Tuesday
The Concurrent Meetings of the City of Rohnert Park for
the City Council, the Community Development Commission and
the Rohnert Park Financing Authority met this date in
Regular Session for a regular meeting to commence at
6:00 p.m. at the Rohnert Park City Hall, 6750 Commerce
Boulevard, Rohnert Park, with Mayor Nordin presiding.
CALL TO ORDER:
Mayor Nordin CALLED the Council Meeting to order at
6:00 p.m.
ROLL CALL:
Present: (5) Councilmembers Flores, Mackenzie and
Vidak- Martinez; Vice Mayor Spradlin;
and Mayor Nordin
Absent: (0) None
Staff present for all or part of the Regular Session:
City Manager Leivo, Interim City Attorney Kenyon, Assistant
City Manager Donley, Housing Programs Assistant Keller,
City Engineer Jenkins and City Clerk Hauff.
1. UNSCHEDULED PUBLIC APPEARANCES /COMMENTS:
1. Tom Thunderhorse, Southwest Boulevard, was recognized and
DISTRIBUTED AND REVIEWED photographs and descriptions
of a suspect and criminal incidences. He expressed
concern for neighbors and business owners about
property damage and gang problems occurring in the
area around Rotten Robbie's gas station. He also
indicated that he will miss Mayor Nordin, and he
congratulated the other Councilmembers. Council
AGREED with Councilmember Flores that City Manager
Leivo look into the gang and criminal problems in
said area.
He commended Mayor Nordin in his efforts to make
decisions for the benefit of the City.

2. James Grundman, Rohnert Park, was recognized and
read a written statement regarding the vision and
character it takes to be an effective Councilmember.
He commended Mayor Nordin in his efforts to make
decisions for the benefit of the City.
3. James Gattis, Sonoma County Adult & Youth Development
in Rohnert Park (SCAYD), was recognized and PRESENTED
a plaque to Mayor Nordin while thanking the entire
City Council for its support of the SCAYD program.
4. Dan Hubley, Alma Avenue, was recognized and thanked
Mayor Nordin for his efforts over the past year,
particularly in the areas of a parks plan, the Burton
Avenue Center, the City's pools and other related
projects.
5. Len Carlson, Rohnert Park, was recognized and commended
Mayor Nordin for the way he has conducted himself on
the City Council. He urged the new Council to focus less
on personalities and to move forward in the new year.
2. COMMUNITY DEVELOPMENT COMMISSION MATTER:
Revised Five -Year Redevelopment and Housing
Implementation Plan 2000 -2005:
Consideration of this Revised Five -Year Plan developed
in compliance with the State and Safety Code and with
all State Redevelopment laws and regulations:
1. Staff Report: City Manager Leivo made brief opening
comments. Assistant City Manager Donley shared the
contents of the Staff Report and responded to a
Council inquiry about the duration of this plan.
Councilmember Mackenzie expressed his interest in
pursuing Green Building Guidelines as the Council
moves forward with this plan. He SUBMITTED to City
Manager Leivo for review an informative booklet
entitled, "Multifamily Green Building Guidelines."
2. PUBLIC HEARING: Mayor Nordin opened the Public
Hearing at 6:14 p.m. There being no members of the
public interested in speaking about this matter,
Mayor Nordin closed the Public Hearing at 6:14 p.m.

2004 -17 ADOPTING THE "CITY OF ROHNERT PARK REDEVELOPMENT
AND HOUSING IMPLEMENTATION PLAN 2000 - 2005"

Upon MOTION by Councilmember Flores, seconded by
Councilmember Vidak- Martinez, and UNANIMOUSLY APPROVED,
reading was waived and CDC Resolution 2004 -17 was

3. ENGINEERING SUPPORT SERVICES FOR SB 610 GROUNDWATER
SUPPLY ASSESSMENT:
Consideration of amendment for engineering support

of the Staff Report and noted that Mary Grace Pawson

to questions.

