2006/11/14 City Council MinutesCITY OF ROHNERT PARK CONCURRENT MEETING MINUTES FOR JOINT MEETING: City Council & Community Development Commission and CONCURRENT MEETING MINUTES FOR REGULAR MEETING: City Council & Rohnert Park Financing Authority November 14, 2006 Tuesday CITY COUNCIL & CDC JOINT MEETING: Call to Order: Mayor Smith called the meeting to order at 6:00 p.m. Roll Call: Breeze, Flores, Mackenzie, Vidak- Martinez, Smith Staff present for all or part of the Regular Session: City Manager Donley, Assistant City Attorney Whelan, Assistant City Manager Schwarz, Director of Community Development Bendorff, Housing and Redevelopment Project Manager Ellena, Senior Planner Rich, Director of Public Works /City Engineer Jenkins, Management Analyst Tacata, and Videographer Beltz. PLEDGE OF ALLEGIANCE: Mason Taylor, Fifth Grade Student Council President at Waldo Rohnert Elementary School, led the Pledge of Allegiance. Mayor Smith PRESENTED Mason with a card and a small souvenir. 1. SCHEDULED APPEARANCES /PRESENTATIONS: State of California Housing and Community Development (HCD) Presentation of Workforce Housing Reward Program Award: Housing and Redevelopment Project Director Ellena introduced HCD representative Craig Morrow, who PRESENTED the City with a check for $208,518. Mr. Morrow shared brief comments. 2. Chamber of Commerce Quarterly Report - Goals, New Member Highlights and Events: Carla Howell, Executive Director of the Chamber of Commerce, and Chamber member Catharine Bramkamp DISTRIBUTED AND REVIEWED the contents of a packet regarding Chamber- related events. They discussed the Chamber's business development, membership, and future plans, and they recommended quarterly updates to City Council. Kaaron Carver - Lessons Learned - Fiji Day Celebration: Ms. Carver, a local history columnist for The Community Voice, DISTRIBUTED AND REVIEWED her written comments regarding her extensive research into the Fijian community. She clarified the reasons why said article was not printed, and she expressed concern that only negative press was published about the garbage issues related to the Fijian celebrations held at Magnolia Park. She expressed an interest in being a part of the City of Rohnert Park's future 5 0"' Anniversary plans. SSU STUDENT REPORT: Sonoma State University Associated Students, Inc. by Whitney Diver, Legislative Representative: Ms. Diver DISTRIBUTED copies of The Star to Council, and she reported on matters including semester wrap -up, JUMP's Homeless Hunger Awareness Week, campus construction, and changes in General Education. Councilmember Breeze suggested that she refer JUMP representatives to the local food pantry group, NOAH. Councilmember Flores noted that Ms. Diver will be going to Sacramento this December to work with a legislator. City Manager Donley stated that family season passes are available for $49 for SSU Men's and Women's Basketball, and Vice Mayor Vidak- Martinez suggested that that information be put on the City's page in The Community Voice. 3. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS: 1. Peter Tscherneff, Sonoma County, was recognized and shared brief comments on a variety of topics, including homelessness, electric cars, the prevalence of diseases among military personnel returning from the Middle East, global warming, and veganism. At the suggestion of Mayor Smith, Council CONCURRED to take the following two agenda items out of regular agenda order. 13. COUNCIL COMMITTEE AND /OR OTHER REPORTS: [Out of regular agenda order] 15. Bay Area Climate Protection Summit, 11/10/06: Councilmember Mackenzie reported on a presentation entitled, "A Call to Action," and he noted that the group directed the Air Quality Management Group to return with ideas /recommendations, set goals, and work on an implementation plan. He also stated that it is important that everyone have access to the sustainability resources /information available, and he referred Council to sustainlane.com. 16. Veterans Day Celebration, 11/10/06: Vice Mayor Vidak- Martinez reported on said event, noting the speakers, the participation of the Boy Scouts and Girl Scouts, and the performance by the Rohnert Park Community Band. She recommended that the City buy several flags to provide at the event as they ran out this year, and she further suggested the City invest in some bunting for the event. 4. CDCCONSENT CALENDAR: Chairperson Smith asked the Commissioners if there were any questions about matters on the CDC Consent Calendar. No matters were raised. 