Tuesday
The Concurrent Meetings of the City of Rohnert Park for the City Council, the.Community Development
Commission and the Rohnert Park Financing Authority met this date for a Joint Special Meeting to
commence at 5:30 p.m., as well as a Regular Meeting of the City Council, at the Rohnert Park City Hall,
6750 Commerce Boulevard, Rohnert Park, with Mayor Vidak- Martinez presiding.
Call to Order: Mayor Vidak- Martinez called the Joint Special Meeting to order at 5:38 p.m.
Roll Call: Breeze, Mackenzie, Smith, Stafford, Vidak- Martinez
Staff present for all or part of the Joint Special Meeting and/or the Regular Meeting: City Manager

WORK SESSION
Public Safety Presentation on Alcoholic Beverage Sale Impact:
Council discussion/direction: Department of Public Safety Sergeant Art Sweeney and Sharon O'Hara
from the Center for Community Action and Training reviewed the contents of a PowerPoint presentation
provided to Council. They responded to Council questions and comments regarding matters including
having the County adopt a similar ordinance, unfairly penalizing business owners, and the necessity for
input from local business owners and the community. Council CONCURRED TO AGENDIZE said
matter for further consideration at the first Council meeting in March. .
CLOSED SESSION
Mayor Vidak -Martinez adjourned Council to Closed Session at 6:26 p.m. to discuss Labor Negotiations.

Chloe Tacata, 2nd grade student, Monte Vista Elementary School, led the Pledge of Allegiance.
Mayor Vidak- Martinez PRESENTED Chloe with a card and a pen.
1. MAYOR'S REPORT ON CLOSED SESSION:
Mayor Vidak- Martinez stated that no reportable action was taken in Closed Session.
2. SCHEDULED APPEARANCES /PRESENTATIONS:
1. Catherine Bramkamp, Chamber of Commerce Quarterly Report: Ms. Bramkamp shared
the names of new members of the Chamber of Commerce, and she announced upcoming
events. Carla Howell of the Chamber DISTRIBUTED AND REVIEWED the new
Sonoma County maps and. guides. The Chamber representatives discussed plans for a
Sonoma Mountain Art and Wine Festival, and they expressed an interest in meeting with
Mayor Vidak- Martinez and Vice Mayor Mackenzie to discuss sponsorship from the City
of Rohnert Park.
2. Recognition of Congressional Certificate of Special Recognition presented to City
Manager Stephen R. Donley by Congresswoman Lynn Woolsey for Outstanding Junior
Officer Award of the Reserve Officers Association: Mayor Vidak - Martinez
acknowledged City Manager Donley's receipt of the Congressional Certificate of Special
Recognition, and City Manager Donley shared brief comments regarding his duties -in the
Coast Guard.
3. Homeless Count Event Held January 31, 2007: Summary and Recognition of
Volunteers: Housing and Redevelopment Manager Ellena and Administrative Assistant
Brian Goodman shared the contents of the Staff Report and responded to Council
questions and comments. Council Member Smith noted that the open house for The
Arbors will be held on February 23`d
3. SSU STUDENT REPORT:
Sonoma State University Associated Students, Inc. by Whitney Diver, Legislative
Representative: Mayor Vidak - Martinez noted that Ms. Diver DISTRIBUTED copies of The
Star to Council, but that she had to leave to attend the City of Cotati's Council meeting this
evening.
4. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
1. Paula Reinhold, 1200 Oak Springs Lane, was recognized and noted her participation in Rohnert
Park's 2007 Homeless Count Event. She indicated that there is interest in the community in
putting on a similar event on a monthly basis, and she inquired if the City of Rohnert Park
might be able to assist in terms of providing a facility.
2. Lynn Conde, Rohnert Park, was recognized, and she discussed how the Jewish Free Clinic had
moved to Rohnert Park. She introduced the Vice President of the Board of Directors of the
Clinic, who PRESENTED Council with a plaque and a box of chocolates in recognition of the
City's assistance with the clinic's move. Ms. Conde also announced the Sonoma County Adult
and Youth Development ( SCAYD) Volunteer Recognition Ball this Saturday, February 17t1,
and she urged: all interested parties to call SCAYD at 793 -9030 for further information.

