Tuesday
The Concurrent Meetings of the City of Rohnert Park for the City Council, the Community
Development Commission and the Rohnert Park Financing Authority met this date in Regular
Session for a meeting to commence at 5:00 p.m. , at the Rohnert Park City Hall, 6750
Commerce Boulevard, Rohnert Park, with Mayor Mackenzie presiding.
CALL TO ORDER/PLEDGE OF ALLEGIENCE:
Mayor Mackenzie CALLED the Council Meeting to order at 5:00 p.m. and led the Pledge of
Allegiance.
ROLL CALL:
Present: (5) Council Members Breeze and Flores; Mayor -Elect Smith; Vice Mayor
Vidak Martinez; Mayor Mackenzie

Staff present for all or part of the Regular Session:
City Manager Donley, City Attorney Kenyon, Public Works Director /City

1. SCHEDULED APPEARANCES /PRESENTATIONS:
1. Mayor's Presentation of Resolution Commending Gary Young and the Rohnert
Park Community Band for their Valuable Contribution to our Community: Mayor
Mackenzie READ AND PRESENTED the resolution to Mr. Young, who shared
brief comments.
2. Kalina Hera (Creekside Middle School) & Jennifer Kowalski (Goldridge
Elementary School), students who wrote Press Democrat letters entitled, "If I
Were Mayor ": At the request of Mayor Mackenzie, Ms. Hera came forward and
read her essay. Mayor Mackenzie noted that Ms. Kowalski was unable to attend,
and he encouraged Council to solicit more letters from students in the upcoming
year. The Mayor took some photos with Ms. Hera.

3. Rohnert Park - Cotati Relay for Life /American Cancer Society - 2005 Results:
Michelle Davis of the American Cancer Society reviewed the 2005 results. Ms.
Davis PRESENTED Council with an American Cancer Society Circle of
Excellence Award, and she DISTRIBUTED to each Councilmember a copy the
letter acknowledging the City's Circle of Excellence Award. The Mayor took
some photos with Ms. Davis.
4. Sonoma -Marin Area Rail Transit (SMART) - Briefing on the SMART Draft
Environmental Impact Report (DEIR): Lillian Haines, General Manager, SMART
District, and Matt Stevens DISTRIBUTED AND REVIEWED SMART
information via a slideshow presentation regarding the DEIR release, and they
responded to Council questions and comments. Ms. Haines noted that comments
are due by January 23rd, 2006. Council CONCURRED TO AGENDIZE said
matter for the first Council meeting in January, 2006.
5. James Kline regarding Sonoma Grove: Mr. Kline expressed various concerns
about the desire of the new owners of Sonoma Grove to raise the rents. He
reviewed the history of Sonoma Grove as a haven for Sonoma State University
students, and he discussed Sonoma Grove's value to the City in terms of low -
income housing. He stated that approximately 200 people could be displaced and
forced to move out of the State if such rent increases are initiated, and he asked the
City to help the residents of Sonoma Grove in any way possible. Staff shared brief
comments on the situation at Sonoma Grove. Council CONCURRED TO
DIRECT STAFF to explore the City's options and to provide a report to Council
at a City Council meeting in January, 2006.
2. SSU STUDENT REPORT:
Sonoma State University Associated Students, Inc. by James J. Reilly, III, Legislative
Representative: Mr. Reilly DISTRIBUTED copies of The Star. He noted that it is Finals
Week at Sonoma State University, and he wished Council and staff Happy Holidays.
3. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
1. Delores A. Callahan, 27 Anne Street, was recognized and requested Council's help in
maintaining the community of artists, retired professionals and world travelers in
Sonoma Grove.
2. Melissa Newcomb, 30 Anne Street, was recognized and expressed her concern about
being displaced. She noted that she has lived in Sonoma Grove since 1993 and that
she is currently a high school math teacher because she was able to go back to SSU
and get a degree in mathematics three years ago.
3. Robert Fleak, 157 Parque Recreo, was recognized and noted that he is the Assistant
Regional Manager for the Golden State Mobilehome Owners' League. He noted the

