The Concurrent Meetings of the City of Rohnert Park for the City Council, the Community
Development Commission and the Rohnert Park Financing. Authority met this date in Regular
Session for a meeting to commence at 7:00 p.m. at the Rohnert Park City Hall, 6750 Commerce
Boulevard, Rohnert Park, with Mayor Smith presiding.
CLOSED SESSION:
Following an earlier Special Meeting /Work Session, Council was in Closed Session to consider
Litigation Matters from 7:00 p.m. until approximately 7:20 p.m.
REGULAR SESSION:

Call to Order: Mayor Smith called the Regular Session to order at 7:22. p.m.
Roll Call: Breeze, Flores, Mackenzie, Vidak- Martinez, Smith
Staff present for all or part of the Regular Session: City Manager Donley, City Attorney Kenyon,
Assistant City Manager Schwarz, Housing and Redevelopment Project Manager Ellena, Director of
Public Works /City Engineer Jenkins, Building Official Bruck, Recreation Services Manager Miller
and Videographer Beltz.
Cooper Nicks, Monte Vista Elementary School, led the Pledge of Allegiance prior to this evening's
5:00 p.m. Special Meeting/Work Session for the Sustainability Ordinance. Mayor Smith
PRESENTED Cooper with a magnet and a card at that time.
MAYOR'S REPORT ON CLOSED SESSION:
Mayor Smith indicated that there was no reportable action from the Closed Session.
SCHEDULED APPEARANCES /PRESENTATIONS:
Mayor's Presentation of Resolutions/Proclamations of Recognition as follows:
1. Congratulating Jan Norton, Resident at Community Development Commission Owned,
Committee on the Shelterless (COTS) Administered Education Housing Program, for Her
Receipt of DeMeo Scholarship: Mayor Smith READ AND PRESENTED Ms. Norton
with a resolution recognizing her accomplishment. Ms. Norton shared brief comments.
2. Congratulating Deborah Grissom, Resident at Community Development Commission
Owned, Committee on the Shelterless (COTS) Administered Education Housing
Program, for Her Receipt of DeMeo Scholarship: Mayor Smith READ AND
PRESENTED Ms. Grissom with a resolution recognizing her accomplishment. Ms.
Grissom shared brief comments.

3. SSU STUDENT REPORT:
Sonoma State University Associated Students, Inc. By Whitney Diver, Legislative Representative:
Ms. Diver DISTRIBUTED copies of The Star to Council, and she reported on matters including
the outsourcing of SSU's bookstore to Barnes & Noble, the Green Music Center, and the size of the
freshmen class. She INVITED Councilmembers to attend and /or speak at Academic Senate
meetings, which are held on Wednesdays from 12 to 2 p.m. Mayor Smith requested that Ms. Diver
e -mail him the meeting schedule, and Councilmember Mackenzie requested that staff update the
SSU phone number on the Council's contact sheet.
4. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
1. Lisa Von Kleist, 584 Santa Alicia Drive, was recognized and DISTRIBUTED AND
REVIEWED the contents of a letter expressing concern about recent small fires along a local
creek due to overgrowth of weeds, and suggesting that the City contact the courts regarding
use of Community Service hours to address the cleanup of the overgrowth along the creeks.
Mayor Smith DIRECTED STAFF to look into this matter.
2. Linda Beltz, 6182 San Bruno Court, was recognized and DISTRIBUTED AND REVIEWED
the contents of a letter expressing several concerns regarding the erection and use of a
skateboard ramp in the neighbor's yard, including noise, liability, safety, privacy, and impact
on home resale value. Ms. Beltz also noted her concern with the amount of time it has taken
to get a response from the City after filing a complaint. Mayor Smith DIRECTED STAFF to
look into this matter.
Lynn Spaulding, 7612 Melody Drive, was recognized and DISTRIBUTED fliers for Rancho
Cotate PTSA's Welcome Back Barbeque on September 30`h, 2006 from 12 to 3 p.m. at the
Rancho Cotate High School Quad. She INVITED all Councilmembers to attend the event
and/or to be dunked should organizers obtain a dunking tank for the event.
4. Gordon Anderson, 301 Enterprise Drive, was recognized and DISTRIBUTED three packets
containing articles, real estate and title documents, and correspondence regarding the
marketing of the properties at Hampton Trace. He also DISTRIBUTED two additional
packets with similar information to Council and staff, and he indicated that he is continuing to
independently research what is going on regarding conversion of said property into
condominiums.
5. John O'Neill, 4374 Gloria Court, was recognized and urged Council to reconsider a move by
the Parks and Recreation Commission to again recommend use of the tennis courts at a local
park for a canine group. He reiterated noise and health concerns, as the courts are used by
several youth groups, including baseball, hockey and softball, and he expressed concern with
defaming remarks made about him to the Parks and Recreation Commission. City Manager
Donley stated that the Commission has made that recommendation, which will now come
before the Council for consideration. Mayor Smith requested that staff contact Mr. O'Neill at
the time of said Council meeting. Vice Mayor Vidak- Martinez suggested that staff come back
with a comprehensive report addressing noise concerns from dog parks, as well as the issue of
skateboard ramps.