REFLECTIONS OF 2004
1. Mayor's Review of 2004 Accomplishments:
Mayor Nordin, with the assistance of City Manager Leivo,
shared a Power Point presentation entitled, "Achievements
in 2004," and together reviewed achievements in the areas of
Public Works, Finance, Water & Sewer, Recreation, Animal
Shelter, Performing Arts Center and Public Safety. Mayor
Nordin also shared written comments, ATTACHED TO THE
ORIGINAL SET OF MINUTES, addressing the many ways the each
City department maintained services and proactively made
important improvements in 2004. He expressed gratitude for
the team efforts of City staff and volunteers for their
dedicated service to the community.
2. Comments by other City Councilmembers, if any:
Councilmember Flores, whose written comments are ATTACHED TO
THE ORIGINAL SET OF MINUTES, discussed the success of the
Council thanks to the many volunteers /Commission/
Committee /Board members, the challenges of the upcoming
budget, and the importance of working together in a
democracy for a common good despite differing opinions. He
thanked Mayor Nordin for his service, and he urged members
of the public to contact the Council if there are concerns
in the community.
Councilmember Mackenzie discussed how he has disagreed with
the other Councilmembers over the past year, and he
commended Mayor Nordin in conducting the business of the
City.

2004 YEAR AS MAYOR
Vice Mayor Spradlin, whose written comments are ATTACHED
TO THE ORIGINAL SET OF MINUTES, discussed the challenges
of the past year, particularly the difficulties of being
closely scrutinized as a Councilmember. She commended Mayor
Nordin for facing the public pressure with courage and
dignity, and she expressed respect for his leadership as
Mayor, dedication to the community and calm guidance through
the past year. She PRESENTED the Mayor with a gift.

The new Councilmembers signed the certificates, and the
audience acknowledged the new City Council.
MINUTE ACTIONS TO SELECT CITY COUNCIL OFFICERS
FOR 2005
1. Interim City Attorney Report: Interim City Attorney
Kenyon shared the contents of the Staff Report.
At this time, Vice Mayor Spradlin made a MOTION to select
Councilmember Mackenzie as Mayor and Councilmember Flores
as Vice Mayor. Councilmember Mackenzie raised a POINT OF
ORDER and expressed concern about policies outlined in
Resolution 2000 -99, regarding the selection of Mayor and
Vice Mayor, which had not been followed in the past two
years. Upon MOTION by Councilmember Mackenzie, seconded by
Councilmember Vidak- Martinez, a motion was made to declare
Resolutions 2000 -99 and 2002 -219 null and void. At the
request of Vice Mayor Spradlin, the maker of the motion
clarified that Council will revert to the procedures in
place prior to said resolutions, whereby majority vote of
the Council will determine the selection of Mayor and Vice
Mayor. Under discussion, Councilmember Flores expressed
his reasons for preferring the established selection
process. Said motion was APPROVED 3 -2 with Councilmember
Flores and Vice Mayor Spradlin dissenting.

2. Selection of Mayor:
Upon MOTION by Councilmember Vidak- Martinez, seconded by
Councilmember Smith, a motion to select Councilmember
Mackenzie as Mayor for 2005 was UNANIMOUSLY APPROVED.
Former Mayor Nordin handed the gavel over to newly -
selected Mayor Mackenzie. Mayor Mackenzie commended
former Mayor Nordin for serving well in office and
handling himself with dignity.
3. Selection of Mayor Pro Tempore (Vice Mayor):
Upon MOTION by Mayor Mackenzie, seconded by Councilmember
Smith, a motion to select Councilmember Vidak- Martinez as
Vice Mayor for 2005 was UNANIMOUSLY APPROVED.
CITY MANAGER'S REPORT
1. Statement of Staff Commitment:
Council concurrence with use of symbol formulated by
staff: DEFERRED
2. Projects Staff forecast to be addressed in 2005 and
2006: DEFERRED
At the suggestion of Mayor Mackenzie, Council AGREED to
defer said items for discussion by the full Council in
January 2005. Councilmember Flores inquired about
time - sensitive matters regarding.the Tiger Salamander
issue.
PERSPECTIVES FOR FUTURE
1. New Mayor's Perspectives for 2005: Mayor Mackenzie,
whose written comments are ATTACHED TO THE ORIGINAL
SET OF MINUTES, expressed congratulations to Tim
Smith, thanks to his supporters, and gratitude to
his wife, Barbara. He spoke about the importance
of debating policy, not process, and about the new
direction for City Council. He introduced three
local musicians - Doug Jayne, Allegra Broughton, and
and Sam Page - of the group Solid Air, and he SHARED
a flier about their new CD entitled, "Local Color."
The musicians played guitars and sang songs signifying
the new direction for City Council. Finally, Mayor
Mackenzie noted that he will be seating Vice Mayor
Vidak- Martinez at his left, and the other seating
order will be announced at the first Council meeting
of 2005.