City's support for low - income housing, and he encouraged the City to declare eminent
domain in the case of Sonoma Grove.
4. Len Carlson, 349 Circulo San Blas, was recognized and expressed concern with the
law firm representing the new owners in that said law firm has consistently fought rent
control in mobilehome parks. He called for the City to declare a moratorium in
writing.
5. Penny Hamilton, 42 Anne Lane, was recognized and urged the Council to help the
residents of Sonoma Grove get protections against rent increases by declaring a
moratorium until the City and residents can figure out what to do.
6. David Hartranft, 9 Anne Street, was recognized and stated that he did not wish to
speak.
7. Candace Birchfield, Sonoma Grove, was recognized and discussed how living in
Sonoma Grove for 22 years has allowed her to develop her art. She urged the Council
to go beyond its legal options and to explore the alternative options used in the cities
of Petaluma and Healdsburg.
8. Laila Barada, 6 Varda Street, was recognized and discussed how Sonoma Grove is a
part of the City's history. She noted that she is an SSU student currently working on
her master's degree and soon her Ph.D. She asked Council to support an emergency
rent freeze and to secure legal representation for the Sonoma Grove residents.
4. CONSENT CALENDAR:
Mayor Mackenzie asked if there were any questions about the matters on the Consent
Calendar. Mayor Mackenzie signified removal of the following items for further
discussion: Resolution 2005 -354 per Councilmember Flores' recommendation. City
Manager Donley pulled Resolution 2005 -367 for DEFERRAL as the agreement is not
complete.

referred Council to information regarding this item in the agenda packet.
5. Russian River Watershed Association, December 8, 2005: Mayor Mackenzie
announced the election of a new Chairperson for the RRWA.
6. Russian River Watershed Association (Water Quality & Regulations Working Group
Session), December 13, 2005: Mayor Mackenzie noted that he was unable to attend
said meeting.
7. Water Advisory Committee, December 5, 2005: Mayor Mackenzie gave a brief update
on the Potter Valley Project.
8. ABAG Regional Planning Committee, December 7, 2005: Mayor Mackenzie gave a
brief update on ABAG's plans for workshops regarding a regional housing needs
program.
9. Ludwigia Technical Advisory Committee, December 13, 2005: Mayor Mackenzie
noted that he was unable to attend said meeting.
10. General Plan Ad Hoc Committee, December 8, 2005: Mayor Mackenzie and Vice
Mayor Vidak- Martinez reported on discussions regarding Specific Plans and a
presentation from Codding Enterprises about the former Agilent Site Project. Mayor
Mackenzie acknowledged that one of Codding Enterprises consultants, Richard Cole,
was in the audience.

6. COMMUNICATIONS:
Communications per the attached outline were brought to the attention of the Council.
Mayor -Elect Smith called Council attention to an article in the December 5th edition of
the North Bay Business Journal that referred to the lease of 5600 State Farm Drive.
Mayor -Elect Smith commended staff for its efforts regarding this lease.

1. Concurrence to cancel the December 27th Regular Concurrent Meetings due to the

3. City Council Agenda Forecast: Mayor Mackenzie referred Council to the "Agenda
Forecast" document provided in the agenda packets.

a. At the request of Councilmember Flores, Council CONCURRED TO
AGENDIZE consideration of a discussion about Economic Development to
include a regional shopping center.
b. Mayor -Elect Smith encouraged Council and staff to drive by and see the holiday
lights at 1190 Cielo Circle.
8. CITY MANAGER'S REPORT:
1. Proposition 42 Transportation Funding Restoration - Authorization to send letter to the
Governor in support of Proposition 42 funding for cities and counties, by funding the
local street and road maintenance program under Proposition 42 in Fiscal Years 2006-
07 and 2007 -08: City Manager Donley explained this item.
Council Discussion/Direction/Action: Council CONCURRED TO DIRECT STAFF
to send a letter of support over the Mayor's signature to the Governor.
2. TUPE 9 -12 (Tobacco Use Prevention Education) Grant - Request for support letter:
City Manager Donley explained this item.

to send a letter of support for TUPE 9 -12.
3. Report on 12/12/05 meeting with Community Groups regarding fireworks: City
Manager Donley reported on the meeting with said community groups, and he stated
that there will be follow -up meetings with reports to Council.
4. SCAYD Community Award and. Recognition Event - March or April 2006: City
Manager Donley reported that the City will help SCAYD with this community
volunteer's recognition event.
5. Other informational items, if any:
a. Engineer of the Year: City Manager Donley ANNOUNCED that Public
. Works Director /City Engineer Jenkins won said award.
b. Supervisor of the Year: City Manager Donley ANNOUNCED that Public
Works Utilities Services Supervisor Mike Bracewell won said award.

c. City Manager Vacation Schedule: City Manager Donley noted that he will
be on vacation next week and that Director of Administrative Services
Lipitz will be the Acting City Manager in his absence.

