Tuesday
The Concurrent Meetings of the City of Rohnert Park for the City Council, the Community
Development Commission and the Rohnert Park Financing Authority met this date for a Regular
Meeting to commence at 6:00 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard,
Rohnert Park, with Mayor Vidak- Martinez presiding.
CITY COUNCIL REGULAR MEETING
Call to Order: Mayor Vidak- Martinez called the Regular Meeting to order at 6:01 p.m.
Roll Call: Mackenzie, Smith, Vidak - Martinez
Absent: Breeze, Stafford
Staff present for all or part of the Regular Meeting: City Manager Pro Tem Schwarz, Assistant City
Attorney Whelan, Director of Community Development Bendorff, Deputy City Engineer Barnes,
Management Analyst Babonis, Deputy City Clerk Griffin, and Videographer Beltz.
PLEDGE OF ALLEGIANCE:
Aliyah Consarni, student from Whited Elementary School, led the Pledge of Allegiance. Mayor
Vidak - Martinez PRESENTED Aliyah with a pen and a card.
1. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
Rich Klingbeil, Copeland Creek, was recognized and called Council's attention to problems at
Copeland Creek Apartments regarding income requirements, management /office hours, loss of
community facilities, maintenance, 24 -hour notice, rent increases, and construction matters. He
DISTRIBUTED his written comments, and Mayor Vidak- Martinez DIRECTED staff to report
back on said concerns.
2. CONSENT CALENDAR:
Mayor Vidak - Martinez asked if there were any questions about matters on the Consent Calendar.
Council Member Smith signified removal of Resolution 2007 -102.

Upon MOTION by Council Member Smith, seconded by Vice Mayor Mackenzie, and
APPROVED 3 -0 -2 with Council Members Breeze and Stafford absent, reading was waived and
the Consent Calendar, with the exception of Resolution 2007 -102, was ADOPTED.
Item for Consideration:
2007 -102 Authorizing the Agreement with Old Adobe Development Services for
Park Cleaning
Council Member Smith commended the City for using Old Adobe Development Services. Upon
MOTION by Council Member Smith, seconded by Vice Mayor Mackenzie, and APPROVED 3-
0-2 with Council Members Breeze and Stafford absent, reading was waived and Resolution 2007-
102 was ADOPTED.
Vice Mayor Mackenzie REQUESTED that staff notify Assembly Member Jared Huffman's office
to inform them of the National Night Out event on Tuesday, August 7, 2007.
3. SALE OF ALCOHOLIC BEVERAGES ORDINANCE:
Consideration of Amendments to Section 17.07.020R of the Rohnert Park Municipal Code
Regarding Sale of Alcoholic Beverages:
1. Staff Report: Director of Community Development Bendorff reviewed the contents of the
Staff Report.

2. PUBLIC HEARING: Mayor Vidak- Martinez opened the Public Hearing at 6:18 p.m. There
being no members of the public interested in speaking, Mayor Vidak- Martinez closed the
Public Hearing at 6:18 p.m.
3. Ordinance for Introduction:
Waive Further Reading and Introduce Ordinance by Reading Title:
No. 788 Amending Section 17.07.020R of the Rohnert Park Municipal Code
Regarding Sale of Alcoholic Beverages
A MOTION was made by Vice Mayor Mackenzie, seconded by Council Member Smith, to
introduce Ordinance No. 788. Under discussion, Community Development Director Bendorff
responded to Council Member Smith's concerns about the 500 -foot restriction, specifically in
terms of the University District plaza. After the motion, which was APPROVED 3 -0 -2 with
Council Members Breeze and Stafford absent, reading was waived, and Ordinance No. 788
was INTRODUCED BY ROLL CALL VOTE.
4. WATER CONSERVATION MEASURES:
Update on Measures to Reduce Water Use in the City of Rohnert Park:
Staff Report/Water Issues Subcommittee Representative Report: Deputy City Engineer
Barnes shared a brief oral report, and he referred Council to Director of Public Works /City
Engineer Jenkins' Staff Report. Vice Mayor Mackenzie discussed the upcoming Technical
Advisory Committee (TAC) meeting and issues surrounding the proposed Dry Creek
pipeline. Vice Mayor Mackenzie REQUESTED a monthly report from staff regarding the
status of the City's water conservation efforts. Council Member Smith suggested that
Sonoma County Water Agency (SCWA) come to Council to further explain the proposed
Dry Creek pipeline.
2. Public Comments:
Dawna Gallagher, Rohnert Park, was recognized and expressed the reasons for her concern
that water conservation is not being taken seriously by the residents of Rohnert Park in light
of the City's increased well pumping and issuance of permits for new housing.
3. Council discussion: As noted above.
5. COUNCIL COMMITTEE AND /OR OTHER REPORTS:
Redwood Empire Municipal Insurance Fund meeting, 6/7: Council Member Smith reviewed
matters discussed, including property and health insurance premiums.
Sonoma County Mayors' & Councilmembers'Association meeting, 6/14: Mayor Vidak-
Martinez and Council Member Smith noted the following appointments: Susan Gorin as the
ABAG Executive Board alternate; Council Member Smith to the County Agriculture and
Open Space District; Samantha Freitas as the North Bay Division of the League of California
Cities alternate. Further, they noted that there has been no interest in the County Human
Services Commission position, and they commented on Suzanne Smith's presentation
regarding transportation issues in Sonoma County.