2. Other Councilmembers' Perspectives for 2005, if any;
Vice Mayor Vidak- Martinez expressed a desire to
have Council take goal-directed action and place
greater emphasis on cooperative interest.
Councilmember Spradlin expressed a desire for Council
to be policy- makers and to move forward with the
General Plan and economic development. Councilmember
Flores indicated that he looks forward to working with
Councilmember Smith as Council moves forward on
economic development and superior service.
Councilmember Smith, whose comments are ATTACHED TO
THE ORIGINAL SET OF MINUTES, thanked his family and
supporters, and he indicated that he is looking
forward to working with Sonoma State University and
to making Rohnert Park a solar city. Mayor
Mackenzie shared his belief that the City Council
will be up to facing the challenges of the upcoming
new year.
COMMUNICATIONS
Communications per the attached outline were brought to the
attention of Council.
Councilmember Mackenzie called attention to the
communication from Assemblyman Joe Nation, Sixth District,
regarding Mr. Nation's request for legislative proposal
ideas for possible introduction. Council CONCURRED with the
recommendation of Interim City Attorney Kenyon to
communicate any legislative proposal ideas to City Manager
Leivo in a timely manner. Councilmember Smith noted that
he has a private meeting scheduled with Mr. Nation.
OTHER INFORMATIONAL MATTERS FROWFOR COUNCIL, IF ANY
Vice Mayor Vidak- Martinez expressed an interest in having
the Council move forward to lay out the process for the
hiring of a permanent City Attorney. Mayor Mackenzie noted
his support for said idea and indicated that he would like
to get Council's input in terms of moving forward on this
matter in January 2005.
Mayor Mackenzie shared brief comments about the background
of the Athenian Oath prior to reading it. He noted that
government is not a business, but rather government is about
citizens.

