2005/11/08 City Council Minutes (3)CITY OF ROHNERT PARK CITY COUNCIL SPECIAL MEETING November 8, 2005 Tuesday The City Council of the City of Rohnert Park met this date for a Special Meeting to commence at 5:00 p.m. at the Rohnert Park City Hall, 6750 Commerce Boulevard, Rohnert Park, with Mayor Mackenzie.presiding. CALL TO ORDER: Mayor Mackenzie CALLED the Special Meeting to order at 5:05 p.m. ROLL CALL: Present: (3) Councilmembers Flores and Smith; Mayor Mackenzie Absent: (0) None Late: (2) Councilmember Breeze (5:08 p.m.); Vice Mayor Vidak- Martinez (5:11 p.m.) Staff present for all or part of the Special Meeting: City Manager Donley, Director of Administrative Services Lipitz and Videographer Beltz. UNSCHEDULED PUBLIC APPEARANCES: None. WORK SESSION I. ACTUARIAL NUMBERS FOR RETIREE BENEFITS /MEDICAL: Power Point Presentation by Director of Administrative Services Lipitz and Marilyn Oliver of Oliver Consultants: Director.Lipitz and Ms. Oliver reviewed the Power Point presentation and responded to Council questions and comments throughout. *City Council Special Meeting City of Rohnert Park *SPECIAL MEETING November 8, 2005 Page(2 ) Council Discussion /Direction: Council discussion included the following: Councilmember Breeze discussed establishing a trust fund and setting aside as little as one million dollars per year to start building it. Councilmember Flores recommended renewed efforts at economic development to help increase sales tax revenues to the City. He SUGGESTED that Council hear from proponents of a regional shopping center on the west side. Councilmember Smith questioned the City's Triple A rating, and he recommended that staff look at the balanced benefit packages of cities like Santa Rosa and Petaluma. He also noted that•a multi- lateral approach may need to be taken in dealing with this shortfall. Vice Mayor Vidak- Martinez agreed with efforts to increase the sales tax revenue to the City. She also noted that the City needs to explore several options in changing the way it sets up its premiums, and she stated that some very difficult decisions are going to have to be made. Mayor Mackenzie noted his support for dedicating revenues from sales tax and for establishment of a trust fund. He also stated that the City has to closely review its benefits packages and should begin looking at talking to the bargaining units. Council discussion concluded with Council CONCURRENCE to schedule a Work Session in February of 2006 to include (1) Discussion of Enhanced CalPERS Plan and Follow -up to REMIF's October 27, 2005 Board Meeting; (2) A Six -Month Financial Review; and (3) Staff recommendations regarding establishment of a Trust Fund; and (4) Possible presentation by proponents of a regional shopping center. II. ENHANCED CALPERS PLAN: DEFERRED until Work Session in February of 2006. Council Discussion /Direction: DEFERRED III. REDWOOD EMPIRE MUNICIPAL INSURANCE FUND (REMIF) OCTOBER 27, 2005 BOARD MEETING FOLLOW -UP: DEFERRED until Work Session in February of 2006.