Members of the public desiring to speak were invited to come forward. No members of

Mayor Mackenzie ADJOURNED the City Council meeting at 6:16 p.m. to consecutively

Upon MOTION by Commissioner Flores, seconded by Commissioner Vidak- Martinez,

2. REDEVELOPMENT PROJECT AREA FIVE -YEAR IMPLEMENTATION PLAN
TO FISCAL YEAR 2008/2009:
Consideration of Five -Year Implementation Plan for the Rohnert Park Redevelopment
Project Area Developed in compliance with the State Health and Safety Code and with
all State Redevelopment Laws and Regulations:
1. Staff Report: City Manager Donley provided preliminary comments, and Housing
and Redevelopment Project Manager Ellena reviewed the contents of the Staff

regarding the cost changes.

Mr. Simon gave a brief presentation.
3. PUBLIC HEARING: Chairperson Mackenzie opened the Public Hearing at 6:23 p.m.
There being no members of the public desiring to speak on this matter, Mayor
Mackenzie closed the Public Hearing at 6:23 p.m.
4. CDC Resolution for Adoption:

A MOTION was made by Commissioner Vidak- Martinez, seconded by Commissioner
Breeze, to adopt CDC Resolution 2005 -22. Under discussion, Commissioner Flores

REFLECTIONS OF 2005
1. Mayor's Review of 2005 Accomplishments:
Mayor Mackenzie shared the headings of various newspaper articles from The Press
Democrat and The Community Voice for the past year. Mayor -Elect Smith acknowledged
special guests present in the audience. Mayor Mackenzie presented gifts to City Clerk
Judy Hauff and Deputy City Clerks Beth Lidster, Ellen Beardsley and Carol Mendenhall.
Mayor Mackenzie expressed gratitude to City staff, fellow Councilmembers, volunteers
and family. He also shared written comments, ATTACHED TO THE ORIGINAL SET
OF MINUTES, acknowledging Council's accomplishments in the areas of openness and
transparency, compatibility and congeniality, and development and implementation. The
Mayor also shared a slide show presentation.
2. Comments by Other Councilmembers, if any:
Councilmember Breeze thanked City staff for all of their efforts, noted her desire to see an
increased focus on economic development in the upcoming year, and expressed pride in
Council's accomplishments concerning the Canine Units, the Dog Park, the Golf Course
lease and the Special Enforcement Unit (SEU).
Councilmember Flores discussed the team efforts of the Council over the past year,
expressed pride in the City's ability to sustain water provisions for its residents, and
thanked City staff for their hard work and his colleagues on the City Council for a job
well done.
Mayor -Elect Smith shared written comments, ATTACHED TO THE ORIGINAL SET
OF MINUTES, acknowledging Council's cooperative efforts over the past year and
thanking the City's employees for their ingenuity and resourcefulness in performing their
daily tasks.
Vice Mayor Vidak- Martinez thanked Mayor Mackenzie, Council and staff for all of their
support and efforts to keep her informed as she assisted her husband Tom throughout his
extended hospital stays and his recuperation. She noted the City's presence in a great
many meetings throughout the year thanks in large part to Mayor Mackenzie. She also
acknowledged the Council's collegiality and its progress on the General Plan, and she
thanked the Federated Indians of Graton Rancheria for their contributions towards the
Special Enforcement Unit (SEU) and the Canine Units.
At the suggestion of Mayor Mackenzie, Council CONCURRED TO DIRECT STAFF
to distribute the document entitled "City of Rohnert Park: Accomplishments /Projects
Year 2005" to the Councilmembers, City staff, the media and any interested members of
the public.