2004 ACCOMPLISHMENTS
While most of the attention this past year was on the Recall Election, there were far more
significant accomplishments in Rohnert Park in the past year. In 2003, there was a
concern that the City could still maintain services with 30 fewer employees. In 2004, City
staff not only maintained services but proactively make important improvements.
There is a huge list of achievements this past year but there is only time to show the wide
range of things the City does.
Let's begin with the achievements in Public Works.
Public Works flushed the water mains. This helps remove sediment, that builds up over
time and assures good water quality. The water line cleaning was done late at night. Staff
did a great job at notifying the public and the City did not receive one complaint.
Each winter City staff clean up after storms. Kristen Green writes:
"Thank you so much for coming out and removing the tree that fell on my car. I know
that you did not have to. It was the responsibility of my apartment complex, but I know it
would have taken much longer) without you guys and amazingly there was no damage to
my car. Thanks again."
Each year Public Works staff climbs high into the trees and installs the Holiday lights.
We had a flooding problem in "G" Section. The City helped coordinate approvals and get
the creek channel cleared of sediment.
We respond to citizens. When a young citizen requested a warning sign to protect the
ducks near Roberts Lake, the City put up the sign.
To protect the safety of the public, the City worked with SSU to remove and trim the
trees along East Cotati Ave.
One unusual project this year was converting to a new City seal.
With the move to a new Library, the old Library building became an economic
development opportunity. Eugene Berger Management Corp. has remodeled the building
and the ribbon cutting is scheduled for tomorrow night. The City helped in a small way
by renovating the bus stop benches.
There is a constant need to repair water leaks.
To protect the public heath, City employees collect water samples which are tested for a
wide range of contaminants. City water consistently tests as high quality.
Let's turn to the Finance Department.
The City has turned around financially. We have more than doubled the City reserves
from a low of $6.2 million in 2001 to $14.5 million in 2004.
One of the major Finance projects was the sale of Rancho Feliz Mobile Home Park. We
sold to City owned park to Millennium, a non - profit. Space rents will be maintained at
low levels in Rancho Feliz compared to private parks in the City.
Implementing new water /sewer rates was a major achievement. We owe a lot to the great
work of staff that this was accomplished with little public uproar. The City changed from
a flat rate to consumption based rates. We installed meters, in large part funded by a
grant. When we started billing based on meter readings, City staff had an opportunity to
provide water conservation education. For example, Eric Messenburg wrote:
"Our last bill for just water and sewer equaled $250 which seemed high so I called your
office. You promptly send a technician to my home and he helped me figure out some
problems. Since that time I have dug up a leaky connection in my front yard sprinkler
system and tightened a leaky nut on my backyard faucet ... My water meter spins much
slower now... I have been very happy with your customer service and I thank you for
time on this matter."
Our goal was to reduce water use. This has been achieved (the crosshatched bars). The
City also has reduced groundwater pumping as decided in its General Plan (the solid
bars).
The City continues to maintain Recreation service standards with fewer employees.
The Senior Center hosts parties, a drop -in center, special events, performances, travel,
classes, health care events and much, much more.
The Recreation Department participated in a partnership with the Proposition 40
Childcare Voucher Program.
New cardio equipment was installed at the Callinan Sports and Fitness Center.
The City replaced the floor in the main room at the Community Center.
With better management, the camp and afterschool programs went from loosing $20,000
per year to a profit of $59,000.
The City's animal shelter is a match maker. One new human partner writes:
"Gucci is very loveable and happy. I get so many kisses from him. I take Gucci for a walk
at the park almost every day and he loves it. He sleeps with me and follows me all the
time ... I love Gucci very much."
Staff has put together another outstanding Spreckels season. During a given season the
PAC hosts 24,000 patrons and 21,500 attend other events. Most recently, patrons got to
see how a female Odd Couple live.
We could not provide a top quality Performing Arts experience without our great
volunteers such as Betty Krechevsky who has volunteered for over 1500 hours.
Volunteers help us deliver high quality service in many areas.
Most City resources are spent in Public Safety.
Our officers put themselves on the line to fight fires like this one on the Expressway. Yet,
fires represent only about 5% of calls for service. The City also fights fires through fire
inspections, building plan review, building owner education, and extensive fire fighter
training. Through mutual aid agreements, the City helps other jurisdictions fight fires
such as the large fire in northern Sonoma County this last summer.
There has been a real turn -a -round in Policing this past year. Arrests are way up. Drug
arrests are even higher. Given the higher arrest rates, there has been a reduction in
vehicle thefts and burglaries. The Department has responded to more calls for service
this year.
Detectives solved the 2003 homicides and high profile commercial and bank robberies.
The City's traffic enforcement unit has achieved a 27% decrease in vehicle injury
accidents. They issued over 2,500 citations.
The City continues to focus on the prevention of crimes by youth. With grant funds, the
City implemented an underage drinking project. Over 500 young offenders were diverted
from the Criminal Justice System through the Youth and Family program. This program
helps first -time youthful offenders and their families.
This brings us back to the Federated Indians. With the assistance of the Tribe, the City
was able to create a Special Enforcement Unit. This unit has successfully targeted parole
violators, gang members, and illegal drugs. The City will shortly have a Canine unit.
How did Rohnert Park amass such a record of achievement in 2004? It was not because
of any one individual but rather the success of a team dedicated to serving the
Community. Previous and current Council Members provided leadership in all these
areas. City managers and supervisors got the tools together needed by City employees.
Employees were delegated the authority to make decisions and move projects along.
Rohnert Park has hired the most dedicated and high quality people and they have proven
that they can deliver high quality service to Rohnert Park during difficult times.
Let me express my gratitude in behalf of all of Rohnert Park to the dedicated employees
and volunteers that serve our community so well.
rA This past year has been perhaps the most challenging year in
the history of Rohnert Park's City Council. There are many who
would agree that this council has faced tremendous public

scrutiny from citizens, city neighbors, the press, and at times
members of our own council. We have endured false allegations,
printed lies, and countless attempts to slander our personal
character.
As Mayor during these difficult and trying times, Greg Nordin
has had to endure the bulk of the public pressure. Time and
time again, I watched as Mayor Nordin faced these challenges
with courage, honor, and dignity. As I watched him lead us
through these difficult times, I was reminded that a man's true
character is not revealed during the calm and peaceful times
in life, rather, the true character of a man is revealed during
the toughest times in his life. When hurtful things were said
and printed about the Mayors actions and decisions, Greg did
not spend time moaning about the injustices done to him, nor
did he leave his post as Mayor when the pressures were extreme.
Instead, Mayor Nordin held his head high, with his ever present
smile, and kept his composure and dignity as he led us thro
the business that was before us. , well the
answer was simply put in the words of his college age daughter,
Vanessa, because he is a Nordin!
Mayor Nordin, you have exemplified the characteristics of
a true leader. It is hard to find a man more dedicated to his do vi
community than you. Your dedication comes not because of your n
elected position, but rather from the love you have for this
community and your willingness to serve. Your presence on this
council will be greatly missed in ways that are immeasureable.
I am honored to have had the opportunity to serve as the Vice
Mayor during your term as Mayor. So from all of us on the City
Council, and City Staff, thank you for your committment and
hard work, and for guiding us through the year 2004!