1. Accepting CDC Cash/Investments Reports for: Final Report for Fiscal Year Ending June 30, 2006 Month Ending July 31, 2006 Month Ending August 31, 2006 Upon MOTION by Commissioner Flores, seconded by Commissioner Breeze, and UNANIMOUSLY APPROVED, reading was waived and the CDC Consent Calendar, as outlined in the agenda, was approved. 5. ROHNERT PARK REDEVELOPMENT PLAN: Consideration of Third Amendment to the Redevelopment Plan for the Rohnert Park Redevelopment Project: City Council & CDC Staff Report: Chairperson Smith shared brief comments on the format to be followed by Council for the Joint City Council and CDC Meeting. Housing and Redevelopment Director Ellena entered Exhibits 1 through 4 into the record. 2. JOINT CITY & CDC PUBLIC HEARING: Chairperson Smith opened the Joint City and CDC Public Hearing at 6:46 p.m. Chairperson Smith responded to an unidentified member of the audience who inquired if said hearing applied to matters outside of the City limits near G Section, and Director Ellena pointed out the Redevelopment Area on the map behind the dais. There being no members of the public interested in speaking on this matter, Chairperson Smith closed the Joint City and CDC Public Hearing at 6:46 p.m. At this time, Director Ellena corrected a typographical error in Ordinance No. 770, noting that in the first paragraph, second sentence, the year 2999 should be 1999. Bond representative Jim Simon provided a brief summary regarding the Report to the Commission, and he responded to Commission questions and comments regarding taxes and matters related to the City of Santa Rosa. Director of Community Development Bendorff reviewed the Negative Declaration, and Director Ellena summarized the proposed Third Amendment to the Redevelopment Plan for the Rohnert Park Redevelopment Project. At the Commission request, she cited examples of the use of Redevelopment funds, including swimming pools, roads, infrastructure, the Arbors Project, and the Downtown Plaza. Director Ellena stated that there are no written comments on the Amendment or Negative Declaration_to be placed into the record. At 6:55 p.m. Chairperson Smith called for any oral testimony from members of the audience. No members of the audience responded. 3. CDC Resolution for Adoption: 2006 -30 Approving a Negative Declaration for the Proposed Third Amendment to the Redevelopment Plan for the Rohnert Park Redevelopment Project Upon MOTION by Commissioner Mackenzie, seconded by Vice Chair Vidak- Martinez, and UNANIMOUSLY APPROVED, reading was waived and CDC Resolution 2006 -30 was ADOPTED. City Resolution for Adoption: 2006 -257 Approving a Negative Declaration for the Proposed Third Amendment to the Redevelopment Plan for the Rohnert Park Redevelopment Project Upon MOTION by Councilmember Flores, seconded by Councilmember Breeze, and UNANIMOUSLY APPROVED, reading was waived and City Resolution 2006 -257 was ADOPTED. 5. Waive Further Reading and Introduce Ordinance by Reading Title: No. 770 Amending Ordinance Nos. 479, 646 and 758 and Approving and Adopting the Third Amendment to the Redevelopment Plan for the • Rohnert Park Redevelopment Project A MOTION was made by Councilmember Mackenzie, seconded by Vice Mayor Vidak- Martinez, to introduce Ordinance No. 770. Under discussion, Mayor Smith noted that this amendment is an excellent way for the City to finance its future. Councilmember Flores discussed how this amendment is an ideal vehicle for the Redevelopment Agency . to enhance the older areas of the City. After the motion, which was UNANIMOUSLY APPROVED, reading was waived and Ordinance No. 770 was INTRODUCED. ADJOURNMENT: Mayor Smith adjourned the Joint City Council and CDC Meeting at 7:03 p.m. to CONVENE the Regular Meeting of the City Council. 6. Items for Consideration: 2006 -258 Recognizing and Honoring Lawrence Simons as Honorary Citizen of the City of Rohnert Park Councilmember Flores stated that Mayor Smith had an opportunity to meet with Mr. Simons, a local renowned architect, and he suggested that staff invite Mr. Simons to a Council meeting to be presented with said resolution. Upon MOTION by Councilmember Flores, seconded by Mayor Smith, and UNANIMOUSLY APPROVED, reading was waived and Resolution 2006 -258 was ADOPTED. 