2007/05/22 City Council MinutesCITY OF ROHNERT PARK CONCURRENT MEETING MINUTES FOR: .City Council Community Development Commission Rohnert Park Financing Authority May 22, 2007 Tuesday The Concurrent Meetings of the City of Rohnert Park for the City Council, the Community Development Commission and the Rohnert Park Financing Authority met this date for a Special Meeting, to commence at 4:00 p.m., followed by a Regular Meeting at the Rohnert Park City Hall, 6750 Commerce Boulevard, Rohnert Park, with Mayor Vidak- Martinez presiding. SPECIAL MEETING Call to Order: Mayor Vidak - Martinez called the Special Meeting to order at 4:00 p.m. Roll Call: Breeze (arrived at 4:05 p.m.), Mackenzie, Smith, Stafford, Vidak- Martinez Staff present for all or part of the Special Meeting: City Manager Donley, City Attorney Kenyon, Assistant City Manager Schwarz, Director of Administrative Services Lipitz, and Management Analyst Huntley. Unscheduled Public Appearances: None. CLOSED SESSION Mayor Vidak- Martinez adjourned Council to Closed Session to discuss Public Employment and Labor Negotiations. Mayor Vidak- Martinez adjourned the Special Meeting at approximately 7:20 p.m. and reconvened the Council in Open Session at approximately 7:25 p.m. MAYOR'S REPORT ON CLOSED SESSION: Mayor Vidak- Martinez indicated that there was no reportable action from Closed Session. MAYOR'S PRESENTATIONS: Presentation of Resolution No. 2007 -72 Recognizing and Honoring Kevin Pohlson for His Role in the School District Boundary Transfer: Mayor Vidak- Martinez read the resolution and PRESENTED Mr. Pohlson with a framed copy of said resolution. Mr. Pohlson shared brief comments, and Wade Roach, on behalf of the Cotati - Rohnert Park School District (CRPUSD), acknowledged Mr. Pohlson's efforts. Presentation of Proclamation Recognizing the Technology High School Robotics Team to Dr. Kay Donner, Principal, and Greg Weaver, Teacher: Dr. Donner and Mr. Weaver and members of the Robotics Team came forward with a banner. Mayor Vidak- Martinez read the resolution and PRESENTED the team with a copy of said resolution. Mr. Weaver shared brief comments. Presentation of the Sonoma County Housing Coalition Housing Progress Report: Housing and Redevelopment Manager Ellena explained the report to Council, and Mayor Vidak- Martinez DISPLAYED the purple ribbon. 2. SSU STUDENT REPORT: Sonoma State University Associated Students, Inc. by Whitney Diver, Legislative Representative: Ms. Diver introduced Nicole Schlossberg, the new Associated Students, Inc. Legislative Representative for 2007 -2008. Ms. Schlossberg shared brief comments. 3. CHAMBER OF COMMERCE QUARTERLY REPORT: Rohnert Park Chamber of Commerce by Catharine Bramkamp: Ms. Bramkamp shared a brief oral update, noting new members and meeting times, and she encouraged the Council to come to the Chamber's 2007 Annual Spring Business Showcase on May 24th. 4. PUBLIC APPEARANCES /COMMENTS: 1. Peter A. Tscherneff, Sonoma County: Not present. RECESS: Mayor Vidak- Martinez declared a recess of the City Council meeting at 7:43 p.m. to consecutively and separately convene the meetings of the Community Development Commission and the Rohnert Park Financing Authority. MINUTES FOR THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF ROHNERT PARK Tuesday, May 22, 2007 Call to Order: 7:43 p.m. Roll Call: Breeze, Mackenzie, Smith, Stafford, Vidak- Martinez Also present: Executive Director Donley, General Counsel Kenyon, Assistant Executive Director Schwarz, and Recorder Leonard Unscheduled public appearances: None. City of Rohnert Park CONCURRENT MEETINGS Minutes Pape 3 of 11 May 22 2007 City Council /Conznzunity Development Commission/Rohnert Park Financing Authority 1. CDC Goal- Setting for 2007 Series Bond Proceeds — Consideration of Commission Goals for Expenditure of Bond Proceeds: Housing and Redevelopment Manager Ellena shared the contents of the Staff Report via a PowerPoint presentation, and she responded to Council questions and comments. Chairperson Vidak- Martinez called forward a member of the public desiring to comment on this matter. 1. Jerry Gladstone, former Director of Sonoma Mountain Business Cluster, 1300 Valley House Drive, Suite 100, was recognized and presented a PowerPoint presentation outlining their request for consideration of additional redevelopment funds in the amount of $850,000. He also introduced Michael Newell, the new Executive Director for the Business Cluster. Commission discussion /direction: Commissioners AGREED with staff's Proposed Redevelopment Projects for 2007/2008 Fiscal Year. Commissioner Smith shared additional comments on matters including putting solar on the City's COTS housing. Commissioner Breeze suggested using funds for more Boys and Girls Clubs. Commissioner Stafford shared additional comments on realignment of the Public Safety bay and traffic signalization. Vice Chair Mackenzie discussed matters including the Creek Master Plan. Chairperson Vidak- Martinez noted the progress on the City Center Plaza and the Eastside Sewer Line. Commission discussion concluded with Commission CONCURRENCE with Vice Chair Mackenzie's recommendation that staff report back on the request by Sonoma Mountain Business Cluster for an additional $850,000. At this time, the Commission CONCURRED with Commissioner Smith's suggestion to take CDC Agenda Item No. 3 out of agenda order. 3. Copeland Creek Apartments - Consideration of a Request from TRG- Copeland Creek, L.P. for Funding for the Rehabilitation of the Copeland Creek Apartments: [Out of agenda order by Commission concurrence] Staff Report: Housing and Redevelopment Manager Ellena reviewed the contents of the Staff Report, and Executive Director Donley shared additional comments. 