2005/06/14 City Council Minutes (3)CITY OF ROHNERT PARK CITY COUNCIL COMMUNITY DEVELOPMENT COMMISSION SPECIAL MEETING June.14, 2005 Tuesday The Rohnert Park City Council met this date for a Special Meeting to commence at 5:00 p.m. at the Rohnert Park City Hall, Council Chambers, 6750 Commerce Boulevard, Rohnert Park, with Mayor Mackenzie presiding. CALL ' TO ORDER: Mayor Mackenzie CALLED the Special Meeting to order at 5:00 a.m. ROLL CALL: Present: (4) Councilmembers Flores and Smith; Vice Mayor Vidak- Martinez; and Mayor Mackenzie Absent: (1) Councilmember Spradlin (Out of town) Staff present for all or part of the Special Meeting: Interim City Manager Donley, Assistant City Attorney Whelan, Interim Assistant City Manager /Finance Director Lipitz, Finance Services Manager Lauchner, Interim Assistant City Manager /City Engineer Jenkins, Senior Engineering Technician Pedroncelli and Performing Arts Center Managing Director McDougall. UNSCHEDULED PUBLIC APPEARANCES: None. BUDGET WORK SESSION CITY DEPARTMENTS: Interim City Manager Donley reviewed the contents of the Staff Report. Staff responded to Council.questions /comments about the General Plan update (Codding /Agilent mountain area and related land use change; infill decisions), General Government liability (K -9 Liability Fund; Public Safety overtime; participation in MAGNET), Public Works landscaping, Snyder Lane overlay plans, the parcel east of the Performing Arts Center, budget formatting issues and water conservation. City Council /Community Development Commission City of Rohnert Park SPECIAL MEETINGS MINUTES June 14, 2005 Page( 2) Council discussion included the following suggestions/ direction: Council support for a General Plan update to include a land use change per the Codding /Agilent area; Recommendation to revisit matter of Public Safety overtime in three to six months; Recommendation to include Supervisors Smith and Kerns in a meeting regarding the Snyder Lane overlay plans; Support to move forward and discuss plans for the parcel east of the PAC; Recommendation not to call out certain departments in the budget as though they are expected to make income; Recommendation to continue informing the public about water conservation tips. Finally, Council CONCURRED WITH STAFF RECOMMENDATIONS for the Proposed Budget. COMMUNITY DEVELOPMENT COMMISSION: Interim City Manager Donley reviewed the contents of the Staff Report. Staff responded to Council questions /comments about tourism, the CDC's outstanding debt, plans for the City Hall Drive area /east of PAC area/ former Agilent site area, status of the new City Hall, the Valley Village Mobilehome Park purchase and the creation of the positions of Community Development Director and Management Analyst along with related changes in relative job descriptions. In addition, Carla Howell, President /CEO of the Rohnert Park Chamber of Commerce, discussed the Chamber's request for $50,000 from the City, its economic development activities on behalf of the CDC, and its plans to upgrade its website. Council discussion included the following suggestions/ direction: Council DIRECTION that the Economic Development Committee work with the Chamber to move forward with consideration of the request for $50,000, with the additional recommendation that the Chamber work closely with Sonoma State University; Council support for Rebuilding Together efforts; DIRECTION for staff to prepare recommendations to change the name of City Hall Drive; Suggestion to revisit former plans for the former City Hall site; Suggestion that the Economic Development Committee be involved in the plans for the former Agilent site. Finally, Council CONCURRED WITH STAFF RECOMMENDATIONS for the Proposed Budget. REORGANIZATION PLAN: Mayor Mackenzie called for comments from the Council. Councilmembers discussed the success of the Passport Application process, the City's unfunded liability for retiree health care and the request from the Sister Cities Committee. City Council /Community Development Commission City of Rohnert Park SPECIAL MEETINGS MINUTES June 14, 2005 Page( 3 ) Council discussion included the following suggestions/ direction: Council CONCURRENCE TO DIRECT STAFF (1) to have the budget indicate that the Council will address the matter of the $38.5 million unfunded liability for retiree health care costs, and (2) to hold a Council workshop during the first quarter of next year to discuss said matter; Council CONCURRENCE to provide the Sister Cities Committee with their request for $1000; Council suggestion that other boards, such as the Cultural Arts Commission, make requests for funds. Finally, Council CONCURRED WITH STAFF RECOMMENDATIONS for the Proposed Budget.