5. COMMUNITY DEVELOPMENT COMMISSION CONSENT CALENDAR:
Chairperson Vidak- Martinez asked the Commissioners if there were any questions about matters
on the CDC Consent Calendar. No matters were raised.

A MOTION was made by Commissioner Smith, seconded by Vice Chair Mackenzie, to approve
the Consent Calendar. After said motion, reading was waived, and the CDC Consent Calendar, as
outlined in the agenda, was UNANIMOUSLY APPROVED.

Consideration of Approval of Documents to Allow Issuance of Non - Housing and Housing Tax
Allocation Bonds:

Authority Staff Reports: Housing and Redevelopment Manager Ellena reviewed the
contents of the Staff Report and responded to Council questions and comments.
2. Public Comments: None.
3. RPFA Resolution for Adoption:
2007 -01 Approving the Forms of the Third Supplemental Indenture of Trust
Relating to the Commission's Tax Allocation Bonds, the Indenture of
Trust Relating to the Issuance of the Commission's Housing Tax
Allocation Bonds, the Purchase Agreement, the Continuing Disclosure
Agreement and a Preliminary Official Statement and Approving Certain
Actions in Connection Therewith
A MOTION was made by Vice Chair Mackenzie, seconded by Member Smith, to adopt
RPFA Resolution 2007 -01. Under discussion, Member Smith discussed how these funds
will go a long way for housing. He noted the conservative nature of the report ; and he
expressed his support for the resolution. Vice Chair Mackenzie discussed the need to
track these bonds closely, and he noted a typographical error in the Staff Report. After
the motion, which was UNANIMOUSLY APPROVED, reading was waived and RPFA
Resolution 2007 -01 was ADOPTED.
4. CDC Resolution for Adoption:
2007 -02 Approving the Forms of and Authorizing the Execution of the Third

Upon MOTION by Vice Mayor Mackenzie, seconded by Council Member Smith, and
UNANIMOUSLY APPROVED, reading was waived and the Consent Calendar was ADOPTED

Items for Consideration:
A. Approval of City Council Portion of Meeting Minutes for:
Special Meeting — January 17, 2007
Regular Concurrent Meetings — January 23, 2007
Per the January 17 Special Meeting minutes, Council Member Breeze stated that she was not there for
the first hour and 20 minutes and that she will be abstaining from that vote. She also requested that
staff provide better clarity regarding the time frame for such meeting as it ran nearly two hours over its
scheduled end time. Per the January 23 Regular Concurrent Meetings minutes, Council Member
Breeze referred Council to page 7, Agenda Item 10, paragraph re motion for Resolution 2007 -15,. and
she requested that Council discussion be amended to reflect her comment that the University District is
the first project to set aside regional traffic mitigation funds per the Development Agreement it has
with the City of Rohnert Park. Upon MOTION by Council Member Smith, seconded by Vice Mayor
Mackenzie, the Special Meeting minutes of January 17 were APPROVED 4 -0 -1 with Council Member
Breeze abstaining, and the Regular Concurrent Meetings minutes of January 23 were
UNANIMOUSLY APPROVED AS AMENDED.

for Joint Special Meeting of the City Council, the Community Development Commission
and the Rohnert Park Financing Authority and Regular Meeting of the City Council
2007 -20 Approving Task Order 2007 -01 with Winzler & Kelly for Update of
the City's Sewer Use Ordinance
Council Member Smith requested staff comments on this matter, and he suggested that
staff and representatives from Sonoma State University (SSU) have further discussions
regarding said sewer issues. Vice Mayor Mackenzie suggested that the SSU
Subcommittee convene in the next two weeks to discuss sewer - related matters regarding
SSU. Upon MOTION by Council Member Smith, seconded by Council Member
Breeze, and UNANIMOUSLY APPROVED, reading was waived and Resolution 2007-
20 was ADOPTED.
2007 -24 Authorizing and Approving the Sale of City Owned Property at 1350
Oakview Circle, Assessor Parcel Nos. 159- 460 -025, -026 and -027 to
KSL Rohnert Park LP
City Manager Donley noted staff's recommendation to DEFER said item.
9. 2005 -06 COMPREHENSIVE ANNUAL FINANCIAL REPORTS:
Presentation by Odenberg, Ullakko, Muranishi (OUM) and Company, LLP, CPA of the 2005 -06
Comprehensive Annual Financial. Reports:
Director of Administrative Services Lipitz shared opening comments, and she introduced two
representatives from OUM who briefly summarized the Financial, Reports and responded to
Council questions and comments. Council Member Smith explained the meaning of a "Clean
Opinion," and he discussed how .he sees this Financial Report as a starting point for the 2007 -08
City budget, calling attention to items in the report, particularly including post - employment heath
care benefits, PERS, the small amount of money the City gets from the State, the MOU with the
Federated Indians of Graton Rancheria (FIGR), West Side development, net and capital assets,
funds from REMIF, the accounting of benefits, expenses and revenues, and sales tax. Vice Mayor
Mackenzie called attention to the fact that the freeway widening had not been done during the last
fiscal year, and he suggested that the Council develop its own plan this coming year to address the
post- employment health benefit matters.

