The Rohnert Park City Council, Community Development Commission of the City of Rohnert
Park, Rohnert Park Financing Authority, and the Rohnert Park Civic Commission met this date
for the Joint Regular Meeting scheduled to commence at 6:30 p.m. with Mayor Stafford presiding.
1. CITY COUNCIL, CDC, RPFA & RPCC JOINT REGULAR MEETING
Call to Order /Roll Call
Mayor Stafford called this meeting to order at 6:33 p.m.

of this meeting: Josh Jacobsen, Video Technician and Josh Cimino, Video Technician.
2. PLEDGE OF ALLEGIANCE - Larose Randall, Student, John Reed Elementary School, led the
pledge of allegiance. Mayor Stafford presented Larose with a card and a pen.
3. SSU STUDENT REPORT - Jesse Schwartz, SSU ASI Legislative Representative, Sonoma
State University Associated Students, Inc. provided the SSU Student Report on current
activities at SSU. He advised that with the school year coming to a close and his upcoming
graduation, this would be his last report as the SSU Student Representative and information
will be provided on who the next representative will be at a later date.
Council expressed appreciation to Jesse Schwartz for the reports he has provided to Council
and extended congratulations on his upcoming graduation.

4. PRESENTATIONS
A. Mayor's Presentation of Proclamation Honoring Chamber of Commerce Member,
Exchange Bank and Rick Marraffino - Mayor Stafford acknowledged the upcoming
retirement of Rick Marraffino. She shared contents of this Proclamation and presented it
to Rick Marriffino. Mr. Marriffino expressed appreciation for this recognition and for
being able to live and work in such a great community and also work for a great company
with ownership that hasn't changed since 1890.
B. Mayor's Presentation of Proclamation Proclaiming May 9 -15, 2010 as Affordable
Housing Week in Rohnert Park —Mayor Stafford shared contents of this proclamation
and, noting there was no representative available to receive it this evening, indicated staff
would send it to them. She responded to Council question that staff will check and
advise if there will be the usual kick -off breakfast for this event on Monday, May 10th .
C. Mayor's Presentation of Proclamation Proclaiming the Fourth Friday in April,
April 23, 2010, as Children's Memorial Day in Memory of Children Who have Died
by Violence — Mayor Stafford shared contents of this proclamation and presented it to
Representative Steve Berry. Mr. Berry expressed appreciation for the proclamation as a
member representing the non- profit organization Committee to Minimize Occurrences of
Violence in Everyday Society (MOVES) and shared comments on their efforts.
D. Rebuilding Together — Program Overview and Accomplishments — Mayor Stafford
referred to a recent email message provided to Council for this item and advised it will be
deferred to a future agenda.
5. CITY MANAGER / CITY ATTORNEY / DEPARTMENT HEAD BRIEFINGS
A. Removal of Fountain at the Community Center — Interim City Manager Schwarz
commented on the fountain at the Community Center that has been designated for
removal for some time and with the state taking away $5 million from the city, projects
like this have been postponed. He reported that the Public Works crews, working with
Director of Public Works & Community Services, John McArthur, came up with an
interim solution that will provide a beneficial place for summer enjoyment. Mr. Schwarz
indicated that he wanted to take this opportunity to acknowledge Public Works for their
efforts on this. Council expressed appreciation for these efforts.
In response to Mayor Stafford's invitation to comment, Director of Public Works &
Community Services McArthur confirmed the upcoming event for Community Cleanup
Volunteer Day will be from 9:00 a.m. to 1:00 p.m. on May 8th. He explained that the
Community Center shade structure is not installed yet as it will be done with grant funds
anticipated later this summer. He advised they are removing all the heavy structure now,
the fountain is gone, and zero -type landscaping will be done.
Council commended the results of these efforts to date.

