The City Council for the City of Rohnert Park met this date in Special Session for a meeting
commencing 3:00 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard, Rohnert Park,
with Mayor Smith presiding.
SPECIAL SESSION:
Call to Order: Mayor Smith called the Special Session to order at 3:00 p.m.
Roll Call: Breeze, Flores, Mackenzie, Vidak - Martinez, Smith
Staff present for all or part of the Special Session: City Manager Donley, Assistant City Attorney
Whelan, Assistant City Manager Schwarz, Director of Administrative Services Lipitz, Finance
Services Manager Lauchner, Management Analyst Huntley, Director of Public Works /City
Engineer Jenkins, Director of Public Safety Bullard and Videographer Beltz.
CLOSED SESSION:
Council adjourned to Closed Session to consider Litigation Matters.
SPECIAL SESSION:
Council reconvened Special Session at 3:34 p.m.
MAYOR'S REPORT ON CLOSED SESSION:
Mayor Smith indicated that there was no reportable action from the Closed Session.
UNSCHEDULED PUBLIC APPEARANCES:
Ann Hancock, P.O. Box 529 Graton Climate Protection Campaign, was recognized and
DISTRIBUTED AND REVIEWED the contents of a handout previously provided to Council in
the agenda packets. She reminded the Council of Rohnert Park's participation in the Climate
Protection Campaign, and she explained the creation of a Community Climate Action Plan. Ms.
Hancock requested that the City pay its share of $8,000 into the process to create the Action Plan.
At the suggestion of Councilmember Mackenzie, Council CONCURRED TO DIRECT STAFF to
add the Climate Protection Campaign's request for $8,000 into the City's budget for Council
consideration.
BUDGET WORK SESSION:
1. Budget Overview for FY 2006 -07: Director of Administrative Services Lipitz reviewed the Staff
Report regarding the City's 2006 -07 Proposed Budget via Power Point presentation.

Council discussion /direction /action: Staff responded to Council questions and comments about
matters including the Motor Vehicle License Fee, Special Events overtime pay for Public Safety,
the hiring of another Project Planner, the purchase of two new motorcycles for Public Safety,
commercial development on the west side, retail development throughout the city, and
replacement of the slide at Benicia pool. Councilmembers expressed an interest in having staff
closely analyze the purchase of fuel- effective vehicles based on the intended use of the vehicle.
2. Department of Public Safety - FY 2006 -07 Budget: Assistant City Manager Schwarz reviewed the
Staff Report regarding Fire Division matters via Power Point presentation.
Council discussion /direction /action: Staff responded to Council questions and comments about
matters including the Department of Public Safety model, response time, establishment of a west
side station, purchases of vehicles and weapons, benchmarks and standards, the Memorandum of
Understanding (MOU) with the Graton Rancheria, the Insurance Service Office (ISO) rating, the
continuation of mutual aid with Rancho Adobe and Rincon Valley stations, the training budget,
and retention of new officers. Councilmembers expressed an interest in further review of the
following matters: (1) training time for dual services and the effect of dual services on recruiting;
(2) the possibility of a Public Safety taxing district; (3) overtime salaries; (4) the current
recruitment status; and (5) the need for a second School Resources Officer.

There being no further business, Mayor Smith ADJOURNED the Special Session of the City
Council at 4:59 p.m.