2007 -25 Approving the Issuance of Multifamily Housing Revenue Bonds by the

A MOTION was made by Council Member Smith, seconded by Council Member
Breeze, to adopt Resolution 2007 -25. Under discussion, Council Member Smith
expressed support for the Vida Nueva project, and Mayor Vidak- Martinez noted that
these type of projects help to keep families together. After the motion, which was
UNANIMOUSLY APPROVED, reading was waived and Resolution 2007 -25 was
ADOPTED.
11. ENERGY EFFICIENCY STANDARDS ORDINANCE:
Consideration of Adding Title 14, Chapter 14.02 to the Rohnert Park Municipal Code and
Adopting Local Energy Efficiency Standards for Buildings Covered by the 2005 California
Building Energy Efficiency Standards:
1. Staff Report: Building Official Bruck reviewed the contents of the Staff Report and
responded to Council questions and comments.
2. PUBLIC HEARING: Mayor Vidak- Martinez opened the Public Hearing at 8:20 P.M.

A MOTION was made by Vice Mayor Mackenzie, seconded by Council Member
Breeze, to introduce Ordinance No. 779. Under discussion, Council Member Smith
expressed support for this ordinance as part of the City's ongoing efforts to meet its goal
of sustainability. After the motion, which was UNANIMOUSLY APPROVED, reading
was waived and Ordinance No. 779 was INTRODUCED BY ROLL CALL VOTE.

12. COMMUNITY CENTER MASTER PLAN SUBCOMMITTEE:
Consideration of Community Center Plaza and Master Plan Subcommittee/Duties: Housing and
Redevelopment Manager Ellena explained the Staff Report.
Council discussion /direction /action: Council CONCURRED with staff's recommendation
to appoint Mayor Vidak - Martinez and Council Member Stafford to the Community Center
Plaza and Master Plan Subcommittee.
13. BICYCLE LANES ON COUNTRY CLUB DRIVE:
Consideration of Addition of Bicycle Lanes and the Partial. Elimination of Parking on Country
Club Drive between Rohnert Park Expressway and Southwest Boulevard:
1. Staff Report: Management Analyst Tacata reviewed the contents of the Staff Report and
responded to Council questions and comments.
2. Public Comments: Members of the public desiring to comment on this matter were
called forward.
Sue Bennett, P.O. Box 7342, Cotati, was recognized and discussed how more bike
lanes will increase safety for cyclists.
b. Christine Culver, Executive Director of the Sonoma County Bicycle Coalition, was
recognized and commended the City for its efforts to build sustainable transportation
modes. She noted that the number one reason people chose not to cycle is safety.
c. Bethany Pearson, 6480 Country Club Drive, No. 4, was recognized and noted the lack
of parking on Country CIub Drive and safety issues, particularly for women, as
reasons for her opposition to the bike lanes.
d. Megan Wong, 6480 Country Club Drive, No. 3, was recognized and SUBMITTED to
Council a petition with 39 signatures from residents in the area opposed to the bike
lanes due to lack of parking and safety issues stemming from the longer walk to their
residences if the parking spaces are removed.
e. Michelle Lee Silvashy, 6520 Country Club Drive, Apt. C, was recognized and
expressed her opposition to the bike lanes, noting that there are street - cleaning issues
and that the apartment owners do not give extra parking spaces for visitors. She
encouraged Council to make this matter a win/win situation for the residents and
cyclists alike.
f. Robin Birdfeather, 42 Charles Street, Cotati, was recognized and discussed a couple
close calls she has had on her bicycle. She stated that there is no parking on that
particular stretch of Country Club anyway.
g. Donald B. Deshotels, III, 4949 Snyder Lane, was recognized and encouraged Council
to find a compromise between the cyclists and the residents in the area. He noted that
that stretch of Country Club Drive is one of only a few north/south access routes, and
he clarified that parking in said area between 2 a.m. and 4 a.m. is restricted to 30
minutes.

