ETHICS AB 1234 TRAINING BY McDONOUGH, HOLLAND & ALLEN for: City Council Members, Planning Commissioners, Parks and Recreation Commissioners, Mobile Home Parks Rent Appeals Board Members and designated City employees Said training was provided from 3:00 to 5:00 p.m. and adjourned for a Dinner Break. II. JOINT CITY COUNCIL /PLANNING COMMISSION MEETING: The City Council for the City of Rohnert Park met this date in a Joint Meeting to commence at 5:30 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard, Rohnert Park, with Mayor Smith presiding_ Call to Order: Mayor Smith called the Joint Meeting to order at 5:39 p.m. City Council Roll Call: Breeze, Flores, Mackenzie, Smith Excused Absence: Vidak- Martinez Planning Commission Roll Call: Adams, Kilat, Stafford Excused Absence: Callinan, Hubley Staff present for all or part of the Joint Meeting: City Manager Donley, Assistant City Manager Schwarz, City Attorney Kenyon, Director of Community Development Bendorff, Building Official Bruck, Housing and Redevelopment Project Manager Ellena, Director of Public Works /City Engineer Jenkins, Senior Planner Rich, Neighborhood Preservation Officer Denlis and Videographer Beltz. PLEDGE OF ALLEGIANCE: Marie Pinna, Fifth Grade Student at Goldridge Elementary School, led the Pledge of Allegiance. Mayor Smith PRESENTED Marie with a card and a pen. UNSCHEDULED PUBLIC APPEARANCES: No members of the public were interested in speaking. 2. NEIGHBORHOOD PRESERVATION: [Out of agenda order] Director of Community Development Bendorff introduced Neighborhood Preservation Officer Denlis, who reviewed the contents of a Power Point presentation and responded to Council questions and comments regarding matters including the parking of inoperative vehicles in front of one's home, cars parked too close to stop signs, Community Clean -Up and related services, graffiti, the issuance of more tickets, and the need for a full -time Neighborhood Preservation Officer. Councilmember Breeze suggested some type of public recognition *in terms of a Front Yard/ Back Yard of the Month Club* for residents who xeriscape *and have other examples /ideas of code enforcement on their propert y.* *AMENDMENT ABOVE made at I0 /10/06 City Council meeting by Councilmember Breeze (Deletions lined out/Additions underlined) Rohnert Park City Council SPECIAL SESSIONS Minutes (2) September 26, 2006 Councilmember Mackenzie suggested some type of "Yards of the Month" map. Councilmember Flores recommended staff review funds for low - interest loans to assist residents. with home repairs. 1. THE CITY CENTER PLAZA CONCEPTUAL DESIGN: [Out of. agenda order] David Gates, City Center Plaza consultant, reviewed.the contents of a Power Point presentation and responded to Council questions and comments regarding matters including parking.for Plaza events, the use of natural materials, Green Building aspects, skateboarding issues, and grants. Director of Community Development Bendorff noted that there is an upcoming Preliminary Budget Review, and the City Center Plaza matter will come before City Council early next year after it goes out to bid. 2. NEIGHBORHOOD PRESERVATION (Continued) — SUSTAINABILITY MATTERS: Building Official Bruck reviewed the contents of a Power Point presentation, and he responded to Council questions and comments, including the feasibility of electrical retrofits in the City's older homes. 3. GENERAL PLAN (INCLUDING THE HOUSING ELEMENT): Director of Community Development Bendorff reviewed the contents of a Power Point presentation, and he responded to Council questions and comments, including matters related to the City's compliance with Association of Bay Area Governments (ABAG) housing requirements, the appropriateness of upgrading the General Plan every ten years in light of all the changes in the City in recent years, a desire to focus more on traffic and the extensive use of reclaimed water, as well as the need for a Sustainability Element and a stand -alone Water Element. Councilmember Mackenzie recommended that staff schedule an update for the year 2010, but begin the planning process now as there have been so many changes in the City over the last decade. Director of Community Development Bendorff stated that staff can commence work on the Sustainability Element at this time.