2006 -261 Authorizing and Approving a Memorandum of Understanding for Sewer Lateral Building Plan Review and Inspection Services with Sonoma County for Canon Manor Mayor Smith noted how the City has worked cooperatively with Penngrove and the County to ensure safe sewer hookups. Councilmembers Breeze and Flores discussed how residents are grateful and how the area's roads have improved greatly. Vice Mayor Vidak- Martinez recounted the long history of meetings with Canon Manor which she and Councilmember Mackenzie attended. Upon MOTION by Mayor Smith, seconded by Councilmember Flores, and UNANIMOUSLY APPROVED, reading was waived and Resolution 2006 -261 was ADOPTED. 2006 -264 Accepting Project and Directing the City Engineer to File Notice of Completion for Rohnert Park Corporation Yard Office and Warehouse Re -Roof, Project No. 2005 -16 City Manager Donley DEFERRED said matter per staff recommendation. LANDSCAPE MAINTENANCE CALLS FOR BID: Consideration of Calling for Sealed Proposals or Bids for Landscape Maintenance Contracts: Staff Report: Management Analyst Tacata shared the contents of the Staff Report and responded to Council questions and comments. Councilmember Mackenzie recommended that at a later time Council consider a review of the pesticide products used in the City and implementation of a pesticide management plan for the City. 2. Public Comments: None. 3. Resolutions Separately and Consecutively for Adoption: 2006 -266 Calling for Sealed Proposals or Bids for Landscape Maintenance Service Contract - Rohnert Park North and 2006 -267 Calling for Sealed Proposals or Bids for Landscape Maintenance Service Contract - Rohnert Park South and 2006 -268 Calling for Sealed Proposals or Bids for Landscape Maintenance Service Contract - Golf Course Vicinity A MOTION was made by Councilmember Mackenzie, seconded by Vice Mayor Vidak- Martinez to separately and consecutively adopt Resolution Nos. 2006 -266, 2006 -267, and 2006 -268. Under discussion, Councilmember Breeze thanked staff for its efforts to keep the City consistently well maintained, and she suggested that the golf course operators; because they own landscaping equipment, take part in this bidding process. Councilmember Flores suggested that areas of special need come back for Council consideration. Councilmember Mackenzie discussed the importance of the appearance of the City's arterials, and he suggested that staff consider a redesign of certain areas of Golis Park. Mayor Smith reviewed aspects of the bid, including prevailing wage and insurance requirements for bidders. After the motion, which was UNANIMOUSLY APPROVED, reading was waived and Resolution Nos. 2006 -266, 2006 -267, and 2006- 268 were SEPARATELY AND CONSECUTIVELY ADOPTED. 8. PLANNING AND ZONING /COMMUNITY DEVELOPMENT MATTERS: 1. Affordable Housing Linkage Fee for Non - residential Development: Consideration of proposed ordinance adopting a Workforce Housing Linkage Fee for Non - residential Development requiring a fee set forth by resolution to be imposed on non - residential developments on a per square footage basis for the purpose of affordable housing: City of Rohnert Park CONCURRENT MEETINGS Minutes (7 of 13) November 14 2006 for Joint Meeting of City Council & Community Development Commission & Regular Meetings of City Council & Rohnert Park Financing Authority a. Staff Report: Housing and Redevelopment Project Manager Ellena reviewed the contents of the Staff Report and responded to Council questions and comments. b. PUBLIC HEARING: Mayor Smith opened the Public Hearing at 7:30 p.m. Julia Prange, Accountable Development Coalition, was recognized and expressed the Coalition's support of Ordinance No. 771 with Council consideration of either changing the phase -in period to six months or reducing the wait time for implementation. Mayor Smith closed the Public Hearing at 7:31 p.m. c. Waive Further Reading and Introduce Ordinance by Reading Title: No. 771 Adding Chapter 3.36 (Affordable Housing Linkage Fee) to Title 3 (Revenue and Finance) of the Rohnert Park Municipal Code Approving and Adopting an Affordable Housing Linkage Fee A MOTION was made by Councilmember Mackenzie, seconded by Vice Mayor Vidak- Martinez to introduce Ordinance No. 771. Under discussion, Councilmember Breeze expressed support for the phase -in period and the wait time, and she noted the need for the City to focus on bringing jobs back. Councilmember Flores called attention to the City's loss of jobs, and he expressed support for phasing in the linkage fee. Councilmember Mackenzie discussed how the linkage fee is a significant step in the City's efforts to support affordable housing. Vice Mayor Vidak- Martinez acknowledged the City's loss of jobs, and she noted that said ordinance can accommodate the needs of the City. Mayor Smith expressed a desire to have the CCI Index included in the ordinance. After