Tuesday
The Concurrent Meetings of the City of Rohnert Park for the City Council, the Community
Development Commission and the Rohnert Park Financing Authority met this date for a Regular
Meeting to commence at 6:00 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard,
Rohnert Park, with Mayor Pro Tem Mackenzie presiding.
CITY COUNCIL REGULAR MEETING
Call to Order: Mayor Vidak- Martinez called the Regular Meeting to order at 6:00 p.m.
Roll Call: Breeze, Mackenzie, Smith, Stafford, Vidak- Martinez
Staff present for all or part of the Regular Meeting: City Manager Donley, Assistant City Attorney
Whelan, Assistant City Manager Schwarz, Management Analyst Huntley, Deputy City Engineer Barnes.
Code Enforcement Officer Denlis, Administrative Assistant. Goodman, Director of Community
Development Bendorff, Management Analyst Tacata, Housing and Redevelopment Manager Ellena,
Director of Public Works /City Engineer Jenkins, Deputy City Clerk Griffin, and Videographer Beltz.
City Manager Donley introduced new Deputy City Engineer Pat Barnes.
CLOSED SESSION: Mayor Vidak- Martinez adjourned the meeting to Closed Session at 6:02 p.m. to
discuss Real Property and Labor Matters.
REGULAR SESSION: Mayor Vidak- Martinez reconvened Regular Session at 7:12 p.m.
PLEDGE OF ALLEGIANCE:
Camden Nicks, student from Monte Vista Elementary School, led the Pledge of Allegiance. Mayor
Vidak- Martinez PRESENTED Camden with a card and a pen.
1. MAYOR'S PRESENTATIONS:
Rebuilding Together Event Presentation by Barbara Denlis: Code Enforcement Officer Denlis
reviewed the contents of a PowerPoint presentation.
Mayor Vidak- Martinez called forward members of the public interested in speaking on this topic.
1. Debbie Bailey, 7491 Adrian Drive, was recognized and thanked Officer Denlis for her efforts
and Council for its support of Concerned Citizens of Rohnert Park (C- CORP).
2. Teresa L. Hernandez. 1573 Rainier Avenue, was recognized and thanked staff and Council for
its support for Rebuilding Together and C -CORP.
Council Member Smith suggested that staff prepare a resolution expressing appreciation to Rancho
Cotate High School for its contributions to Rebuilding Together. Mayor Vidak- Martinez noted
that she would work with staff on that.

Team Bike Challenge Presentation: Administrative Assistant Goodman reviewed the City's
victories in the Bike to Work program, and he responded to Council comments.
2. SISTER CITIES RELATIONS COMMITTEE REPORT:
Report on Visit to Hashimoto City, Japan by Chair Courtney Pastrick: Ms. Pastrick made brief
comments on the Sister Cities Committee's recent trip to Hashimoto, and she shared a PowerPoint
presentation of photos from the visit.
3. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
1. John Hudson, 399 Bonnie Avenue, was recognized and shared comments about how Rohnert
Park has taken actions that make housing very unaffordable. He also expressed concern about
the cost overruns for the new City Hall.
2. Paula Reinhold, 1200 Oak Springs Lane, accompanied by Mike Turgeon, Pastor of St. John's
Methodist Church, was recognized and, as liaison for Neighbors Organized Against Hunger
(NOAH), DISTRIBUTED AND REVIEWED a request of the City for use of a City facility
for a planned Monthly Homeless Project, supported by the NOAH Board. Ms. Reinhold and a
NOAH representative responded to Council questions and comments. Council AGREED to
direct staff to report back on the possible use of the Burton Avenue Recreation Center.
4. CONSENT CALENDAR:
Mayor Vidak- Martinez asked if there were any questions about matters on the Consent Calendar.
Council Member .Smith signified removal Item E. Council Member Breeze signified removal of
the City Council Portion of the Concurrent Meetings Minutes of May 22, 2007. City Manager
Donley signified removal of Resolution 2007 -93.

