The Concurrent Meetings of the City of Rohnert Park for the City Council, the Community
Development Commission and the Rohnert Park Financing Authority met this date in Special
Session for a meeting to commence at 6:00 p.m. at the Rohnert Park City Hall, 6750 Commerce
Boulevard, Rohnert Park, with Mayor Smith presiding.
Call to Order: Mayor Smith called the meeting to order at 5:07 p.m.
Roll Call: Breeze, Flores, Mackenzie, Vidak- Martinez (5:10 p.m.), Smith
Staff present for all or part of the Special Session: City Manager. Donley, City Attorney Kenyon,
Assistant City Manager Schwarz, Director of Community Development Bendorff, Building
Official Bruck, Director of Public Safety Bullard, Housing and Redevelopment Manager Ellena,
Director of Public Works /City Engineer Jenkins, City Clerk Hauff,, Deputy City Clerk Griffin,
Director of Administrative Services Lipitz, Senior Engineering Technician Pedroncelli, and
Videographer Beltz.
PLEDGE OF ALLEGIANCE:
Destiny Montero, Student, Evergreen Elementary School, led the Pledge of
Allegiance. Mayor Smith PRESENTED Destiny with a card and a pen.
1. . SCHEDULED APPEARANCE /PRESENTATION:
Patrick Lynch, Renewable Energy /Solar Power: Mr. Lynch, of Bay Solar Power Design,
DISTRIBUTED AND REVIEWED materials regarding solar power, and he responded to
Council questions and comments regarding solar sell -back, federal legislation, and
photovoltaic life spans.
2. SSU STUDENT REPORT:
Sonoma State University Associated Students, Inc. by Whitney Diver, Legislative
Representative: Mayor Smith stated that Ms. Diver is on Winter Break and will return with
a report for the second Council meeting in January, 2007.
3. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:

Mayor Smith asked if there were any questions about matters on the Consent Calendar. No
matters were raised for removal. Councilmember Flores did wish SCAYD, Resolution 2006-
281, and COTS, Resolution 2006 -282, success with their grant applications.

Upon MOTION by Councilmember Flores, seconded by Councilmember Mackenzie, and
UNANIMOUSLY APPROVED, reading was waived and the Consent Calendar was
ADOPTED AS SUBMITTED.
5. CITY HALL DESIGN PRESENTATION:
Consideration of design for future City Hall: Mayor Smith indicated that the architects were
stuck in traffic. Council CONCURRED to take Agenda Item 8.1 out of agenda order.
Council discussion /direction: To be discussed later in meeting.
8. COUNCIL COMMITTEE AND /OR OTHER REPORTS: [Out of agenda order]
Santa Rosa Plain' Conservation Strategy Implementation Committee (California Tiger
Salamander) meeting 11/15/06: Councilmember Mackenzie introduced Mike Martini,
Santa Rosa City Councilmember, who discussed reasons for pursuing a Memorandum of
Understanding leading to a Section 7 Consultation regarding conservation strategies. He
SUBMITTED to City Manager Donley a letter to himself from the United States
Department 'of the Interior regarding implementation plans.
Council discussion/direction: Council CONCURRED to support the use of Section 7
as a legal and appropriate approach to implement the strategy.

5. CITY HALL DESIGN PRESENTATION:
Consideration of design for future City Hall: Kirk McKim, from the McKim Design Group,
presented a PowerPoint presentation entitled "City Hall Design."
Council discussion /direction: Mr. McKim responded to Council questions and comments
regarding natural light in the chambers, tinted windows, water features, Gold LEED rating,
extensive use of Green Building standards, and the City logo on the clock tower face.
RECESS: Mayor Smith recessed the City Council special meeting at 5:53 p.m. to consecutively and
separately convene the meetings of the Community Development Commission and the
Rohnert Park Financing Authority.

