The City of Rohnert Park City Council and Creeks Master Plan Subcommittee attended a
special meeting this date commencing at 3:00 PM with Vice -Mayor Mackenzie presiding.
SPECIAL MEETING
Call to Order:
Councilmembers Present: Vice -Mayor Jake Mackenzie, Councilmember Breeze,
Councilmember Smith
Creeks Master Plan Subcommittee Members present: David Armstrong ( Rohnert
Park Planning Commissioner), Misti Harris (City of Cotati representative), Craig
Dawson (Sonoma State University representative), Joe Honton (Laguna de Santa
Rosa Foundation representative)
Staff Present: City Manager Donley, Director of Public Works /City Engineer
Jenkins, Management Analyst Tacata
FIELD TRIP:
Hinebaugh Creek Restoration Project Site
Kevin Pohlson, Brookfield Homes, was recognized and gave an overview of the
Hinebaugh Creek Restoration project at the project site. He presented an aerial
view of the various projects in the area related to the University District Specific
Plan area. He explained the work that would be done to remove sediment in
Hinebaugh Creek at Petaluma Hill Road, the green buffer zone between Petaluma
Hill Road and the Vast Oaks development of the University District, and the
various bike paths that would give public access to the open space and park areas.
Members of the public present and Councilmembers asked questions about the
timing of the projects, creek buffer zone, extent of restoration work and a
tributary flowing from the Sonoma State University into Hinebaugh Creek.
Regional Detention Basin Project and Steelhead Refugia Site
Kevin Pohlson, Brookfield Homes was recognized and gave an overview of the
Regional Detention Basin and Steelhead Refugia project at the project site. He
explained the function of the two proposed basins to detain peak water flows in
high -water storm events. There was discussion about the function of the ponds to
provide refuge for migrating steelhead during storm events, the eventual
maintenance of the ponds by the Sonoma County Water Agency, and the
ownership of the land by the City of Rohnert Park.
Potable Water Tank, Service Road and Crane Creek Regional Trail site
Kevin Pohlson, Brookfield Homes was recognized and gave an overview of the
service road, potable water tank, and the 20' trail easement to be granted to the
City per the Development Agreement with University District development
partners. There was discussion about the service road paving materials,
placement of the water tank, and regional trail alignment.
