1. CALL TO ORDER/ROLL CALL
The Joint Regular Meeting of the Rohnert Park City Council, Community Development
Commission of the City of Rohnert Park, and Rohnert Park Financing Authority was called to
order by Mayor Stafford at 5:00 p.m.
Present: Pam Stafford, Mayor
Gina Belforte, Vice Mayor
Jake Mackenzie, Council Member
Absent: Arnie Breeze, Council Member
Joseph T. Callinan, Council Member
Staff participating in all or part of this meeting:
John Dunn, Interim City Manager; James J. Atencio, Assistant City Attorney; Guy Miller,
Recreation Services Manager; Brian Masterson, Director of Public Safety; Sandy Lipitz, Director
of Administrative Services; Darrin Jenkins, Director of Development Services/City Engineer; John
McArthur, Director of Public Works & Community Services; and Judy Hauff, City Clerk.

2. PLEDGE OF ALLEGIANCE — The following Girl Scouts led the Pledge of Allegiance:
Jessica Fike from Rancho Cotate High School, LeeAnn Fontes from Technology High School,
Rebecca Maloney from Rancho Cotate High School, Julianna Fike from Monte Vista
Elementary School, and Gabby Luna from Analy High School. Mayor Stafford presented each
with a novelty pen.

4. CITY MANAGER / CITY ATTORNEY / DEPARTMENT HEAD BRIEFINGS
A. Update on Sports Center Memberships — Guy Miller, Recreation Services Manager,
provided this report via power point presentation and responded to Council questions.
B. Report on 4th of July — Brian Masterson, Director of Public Safety, provided this report
advising that this year's 4th of July was basically uneventful with fewer calls received this
year compared to last year, and responded to Council questions.
C. Recent Closure of Food Distribution Center — John Dunn, Interim City Manager,
advised that he and Linda Babonis, Housing & Redevelopment Manager, were
interviewed today by a reporter from the Press Democrat on the recent closure of the food
distribution center and noted the probability of an article in tomorrow's Press Democrat.
5. PUBLIC COMMENTS
a. Karen Cappa, resident, shared comments opposing Smart Meters and the Walmart Expansion.
b. Dalton I. Dillinghan, resident, shared comments opposing Smart Meters.
6. CONSENT CALENDAR
Vice Mayor Belforte pulled Item A.1, June 22, 2010 joint regular meeting minutes; Item B.1,
City bills; and Item C.3, Resolution No. 2010-74.
B. Acceptance of Reports for:

3. City Cash/Investments Report for Month Ending May 31, 2010
C. City Council Resolutions for Adoption:
1. 2010-72 Declaring Results of the Municipal Election Consolidated with the Statewide
Gubernatorial Primary Election Held in the City of Rohnert Park on June 8,
2010
2. 2010-73 Authorizing the Interim City Manager to Execute Agreements with the State
Board of Equalization for Implementation of a Local Transactions and Use Tax
4. 2010-75 Rejecting Claim of Sgt. David Welch In Part for Damages that Occurred On
or After December 7, 2009 (re: alleged violations to rights provided by the
Public Safety Officers Procedural Bill of Rights Act (PSOPBRA)).
ACTION: Moved (Mackenzie), seconded (Belforte), and carried 3-0-2 absent (Breeze and
Callinan) to approve the Consent Calendar with the exception of Item A.1, June 22, 2010
joint regular meeting minutes; Item B.1, City bills; and Item C.3, Resolution No. 2010-74.

Items Removed from Consent Calendar:
A. Approval of Minutes for:
1. City-CDC-RPFA Joint Regular Meeting — June 22, 2010
Vice Mayor Belforte referred to page 5, Item II.C.1, regarding her report on the
meeting of the Sonoma County Board of Supervisors and the unanimous vote to
restore funding, and advised that the recipient indicated in the minutes needed to be
changed from Human Resources Commission to Human Service Commission.
B. Acceptance of Reports for:
1. City Bills/Demands for Payment
Sandy Lipitz, Director of Administrative Services, and Brian Masterson, Director of Public
Safety, responded to Vice Mayor Belforte's questions on the City Bills.
C. City Council Resolution for Adoption:
3. 2010-74 Authorizing and Approving an Agreement for Bomb Disposal Services with
University of California, Berkeley
Brian Masterson, Director of Public Safety, responded to Vice Mayor Belforte's questions on
this item. .
ACTION: Moved (Mackenzie), seconded (Belforte), and carried 3-0-2 absent (Breeze and
Callinan) to approve June 22, 2010 joint regular meeting minutes as amended to change
Human Resources Commission to Human Service Commission under Item I l.C.1, approve
City Bills as submitted, and adopt above titled Resolution No. 2010-74 as submitted.

1. Rancho Cotate High School Dunk Tank Fundraiser, Friday, July 91h and July 23rd
Council Member Mackenzie called attention to this worthy cause.
2. Farmers Market in Rohnert Park on Fridays
Council Member Mackenzie called attention to the continued success of this event.

3. Chamber of Commerce Noon Times, Wednesday, July 7th
Mayor Stafford called attention to this item and commended Interim City Manager
Dunn on speaking at this meeting.
4. Mayor's Challenge for Blood Donations, Thursday, July 14"' and Saturday, July 24th
Mayor Stafford called attention to the City's Challenge for the Blood Drive for
donations July 14th at CVS Pharmacy and July 24th at Pacific Market parking lot.
B. Other informational items
1. Mayor Stafford commended efforts of Public Works on the appearance of the City.
She shared that her two sons were visiting recently and both commented on how nice
the City looks.
2. Council Member Mackenzie shared that he and Mayor Stafford attended the
Memorial Service for Pauline Snyder (Jud Snyder's wife) on Saturday, July 10th, at
the Senior Center. He recognized and commended Jud Snyder's reporting efforts
over the years.
3. Vice Mayor Belforte called attention to calendars Council received in the past that
provided reminders of important City meetings and asked about the possibility of
getting a new calendar with this year's meeting dates.
