1. CALL TO ORDER/ROLL CALL
The Joint Special Meeting of the Rohnert Park City Council and the Community
Development Commission of the City of Rohnert Park was called to order by Mayor Stafford
at 1:00 p.m.

2. PUBLIC COMMENTS
Mayor Stafford invited public comments at 1:01 p.m. No one responded.
3. CITY COUNCIL /CDC BUDGET SESSION for Fiscal Year 2010 -2011
A. City Manager Budget Overview /Comments
Gabe Gonzalez, City Manager, provided comments on the Budget Overview.
B. Follow -up to August 10th Budget Workshop
John Dunn, Interim Assistant City Manager, shared opening comments with power point
slide on Formula for the City's Long -Term Fiscal Health and reviewed his memo
provided for this item. Mr. Dunn and Sandy Lipitz, Director of Administrative Services,
responded to Council questions, comments and recommendations throughout this report
with review of the following items as listed on this meeting's agenda.

General Fund — Recommended Actions
1. Approve New Revenue Categories to be pursued
2. Emphasize City Facility Cost Centers
PUBLIC COMMENTS — Mayor Stafford re- opened public comments at 1:27 p.m.
1. John Hudson, resident, referred to report on the Sewer Fund and shared comments
which included asking if raising these rates would be submitted to the voters, and
reference to article in yesterday's Press Democrat and comments on Measure L.
Mayor Stafford closed public comments at 1:30 p.m.
John Dunn, Interim Assistant City Manager, indicated the Sewer item is listed later on
the agenda. Mr. Dunn, City Attorney Kenyon, and Director of Administrative
Services Lipitz responded to Council questions at this time on this matter.
B. Follow -up to August 10th Budget Workshop — continued
3. Authorize Classification and Salary Adjustments
Interim Assistant City Manager Dunn provided opening comments on this item.
Sophia Selivanoff, Regional Government Services for Human Resources Manager
Services, reviewed the classifications and salary adjustments listed in the memo for
this item. There were no questions from Council on this portion of the budget review.
4. Authorize Human Resource Manager Contract Extension
Interim Assistant City Manager Dunn reviewed this item recommending extension of
this contract from October 2010 through June 2011. Mr. Dunn, City Manager
Gonzalez and City Attorney Kenyon responded to Council questions on this item.
5. Approve two new Neighborhood Enhancement Programs
Interim Assistant City Manager Dunn reviewed this item for the Neighborhood
Enhancement Officer (part time) and Code Compliance Officer (part-time) working
together with a joint program. Mr. Dunn and Housing & Redevelopment Manager
Babonis responded to Council questions on this item.
6. Authorize City Manager to use discretion to fill future vacancies
Interim Assistant City Manager Dunn reviewed this item. Director of Public Safety
Masterson reviewed an example for this item using the specific situation of the recent
resignation of the Fire Commander and request to create a Fourth Lieutenant position
for Fire. Discussion ensued.
ACTION: Moved (Mackenzie), seconded (Callinan) and carried unanimously to
authorize the City Manager to use discretion to fill future vacancies as recommended
in above - reviewed staff report.

7. Adopt Economic Development Action Plan
Interim Assistant City Manager Dunn indicated this item would be reviewed under
items for action later on the agenda.
8. Approve use of Specialized Consultants for specified purposes
Interim Assistant City Manager Dunn explained this item pertaining to the examples
listed in his memo provided for this item. City Manager Gonzalez responded to
Council questions on aspects of the Strategic Plan Facilitator.
Special Funds — Recommended Action
9. Authorize three new Water /Sewer positions
a. Two Water /Sewer positions contingent on approval of Water and Sewer Rates
i. One Maintenance Worker for Sewer
ii. One Maintenance Worker for Water
Interim Assistant City Manager Dunn reviewed this item.
City Council Water /Wastewater Committee Members Mackenzie and Belforte shared
comments on recommending the formation of a committee on the September 14th
agenda to represent citizens and businesses in Rohnert Park, suggesting it be made up
of twelve individuals and would be an advocacy committee for the community, with
consideration of starting as an ad hoc committee during the formation process and
then proceeding to a formal committee with compliance to Brown Act requirements,
to meet as a working committee every 2 to 3 weeks for at least 6 to 9 months.
COUNCIL CONCURRED.
b. One SCAYDA position subject to findings of Cost Benefit Analysis
Interim Assistant City Manager Dunn continued review of the three positions listed
above under (a) and (b) of this item for the budget as previously suggested and
reviewed on August 10th. Mr. Dunn and Director of Administrative Services Lipitz
responded to Council questions on these positions.
Interim Assistant City Manager Dunn also reviewed Council policy guidance to staff
on August 10th for Director of Public Works & Community Services McArthur to
proceed with the analysis of the sewer /water instrumentation system to see if service
can be more economically and better provided in -house rather than by contract.
Community Development Commission — Recommended Actions
10. Approve CDC Operating and Housing Budget
Interim Assistant Executive Director Dunn provided opening comments on this item.
Housing & Redevelopment Manager Babonis reviewed this item via power point
presentation and responded to Commission questions.

