1. CALL TO ORDER/ROLL CALL
The Joint Regular Meeting of the Rohnert Park City council, Community Development
Commission of the City of Rohnert Park, and Rohnert Park Financing Authority was called to
order by Mayor Stafford at 7:02 p.m.

2. PLEDGE OF ALLEGIANCE - Kieran Keaney, 2nd Grade Student, Penngrove School, led
the Pledge of Allegiance. Mayor Stafford presented Kieran with a novelty pen.
3. INTRODUCTION of NEW CITY MANAGER Gabriel "Gabe" Gonzalez
Mayor Stafford introduced and welcomed the new City Manager, Gabe Gonzalez.
4. PRESENTATIONS
A. Presentation for Sonoma County Agricultural Preservation & Open Space District
by Bill Keene, General Manager — Mr. Keene reviewed this item via power point
presentation regarding the District's Matching Grant Program.

Mayor Stafford invited public comments at 7:15 p.m. No one responded.
6. CONSENT CALENDAR
Council Member Mackenzie pulled Item D, Ordinance No. 822, and Item C.1, Resolution
No. 2010 -86.
A. Approval of Minutes for:
1. City- CDC -RPFA Joint Regular Meeting —July 27, 2010
B. Acceptance of Reports for:
1. City Bills /Demands for Payment
2. CDC Bills /Demands for Payment
3. City Cash /Investments Report for Month Ending June 30, 2010
C. City Council Resolution for Adoption:
2. 2010 -87 Approving Street Name Change of Portion of Wilfred Avenue to Golf
Course Drive
ACTION: Moved ( Belforte), seconded (Breeze) and carried unanimously to approved the
Consent Calendar with the exception of Item D, Ordinance No. 822, and Item C.1,
Resolution No. 2010 -86.
Items Removed from Consent Calendar:
C. City Council Resolution for Adoption:
1. 2010 -86 Adopting a Schedule of Civil Fines Imposed Pursuant to Rohnert Park
Municipal Code Section 9.48.050
D. Ordinance for Adoption:
1. No. 822 Repealing and Replacing Chapter 9.48 of the Rohnert Park Municipal Code
(Alcohol Offense /Loud Parties — Loud and Unruly Gatherings)
Council Member Mackenzie referred to comments at the previous Council meeting with the first
reading of above - titled Ordinance No. 822 to wait on the adoption of this item until the Sonoma
State University, Associated Student, Inc. (SSU ASI) has reconvened for its academic year for
students to have a formal opportunity to review this item.
ACTION: Moved (Mackenzie), seconded (Breeze), and carried unanimously, to table action for
the adoption of Ordinance No. 822 and complimentary Resolution No. 2010 -86, and wait on the
adoption of this item until the Sonoma State University, Associated Student, Inc. (SSU ASI) has
reconvened its academic year for students to have a formal opportunity to review this item prior to
the Council action.
Council Member Mackenzie reiterated that the SSU ASI review of this item should take place at the
earliest opportunity due to the importance of not delaying it so Public Safety can get it in place.
Vice Mayor Belforte recommended referral of this item to the Education Committee for review with
SSU ASI. Council concurred.

1. Education Ad Hoc Subcommittee meeting with Sonoma State University
Vice Mayor Belforte and Mayor Stafford reported on the recent Education Ad Hoc
Subcommittee meeting at SSU.

9. MATTERS FROM/FOR COUNCIL
A. Sonoma County Agricultural Preservation & Open Space District matter regarding the
District's Matching Grant Program - Council consideration of direction to extend the term
for grant funds from one to five years
Mayor Stafford summarized this item with reference to the presentation on the District's
Matching Grant Program made earlier this evening by General Manager, Bill Keene. She
advised the Mayors' and Councilmembers' Association would be considering this item at
its meeting later this week on Thursday, August 12, 2010.
1. Council discussion /direction /action — Discussion included comments noting that
this item was pertaining to Cloverdale's request to extend the term for these grant
funds from one to five years. Discussion concluded in recommendation by Council
Member Mackenzie to remain status quo and not support the request for more years
on the term for the District's Matching Grant Program. Council concurred.
B. Takanbou Yabuuchi, Student Ambassador from Hashimoto, 8/4/10 visit (PS /GB)
Mayor Stafford reported on this item.
C. Calendar of Events
1. Vice Mayor Belforte called attention to the Rohnert Park Public Safety Explorer Post
#500, Pancake Breakfast & Open House hosted by the Rohnert Park Public Safety
Officers Association (RPPSOA), at the Fire Station, 5200 Country Club Drive,
Saturday, August 21 St from 8:00 a.m. to 11:30 a.m.
2. Council Member Mackenzie called attention to the 2nd Annual Family Fun Day and
Trade Fair hosted by the Community Voice and Rohnert Park Chamber of Commerce,
at City Center Plaza, Saturday, August 14th from 11:00 a.m. to 3:00 p.m.
3. Mayor Stafford called attention to Rebuilding Together Event at the Grocery Outlet
parking lot, Saturday, August 14th with Chief Masterson and Mayor Stafford
participating in a dunk tank event.

D. Other informational items
1. Council Member Callinan called attention to recent letter received from the City
Attorney regarding the dissolution of McDonald, Holland & Allen and joining a new
firm. City Attorney Kenyon responded to Council questions and confirmed this item
would be considered on the next Council meeting agenda.