B. City Attorney Report on Brown Act Requirements for Closed Session Discussions
City Attorney Kenyon provided this report and responded to Council questions.
Vice Mayor Belforte arrived at this joint regular meeting at 6:55 p.m. during the City Attorney's
responses to Council questions on this report.
AGENDA ORDER - Council Member Mackenzie asked if the Mayor and /or Council would be
interested in moving Item No. 14 on Overview of City Budget forward to handle prior to Item
No. 9 on Spreckels Performing Arts Center (PAC) Management Options as it seemed to him it
would be more beneficial to discuss the budget first.
Discussion ensued and concluded in Mayor Stafford advising that Item No. 14 regarding
Overview of City Budget FY 2010/11 would be moved forward on tonight's agenda and
handled before Council recesses for the closed session.
6. PUBLIC COMMENTS — Mayor Stafford invited public comments at 7:02 p.m.
A. Steve McCaffrey shared comments thanking Dan Schwarz for his time as City Manager
for Rohnert Park, provided examples of his ability to foster cooperation, and indicated
that Rohnert Park's loss will be Larkspur's gain
Mayor Stafford advised her plans to provide an opportunity for Council to express
appreciation to Interim City Manager Schwarz later during this meeting.
7. CONSENT CALENDAR
Mayor Stafford advised all items on the consent calendar were considered together by one
action of the City Council, the Community Development Commission, and /or the Rohnert
Park Financing Authority, whichever is applicable, unless any Council Member or anyone
else interested in a consent calendar item had a question about the item.
Mayor Stafford pulled Resolution Nos. 2010 -38 and 39 to postpone to a future meeting per
memo provided to Council today from Interim City Manager Schwarz. Mayor Stafford
pulled Resolution Nos. 2010 -42 and 43. Council Member Callinan pulled Resolution No.
2010 -41. Council Member Breeze pulled item A.2 on the joint regular meeting minutes.
Vice Mayor Belforte pulled item A.2 on the joint regular meeting minutes and item B.1 on
the City bills.

MOTION by Council Member Mackenzie to adopt the Consent Calendar with the exception
of Items A.2 on the joint regular meeting minutes, B.2 on the City bills, and Resolution
Nos. 2010 -38, 39, 41, 42 and 43, seconded by Vice Mayor Belforte, CARRIED
UNANIMOUSLY, reading was waived and said motion was APPROVED. „

2. City- CDC - RPFA -RPCC Joint Regular Meeting — April 13, 2010
Council Member Breeze indicated she would be abstaining on the approval of these
minutes due to her absence from the meeting.
Vice Mayor Belforte referred to pages 13 and 14 of these minutes regarding
comments on closed session matters and her request about having the discussion
openly shown after public comments on page 14. She indicated that she thought she
had brought this up during the discussion of this matter in the section beginning on
page 13. Mayor Stafford indicated that approval of these minutes would be deferred
to the next Council meeting agenda to allow time for the City Clerk to check the
meeting video for verification on this portion of the meeting.
[CITY CLERK NOTE: The City Clerk reviewed the video of the above - referenced portion of the
April 13, 2010 Council meeting and found that the minutes correctly reflected that there were brief
comments made by Interim City Manager Schwarz on the agenda forecast and Mayor Stafford
invited public comments in between the comments by Council Member Callinan and Vice Mayor
Belforte asking the City Attorney if the information regarding closed session matters could be
handled in open session. Therefore, there is no correction to be made to this section of these
minutes and the April 13, 2010 Joint Regular Meeting Minutes will be redistributed for Council's
consideration of approval on the May 11, 2010 Joint Regular Meeting Agenda.]
B. Acceptance of Reports for:

Vice Mayor Belforte shared that she had intended to pull City Cash Reports, not the bills.
She indicated she would not be commenting on the Cash Reports since they were already
accepted with the initial motion for approval of the consent calendar.
MOTION by Vice Mayor Belforte to accept the report for City Bills /Demands for Payment,
seconded by Council Member Breeze, CARRIED UNANIMOUSLY, reading was waived
and said motion was APPROVED.

C. City Council Resolutions for Adoption:
1. 2010 -38 Approving a Job Description and Salary Range for Public Works and
Community Services Director and Authorizing Appointment to the Position
2. 2010 -39 Approving Job Description and Salary Range for General Services
Supervisor and Authoring Recruitment for the Position
The two items represented on this agenda by Resolution Nos. 2010 -38 and 39 were
DEFERRED to a future agenda per Mayor Stafford's review of memo provided to Council
earlier today from Interim City Manager Schwarz.
4. 2010 -41 Approving an Agreement for Management and Administrative Services
between the City of Rohnert Park and the Regional Government
Services Authority for the Services of a Human Resources. Manager
Interim City Manager Schwarz and City Attorney Kenyon responded to Council
questions pertaining to this agreement.
MOTION by Council Member Callinan to adopt Resolution No. 2010 -41, seconded
by Council Member Breeze, CARRIED UNANIMOUSLY, reading was waived and
said motion was APPROVED.
Mayor Stafford and Council Member Callinan left the Chamber at 7:15 p.m. after each
separately advised the need to be absent from Council discussion or action on Resolution
Nos. 2010 -42 and 43, the next two resolutions listed on the agenda, due to both having a
conflict of interest with properties within 500 feet of the project area.
Before leaving the Chamber, Mayor Stafford turned the gavel over to Vice Mayor Belforte.
5. 2010 -42 Amending the Five -Year Capital Improvement Program (CIP) Budget