The year 2004 was a difficult year. The City Council and the City Manager
balanced the budget, focused on infrastructure needs, and provided quality municipal
services. It was also a challenging year.
It was a year that tested, "the fabric of Democracy." The democratic process is
undermined when civil discussion and mutual respect are replaced by dogmatic
statements that leave no room for differing perspectives. Our community is better served
when humanism replaces rage.
Making difficult decisions and focusing on the welfare of residents are our
primary responsibilities. All of us on the Council were guided by a Mayor who was
always calm and respectful. As a Council, we studied issues, reviewed programs, and
approved projects. After careful consideration, we made important decisions and
recognized that each member of the Council was committed to the best interests of the
City.
Greg, thank you for your service as Mayor and your service to the community.
We will again be tested in 2005. Next year, the State projects a $10 billion
deficit. The Legislative Analyst's Office foresees deficits until the 2008 -09 fiscal year.
The implementation of the Northwest Specific Plan and the development of our regional
shopping center must progress on a priority basis because they are critical to the fiscal
well being of the city. It is also important for our other specific plans to proceed to final
approval. They will provide critically needed diverse housing and important commercial
elements.
I believe that the new Council will be hard working and responsive. On specific
matters we will have different perspectives and different solutions. However, the welfare
of our residents and our community will be our paramount objective.

Statement of Tim Smith for Rohnert Park City Council Ceremony of 14
December 2004
I first want to make 5,223 Thank Yous! My being here is the result of an
election, a fundamental democratic process that we should all appreciate as a
gift from our past and an on -going legacy for our future. Without your
votes, I would not have the opportunity to make this speech. Thank you
very much for your support.
I also want to thank my daughter, Megan. Her education has been a
fundamental reason why we live in Rohnert Park. She's now a student at
Sonoma State University and her energy benefited my campaign
significantly with the support of students, faculty and staff that she was able
to help generate.
In addition, I want to thank by name two staunch supporters who worked
with my campaign from the very beginning - my Treasurer, Mike Harrow
and my "Editor ", Barbara Mackenzie.
Not being thanked individually by name, but immensely appreciated by me
is a group of people I'm calling the "Thrifty Fifty "! Less than $4,000 was
spent to accomplish my election. In my ballot statement I promised to run
my campaign for $5,000 or less. We bettered that target by over 20%! This
result would not have been possible without the volunteer efforts of the
Thrifty Fifty - talking to friends and neighbors, walking precincts, placing
signs and making phone calls. We were heavily outspent by others, but our
determination was unsurpassed!
During the campaign I mentioned on numerous occasions that one of my
goals would be to work toward an even better relationship with Sonoma
State University, an excellent institution of higher education that is largely
responsible for distinguishing us from our North Bay neighbors. Therefore,
I'm pleased that a representative from President Arminana's office, Lynn
McIntyre, is able to be here tonight. I look forward to many meetings with
her, President Arminana and others from Sonoma State University over these
next four years.
Other goals of mine over the next four years that should not be surprising to
you include:
CLEAN GOVERNMENT - the City being in a better financial condition
with increased reserves and appropriate staffing to meet the needs of our
citizens.
CLEAN ENVIRONMENT - further building in full compliance with the
General Plan. Solar energy generation from appropriate City -owned
facilities, such as the Library, the Community Center Complex and at the
much needed West Side Public Safety Facility. Vehicles which pollute less
being used by the City as well as by contracting vendors providing services
to us.
CLEAN CAMPAIGNS - a campaign finance reform ordinance in support of
limited spending and full disclosure of contributions to better assure
candidate independence.
During these past six weeks since the election, City staff - the City Manager,
the interim City Attorney and everyone else, have all been wonderful. I have
felt welcomed and appreciate that very much.
I also appreciate the good wishes and friendliness expressed to me since the
election by all the members of the past Council. Thanks to Mayor Greg
Nordin for his years of service to our City in many capacities. I look
forward to excellent relations with Armando Flores, Vicki Vidak - Martinez,
Jake Mackenzie and Amie Spradlin on this City Council as, working
together, we face the challenges ahead.
Let's look forward to our tomorrows together that will be better than our
yesterday's just past.