Upon MOTION by Council Member Smith, seconded by Vice Mayor Mackenzie, and
UNANIMOUSLY APPROVED, reading was waived and the Consent Calendar, with the
exception of the City Council Portion of the Concurrent Meetings Minutes of May 22, 2007, Item
E, and Resolution 2007 -93, was ADOPTED.
Items for Consideration:
A. Approval of Minutes for:
City Council Portion of Concurrent Meetings — May 22, 2007
Council Member Breeze directed Council to page 4, CDC Agenda Item 3, Copeland Creek
Apartments, Commission discussion, and she requested that said vote reflect her dissension.
Upon MOTION by Vice Mayor Mackenzie, seconded by Council Breeze, the City Council
Portion of the Concurrent Meetings Minutes of May 22, 2007 were UNANIMOUSLY
APPROVED AS AMENDED.
2007 -93 Awarding the Contract for the Materials Pre - purchase for Eastside Trunk
Sewer — Phase 1, City Project No. 2004 -05
City Manager Donley explained staff's recommendation for DEFERRAL of said item.
E. Approval of Letter to the U.S. Environmental Protection Agency Supporting the California
Air Resources Board Request for Waiver of Preemption under Section 209(b) of the Clean
Air Act
Council Members supported the respective recommendations of Council Member Smith and
Vice Mayor Mackenzie in the motion as follows: A MOTION was made by Council
Member Smith, seconded by Council Member Breeze, to approve Item E of the Consent
Calendar with the following AMENDMENTS: (1) revision of the first sentence to include
language to the effect of, These comments are submitted by the Mayor and Vice Mayor of
City of Robnert Park CONCURRENT MEETINGS Minutes (4 of 9) June 12 2007
for City Council /Community Development Commission / Rohnert Park Financing Authority
the City of Rohnert Park, California, on behalf of the entire City Council, and (2) revision of
the second paragraph to be factually correct. Said motion was UNANIMOUSLY
APPROVED.
5. PARKLAND DEDICATIONS:
Consideration of Amendments to the Rohnert Park Municipal Code Regarding Parkland
Dedications within Specific Plan Areas and Planned Development Districts:
1. Staff Report: Director of Community Development Bendorff reviewed the contents of the
Staff Report.
2. Public Comments: None.
3. Ordinance for Adoption:
Waive Further Reading and Adopt Ordinance by reading title:
No. 787 Amending Section 16.14.020, "Park Dedication," of Chapter 16.14,
"Dedication and Reservations," of Title 16, "Subdivisions "; Subsections A
and B of Section 17.06.250 "Procedure," of Article VII, "Planned
Development Zoning District," of Chapter 17.06 "Land Use Regulations," of
Title 17, "Zoning"; Section 17.06.350, "Preliminary Application -- Review
Procedure," Of Article VIII, "Specific Plan Zoning District," of Chapter

Upon MOTION by Council Member Smith, seconded by Vice Mayor Mackenzie, and
UNANIMOUSLY APPROVED, reading was waived and Ordinance No. 787 was
ADOPTED BY ROLL CALL VOTE.
6. CITY HALL PUBLIC ART:
Consideration of the Artistic Direction, Process, Call for Artists, Selection, and Commissioning of
an Artist for Civic Art Installation at the New City Hall:
1. Staff Report: Management Analyst Tacata reviewed the contents of the Staff Report and
responded to Council questions and comments.
2. Public Comments:
Emily Wiseman, Cultural Arts Commission, Chair, was recognized and noted her support
for City Hall public art and the Commission's interest in being Council's advisory body.

3. Council discussion /direction: Council Members reiterated their personal preferences for
location and type of art. Consideration of this matter further included an expanded
discussion of matters including involvement of the Cultural Arts Commission, the donors,
and Sonoma State University; prioritization of location of the art; the option of leasing art;
and the inclusion of seed maps in a historical display. Council discussion concluded with
CONCURRENCE (1) to form an art program, and (2), per City Manager Donley's
reconunendation, to have said art program include no structural changes to the building
plans.
ADJOURNMENT: Mayor Vidak- Martinez adjourned the City Council meeting at 8:36 p.m. to
consecutively and separately convene the meeting of the Community
Development Commission.