the motion, which was UNANIMOUSLY APPROVED, reading was waived and Ordinance No. 771 was ADOPTED BY ROLL CALL VOTE. 2. TREE PRESERVATION AND PROTECTION: Consideration of Proposed Rohnert Park Municipal Code Amendments and Additions to Chapter 12.24 (Public Tree Care) and Chapters 17.04 (Definitions) and 17.15 (Tree Preservation and Protection) of Title 17 - Zoning (File Number PL2006- 031MC): a. Staff Report: Senior Planner Rich reviewed the contents of the Staff Report via a Power Point presentation, and she responded to Council questions and comments. At the suggestion of Mayor Smith, Council CONCURRUED to direct staff to schedule a Study Session in January 2007 on Tree Preservation and Protection matters, specifically to include clarity on heritage trees, and with a request that the City's Arborist, Lew Edson, be present. b. SEWER USE ORDINANCE: Receiving Report on Update to the Sewer Capacity Charge and consideration of Ordinance Modifying Chapters 13.08 (Sewers - General Provision), 13.12 (Definitions), and 13.40 (Sewer Capacity Charge) of the Rohnert Park Municipal Code, Adding Chapter 13.42 (Sewers - Permit and Service Charges) and Repealing Chapter 13.60 (Water/Wastewater Conservation Fee): 1. Staff Report: Director of Public Works /City Engineer Jenkins introduced Consultant Mary Grace Pawson from Winzler & Kelly, who reviewed the contents of the Staff Report via a Power Point presentation. Staff responded to Council questions and comments. Councilmember Flores suggested that the City notify Canon Manor regarding this ordinance through its Homeowners' Association. 2. Public Comments: None. 3. Waive Further Reading and Introduce Ordinance by Reading Title: No. 772 Modifying Chapters 13.08 (Sewers - General Provision), 13.12 (Definitions), and 13.40 (Sewer Capacity Charge) of the Rohnert Park Municipal Code, Adding Chapter 13.42 (Sewers - Permit and Service Charges) and Repealing Chapter 13.60 (Water/Wastewater Conservation Fee) A MOTION was made by Councilmember Flores, seconded by Councilmember Mackenzie, to introduce Ordinance No. 772. Under discussion, Councilmember Breeze noted how the City is ensuring that new development pay its fair share. Councilmember Flores discussed how this ordinance will take care of existing residents, as well as the future needs of the City. Councilmember Mackenzie called for greater representation for the City in matters relating to this topic with the City of Santa Rosa. He reviewed historical capacity figures, and he noted the importance of new development helping to bear the cost of expansion. Mayor Smith expressed support for a letter to the Santa Rosa Public Utilities Commission calling for more representation for the City of Rohnert Park. He also cited two Specific Plan areas of concern as shown on page 4 of 14 of the Sewer Capacity Charge Analysis: The Northwest Specific Plan, which does not currently exist but rather is a placeholder for something to happen in the future; and the Stadium Lands, of which he expressed support for retail, commercial and industrial development, rather than housing, which has never been approved by the City at any rate. After the motion, which was UNANIMOUSLY APPROVED, reading was waived and Ordinance No. 772 was ADOPTED BY ROLL CALL VOTE. Assistant City Attorney Whelan noted that staff will return to the November 28`h Council meeting with a letter, for Council City of Rohnert Park CONCURRENT MEETINGS Minutes (9 of 13) November 14 2006 for Joint Meeting of City Council & Community Development Commission & Regular Meetings of City Council & Rohnert Park Financing Authority consideration, to the Board of Utilities asking for greater representation for the City of Rohnert Park in these matters. 10. PARKS AND RECREATION COMMISSION MATTERS: 1. Resignation of Commissioner - Accepting resignation of Fred Coleman with a two year term to expire December 31, 2006: By CONCURRENCE, Council accepted the letter of resignation of Mr. Coleman and directed staff to prepare a letter of appreciation for his time served on the Parks and Recreation Commission. 