PERSPECTIVES FOR THE FUTURE
1. Councilmembers' Perspectives for 2006, if any:
Councilmember Breeze expressed her desire to see a strong focus on economic
development in the upcoming year. She noted how she would like to see Rohnert Park
become a center of cultural arts with Spreckels Performing Arts Center, Sonoma State
University and the Green Music Center. She also indicated that she looks forward to
progress regarding the issues surrounding vicious dogs and fireworks, and she expressed
hope that new traditions, such as the Santa Sleigh now in its third year, will continue to
evolve in Rohnert Park.
Councilmember Flores expressed his desire that Mayor Smith work to sustain the City
Council's tradition of collegiality and. dedication over the past year. He indicated that he
looks forward to progress in the areas of economic development, implementation of the
General Plan, vitality of the University District, affordable housing and increased
involvement of volunteers per City.services.
Councilmember Mackenzie shared written comments, ATTACHED TO THE
ORIGINAL SET OF MINUTES, concerning the role of the mayor. He wished
incoming Mayor Smith a happy and prosperous 2006.
Vice -Mayor Vidak- Martinez noted the reality of the fiscal pressures in the upcoming year.

My remarks here will be brief as I anticipate that Mayor Mackenzie and others will
elaborate more fully on the past year. I will have more to say about what we've
accomplished and what to expect in the year ahead later in this program.
I appreciate the special opportunity provided to me by Rohnert Park voters in
November of 2004 to be a part of this City Council. Through conscious choices
made by all members of the Council, we've avoided the opportunities presented to
engage in partisanship and worked together to help assure a better future for all
Rohnert Park residents. For that I am very grateful.
I am also grateful for all the fine employees of our City who daily diligently do their
best to provide us all with services we need and often take for granted. As funds
available for local governments, including our City, have failed to keep pace with
expectations for services, performing these tasks has taken exceptional ingenuity
and resourcefulness. On behalf of the residents of Rohnert Park, I thank you for
your efforts on our behalf this year just past.

First of all some "thank yous " - not in any order of importance nor of worthiness nor of

Here's the deal - last year I talked about anew direction for this city and this council .
What I had no way of knowing that it would be anew direction for my wife Barbara -
vortices and, synchronicities now abound in both of her lives as she lives her new life as a
student, teaching assistant, advisor and dream analyst — it's been magical.

I first want to acknowledge members of my family who could attend this evening. My daughter,
MggaA whom many of you already know as a long -time (as long as she remembers!) resident of
Rohnert Park. She's a Rancho Cotate High School 2002 graduate, now a senior at Sonoma State
University graduating (on time!) in May, 2006. In fact, her frugal father already purchased her a
lifetime membership in the Sonoma State Alumni Association since they had a special offer
available only during the successful Open House event on October 8a' just past. I'm very proud
of her many accomplishments to date and those yet to come.
My Dad, Pete Smith. flew out from Chicago this past weekend and we've had a great time over
these last few days. My Mom did not feel up to flying at this time and she's missed tonight.
Since she's unable to make it out, in her honor and upon the advice of women I trust, tonight I
even wore a suit and tie to a _Council meeting. Please note that I don't intend to make a habit of
it since my "suit & tie" billing rate is more than the City can generally afford. I also want to
thank my brothers, sisters, and their families for helping to take care of my Mom, thus permitting
my Dad to travel here and be a part of this event.
I also want to acknowledge those colleagues of mine from the law firm of Lanahan & Reillgy
who are able to be here tonight. It's kind of you to come and I appreciate your support, both here
and at the office.
I especially want to thank all of you for coming here tonight, choosing to participate in a
community event such as this shows you care.
Behind us are listed the Top 5 Goals adopted by this Council earlier in 2005. It is my belief,
subject to discussion and concurrence by the five of us, that they will remain our top goals