11. Approve CDC Capital Projects Budget
Interim Assistant Executive Director Dunn provided opening comments on this item.
Housing & Redevelopment Manager Babonis reviewed this item via power point
presentation. Mr. Dunn explained the two separate categories for the Proposed
Community Facilities Program listed for this section as (a) through (h) in his memo
on the Steps to Finalizing the 2010 -11 Budget with the first four being recommended
at this time and the remaining four deferred for further study and consideration to be
brought back later.
Sonoma Mountain Business Cluster - Housing & Redevelopment Manager Babonis
continued review of this section of the CDC Capital Projects Budget with power point
presentation on Sonoma Mountain Business Cluster indicating that representative
Michael Newell was present in the audience for this item.
PUBLIC COMMENTS — Chair Stafford invited public comments on this item at 2:46 p.m.
Michael Newell, General Director of Sonoma Mountain Business Cluster, reviewed
the request for funds, referred to copies distributed to CDC Members at this meeting
of August 24th articles from both the Community Voice and the Press Democrat on
this matter, and responded to Commission questions.
Chair Staff closed public comments on this item at 2:54 p.m.
Sonoma County Tourism Bureau - Housing & Redevelopment Manager Babonis
continued review with power point presentation on Sonoma County Tourism Bureau
funding request and noted representatives were present in the audience.
Commissioners indicated they had no questions on this item.
Economic Development Action Plan Objectives — Interim Assistant Executive
Director Dunn reviewed this item via power point presentation.
There being no further questions indicated at this time by the City Council or CDC, Interim
Assistant City Manager /Executive Director Dunn advised this concluded tonight's overview
of the August 10th Budget Workshop.

all City Council /CDC Members present.
D. Council /CDC Review and Approval of Budget — Staff representing the various City
Departments responded to further Council /CDC questions during discussions of the
motions on the floor for the following City Council and CDC resolutions presented for
adoption.
1. City Council Resolutions for Adoption:
a. 2010 -88 Approving and Adopting the Budget for the City of Rohnert Park for
Fiscal Year 2010 -2011
ACTION: Moved (Belforte), seconded (Mackenzie) and carried unanimously to
adopt above - titled City Council Resolution No. 2010 -88 as submitted.
b. 2010 -89 Adopting an Economic Development Plan for the City of Rohnert Park
ACTION: Moved (Mackenzie), seconded (Belforte) and carried unanimously, to
adopt above - titled City Council Resolution No. 2010 -899 with acceptance by the
Maker and Seconder of the motion for inclusion of additional language in this
Economic Development Plan, as recommended by City Attorney Kenyon from
concerns expressed during Council discussion of the motion on the floor, to add "21.
Review the 2007 Economic Development Plan to assure that all relevant points of that
Plan continue to be incorporated into the City's ongoing Economic Development /Job
Creation Program."
c. 2010 -90 Approving a Job Description and Salary Range for Director of Public
Works and Community Services and Authorizing Appointment to the
Position

g. 2010 -94 Approving Amendment No. 1 to the Agreement for Management and
Administrative Services with Regional Government Services Authority
for the Services of a Human Resources Manager

2. CDC Resolutions for Adoption:
a. 2010 -15 Adopting an Economic Development Plan for the City of Rohnert Park
ACTION: Moved (Belforte), seconded (Mackenzie) and carried unanimously, to
adopt above - titled CDC Resolution No. 2010 -15 with inclusion of addendum to this
Economic Development Plan as indicated for adoption of the preceding City
Resolution No. 2010 -89 to add "21. Review the 2007 Economic Development Plan to
assure that all relevant points of that Plan continue to be incorporated into the City's
ongoing Economic Development /Job Creation Program."
b. 2010 -16 Approving and Adopting the CDC Budget for Fiscal Year 2010 -2011
ACTION: Moved (Belforte), seconded (Mackenzie) and carried unanimously, to
adopt above - titled CDC Resolution No. 2010 -16 as submitted.
c. 2010 -17 Authorizing Staff to Proceed with Capital Projects in the Proposed
Community Facilities Program

CDC discussion ensued on this item. The motion on the floor to adopt above - titled
CDC Resolution No. 2010 -18 as submitted carried 3 - 2 with Council Members
Breeze and Callinan dissenting.
e. 2010 -19 Authorizing and Approving an Agreement with the Sonoma County
Tourism Bureau for Exclusive Tourism Marketing Services for the
City of Rohnert Park
ACTION: Moved (Belforte), seconded (Breeze, and carried unanimously to adopt
above - titled CDC Resolution No. 2010 -19 as submitted.