2. Proposed Commission Configuration - Consideration of directing staff to prepare an ordinance to amend the Rohnert Park Municipal Code to reduce the Parks and Recreation Commission from seven to five members: a. Staff Report: Assistant City Manager Schwarz reviewed the contents of the Staff Report. b. Public Comments: 1. Tom Hansen, 6375. San Simeon, was recognized and, as Chairperson of the Parks and Recreation Commission, asked that Council postpone any decision to reduce the number of members on the Commission until next summer. He noted that there are several committees currently working on important projects for the Commission. c. Council discussion /direction /action: Council discussion concluded with Council CONCURRENCE to postpone any action until such time that staff and Council know which Committee members resubmit letters of interest after their terms expire, with the possibility of reducing the Parks and Recreation Commission to five members in the near future. Mayor Smith stepped out of the chambers at 8:40 p.m. 11. NATIONAL LEAGUE OF CITIES (NLC) —CONGRESS OF CITIES VOTING DELEGATE. FOR NLC ANNUAL BUSINESS MEETING TO BE HELD SATURDAY, 12 /9/06: Council discussion/direction /action: A MOTION was made by Councilmember Flores, seconded by Councilmember Mackenzie, to designate Vice Mayor Vidak- Martinez as the City's Voting Delegate at the NLC Annual Business Meeting. Said motion was APPROVED 4 -0 -1 with Mayor Smith absent. 12. REDWOOD EMPIRE MUNICIPAL INSURANCE FUND (REMIF), 10/26/06 MTG.: Vice Mayor Vidak- Martinez indicated that said item will be covered when Mayor Smith returns to the Council chambers. COUNCIL COMMITTEE AND /OR OTHER REPORTS: Water Issues Subcommittee, 10/25/06 mtg.: Councilmember Flores reported on the implementation of Best Management Practices, and he provided an update on Flood Prevention Mitigations. Mayor Smith returned to the chambers at 8:42 p.m. 2. Creeks Master Plan Subcommittee, 10/25/05 mtg.: Councilmember Mackenzie reported on the Subcommittee's efforts to move forward. 3. Russian River Watershed Association, 10/26/06 mtg.: Councilmember Mackenzie reported briefly on said meeting, and he stated that he will be attending the meeting of the Technical Review Committee this Thursday. 4. Association of Bay Area Governments (ABAG) Fall . General Assembly, 10/26/06: Councilmember Mackenzie reported on discussions concerning possible green purchasing arrangements. 5. Magnolia Park Tennis Court Resurfacing Dedication Ceremony, 10/26/06: Mayor Smith noted that he and Councilmember Mackenzie attended said ceremony. 6. Sonoma County Agricultural Preservation & Open Space District, 10/26/06 mtg.: Councilmember Mackenzie reported briefly on said meeting, noting that the City needs to be aggressive at the January workshop regarding funding of projects. 7. Rebuilding Together - Fall Rebuild Day 2006, 10/28/06: Mayor Smith noted his attendance at said event. 8. Noon Times -. Rohnert Park Chamber of Commerce, 11/1/06: Mayor Smith noted his attendance at said event. 9. Sonoma Local Agency Formation Commission (LAFCO), 11/1/06 mtg.: Mayor Smith indicated that he and City Engineer Jenkins attended said event. 10. Calif. Assn. of Resource Conservation Districts 2006 Annual Conference, 11/206: Mayor Smith noted his attendance at said event. 11. Dr. Chris Thornberg, Senior Economist, UCLA Anderson Forecast, 11/3/06: Mayor Smith noted his attendance at said event. 12. Sports Center Solar Panels, Re -Roof & Weight Equipment Dedication, 11/6/06: Mayor Smith and Councilmember Flores provided brief reports, noting that Councilmember Mackenzie attended said dedication as well. 13. Ambrose & Barbara Nichols Founders Society Luncheon, 11/9/06: Mayor Smith noted his attendance at said luncheon. 14. North Bay Business Journal 2006 Health Care Conference, 11/9/06: Vice Mayor Vidak- Martinez DISTRIBUTED AND REVIEWED a document from said conference regarding health care and the implications of a flu pandemic. Mayor Smith noted a Pandemic Conference to be held at the Public Safety Training Room on December 18th from 10 -12 p.m. City Manager Donley called attention to the next Mayors' and Councilmembers' meeting on January 18, 2007, which will include a discussion of county health issues. 15. Sonoma County Transportation Authority (SCTA), 11/13/06 mtg.: Councilmember Mackenzie provided an update on funding matters. Meeting with NOAH representatives: Vice Mayor Vidak- Martinez noted a recent meeting with representatives from NOAH to address their concerns with their contract with the City. She shared recent NOAH food pantry statistics. b. Water Advisory Committee /Technical Advisory Committee: Councilmember Mackenzie noted that said committees are now meeting regularly. 12. REDWOOD EMPIRE MUNICIPAL INSURANCE FUND (REMIF), 10/26/06 MTG.: (Out of regular agenda order) Mayor Smith discussed the City's special relationship with REMIF, and he provided an update for the Council on matters including an Annual Financial Audit, General/Auto Liability, and Workers' Compensation matters 14. COMMUNICATIONS: Mayor Smith called attention to the Cotati - Rohnert Park Unified School District's (CRUSPD) recent issuance of Student Performance Achievement Awards. 