2. CORRIDOR STUDIES PROJECT:
Consideration of an agreement for design services with RBF Consulting for the Commerce
Boulevard/Southwest Boulevard/State Farm Drive Corridors:
1. Staff Report: Director of Community Development Bendorff shared a PowerPoint
presentation. Members of the Economic Development Subcommittee, Commissioner
Flores and Vice Chair Vidak- Martinez, gave a brief report regarding the Corridor
Concept. Plans.
2. Public Comments: None.
3. CDC Resolution for Adoption:
2006 -33 Approving and Authorizing. Execution of Agreement with RBF
Consulting to Provide Design Services for the Corridor Studies for the
Commerce Boulevard /Southwest Boulevard /State Farm Drive Corridors
A MOTION was made by Commissioner Flores, seconded by Vice Chair Vidak-
Martinez, to approve CDC Resolution 2006 -33. Under discussion, Commissioner Breeze
discussed what the community could look forward to in terms of fliers, self - guided
corridor tours, and public workshops. She stated that the City must aggressively pursue
businesses that will attract the public into Rohnert Park. Commissioner Flores noted that
this plan is intended to be implemented incrementally. Vice Chair Vidak - Martinez
discussed the collaborative planning process known as a charrette process, and she stated
that the developers need to be as involved as the public. Chairperson Smith thanked staff
for its efforts, and he encouraged the public to participate in the corridor studies /public
workshops as they are planned. After the motion, which was UNANIMOUSLY
APPROVED, reading was waived and CDC Resolution 2006 -33 was ADOPTED.
3. ADJOURNEMENT OF THE CDC MEETING:
There being no further business, Chairperson Smith adjourned the meeting of the CDC at 6:08 p.m.

RECONVENE CITY COUNCIL SPECIAL MEETING:
Mayor Smith reconvened the City Council Special Meeting at 6:08 p.m.
6. CLIMATE PROTECTION CARBON- OFFSET AUDIT:
Consideration of carbon - offset audit for City vehicles: Mayor Smith explained this audit.
Council discussion /direction: Council CONCURRED with Mayor Smith's suggestion that staff
look into carbon - offsets and other ways to better implement the Climate Protection Campaign
initiatives.
7. JARED HUFFMAN, ASSEMBLYMAN, SIXTH DISTRICT:
Consideration of matters for inclusion in a letter to Assemblyman Jared Huffman regarding
proposed legislation for 2007: Mayor Smith discussed Assemblyman Huffman's appointment as
chairman of the Assembly's Committee on Environmental Safety and Toxic Materials.
Council discussion /direction /action: Mayor Smith suggested that the new Mayor and Vice Mayor
come back in January, 2007 with a letter to Assemblyman Huffman regarding environmental
matters. Councilmember Mackenzie suggested that Council get contacted electronically to submit
their ideas.

1. Santa Rosa Plain Conservation Strategy Implementation Committee (California Tiger
Salamander) meeting 11/15/06: Covered earlier in the meeting by Council concurrence.
2. Holiday Lights Celebration with Santa 11/29/06: Mayor Smith noted his attendance at said
event. Councilmember Mackenzie suggested that staff work with the Chamber of Commerce
to refine the ceremony.
3. Russian River Watershed Association meeting 11/30/06: Councilmember Mackenzie noted
his attendance at said event.
4. Sonoma County Agricultural & Open Space District Advisory Committee meeting 11/30/06:
Councilmember Mackenzie noted his attendance and discussions concerning Measure F
matters.
5. Sonoma County Economic Development Board — 6th Annual Spirit of Sonoma County Awards
Luncheon 11/30/06: Mayor Smith noted his attendance at said luncheon. He also stated that
City Manager Donley, Assistant City Manager Schwarz, and certain Public Safety staff were
in attendance.
6. Bay Area Planning Directors Association Winter Meeting - Land Use and Public Health
12/1/06: Councilmember Mackenzie noted his attendance at a presentation on the
relationships between public health and land use decision.
7. Joe Nation Farewell in San Rafael 12/1/06: Mayor Smith noted that he and Councilmember
Mackenzie attended said event.
8. Department of Public Safety Reception Honoring Heroic Citizens 12/5/06: Mayor Smith
noted that he and Councilmember Mackenzie attended said reception. He acknowledged the
Heroic Citizens as follows: Michael Dewey Binion, James Benavidez, Sean Lanser Ericson,
Jeffrey Richard Faulkner, Sr., Jeffrey Richard Faulkner, Jr., and Jaime William Faulkner.
9. Leadership Institute for Ecology & the Economy -North Bay Symposium on Smart Growth II
12/6/06: Mayor Smith noted that he attended said symposium and Councilmember Mackenzie
moderated it.
10. League of California Cities Go Solar conference call 12/7/06: Mayor Smith noted his
attendance at said .conference.
11. North Bay Leadership Council — Annual Holiday Luncheon 12/7/06: Mayor Smith noted that
he deferred his attendance at said Council to learn more about a 12/13 LAFCO meeting.
12. Northern CA Carpenters Regional Council Moose Feed 12/8/06: Mayor Smith noted his
attendance at said moose feed.
13. Sonoma County Tourism Holiday Showcase in Chicago 12/12/06: Mayor Smith noted his
attendance at said showcase.
14. Bay Area Water Forum 12/18/06: Councilmember Mackenzie stated that he did not attend
said forum due to an Open Space District meeting.
15. Flu Pandemic Contingency meeting 12/18/06: Mayor Smith noted that he and senior City
staff attended said meeting.