A New Direction for 2005

One should always be a wee bit cautious about wishing for something to happen, in that
you may actually be granted that for which you have wished.
I refer of course to the magical reappearance on tonight's agenda of a policy I wrote
which deals with the rotation of the Mayorship and especially Section 6 of that policy. -

Now that we have a real attorney sitting as an elected official ,I hereby foreswear ever
again attempting to write a policy document singlehandedly.
It is an honour to be selected to be the Mayor of this city.
It is an honour to be elected to represent the citizens
of this city.
I thank you for these Honours .I thank and honour my supporters who , earlier this
year,revived my flagging spirits with your energy and encouragement Above all I thank
my wife and dear friend Barbara.
One person in my life keeps me on an even keel. We just celebrated our 20th anniversary.
Barbara Fickle Mackenzie occupies that special place known only to those who are in
domestic partnerships with elected officials. It's a place that makes that person almost
invisible, at least from their perspective: yet it's a unique place . Very few accolades are
given if any, yet many should be. In my case she is my editor though not on this piece.
She's my advisor, .my campaign manager, my treasurer in all things. Do you believe in
magic? Yes I , the most pragmatic and rational of people still believe in magic- in my
personal life. Thank you ,Barbara.
We don't get to dance as much as we'd like to but maybe even that can change as we
assess A New Direction for our city in 2005.
The new direction is to govern the City in a way that is , "Fair, Open and Balanced" or,
in my words-
I believe in open government with citizen participation [while]
maintaining a sense of humor and an open mind.
This direction doesn't mean immediate changes in our processes; most of these are in
place They could stand a wee bit of organization but they are there. It will reflect an
effort by this Mayor and Vice mayor VVM to exercise strong policy direction along
with our fellow council members.
. We will establish strong links with School Board and SSU. I expect to ask the council
to establish a SSU liaison committee of VVM and Tim Smith.
I expect to appear in front of each of our neighbouring councils in the New Year and also
in front of the BOS to extend a cordial invitation to cooperate with our " Friendly City" —
oops is that a faux pas ?, I will extend that friendly hand to organized groups in Canon
Manor and Penngrove. I expect to meet with Chairman Greg Sarris of the Federated
Indians to let him know of my interest in more open communication between the Tribe
and this council representing all of our citizens..
My calendar and the City manager's calendar will be posted on line so that folks can
know with whom we're meeting. My meetings with people doing business with this city
will continue to be held in City Hall and noted on myschedule.
I'm not as grumpy this year as I was last year when no one asked if I was going to be in
town for the council reorganization.I haven't nor will I back down one centimeter from
the positions I took these past two years on matters of process. Despite Dan Hubley's
assertions to the contrary , process is important. Results may be the bottom line in a
business but remember this is a general law city is not a business .
In matters of results to be achieved , the challenges that confront this new council are
many

In the New Year we'll get down to businees as a council. I'll be talking to you all ,
possibly cxalling for a working session prior to January 11th, Make no mistake -this is a
New Direction.
As in 1999, I was inspired 2 weeks before our election by a visit to Scotland's new
Parliament building at the foot of the Royal Mile, next to Holyrood Palace
Open the doors! Light of the day, shine in; light of the mind, shine out!
This is where you know your parliament should be
And this is where it is, just here.
What do the people want of the place? They want it to be
filled with thinking persons as open and adventurous as its
architecture.
A nest of fearties is what they do not want.
A symposium of procrastinators is what they do not want.
A phalanx of forelock- tuggers is what they do not want.
And perhaps above all the droopy mantra of 'it wizny me' is
what they do not want.
Dear friends, dear lawgivers, dear parliamentarians, you are
picking up a thread of pride and self- esteem that has been
almost but not quite, oh no not quite, not ever broken or
forgotten.
When you convene you will be reconvening, with a sense of not
wholly the power, not yet wholly the power, but a good
sense of what was once in the honour of your grasp.
All right. Forget, or don't forget, the past. Trumpets and
robes are fine, but in the present and the future you will
need something more.
What is it? We, the people, cannot tell you yet, but you will know about it when
we do tell you.
We give you our consent to govern, don't pocket it and ride away.
We give you our deepest dearest wish to govern well, don't say we
have no mandate to be so bold.
We give you this great building, don't let your work and hope be other than great
when you enter and begin.
So now begin. Open the doors and begin.

The Athenian Oath
We will never bring disgrace on this our City by an act of dishonesty or cowardice. We
will fight for the ideals and Sacred Things of the City both alone and with many. We will
revere and obey the City's laws, and will do our best to incite a like reverence and respect
in those above us who are prone to annul them or set them at naught. We will strive
increasingly to quicken the public's sense of civic duty. Thus in all these ways we will
transmit this City, not only not less, but greater and more beautiful than it was transmitted
to us.
