2007/03/20 City Council MinutesCITY OF ROHNERT PARK SPECIAL MEETING MINUTES FOR: City Council March 20, 2007 Tuesday The Rohnert Park City Council rnet this date for a Special Meeting to commence at 10:00 a.m. at the Spreckels Performing Arts Center, 5409 Snyder Lane, Rohnert Park, with Mayor Vidak- Martinez presiding. SPECIAL MEETING /WORK SESSION Call to Order: Mayor. Vidak- Martinez called the Special Meeting to order at 10:14 a.m. Roll Call: Breeze, Mackenzie, Smith, Stafford, Vidak- Martinez Staff present for all or part of the Special Meeting: City Manager Donley, City Attorney Marchetta Kenyon, Assistant City Manager Schwarz, Director of Community Development Bendorff, Housing and Redevelopment Manager Ellena, Director of Public Works /City Engineer Jenkins, Director of Administrative Services Lipitz, Director of Public Safety Bullard, City Clerk Hauff and Deputy City Clerk Griffin. Also present for the Special Meeting: Bill Mathis, Ph.D., Mathis & Associates. Dr. Mathis DISTRIBUTED an agenda (ATTACHED TO THE ORIGINAL SET OF MINUTES). Mayor Vidak- Martinez briefly reviewed the agenda provided by Dr. Mathis. UNSCHEDULED PUBLIC APPEARANCES Mayor Vidak- Martinez invited members of the public interested in speaking to come forward. Eunice Edgington, 990 Echo Court, discussed the Golf Course Drive/Wilfred Avenue /Highway 101 interchange and traffic impacts and Petaluma's two -year moratorium on development and DISTRIBUTED an article from BusinessWeek regarding casinos. WORK SESSION: CITY COUNCIL GOAL SETTING Director of Public Safety Bullard discussed legal representation of command staff through payment of union dues. He further reviewed and responded to Council questions regarding Public Safety goals and priorities, including: Staffing Recruiting Retention issues and like trends in other agencies FTOs Training Program / Academy .Increasing public awareness / public education Increasing neighborhood watch programs to ten Re- establishing the Citizen Academy Gang Resistance Education and Training Program Take 10 Program City of Rohnert Park City Council SPECIAL MEETING Minutes (2 of 3) March 20, 2007 Traffic Enforcement and Education Change in focus of the Special Enforcement Unit (SEU) Modernization of facilities Response times to the west side Enhancing fire services Implementing new software Council and staff discussed Public Safety staffing and recruiting issues, including a lack of qualified applicants, school resource and truancy officers, and using retired officers to fill certain positions. City Manager Donley suggested monthly or bi- monthly reports to the Council on public safety issues. Director of Community Development Bendorff reviewed and responded to Council questions regarding the documents entitled "University District Milestones" and "Comparison of Where Larger Projects are in Review Process" (ATTACHED TO ORIGINAL SET OF MINUTES). Council and staff discussed the current status of the specific plan areas, including Southeast Specific Plan, Northeast Specific Plan, Wilfred/Dowdell Specific Plan, and Sonoma Mountain Village. Council and staff discussed the impacts of the eastside sewer trunk line and water supply assessment lawsuit on the development of some of those areas. Mayor Vidak- Martinez RECESSED the Special Meeting at approximately 11:36 a.m. for a break and RECONVENED the Special Meeting at approximately 11:51 a.m. City Manager Donley reviewed preliminary plans for the Stadium Land area. Council and staff discussed the potential for residential and retail development of the three Stadium Land parcels and the disadvantages of developing the site for primarily residential use due to the parcels' physical configuration and location. Council and staff discussed the timing of a General Plan Update and resolution of the water supply assessment lawsuit. Mayor Vidak- Martinez RECESSED the Special Meeting at approximately 12:35 p.m. for lunch and RECONVENED the Special Meeting at approximately 1:07 p.m. City Manager Donley referred Council to the document entitled "Planning Division Commitments and Priorities" (ATTACHED TO THE ORIGINAL SET OF MINUTES). Director of Community Development Bendorff reviewed and responded to Council questions regarding the projects listed as firm commitments and high priority projects. Council and staff discussed the priority order of projects and the requirements for moving projects. forward, including annexations, negotiation of development agreements, and funding for the eastside sewer trunk line. Council and staff discussed the possibility of funding the first phase eastside sewer trunk line with redevelopment bond funds and/or a bridge loan from the Community Development Commission. City Manager Donley referred Council to the document entitled "Housing and Redevelopment Commitments and Potential Projects" (ATTACHED TO THE. ORIGINAL SET OF MINUTES). Council and staff discussed redevelopment project priorities, including City Center Plaza, Public Safety Bay Alignment, Corridor Master Plan, and Southwest Boulevard in -fill projects. City Manager Donley indicated that staff will need to complete studies and obtain more concrete data regarding funding of the sewer trunk line. Council and staff discussed categorizing planning project priorities. He discussed the sewer lateral replacement ordinance and its implications and indicated that eastside sewer trunk will be moved from low to high priority. He discussed the staff time needed to handle the project and the current organizational structure of public works. Mayor Vidak- Martinez RECESSED the Special Meeting at approximately 2:30 p.m. for a break and RECONVENED the Special Meeting at approximately 2:39 p.m. In response to questions from Dr. Mathis, Council discussed facilitated evaluations of the City Manager and City Attorney. Council CONCURRED to proceed with City Manager and City Attorney evaluations in July. Dr. Mathis and Council discussed the goal setting process. Dr. Mathis suggested that staff prepare a work plan with an associated budget for discussion with the Council in June. Dr. Mathis discussed factors that make Rohnert Park different from other communities, including environmental priorities, public safety model, proximity to university, impending casino, and an active and cooperative city council. In response to questions from Dr. Mathis, Council discussed the role of the Mayor and the Council's expectations of the Mayor. In response to questions from Dr. Mathis, Council discussed the benefits of the goal setting session and the Council's desire to resume the discussions in June and commit to this type of goal setting session bi- annually. City Manager Donley discussed the creation of a work plan for review by the Council on a regular basis.