a. Jewish Community Free Clinic: Mayor Smith noted that the clinic has just temporarily
moved to 6307 Commerce Boulevard.

1. Association of Bay Area Governments, Hazardous Waste Facility Allocation Committee —
Consideration of supporting Mayor's interest in appointment to this committee:
Council discussion/direction: Council CONCURRED to support Mayor Smith in his efforts
to be appointed to this committee. Councilmember Mackenzie noted his interest in a SMART
Board of Directors position.
2. Schedule of Events and Meetings: Provided to Council in agenda packet.
3. City Council Agenda Forecast: Provided to Council in agenda packet.

11. CITY MANAGER'S /CITY ATTORNEY'S REPORTS:
1. Local Agency Formation Commission meeting 12/13/06. City Manager Donley reviewed
the contents of the Staff Report. Councilmembers congratulated staff's efforts in this LAFCO
matter.

FOR THE YEAR 2007
❖ Rancho Cotate High School Concert Choir Performance: Tim Becker, Director of
Music at RCHS, led the choir in four songs and shared brief comments.
Staff Recognitions: At this time, Mayor Smith held some staff recognitions. City
Clerk Hauff introduced new Deputy City Clerk Terri Griffin. Mayor Smith
PRESENTED City Clerk Hauff with the City Clerk Certificate of Recognition from
Dawn G. Abrahamson, President of the City Clerks Association of California. Mayor
Smith recognized the efforts of the following staffinembers: City Clerk Judy Hauff;
Deputy City Clerks Beth Lidster, Carol Mendenhall, and Ellen Beardsley; and
Administrative Assistant Brian Goodman. He PRESENTED them with cards.

