SPECIAL MEETING
June 7, 2005

The Rohnert Park City Council met this date for a
Special Meeting to commence at 8:30 a.m. at the Rohnert
Park City Hall, Council Chambers, 6750 Commerce Boulevard,
Rohnert Park, with Mayor Mackenzie presiding.
CALL TO ORDER:
Mayor Mackenzie CALLED the Special Meeting to order at
8:33 a.m.
ROLL CALL:
Present: (4) Councilmembers Flores and Smith; Vice Mayor
Vidak- Martinez; and Mayor Mackenzie.
Absent: (1) Councilmember Spradlin
Staff present for all or part of the Special Meeting:
Interim City Manager Donley, Assistant City Attorney Whelan,
Finance Director Lipitz, Senior Planner Bendorff, Senior
Engineering Technician Pedroncelli, City Engineer Jenkins
and Housing Services Assistant Keller.

ITEMS FOR DISCUSSION AND /OR ACTION
Public Hearings of the City Council of the City of Rohnert
Park and Community Development Commission of the City of
Rohnert Park on the sale and development of certain real
property located at 430 and 450 City Hall Drive (APN 143-
051 -063 and -064) and a 15,135 square foot portion of
500 City Hall Drive (APN 143- 051 -079) pursuant to a
Proposed Affordable Housing Agreement between the Commission
and Burbank Housing Development Corporation, a California
non - profit public benefit corporation, and referencing a
CEQA Categorical Exemption pursuant to California Code of
Regulations, Title 14, Section 15332.

1. Staff Report: Mayor Mackenzie shared opening
comments, and Interim City Manager Donley reviewed
the Summary and the plans on display. Staff and
Jeanne Blake of Burbank Housing responded to Council
questions /comments regarding Hinebaugh Creek, the
City's affordable housing requirements, financing
of the project and Burbank's plans for a mixed use
project. Regarding aspects regarding the loan,
Interim City Manager Donley noted that while the
loan will go beyond the life span of the CDC, the
City does have a continued financial interest in the
project and in restructuring the loan 50 years from
now for continued affordable housing.
2. CITY COUNCIL PUBLIC HEARING: Mayor Mackenzie opened
the Public Hearing at 9:00 a.m. There being no
members of the public desiring to speak on this
matter, Mayor Mackenzie closed the Public Hearing at
9:00 a.m.
City Council Resolutions for Adoption (consecutively
and separately):
2005 -163 AUTHORIZING CITY MANAGER TO ACCEPT DEED FROM
COMMUNITY DEVELOPMENT COMMISSION FOR PUBLIC
UTILITY EASEMENT AT 430 AND 450 CITY HALL DRIVE
Council Motion /Discussion /Vote:
Upon MOTION by Councilmember Flores, seconded by
Councilmember Smith, and APPROVED 4 -0 -1 with Councilmember
Spradlin absent, reading was waived and Resolution 2005 -163
was ADOPTED.
2005 -164 AUTHORIZING DEFERRAL OF PERMIT, INSPECTION AND
DEVELOPMENT IMPACT FEES
Council Motion /Discussion /Vote:
Upon MOTION by Councilmember Smith, seconded by Vice
Mayor Vidak- Martinez, and APPROVED 4 -0 -1 with Councilmember
Spradlin absent, reading was waived and Resolution 2005 -164
was ADOPTED.
3. COMMUNITY DEVELOPMENT COMMISSION PUBLIC HEARING:
Mayor Mackenzie opened the Community Development
Public Hearing at 9:01 a.m. There being no
members of the public desiring to speak on this
matter, Mayor Mackenzie closed the Public Hearing at
9:01 a.m.

Upon MOTION by Councilmember Flores, seconded by Vice
Mayor Vidak- Martinez, and APPROVED 4 -0 -1 with Councilmember
Spradlin absent, reading was waived and CDC Resolution
2005 -03 was ADOPTED.
2005 -04 APPROVING AFFORDABLE HOUSING AND LOAN AGREEMENT
BETWEEN THE COMMUNITY DEVELOPMENT COMMISSION OF
THE CITY OF.ROHNERT PARK AND BURBANK HOUSING
DEVELOPMENT CORPORATION, A CALIFORNIA NON - PROFIT,
PUBLIC - BENEFIT CORPORATION
CDC Motion /Discussion /Vote:
Upon MOTION by Councilmember Smiths, seconded by Vice
Mayor Vidak- Martinez, and APPROVED 4 -0 -1 with Councilmember
Spradlin absent, reading was waived and CDC Resolution
2005 -04 was ADOPTED.
2005 -05 APPROVING SALE OF CERTAIN REAL PROPERTY PURSUANT
TO AFFORDABLE HOUSING AND LOAN AGREEMENT AT 430 AND
450 CITY HALL DRIVE (APN 143 - 051 -063 AND -064) AND
ACCEPTING THE REPORT PREPARED IN ACCORDANCE WITH
HEALTH AND SAFETY CODE SECTIONS 33433
CDC Motion /Discussion /Vote:
A MOTION was made by Vice Mayor Vidak- Martinez, seconded by
Councilmember Flores, to approve CDC Resolution 2005 -05.
Under discussion, Councilmember Flores commented on the
City's good relationship with Burbank Housing and he
commended their projects. He also discussed the price per
square foot of Burbank's projects. Mayor Mackenzie
referred to the Sonoma County Housing Coalition Report
received earlier this year, and he noted the City's
efforts over the past years to provide affordable housing.
He also expressed interest in continuing to work with
Burbank Housing on projects like this one. After the
motion, APPROVED 4 -0 -1 with Councilmember Spradlin absent,
reading was waived and CDC Resolution 2005 -05 was ADOPTED.

CLOSED SESSION:
Council adjourned to Close Session at 9:05 a.m. to consider
Public Employment matters.
MAYOR'S REPORT ON CLOSED SESSION:
Mayor Mackenzie reconvened the Council at 9:35 a.m. and
reported that he appointed an Ad Hoc Committee of
Councilmember Flores and himself for City Manager
Employment Negotiations.
ADJOURNMENT:
There being no further business, Mayor Mackenzie ADJOURNED
the Special Meeting at 9:36 a.m.