MOTION by Council Member Mackenzie to consecutively and separately adopt
Resolution Nos. 2010 -42 and 43, seconded by Council Member Breeze, CARRIED
3 — 0 — 2 with Council Member Callinan and Mayor Stafford absent /recused due to
above - reviewed conflict of interest, reading was waived and said motion was
APPROVED.
Mayor Stafford and Council Member Callinan returned to the Chamber at 7:17 p.m. and
Mayor Pro Tempore Belforte returned the meeting gavel to Mayor Stafford.

8. CDC ITEMS: Five -Year Implementation Plan, for the Rohnert Park Redevelopment
Project Area for FY 2009/10 through 2013/14 and Defeasance and Restructuring of
2007 Tax Allocation Bond Debt — Consideration of adoption and approval.
Interim Executive Director Schwarz shared opening comments on this item which included
introductions of representatives available with city staff to respond to questions, Jim Simmon
of RSG and Sohail Bengali, Bond Counsel/Underwriter with Stone & Youngberg.
A. Staff Report — Housing & Redevelopment Manager Babonis provided the staff report for
this item via power point presentation. She noted that Jim Simmon of RSG was available
for the first item and Sohail Bengali, Bond Counsel/Underwriter with Stone & Youngberg
was available for the second item. Ms. Babonis and Interim Executive Director Schwarz
responded to Commission questions.
B. PUBLIC HEARING for: Five -Year Implementation Plan for the Rohnert Park
Redevelopment Project Area ( "Project Area ")
Chair Stafford invited public comments on this item at 7:35 p.m. No one responded.
C. CDC Resolutions for Adoption:
1. 2010 -06 Adopting and Approving the FY 2009/10 through 2013/14 Five -Year
Implementation Plan for the Rohnert Park Development Project Area
2. 2010 -07 Authorizing Defeasance of a Portion of the 2007R Tax Allocation Bonds
and Restructuring of Outstanding Debt to New "Taxable" Proceeds
a. Commission motion — MOTION by Commissioner Callinan to consecutively
and separately adopt CDC Resolution Nos. 2010 -06 and 07, seconded by
Commissioner Breeze
b. Commission discussion ensued which included response to Commission question
by Sohail Bengali, Bond Counsel/Underwriter with Stone & Youngberg, with his
recommendation that the Commission should approve these items and indicating
the only downside would be not to do it.
c. Commission vote — The motion on the floor CARRIED UNANIMOUSLY,
reading was waived and said motion was APPROVED.
AGENDA ORDER - Mayor Stafford moved the meeting forward to Item No. 14 on the agenda

14. OVERVIEW of CITY BUDGET FY 2010/11
A. Staff Report — Interim City Manager Schwarz and Director of Administrative Services
Lipitz reviewed the brief staff report provided for this item via power point presentation
and responded to Council questions. Discussion ensued.

C. Council discussion /direction /action
Discussion included COUNCIL CONCURRENCE to move the June 8, 2010 regular
meeting to June 15, 2010 due to needing to know results of the upcoming June 81h
election with regard to Measure E