Earlier in this program my predecessor as Mayor, Jake Mackenzie, acknowledged certain visitors
to our Friendly City. The one of our 5 goals adopted by this Council earlier in the year that I
intend to further highlight tonight is Partnerships / Cooperation. In that spirit, I want to make
some additional acknowledgments of people from throughout Sonoma County who exemplify
cooperative partnerships.
From Petaluma — Mayor David Glass and Councilmember Pam Torliatt. Thanks very much for
sharing your wisdom with us. For example, as recently as our last Council meeting, during our
discussion and staff direction regarding housing linkage fees, our entire Council, with
admiration., referred to your Ordinance that is already adopted and implemented in Petaluma. In
addition, your support of COTS, together with that provided by the City of Rohnert Park and
many other donors, shows what can be done to enhance people's lives by public and non -profit
partnerships.
From Sebastopol — Mayor Sarah glade Gurngy. By sincere dedication to your City, together
with active participation in organizations such as Sonoma. County Mayors & Councilmembers,

the League of California Cities and the Leadership institute for Ecology and the Economy, I have
witnessed how much you care about the greater good of our area.
From Windsor — Councilmember and past Mayor Debora Fudge. Your foresight provided the
basis upon which your Town has developed upon the Green and remained green while doing so.
We hope to emulate your success and even hired your former 'Town Manager. Paul Berlant as a
consultant to help us do so.
From Healdsburg — Vice -Mayor Mike McGuire . Thanks for your enthusiasm and willingness to
take on difficult issues such as establishment of a hiring hall offering a more appropriate place
for those less fortunate than many of us to seek work with dignity.
From Santa Rosa — neither Councilfflember Lee Pierce nor Councilmember John Sayer are
able to attend tonight since their Council also meets on Tuesday evenings. Both these gentlemen
were first elected with me in November of 2004 and throughout the past year we've shared many
experiences in seeking to exceed the expectations of our respective electorates.
From the County of Sonoma — Ken Wells with the Sonoma County Waste Management
Agency, a joint powers agency upon which I am honored to serve as the Board Member from
Rohnert Park. Ben Sto ne of the Economic Development Board, a portal for knowledge
regarding economic and related matters affecting public policy decisions. Kathy Dogison,
Branch Manager of the Rohnert Park - Cotati Library, where I am able to continue serving as the
City Council liaison to the Library Advisory Board. Each of you exemplifies public service
employment at its finest.

From Cotati — Mayor Lisa Moore. I'm honored that a brief portion of my term as Mayor of
Rohnert Park will overlap with some of Mayor Moore's term in Cotati. She has guided our
closest neighbor well and I've enjoyed getting to know her and her City better this past year. We
have a special relationship with Cotati. We share a unified school district, contiguous boundaries
and limitless opportunities for even better cooperation. Such relationships require care and
nurturing. It is my intention to have regular meetings with the Mayor of Cotati and our excellent
respective City Managers, Steve Donley and Terry Stubbings.
During my election campaign I had three major themes: CLEAN GOVERNMENT, CLEAN
ENVIRONMENT, and CLEAN CAMPAIGNS. Thanks to Council cooperation and hard work
by our staff, accomplishments have occurred in each of these areas.
CLEAN CAMPAIGNS — Last past month we adopted an Ordinance to more effectively
regulate campaign financing and reporting which will take effect for Council elections in 2006.
CLEAN ENVIRONMENT -- our new City Hall, in a renovated office building down Avrarn
Avenue from this site is to be LEED certified Gold; the Callinan Sports Center will have a new
solar roof after the rainy season; our wastewater will soon be transported to the treatment plant in
a newly constructed pipeline ... I could go on, but more importantly, together as a City Council,
with staff support, we will do so!
CLEAN GOVERNMENT — a more transparent way of doing business. Issues such as the true
costs of retiree medical expenses are difficult to confront. However, moving such issues from
the footnotes out into the open must be done in order to begin the process of solving very real
problems facing all of us.
Please look at the map behind us. What do you see?
I see our neighborhoods and our neighbors, such as Cotati, the County, and Sonoma State
University.
I also see natural resources which are part of the wonderful place we live, the Creeks, and the
headwaters of the Laguna de Santa Rosa located at Ladybug Park.
I see created resources such as our many fine parks, playgrounds, pools, and wonderful
Performing Arts Center.
I see train tracks through our City that I hope will again be in useful service very soon.
I see opportunities for future growth of business and residential mixed -use areas which will be
designed and built to incorporate a more sustainable lifestyle for generations to come.