Sonoma County Waste Management Agency meeting, 6/20: Council Member Smith
commented on adoption of the budget and discussions regarding S13966.
4. Parks, Recreation, and Open Space Committee meeting, 6/20: Council CONCURRED TO
DEFER said report to the next City Council agenda.
5. Other informational reports, if any:
Sonoma County Employers' Coalition on Health Workshop: "Earthquakes, Floods and Flu:
Practical Survival Tools for Businesses," 6/13: Mayor Vidak Martinez noted her attendance
at said meeting, and she commented on the discussion of case studies.
SB 966 (Simitian) - Pharmaceutical Drug Disposal meeting, 6/15: Council Member Smith
noted his attendance at said meeting.
Green Chemistry Symposium 11: Chemicals Policy for a Sustainable California, 6/19: Vice
Mayor Mackenzie noted that he was unable to attend said symposium.
Climate Protection: Proclamation for Ann Hancock: Mayor Vidak- Martinez noted her
request for a proclamation acknowledging Ann Hancock for her work in climate protection
and the recognition of her efforts by the Environmental Protection Agency.
Relay for Life: Mayor Vidak- Martinez, Vice Mayor Mackenzie, and Council Member Smith
acknowledged their attendance at said fundraiser and commended its success. They also
noted that Council Member Stafford was in attendance.
North Coast Railroad Authority: Vice Mayor Mackenzie recommended that staff contact the
railroad authority and find out their right -of -way work on the Sonoma -Mann Area Rail
Transit (SMART) tracks will affect Rohnert Park's crossings and signals. Mayor Vidak-
Martinez noted that she has requested a workshop from staff on said matter, and Vice Mayor
Mackenzie suggested a discussion of the Rohnert Park SMART station location.
6. COMMUNICATIONS:
Office of the County Administrator, County of Sonoma, Proposed Fiscal Year 2007 -2008 Budget:
Council Member Smith DISTRIBUTED a memorandum from Bob Deis, Sonoma County
Administrator, regarding said budget, and he called attention to the "Emerging Issues" section.
North Bay Business Journal: Council Member Smith noted an article naming Sonoma Mountain
Village (SMV) to the LEED Neighborhood Development Certification.
Sierra Club national magazine: Vice Mayor Mackenzie REQUESTED that an article on SMV
featured in said magazine be distributed electronically to all Council Members.
7. MATTERS FROM/FOR COUNCIL:
1. Calendar of Events: Document provided in the agenda packets. Mayor Vidak- Martinez stated
that she will be out of state 6/27 -7/2, and she called attention to the 7/13 dedication of the Library
Community Room in honor of Armando Flores. Vice Mayor Mackenzie stated that the Community
Band will be playing an extended concert on the Fourth of July.

8. CITY MANAGER'S /CITY ATTORNEY'S REPORTS:
1. Legislative Update: City Manager Pro Tem Schwarz reviewed the contents of the Staff Report,
calling attention to SB 303, Local Government: Land Use Planning, and AB 1542, Mobile
Home Park Conversions.
Council discussion/direction: Vice Mayor Mackenzie noted his meeting with Assembly
Member Huffinan, and he REQUESTED TO AGENDIZE a discussion of AB 1489, Water
Bond Implementation, for the next Council meeting.
2. Utility Mailers: City Manager Pro Tem Schwarz reviewed the contents of the Staff Report.

ADJOURNMENT: Mayor Vidak - Martinez adjourned the City Council meeting at 6:51 p.m. to
consecutively and separately convene the meetings of the Community
Development Commission and the Rohnert Park Financing Authority.