AGENDA ORDER - Mayor Stafford moved the meeting back to Item No. 9 on the agenda at
8:20 p.m.to proceed with the scheduled order of the agenda.
9. SPRECKELS PERFORMING ARTS CENTER MANAGEMENT OPTIONS
A. Staff Report/Economic Development Committee Report, 4/22/10 mtg. (PS /GB)
Interim City Manager Schwarz reviewed the staff report provided for this item. Mayor
Stafford and Vice Mayor Belforte reported on results of the Economic Development
Committee meeting held on April 22nd for this item. Mayor Stafford, Vice Mayor
Belforte, Interim City Manager Schwarz, and Director of Administrative Services Lipits
responded to Council questions throughout these reports which included indicating the
Committee's recommendation to bring VenueTech on board with its extensive
background experience and beneficial aspects of a bridging approach working with
Friends of the Spreckels Performing Arts Center while pursuing its 501c3 non - profit
status and providing assistance with fundraising efforts. Discussion ensued.
B. Public Comments — Mayor Stafford invited public comments at 8:53 p.m.
1. Grete Hansen, Rohnert Park, shared written comments reviewing her reasons for
expressing opposition to the City proceeding with a contract with VenueTech and
indicating her support of the local non - profit organization efforts.
2. Andy Durkee, Rohnert Park, shared reasons for indicating there was no need to rush
with the VenueTech proposal and asking Council to allow time to give the Friends of
the Performing Arts Center a chance to form their 5010 non - profit status and see
what they can accomplish.
3. Brian McCarthy, Rohnert Park, shared reasons for expressing opposition to the City
doing a five year contract with VenueTech at this time and for asking Council to
accept Geri Beam's offer to form the Friends of the Spreckels Performing Arts Center
5016 local non -profit organization.
Public comments were concluded on this item at 9:02 p.m.
C. Council discussion /direction /action - MOTION by Council Member Mackenzie for
Council to direct staff not to prepare a contract with VenueTech based on the proposal
presented and that the Performing Arts Center be kept whole as a running facility during
the next fiscal year, seconded by Council Member Breeze. Discussion ensued. The
motion on the floor CARRIED 3 — 2 with Vice Mayor Belforte and Mayor Stafford
dissenting, said motion was APPROVED.

10. RECESS TO CITY COUNCIL CLOSED SESSION IN CONFERENCE ROOM 2A
Mayor Stafford recessed the meeting to closed session at 9:10 p.m. to consider:

11. RECONVENE JT. REGULAR MEETING OPEN SESSION IN COUNCIL CHAMBER
Mayor Stafford reconvened this meeting at 10:04 p.m.
AGENDA ORDER Mayor Stafford advised that Item Nos. 12 and 13 listed next on the agenda
would be combined beginning with Item No. 13 regarding appointment of Acting City Manager,
which she turned over to City Attorney Kenyon to explain.
13. APPOINTMENT OF ACTING CITY MANAGER — Authorizing the Mayor to execute an
appointment letter appointing an Acting City Manager
City Attorney Kenyon explained that the Interim City Manager will be leaving as of April 30th
and when Mr. Schwarz leaves, Council will need to have an Acting City Manager authorized
during the interval of appointing an Interim City Manager. She indicated that Council needs
to decide who to appoint as. Acting City Manager as of May 1St and believed Council has
considered a candidate and would like to authorize the Mayor to make an appoint from an
internal staff person.
A. Council discussion /direction /action — MOTION by Mayor Stafford to appoint Darrin
Jenkins as Acting City Manager for a limited time as of Monday, May 1St and authorize the
Mayor to send an appointment letter appointing the Acting City Manager as of May 1St,
seconded by Council Member Mackenzie, CARRIED UNANIMOUSLY, said motion was
APPROVED.
12. MAYOR'S REPORT ON CLOSED SESSION (Government Code § 54957.1)
Mayor Stafford advised that Council has decided to report out on closed session, even though
not required to by the Brown Act, Council decided that they did want to relate some
information that they can. Council has instructed the City Attorney to begin negotiations
with an Interim City Manager candidate to begin work as soon as possible. Council also
instructed the City Attorney to commence contract negotiations with a permanent City
Manager candidate. Mayor Stafford indicated that this concludes what Council has to report
out of this evening's closed session.