3. Resolution for Adoption:
2007 -26 Authorizing and Approving the Addition of Bicycle Lanes and the
Partial Elimination of Parking on Country Club between Rohnert Park
Expressway and Southwest Boulevard
A MOTION was made by Vice Mayor Mackenzie, seconded by Counc'I Member Smith,
to approve Resolution 2007 -26. Under discussion, Council Member Smith noted the
difficulty of overnight parking in that area, and he suggested having staff review the
street- cleaning schedules and the lighting in said area. Councilmember Breeze stated
that she did not desire to create any type of unsafe situation for residents in that area, and
that she supported a staff review of street - cleaning and lighting before the addition of
any bicycle lanes. Vice Mayor Mackenzie made a FRIENDLY AMENDMENT,
accepted by the seconder of the motion, to authorize the City Engineer to amend the
street - cleaning schedule and to review safety improvements, namely the installation of
lights, prior to the addition of bike lanes. Mayor Vidak- Martinez noted that the City's
north/south access routes were poorly planned, and she suggested that staff look into
why there are so few parking spaces for residents of apartment buildings in the area.
City Manager Donley commented on funding matters for the suggested lighting
improvements. After the motion, which was UNANIMOUSLY APPROVED, reading
was waived and Resolution 2007 -26 was ADOPTED with the FRIENDLY
AMENDMENT as noted above.
14. SEWER AND WATER RATE INCREASES:
Consideration of adoption of an ordinance re- adopting sewer and water rate increases-
1. Staff Report: City Manager Donley reviewed the contents of the Staff Report. There
were no Council questions or comments.
2. Public Comments: None.

Upon MOTION by Council Member Breeze, seconded by Council Member Stafford,

16. PARKS AND RECREATION COMMISSION MEMBERSHIP:
Consideration of Amending Section 2.32.020 of the Rohnert Park Municipal Code to Change the
Parks and Recreation Commission from Seven to Five Members:
1. Staff Report: City Manager Donley reviewed the contents of the Staff Report. There
were no questions or comments from Council.

1. Redwood Empire Municipal Insurance Fund Annual Board meeting; 1/24 -1/26: Council
Member Smith noted his attendance and referred Council to the REMIF Health Plan
Review materials.
Council discussion /direction: No Council direction was given at this time per any
REMIF matter.
2. Water Issues Subcommittee meeting, 1/24: Council Member Breeze and Vice Mayor
Mackenzie provided a brief report.
3. Creeks Master Plan Subcommittee meeting, 1/24: Vice Mayor Mackenzie noted that the
major presentation was made by the Cotati Creek Critters.
4. Santa Rosa Plain Conservation Strategy Implementation Committee (California Tiger
Salamander) meeting, 1/24: Vice Mayor Mackenzie provided an update on the
Agricultural Subcommittee's report.
5. Russian River Watershed Association meeting, 1/25: Vice Mayor Mackenzie reported
on the budget and the Working Group.
6. Integrated Regional Water Management Plan meeting, 1/26: Vice Mayor Mackenzie
provided an update on Chapter 8 Proposition 50 monies.
7. Parks, Recreation and Open Space Committee Community Forum, 2/1: Vice Mayor
Mackenzie noted his attendance at said forum.
8. Sonoma County Transportation Authority meeting, 2/5: Vice Mayor Mackenzie
provided an update on the contract between the City of Rohnert Park and SCTA.
9. Tribal Council Ad Hoc Subcommittee. meeting, 2/5: Mayor Vidak- Martinez and'Vice
Mayor Mackenzie reported on discussions regarding development of a community
garden.
10. Water Advisory Technical Advisory Committee meeting, 2/5: Vice Mayor Mackenzie
reported on the quarterly meeting of WAC, and he noted his attendance at the Technical
Advisory meeting.

reported that a person from SSU came and suggested the possibility of sharing facilities
with SSU, and she provided a brief update on the Parks and Recreation Master Plan.

