of authorizing a person, or persons, to prepare, submit, and sign the Rebuttal Argument to the Argument Against Measure E, the Temporary Funding Measure for the June 8, 2010 Consolidated Primary Election Interim City Manager Schwarz indicated being informed of a request to continue this item until Monday of next week. City Attorney Kenyon responded to Council questions that the request was received today to continue this item to Monday or Tuesday of next week as the Minutes of the Rohnert Park City Council SPECIAL MEETING (2 of 2) March 26, 2010 item is not ready today and was anticipated to be ready on Monday or Tuesday. She confirmed that this special meeting could be continued to another date, that at least three Council Members would need to be present to hear this item, and it was up to Council to decide if it wanted to continue this to a certain date and time. Discussion ensued. MOTION by Council Member Mackenzie to continue this item until Monday, March 29, 2010 at 4:00 p.m., seconded by Council Member Callinan, CARRIED UNANIMOUSLY, said motion was APPROVED. 4. RECESS TO CLOSED SESSION Mayor Stafford recessed this meeting at 4:08 p.m. to closed session to discuss: 1. PERSONNEL MATTERS (Government Code §54957) a. Public Employment Title: City Manager 5. RECONVENE SPECIAL MEETING OPEN SESSION Mayor Stafford reconvened the special meeting open session at 4:55 p.m. with all Council Members present. 6. MAYOR'S REPORT ON CLOSED SESSION (Government Code § 54957.1) Mayor Stafford advised Council met in closed session regarding the title of the matter she read as listed on the Special Meeting Agenda, and advised there was no reportable action from closed session. 7. ADJOURNMENT of City Council Special Meeting to March 29, 2010 at 4:00 p.m. Mayor Stafford adjourned this meeting at 4:55 p.m. to an adjourned special meeting on Monday, March 29, 2010 at 4:00 p.m. to continue with the unfinished business of this special meeting as previously indicated in these minutes.