14. OVERVIEW of CITY BUDGET FY 2010/11
This item was moved forward on the agenda and handled prior to Item No. 9.
15. SENIOR CITIZENS ADVISORY COMMISSION APPOINTMENT
Council consideration of appointment to Senior Citizens Advisory Commission for two -year
term to expire December 31, 2010 (Belforte nomination)
A. Council nomination /discussion /action — Vice Mayor Belforte advised she needed more
time to consider her nomination for this appointment and would like to have the
opportunity to talk to the person who submitted an application for the vacancy. She
indicated she wanted to keep the vacancy for this appointment open for a while.
16. Sonoma County Transportation Authority/Regional Climate Protection Authority
(SCTA/RCPA), 4/12/10 mtg. (JM) — Consideration of response to Sonoma County
Transportation Authority (SCTA) regarding the question, "Should the Vehicle License Fee be
placed on the 2010 November Ballot ?"
Council Member Mackenzie explained this item indicating that staff is seeking advice on
whether to pursue putting a measure on the 2010 November Ballot. He asked how the
Council would have him vote on the 2nd Monday in May on the matter regarding placing a
$10.00 Vehicle License Fee on the November Ballot.
A. Council discussion /direction /action - Discussion ensued during which Council Member
Mackenzie responded to Council questions on this matter and concluded with Council
Member Mackenzie acknowledging that he can present at their next SCTA /RCPA
meeting that at least three Council Members were in favor of pursuing this with the
requirement that it should include some percentage for road maintenance. He also noted
that he had Council comments and would ask for clarification on the various points
brought up during tonight's discussion.
17. STANDING COMMITTEE / AD HOC COMMITTEE / LIAISON REPORTS
A. Standing Committee Reports, if any — None.
B. Liaison Reports
1. Library Advisory Board, 4/20/10 mtg. (AB /JC)
Council Member Breeze advised she was unable to attend this meeting due to a
scheduling conflict. Council Member Callinan advised that he attended a portion of
this meeting and. reported briefly on the success of the programs for children, this
year's budget reduced about three percent, book sale on April 30th from 10:00 a.m. to
5:30 p.m., commended successfulness of the bookstore handled by volunteers and
making about $1,000 per week, and that Nancy Kleban is the Branch Manager to call
if anyone would like to volunteer.

2. Sonoma County Waste Management Agency (SCWMA), 4/22/10 mtg. (DS)
Interim City Manager Schwarz reported on his attendance at this meeting including
the Agency adopted a budget, which overall is lower so the City's contribution will be
lower; the only thing that increased slightly, other than contractual obligations, was
outreach for technology on the internet; worked out arrangements with the County
that will allow the Agency's Director to work for the Board rather than report to the
County Administrator, or his designee, so this situation has been resolved and the
position will be listed soon. Mr. Schwarz advised that Council will have an item on
the next agenda to appoint his replacement as the City's liaison to this Agency and
noted that Director of Administrative Services Lipitz has indicated her preference to
remain in the alternate status.
3. Other, if any
Sonoma County /City Solid Waste Advisory Group — Mayor Stafford advised that
this group met again recently and they are working on efforts to rectify dump site
concerns.
C. Other Reports
1. Chamber of Commerce Board of Directors, 4/20/10 mtg. (PS)
Mayor Stafford reported on this meeting which included advising that the Chamber is
moving forward with efforts of the Executive Management Team working effectively
with Lisa Bagwell as the employee at the Chamber and volunteers. She noted that on
May 20th the Business Show Case will be held at the Doubletree Hotel.
2. Association of Bay Area Governments (ABAG) General Assembly, 4/22/10 (PS /JM)
Council Member Mackenzie reported on this ABAG Regional Summit that he and the
Mayor attended on Earth Day. He advised this was the kick off for implementation of
SB 375, the sustainable community strategy document, with efforts on the part of
ABAG, Metropolitan Transportation Commission (MTC) and cities to basically get
officials together to work on this. There will be county by county meetings scheduled
this summer to look at our General Plans and housing needs assessment numbers and
coordinating that with the region wide transportation planning effort that MTC has to
update every four years. He advised that the League of California Cities had been
entertaining an effort to delay the implementation of the AB 32 and SB 375 and
reported that the League decided not to take any action so they will continue working
with the League of California Cities toward implementing these measures.
Mayor Stafford commended Council Member Mackenzie's playing the starring role in
one of the videos provided at this summit explaining these efforts.

3. Caltrans and Sonoma County Transportation Agency (SCTA) Groundbreaking
Ceremony for the U. S. Route 101 Central Project, 4/26/10
Mayor Stafford advised that Council Members Callinan and Mackenzie and she
attended this ceremony. Speakers included Council Member Mackenzie as a
representative of MTC, Rohnert Park and Cotati Mayors, Cotati Council Member
Gilardi, County Supervisors Zane and Kern, among others.
4. Other Reports
a. Rancho Cotati High School Student Body Election — Mayor Stafford advised
she accepted the invitation to attend the recent Student Body Election at Rancho
Cotati High School and had the privilege of being a monitor over their voting. She
shared comments explaining and commending their election process.
b. Project Graduation — Mayor Stafford commented that Project Graduation is
looking for volunteers to do the decorations Mondays, Wednesdays and Fridays
from 6:30 p.m. to 9:30 p.m. at 600 Martin Avenue. She extended invitation to
anyone who might be able to help with this effort.
c. Rebuilding Together — Mayor Stafford commended the successful efforts of
Rebuilding Together that took place this past weekend with over 100 people in
attendance helping to fix people's homes and other great work in the community.
She shared examples of their successful efforts which included the kitchen
rehabilitation project at the Senior Center.