5. CONSENT CALENDAR
Mayor Smith asked if there were any questions about matters on the Consent Calendar.
Councilmember Flores signified removal of Resolution 2006 -218. Mayor Smith signified removal
of the Regular Concurrent City Meetings Minutes for August 8, 2006, as well as Resolution Nos.
2006 -211 and 2006 -214.
B. Approval of Bills /Demands for Payment concurrently for:

Upon MOTION by Councilmember Vidak- Martinez, seconded by Councilmember Mackenzie, and
UNANIMOUSLY APPROVED, reading was waived and the Consent Calendar, with the
exception of the Regular Concurrent City Meeting Meetings Minutes for August 8, 2006 and
Resolution Nos. 2006 -211, 2006 -214, and 2006 -218, was ADOPTED AS AMENDED.
Items for consideration:
2006 -218 Calling for Sealed Proposals for a New Chipper Truck for the Public
Works Department
Councilmember Flores discussed the new chipper truck in terms of its contributions towards
sustainability. Councilmember Mackenzie called attention to a pile of chips in Golis Park. Upon
MOTION by Councilmember Flores, seconded by Councilmember Breeze, and UNANIMOUSLY
APPROVED, reading was waived and Resolution 2006 -218 was ADOPTED.

A. Approval of City Council Portion of Concurrent Meeting Minutes for:
Regular Concurrent City Meetings - August 8, 2006
Mayor Smith referred Council to Agenda Item 8, "Council Committee and /or Other Reports," page 7,
Item 9, "Other informational reports, if any." He stated that the minutes should reflect that he
attended said recycling facility with Councilmember Breeze. Upon MOTION by Mayor Smith,
seconded by Councilmember Breeze, the Regular Concurrent City Meetings Minutes for August 8,
2006 were APPROVED AS AMENDED.
2006 -211 Declaring October 1, 2006 as "Pasta King Day in Rohnert Park" in
Honor of Arturo "Art" Ibleto's 801h Birthday
Mayor Smith explained "Pasta King Day in Rohnert Park," and he DISTRIBUTED tickets to
Council for said event.. A MOTION was made by Mayor Smith, seconded by Councilmember
Flores, to approve Resolution 2006 -211. Under discussion, Councilmember Flores commended the
City for honoring an individual who contributes so much to the community. After the motion, which
was UNANIMOUSLY APPROVED, reading was waived and Resolution 2006 -211 was
ADOPTED.
2006 -214 Approving a Lease Agreement with Konocti Girl Scout Council for
Use of the Scout Hut
Mayor Smith expressed concern about the deteriorating condition of the roof and the need for
future repairs of the roof during the term of said lease. A MOTION was made by Mayor Smith,
seconded by Vice Mayor Vidak- Martinez, to approve Resolution 2006 -214. Under discussion,
Councilmember Flores noted his concurrence with Mayor Smith's comments, stating that replacing
the wooden shingle roof will provide greater safety. After the motion, which was
UNANIMOUSLY APPROVED, reading was waived and Resolution 2006 -214 was ADOPTED.
6. CONDO CONVERSION MORATORIUM ORDINANCE:
Consideration of proposed adoption of an Urgency Condominium Conversion Moratorium
Ordinance has been DEFERRED to September 12, 2006 to include duly noticed Public
Hearing: Council CONCURRED with staff's recommendation to defer consideration of said item
to the September 12`h, 2006 City Council meeting.
7. LEAGUE OF CALIFORINIA CITIES' LEGISLATIVE UPDATE:
Presentation by Amy O'Gorman, Regional Public Affairs Manager, North Bay and
Redwood Empire Divisions, League of California Cities: Ms. O'Gorman provided
several updates, particularly on the Telecommunications Bill.
2. Council discussion /direction /action: Council discussed directing staff to send letters of
opposition to a variety of bills, including a bill related to local agency peace officer
employees' participation in a medical pact, a bill regarding blight, a bill regarding special
needs facilities, and a bill regarding damage to public property. Ms. O'Gorman indicated
that she can provide sample letters of opposition to the various bills at Council's
discretion. She also noted that she is now the League's Director of Regional Public
Affairs for the State.