Mayors' and Councilmembers' Legislative Committee: Council Member Smith noted
his attendance at said event, as well as discussions regarding fund allocations.
2007 State of the County: Annual Report to the Community, I/24: Council Member
Smith noted discussions about sending solid waste out of the county by rail. Vice Mayor
Mackenzie noted discussions regarding the state of the economy.
Association of Bay Area Governments Disaster Preparedness Conference, including
George P. Shultz Lecture Event: "An Evening with Admiral Thad Allen," 1/30 -1/31:
Mayor Vidak - Martinez reported on the need to improve communications and networks,
and she called attention to the FEMA Earthquake Preparedness Book.
2007 North Bay Economic Outlook Conference, 2/1: Council Member Smith noted
discussions on the economy and affordable housing.
Rohnert Park Chamber of Commerce February Noon Times, 2/7: Council Member
Stafford noted presentations on alcohol, specifically the one given by Sergeant Sweeney
at Council's Work Session this evening, and Internet predators. Mayor Vidak- Martinez
suggested that staff put said information those matters on the City's Web site.
Visit to Recycling Facilities in Santa Clara and San Jose, 2/8: Council Member Smith
noted his visit to said facility per Sonoma County Waste Management Agency
(SCWMA).
Local Government Commission 6`'' Annual New Partners for Smart Growth Conference,
2/8 -2/10: Vice .Mayor Mackenzie noted his attendance at said conference, and he
SUBMITTED the City of Santa Monica's "Sustainable City Report Card" to City
Manager Donley. He also commented on community gardens.
Cotati. Sound Wall Meeting, 2/8: Council Member Smith called attention to said
meeting, and City Manager Donley stated that SCTA will report on the sound wall at
Council's February 270' meeting.
Chamber of Commerce 4`'' Annual Crab Feed, 2/10: Council Member Smith noted his
attendance at said event.
Senior Center. Super Bowl Party, 2/4: Council Members Breeze and Stafford noted their
attendance at said event.

Communications per the attached outline were brought to the Council's attention. The following
communications were pulled for discussion:
a. North Bay Industries: Council Member Smith'DISTRIBUTED AND REVIEWED a handout
entitled "NISH Workplace," and he referred Council to an article about Rohnert Park.
b. Contra Costa Times, "Filling the Ranks ": Council Member Smith referred Council to said
article.
c. Communication about safety problems at the Santa Alicia and Enterprise Drive footbridge:
Council Member Smith called attention to said letter.
d. Miss Sonoma County Scholarship Program, Saturday, March 3`d: Vice Mayor Mackenzie stated
that he will try to attend said event. Council Member Stafford indicated that she will be a
judge.
19. MATTERS FROM /FOR COUNCIL:
1. Mayors' and Councilmembers' Association Appointments — February 16`h Deadline for
Submission of Letters of Interest: Mayor Vidak- Martinez noted that this item will be
agendized for the next Council meeting.
2. Request to Sonoma County Library Commission Regarding Naming of Community
Room in Honor of Armando Flores:
Council discussion/direction /action: Council Member Breeze suggested that the
entire library be named in honor of Armando Flores. Council discussion concluded
with CONCURRENCE to direct staff to request of the Sonoma County Library
Commission that the Community Room be named in honor of Armando Flores and to
explore the option of naming the library after him.

5. Other informational items, if any:
Article in The Press Democrat about funding cuts to the local food bank, which are
affecting seniors and children: Mayor Vidak- Martinez called attention to said cuts, and
she urged and members of the public to engage their Congressional representative
regarding the funding loss. Council AGREED with Council Member Smith's suggestion
to send a letter to the City's Congressional representative over the Mayor's signature,
noting the City's opposition to said cuts, and to forward a copy of said letter to the
Redwood Empire Food Bank and NOAH.
20. CITY MANAGR'S /CITY ATTORNEY'S REPORTS:
1. Review of Public Records Act Responses: Assistant City Attorney Whelan reviewed the
contents of the Staff Report and responded to Council questions and comments.