1. Appreciation of Interim City Manager Dan Schwarz — Mayor Stafford noted that
this is the last Council meeting for Mr. Schwarz to attend at Interim City Manager.
Beginning with the Mayor, each Council Member separately shared numerous
examples expressing appreciation for all the work Mr. Schwarz has done for the City
of Rohnert Park and extended congratulations and best wishes on his future endeavors
as the City Manager in Larkspur.

2. Code Enforcement Officer - Interim City Manager Schwarz responded to question
from Council Member Callinan pertaining to the Code Enforcement Officer that it
was his understanding that Development Services will be bringing this item to the
budget reviews and hopes to leverage some development money for this position.
3. Council Meeting Start Time — Interim City Manager Schwarz responded to question
from Council Member Callinan regarding the reason tonight's Council meeting
started at 6:30 p.m. instead of the usual 6:00 p.m. start time. He explained that it was
an inadvertent oversight during the drafting process of the agenda when a dinner
break was initially provided following an earlier special meeting and was not changed
back to 6:00 p.m. when it was decided that the special meeting was not necessary.
4. Community Youth Service Awards — Vice Mayor Belforte called attention to an
article in the Sunday, April 25th, edition of the Press Democrat recognizing young
adults nominated for Community Youth Service Awards for the following ten
categories: Agriculture/Vocational, Arts, Athletics, Community Action, Ecology,
English/Foreign Language /Education, Health Sciences, Journalism /Media, Mathe-
matics /Technical and Music. She noted that these students were nominated by their
teachers and had to go before a panel of judges and answer questions on why they
should receive a Community Youth Service Award. She indicated that among the
many listed in the article, the list included ten of our finest students nominated
throughout Sonoma County and read their names, high school and, if known, shared
the college to be attended, as follows: Jessica Parker /Rancho Cotate; Sophia
Grubb/Rancho Cotate and will be going to U. C. Davis; Kimberly Cassacia/
Technology; Felicia Strope/ Rancho Cotate and will be going to Santa Rosa Junior
College; Kevin Gu /Rancho Cotate and will be going to USC; Edgar Ramirez /Rancho
Cotate; Hannah Webster/ Technology; Geonyoung Kim /Rancho Cotate and will be
going to U. C. Berkeley; Benjamin Meyers /Technology; and Eric Lu /Rancho Cotate
and has been accepted and will be going to Harvard. She noted that Eric Lu worked
last year as a student intern at Rohnert Park City Hall in the City Clerk's Office.
Mayor Stafford expressed agreement with Vice Mayor Belforte's request that the
Sonoma County students who become winners of this award be acknowledged at a
future City Council meeting.
5. Hugh Codding Recognition — Council Member Callinan asked if a proclamation
could be prepared in recognition of Hugh Codding for his contributions to the
community and be presented at a public meeting. Council agreed.
6. Sonoma County Adult and Youth Development (SCAYD) Volunteer of the Year
Awards — Vice Mayor Belforte called attention to this event on May 1St at noon at
Sally's Tomatoes
7. Junior Varsity Plays at Sonoma Mountain Village — Vice Mayor Belforte shared
that the Junior Varsity Team plays against Petaluma tomorrow, April 28th, starting at
5:00 or 5:30 p.m. at Sonoma Mountain Village. She commented on this team going
on to state and whoever wins this game is vying for first place.

20. PUBLIC COMMENTS — Mayor Stafford invited public comments at 10:58 p.m.
A. Terri Mazzanti expressed appreciation to Dan Schwarz for his efforts as City Manager
and wished him success as City Manager for Larkspur.
B. Michael Newell of Sonoma Mountain Business Cluster shared comments updating
Council on their current activities, upcoming developments and future possibilities and
responded to Council questions.