RECESS /RECONVENE: Mayor Smith declared a break at 8:28 p.m. Council reconvened at
8:36 p.m. with all Councilmembers present.
8. CITY HALL MASTER PLAN UPDATE ON FLOOR PLANS, SITE PLANS, AND
EXTERIOR ELEVATIONS:
Presentation by Architect, McKim Design Group: Director of Public Works /City Engineer
Jenkins introduced Kirk McKim, who provided a Power Point presentation regarding plans for
the new City Hall. Todd Lee, Project Manager, discussed budgeting and scheduling. Mr.
McKim and Mr. Lee responded to Council questions and comments, including the use of solar
power, staffing to set up for Council meetings, video feed of Council meetings to the lobby, the
placement and arrangement of the City Council's collective office, and the location of the City
Manager's office near the back of the first floor.
Council discussion /direction /action: Staff indicated that they will be meeting individually
with each Councilmember regarding the Council's space at the new City Hall, to be followed
with a future Work Session on said ideas and recommendations.
9. PARKS, RECREATION, AND OPEN SPACE (PROS) COMMITTEE UPDATE:
Presentation by PROS Committee: Mayor Smith expressed Council's regrets at the passing of
PROS Committee member Dan Blanquie's mother -in -law. Assistant City Manager Schwarz
introduced . PROS members Bonnie Black, Cindy Peterson, and Nick Aroms, who
DISTRIBUTED AND REVIEWED the contents of a Power Point presentation entitled,
"PROS Committee Report, Executive Summary of Citizens Survey, August 2006." The PROS
Committee members responded to Council questions and comments.
2. Council discussion /direction /action: Council commended the PROS Committee for the
thorough report, and they expressed support for passive parks and the possibility of a
skateboard park.
10. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
1. Sahara Middle Eastern Cuisine Restaurant Grand Opening /Ribbon Cutting, 8/10/06:
Mayor Smith noted his attendance at said event.
2. Sonoma County Farm Bureau VIP /Legislative BBQ, 8/11/06: Mayor Smith and
Councilmember Breeze noted their attendance at said event.
3. California Junior Miss Scholarship Program
Rohnert Park inducted into the California Junior Miss Hall of Fame, 8/9/06:
Councilmember Flores noted his attendance at said event, and he PRESENTED a
framed certificate recognizing the City's induction into the California Junior Miss
Hall of Fame to City Manager Donley.
California Junior Miss Pageant, 8/12/06: Councilmember Flores and Mayor Smith
noted their attendance at said event. They DISTRIBUTED an Awards Dinner
brochure.
4. Water Issues Subcommittee, 8/16/06 mtg.: Councilmember Flores DISTRIBUTED
AND REVIEWED a Water Issues and Creeks Master Plan Subcommittee Report.
5. Sonoma County Waste Management Agency, 8/16/06 mtg.: Mayor Smith briefly
reported on diversion statistics.

6. City Center Plaza, Community Design Workshop #3, 8/16/06: Vice Mayor Vidak-
Martinez and Councilmember Breeze reviewed draft designs for the City Center Plaza,
including trees, water features, boulders, and a clock tower.
7. Creeks Master Plan Subcommittee, 8/16/06 mtg.: Covered by Councilmember Flores
during the Water Issues Subcommittee report.
8. Employee Appreciation Picnic, 8/18/06: Mayor Smith noted that all Councilmembers
were in attendance for said event.
9. Police Officers Association Pancake Breakfast, 8/19/06: Mayor Smith indicated that he
had noted the wrong date, and that he will be attending the next POA Pancake Breakfast
on August 26`h at the Northern Station.
10. Mayor's Business Visits: Mayor Smith reported that he and Assistant City Manager
Schwarz visited the following businesses. City Manager Donley indicated that he was in
attendance at the visit to Masterworks Electronics. Mayor Smith recommended that the
next Mayor carry on this tradition of visiting local businesses.

11. COMMUNICATIONS:
Communications per the attached outline were brought to the attention of the Councilmembers.
The following communications were raised.
1. Planning Commission reports: Mayor Smith stated that he is pleased to receive said
reports.
2. Letter from Helen Prado: Mayor Smith called attention to Ms. Prado's letter commending
the City for its efforts to create low- income housing.
3. Pavement Condition of Bay Area Jurisdictions, 2004 report: Mayor Smith called attention
to said report.
12. MATTERS FROM /FOR COUNCIL:
1. Schedule of Events and Meetings: Document provided to Council in agenda packet.
2. City Council Agenda Forecast: Document provided to Council in agenda packet.
3. Other informational items, if any: Vice Mayor Vidak- Martinez stated that she will be out
of State from August 27 through September 9. Councilmember Breeze stated that she
will be out of town from September 9 through September 16.
13. CITY MANAGER'S /CITY ATTORNEY'S REPORT:
1. Sports Center Renovations - Roof and Equipment: City Manager Donley combined this
report with the next report, Capital Project Dedication Events, and provided a brief oral
update.
2. Capital Project Dedication Events: Combined with the above - listed report.
3. Staff briefing to Council Candidates: City Manager Donley explained the contact
procedure to Council, and he DISTRIBUTED a sheet with dates for Council to consider
regarding Goal- Setting with Bill Mathis.

Mayor Smith invited members of the public interested in speaking to come forward. No members
of the public responded.