2. Public Comments: 1. Joe Sherman, on behalf of The Reliant Group, 500 Commercial Street, San Francisco, was recognized and shared a PowerPoint presentation regarding the assets of the new senior community at Copeland Creek Apartments. 3. Commission discussion/direction/action: Commissioner Smith shared comments including the suggestion that staff work out a reserving plan to fund siding projects in the future, and the recommendation that $800,000 be used for the Copeland Creek project and $400,000 be used for the City's COTS houses. Commissioner Breeze expressed support for Commissioner Smith's COTS suggestion, and she recommended that staff fund projects with energy and sustainability in mind. Commissioner Stafford, Vice Chair Mackenzie, and Chairperson Vidak- Martinez noted that COTS is a separate issue, and Chairperson Vidak Martinez expressed support for other demonstration projects like Copeland Creek Apartments in Rohnert Park. A MOTION was made by Commissioner Smith, seconded by Commissioner Breeze, to fund Copeland Creek Apartments for $800,000, reserving $400,000 to fund improvements at the COTS houses. Said motion FAILED 2 -3 with Commissioner Stafford, Vice Chair Mackenzie, and Chairperson Vidak- Martinez dissenting. A MOTION was made by Vice Chair Mackenzie, seconded by Chairperson Vidak- Martinez, to allocate $1.2 million to the Copeland Creeks project as recommended in the Staff Report. Said City of Rohnert Park CONCURRENT MEETINGS Minutes Pate 4 of 11 May 22 2007 City Council /Community Development Connnission/Rohnert Park Financing Authority motion was APPROVED 4-4 x3 -2 with Commissioner Smith and Commissioner Breeze dissenting. Executive Director Donley responded to Vice Chair Mackenzie's request to get an update on the status of the COTS houses. Rohnert Park Redevelopment Project Area Five -Year Implementation Plan — Consideration of the Mid -tenn Review and Amendment of the 2004 -05 through 2008 -09 Rohnert Park Redevelopment Project Area Five -Year Implementation Plan: Staff Report: Housing and Redevelopment Manager Ellena reviewed the contents of the Staff Report via a PowerPoint presentation. 2. PUBLIC HEARING: Chairperson Vidak- Martinez opened the Public Hearing at 9:04 p.m. There being no members of the pubic interested in speaking, Chairperson Vidak- Martinez closed the Public Hearing at 9:04 p.m. 3. Resolution for Adoption: 2007 -08 Authorizing Amendment of the Five Year Implementation Plan for the Rohnert Park Redevelopment Project Area A MOTION was made by Vice Chair Mackenzie, seconded by Commissioner Breeze, to adopt Resolution 2007 -08. Under discussion, Commissioner Smith expressed reasons for his disappointment that no Stadium plans are moving forward, particularly plans that favor retail rather than residential. After the motion, which was UNANIMOUSLY APPROVED, reading was waived and Resolution 2007 -08 was ADOPTED. 4. CONSENT CALENDAR: Chairperson Vidak- Martinez asked the Commissioners if there were any questions about matters on the CDC Consent Calendar. No matters were raised. Approval of CDC Portion of Concurrent City Meeting Minutes for: Regular Meeting — May 8, 2007 2. Approval of CDC Bills /Demands for Payment in the amount of $118,150.58 3. Accepting CDC Cash/Investments Report for: Month Ending February, 2007 - DEFERRED 4. CDC Resolution for Adoption: 2007 -09 Approving and Authorizing the Execution of a Reimbursement Agreement with the City Council of the City. of Rohnert Park for the Construction of the Eastside Trunk Sewer Project, Project No. 2004 -05 A MOTION was made by Vice Chair Mackenzie, seconded by Commissioner Breeze, to approve the Consent Calendar. Under discussion, staff responded to Commissioner Smith's request for clarification on oversight regarding CDC Resolution 2007 -08. Council discussion /direction /action: Council Members sought clarity from staff on the inclusion of various other projects and on the incentives and technical assistance provided by the FOCUS program. Council discussion/direction/action: Council Members shared their perspectives on their preferred art forms, as well as the location of the art. Council discussion concluded with general agreement that the art should convey a sense of history and be regionally relevant, and Council DIRECTED staff (1) to seek input from the Cultural Arts Commission and then (2) to schedule a Council Work Session to review and discuss said input. 8. Subregional Wastewater System Policy Advisory Committee (PAC) meeting, 5/16: Council Member Breeze noted that PAC meetings will now be on the third Wednesday of each quarter. 6. Sonoma County Waste Management Agency meeting, 5/16: At this time, Council Member Smith stated that he believes that these reports are valuable, as is each Council Member's time spent at these meetings, and he suggested that said reports be moved to an earlier part of the City Council agenda to allow more of the community to hear them. 7. Senior Citizens Advisory Commission, 5/17: Council Member Stafford called attention to the new senior van and The Old & The New Market on June 30`h. 8. Corridor Studies Community Immersion Program, 5/17 -5/19: Mayor Vidak- Martinez and Council Member Stafford — no reportable action. 9. City Manager Donley indicated that he would schedule consideration of garbage rates along with pertinent garbage issues in early July. 12. CITY MANAGER'S /CITY ATTORNEY'S REPORTS: 1. Legislative Update by Dan Schwarz, Assistant City Manager: Assistant City Manager Schwarz reviewed the contents of the Staff Report.. Council discussion/direction /action: Council CONCURRED to follow staff's recommendation as outlined in the Staff Report to direct its representative to the Legislative Committee, Council Member Smtih, to join the Sonoma County Mayors and Councilmembers in support of AB 661. 2.