15. MATTERS FROM/FOR COUNCIL: 1. Schedule of Events and Meetings: Mayor Smith noted that he will be attending the Annual COTS Fundraising Breakfast tomorrow. 2. City Council Agenda Forecast: Document provided to Council in the agenda packets. 3. Other informational items, if any: a. Meeting at Rancho Verde, 10/29: Councilmember Breeze indicated that she attended a meeting at Rancho Verde Mobile Home Park at the request of Mr. Len Carlson. She noted. that she commented on Council's efforts to retain mobile home parks as affordable housing. She stated that the Rancho Verde HOA was recently formed and that members are planning on coming before Council with a petition regarding the preservation of affordable housing. 16. CITY MANAGER'S /CITY ATTORNEY'S REPORTS: 1. State and County Health Care Programs: City Manager Donley reviewed the contents of the Staff Report. At this time, he called forward members of the public interested in speaking on this matter. a. Lynne Conde, 5733 Dexter, was recognized and stated that the Healthy Kids Sonoma County program is not working.. She urged Council (1) to start with grant funding through organizations like Burbank Housing, and (2) to fluoridate the City's water. She also noted that Kathy Ficco, Director of Saint Joseph's Dental Care, would like to come back before Council and speak on this topic at a later date. b. Dan Hubley, 135 Alma Avenue, was recognized and, on behalf of the Boys and Girls Club, he thanked the Council and Ms. Conde for treating this matter with urgency. Elnora Valle,1187 Exeter Drive, Santa Rosa, was recognized and expressed support for fluoridation of the City's water. She also called for professionals in the community to come together to address the issue of oral health care. She urged Council to partnership with Sonoma State University nursing students and to centrally register the children in the community. Council discussion/direction: Councilmember Breeze recommended inviting Healthy Kids to upcoming City events at which children in the community will be present. Councilmember Flores suggested that the City work on setting up some type of partnership to provide fluoride paste to families with young children. Councilmember Mackenzie (1) requested an update on the cost of fluoridating the City's water, and (2) suggested that some of the City's water funds could be used to support a program of oral health. Vice Mayor Vidak- Martinez reviewed the 20 -year history of how the populations of Rohnert Park and . Cotati are not being served by the County of Sonoma in terms of health care. She urged the public speakers to bring the issue of local oral health before the Board of Supervisors. Council CONCURRED to direct staff to send a letter to the Board of Supervisors expressing the City's concern regarding local oral health issues among children and calling for greater health funding for the Rohnert Park and Cotati youth and adult populations. 2. Community Choice Aggregation Workshop, Local Government Commission: City Manager Donley reviewed the contents of the Staff Report. 3. City Website update: Assistant City Manager Schwarz shared a Power Point presentation on this topic. 4. Other informational items, if any: a. Federated Indians of Graton Rancheria (FIGR): City Manager Donley stated that FIGR will be placing a full -page ad in Sunday's Press Democrat regarding their contributions to the community. 17. PUBLIC COMMENTS: 1. Kimberlee Gavosto, 4440 Gray Whaler Lane: Ms. Gavosto was no longer present, so Mayor Smith read her Speaker Card into the record. He stated that Ms. Gavosto expressed concern about Sonoma State University redevelopment *development outside the Urban Growth Boundary east of G section, and that she asked the Mayor to contact her. Mayor Smith requested that staff provide him a copy of said Speaker Card so he could call Ms. Gavosto and address her concerns. *CORRECTION ABOVE made at 11/28/06 City Council meeting by Mayor Tim Smith. (Deletions lined out/Additions underlined.) Councilmember Mackenzie mentioned a problem with cattle dying due to people throwing certain clippings in Open Space District areas. City Manager Donley .indicated that the City has inquired how it can be of assistance with said problem. Councilmember Mackenzie also made note of complaints of dirt bike activities in Open Space District areas.