❖ Reflections of 2006:
1. Mayor's Review of 2006 Milestones. Mayor Smith shared the contents of a
PowerPoint presentation reviewing milestones from the past year, including
the new sewer main, the University District, the Climate Protection
Conference, approval of the Rohnert Park Redevelopment Plan, and adoption
of the Affordable Housing Linkage Fee. His review also included the
Economic Development and Retention Program, the student -led Pledge of
Allegiance, the recognition of Honorary Citizens, op eds and articles he's
written, and a variety of photos.
2. Comments by Other Council Members, if any:
Councilmember Breeze thanked all those who assisted with her campaigning
efforts. She highlighted Council's accomplishments in terms of the
University District, the new canine and the new fire engine for the Public
Safety Department, the City Center Plaza, and affordable housing. She
thanked Councilmember Flores for sharing his wisdom with her.
Councilmember Mackenzie shared written comments, ATTACHED TO
THE ORIGINAL SET OF MINUTES. He reviewed Council's
achievements, commended Mayor Smith for his service as mayor, and
saluted Councilmember Flores for his many years on the City Council.
Vice .Mayor Vidak- Martinez commended Mayor Smith for his extensive
efforts in an ambassador function for the City of Rohnert Park. She
commended the Council for being very active in the past year, and she
honored Councilmember Flores for serving as an example of civility and for
working on the side of the City's vulnerable populations.
Councilmember Flores commended the current Council for its ability to
argue the merits of a proposal and still be friends afterwards. He
acknowledged the City's milestones as noted in Mayor Smith's slideshow,
and he thanked his wife Elizabeth for her support. He recognized each
Councilmember for their efforts and service on the Council, and he
acknowledged the City's newest Councilmember, Pam Stafford, for her work
as his campaign manager for two elections. He encouraged the Council to
support a regional shopping center on the west side of town.
❖ Presentation to Mayor Tim Smith for 2006 Year as Mayor. City Manager Donley
PRESENTED Mayor Smith with a gift and a special magnet from the City. Director
of Public Works /City Engineer Jenkins PRESENTED Mayor Smith with a frame with
over 30 "Mayor" magnets. Art Ibleto, Honorary Citizen and the Pasta King,
PRESENTED Mayor Smith and Vice Mayor Vidak- Martinez with a bottle of wine
from his own vintage and some cheese.
❖ Presentation to Council Member Armando F. Flores for 17 Years of Service,
Including Five Terms as Mayor: City Manager Donley PRESENTED
Councilmember Flores with an engrave plaque, and Mayor Smith noted that there will
be an event planned sometime in 2007 to honor outgoing Councilmember Flores for his
17 years of service on the Rohnert Park City Council.

❖ Administration of Oaths of Office & Presentation of Certificates of Election
to Council Members Elect:
Amie Breeze Pam Stafford
City Clerk Hauff administered the Oath of Office and presented the Certificates of
Election respectively to Councilmember Breeze and incoming Councilmember
Stafford. Councilmembers Breeze and Stafford signed the requisite documents, and
Councilmember Stafford assumed outgoing Councilmember Flores' seat at 7:41 p.m.
Minute Actions to Select City Council Officers for 2007:
1. Selection of Mayor.
and
2. Selection of Mayor Pro Tempore (Vice Mayor):
A MOTION was made by Mayor Smith,_ seconded by Councilmember Mackenzie, to
select Vice Mayor Vidak- Martinez as Mayor and Councilmember Mackenzie as Vice
Mayor. Said motion was UNANIMOUSLY APPROVED.
❖ Perspectives for Future:
1. New Mayor's Perspectives for 2007: Mayor Vidak - Martinez urged the new
Council to continue to be active in 2007 and to uphold efforts in the areas of
sustainability, neighborhood gardens, and emergency preparedness.
2. Other Council Members' Perspectives for 2007, if any: Councilmember
Smith discussed ongoing efforts in the areas of sustainability and unfunded
medical insurance for the City's retirees. Vice Mayor Mackenzie shared
written comments, ATTACHED TO THE ORIGINAL SET OF
MINUTES. He acknowledged the efforts of City Manager Donley, City
Attorney Kenyon, Recorder Leonard, and Videographer Beltz, and he
thanked his wife Barbara for her support. He encouraged continued work on
matters of sustainability, infrastructure, partnerships, safety, and revenues.
Councilmember Stafford thanked friends and family for their efforts during
her election campaign, and she acknowledged the Planning Department staff
for responding to her inquiries. Councilmember Breeze called for continued
efforts in the areas of economic development, the City Center Plaza,
partnerships, and renovation of the City's parks and pools.

to come forward to speak. No members of the public responded.