Upon MOTION by Vice Chair Mackenzie, seconded by Commissioner Breeze, and
UNANIMOUSLY APPROVED, reading was waived and CDC Resolution 2007 -10 was
ADOPTED.

A MOTION was made by Vice Chair Mackenzie, seconded by Commissioner Breeze, to
approve the Consent Calendar. After the motion, reading was waived, and the CDC
Consent Calendar, as outlined in the agenda, was UNANIMOUSLY APPROVED.
ADJOURNMENT: There being no further business, Chairperson Vidak- Martinez adjourned the
CDC meeting at 8:52 p.m. and reconvened the City Council meeting.
7. SONOMA COUNTY MAYORS' & COUNCILMEMBERS' ASSOCIATION:
Consideration of Upcoming Vacancies to Be Filled at the June 14, 2007, Meeting of the Sonoma
County Mayors' and Councilmembers'Association: City Manager Donley explained the contents
of the Staff Report.

Council discussion /direction/action: Council Member Smith thanked Council for supporting his
interest in the Sonoma County Agricultural Preservation and Open Space District appointment. A
MOTION by Vice Mayor Mackenzie, seconded by Council Member Smith, to support the
appointment of Samantha Freitas as the Alternate to the North Bay Division, League of California
Cities Executive Board, was UNANIMOUSLY APPROVED.
8. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
Water Issues Subcommittee meeting, 5/23: Vice Mayor Mackenzie and Council Member
Breeze noted discussions on topics including conservation and hotel placards.
2. City Council Special Meeting - Creek Tour, 5/23: Vice Mayor Mackenzie, Council Member
Breeze, and Council Member Smith noted attendance at said meeting and shared brief
comments.
3. SSU Subcommittee meeting, 6/11: Vice Mayor Mackenzie indicated that he was unable to
attend the meeting due to schedule conflicts, therefore the meeting was cancelled. Council
Member Smith discussed infrastructure matters and referred Council to a letter from Marian
Van Horn regarding traffic concerns at SSU. Director of Public Works /City Engineer
Jenkins noted that the City has responded to said concerns.
4. Other informational reports, if any:
North Bay Economic Insight, Spring 2007, 5/24: Vice Mayor Mackenzie noted information
on the need to prepare students for high -tech jobs.
Sonoma State University Commencement Ceremony, 5/26: Vice Mayor Mackenzie and
Council Member Smith noted their attendance at said ceremony.
Economic Development Board's 2007 Economic Briefing, 5/31: Council Member Smith
noted his attendance at said briefing.
Copeland Creek Apartments Grand Re- Opening, 5/31: Council Member Smith noted that he
represented the City at said re- opening.
Climate Protection: Everybody Profits III Conference, 6/4: Mayor Vidak- Martinez, Vice
Mayor Mackenzie, and Council Member Smith noted their attendance at said conference.

11. CITY MANAGER'S /CITY ATTORNEY'S REPORTS:
1. Legislative Update by Dan Schwarz, Assistant City Manager: Assistant City Manager Schwarz
reviewed the contents of the Staff Report, and he responded to Council questions and
comments.
Council discussion /direction /action: No Council action taken. Council Member Smith noted
that he will be attending upcoming meetings regarding universal health care.
2. Neighborhood Gardens: City Manager Donley reviewed the contents of the Staff Report.
Council discussion/direction /action: Council CONCURRED with the recommendations
outlined in the Staff Report.
3. Community Center Fountain Update: City Manager Donley provided an oral update on the
City Center Fountain.
Council discussion /direction /action: Council CONCURRED with staff's recommendations
as outlined in the oral report, namely to fill the fountain with woodchips and make other minor
cosmetic changes before it is eventually torn out.
4. Other informational items, if any:
a. Naming of Library Forum Meeting Room in Honor or Armando F. Flores, July 13, 2007:
City Manager Donley called attention to said event.
b. Building Official Bruck's Master's thesis: City Manager Donley DISTRIBUTED copies of
Building Official Bruck's master's thesis to interested Council Members.
12. PUBLIC COMMENTS:
Dennis McCormack was recognized and briefly commented on public art at the Community Center
Fountain area.