I've been doing these retrospectives now for a decade, a
long and winding road here in Rohnert Park. I usually look
back at these short essays in an effort to reflect on past
prognostications The truth is that few remember and few
care except of course those persons whose activities are
being recalled and reflected upon.
2006 has been a good year for the third estate in Rohnert
Park. The year's activities have been well documented by
our Mayor Tim Smith.
What he did not do was comment on my well wishes ,
delivered a short year ago for his first term as mayor. So
just by way of a reminder -here goes:
1 ] Straighten out Clark Mason with regard to. his belief that
the Mayoralty is a largely ceremonial position -I think Tim
has dispelled that belief.
2] Remember to watch what you wish for —you may
actually get it and then what? Only Tim can answer that
one.
3]R.emember that one year can be a lifetime in politics -
enjoy every moment. Clearly you have!
4]Remember how to count to two- you're the third vote.
You did !
5]Return the Community Voice's phone calls — you did
when you got a call, I believe.
Well done , Tim! You had a grand year — tempus fugit , did
it not ?.
My second reflection is directed towards the Senior
member of this council- Armando Flores. Councilmember
Flores and I have disagreed, sometimes strenuously, on
political matters. This evening is not the time to rake over
these old coals. Rather it is time to reflect on the gracious
manner in which Armando has conducted himself over the
years I've had the pleasure to be his colleague. I know
my wife Barbara joins me in thanking him for the civility,
good humour and "Perspectives "of his conduct as a public
servant of Rohnert Park.
Although there will be other opportunities to more formally
thank and commemorate Armando for his decades of
service to our young city, I do want to say that I've often
reminded Armando that I'm the senior around here, but
that's in years only. It's not often a person gets to open
two generations of a city's library. Armando may have
had many an adversary in his political career but very few
enemies.
We salute you, Armando , and at the same time carefully
look in our own rearview mirrors as behooves politicians
who may be running again in 2 years .time.
Armando , as many of you know, is a lover of history. The
English diarist Harold Nicholson wrote this about Winston
Churchill after his electoral defeat in 1945 as WW Two
came to an end, "It will be strange [said Churchill]
tomorrow not to be consulted upon the great affairs of state
. I shall return to my artistic pursuits" Nicholson continued
to comment upon WSC` Not one word of bitterness; not a
single complaint of having being treated with ingratitude;
calm ,stoical resignation — coupled with a shaft of
amusement that fate could play so dramatic a trick, and a
faint admiration for the electorate's show of independence'
So it is that this political year 2006 draws to a close with
this bitter sweet moment. Thank you, Armando. As your
personal journey continues all the best to you and Elizabeth

2007- A New Year File:

What should one wish for in the New Year when many of
one's wishes were fulfilled on Election night? There's the
rub. After the collective euphoria subsides somewhat —at
least in the Mackenzie household -comes the New Year.
What will the new congress, state legislature, BOS and
city councils do with their self — declared mandates?
Operate wisely and humbly with the realization that
resources are limited —both financial and environmental.
I believe that our Mayor[ this was written this morning]
will hew to such a course. She has courageously survived a
couple of years of personal turmoil which happily see her
husband steadily improving and her status as a grandmother
well established. I look forward to working with her and
the other council members to move us forward in the year
to come.
Greetings to Pam Stafford. I know that you, as a truly
independent council member, will be making an important
contribution to our deliberations and our workload as a
council .
Our priorities are above us here. No mistaking them .
My objectives are to keep these in front of us as we deal
with the following issues:
Sustainability- I want us be recognized as a GREEN city
in every way. I want us to count and measure these ways
as a matter of public policy
Infrastructure -I want us to proceed steadfastly towards
our stated goals. Sewers will be planned and built, roads
repaired, bike paths extended. We have a plan Let us
continue to implement it.
Partnerships- I will continue to strive for true partnerships
between the city and our neighbouring jurisdictions
including SSU and the City of Santa Rosa.
Safety- I will be closely following our public safety
recruitment efforts as we pass the July I , 2007 employee
retirement milestone.
Revenues —The great unknown at this hour is how we, as a
city, will deal with the budget for FY2007- 2008 and
following years. My views on past practices are well
known and on the record since 2001 .I will continue to be a
voice for fiscal sanity as we deal with unfunded programs
and other critical issues.
If brevity is the soul of wit, then I hope I have been witty
enough to compensate for your disappointment at any lack
of loquacity on my part. I always like to end with a quote
from Robert Burns, appropriate to the task at hand. When
won't have to look far for tasks in this coming year , so
" But human bodies are sic fools,
For a" their colleges and schools ,
That when nae real ills perplex them,
They make now themsels to vex them"
