A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING A JOB DESCRIPTION & SALARY RANGE FOR
GENERAL SERVICES SUPERVISOR
WHEREAS, staff has completed a review of the Public Works & Community Services
Department and recommends consolidation of work crews under a single supervisory position;
WHEREAS, staff has developed a new job description of General Services Supervisor that
appropriately describes this consolidation;
WHEREAS, staff recommends an existing position of Supervising Maintenance Worker be
reclassified to General Services Supervisor;
WHEREAS, s taff recommends that this new supervisory position be placed in the Service
Employees' International Union (SEIU) bargaining unit and at the same salary level as Utilities Services
Supervisor for internal equity purposes as follows:

General Services Supervisor 83W $5,525 - $6,716
WHEREAS, the City has met and conferred with the bargaining unit;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert Park
approves the establishment of the job description and salary range for General Services Supervisor and
authorizes the City Manager to amend the position allocation list as recommended.
DULY AND REGULARLY ADOPTED by the City Council of the City of Rohnert Park this

GENERAL SERVICES SUPERVISOR
DEFINITION
Supervises the operation, maintenance, and repair activities of the City's parks, streets,
.public pools,. and internal service functions of building and fleet maintenance. Under
general direction, plans, organizes, coordinates, directs and supervises staff in activities
related to the Public Works General Services Division; performs other duties as
assigned.
DISTINGUISHING CHARACTERISTICS
The General Services Supervisor is a supervisory class in the City's Public Works and
Community Services Department. The General Services Supervisor supervises staff
engaged in the operation, maintenance and repair of the City's parks, streets, public
pools, City buildings and fleet maintenance. This class is distinguished from the
Supervising Maintenance Worker by requiring greater initiative, judgment, autonomy,
and discretion relevant to the planning, organizing, budgeting, and reviewing of
assigned maintenance activities and personnel. This class reports' to the Director of
Public Works & Community Services and works cooperatively with other City
departments in serving the City.
SUPERVISION RECEIVED /EXERCISED.
Under the direction of the Director of Public Works.& Community Services, supervisory
responsibilities entail daily supervision over assigned operations and maintenance
personnel.
ESSENTIAL JOB DUTIES
(These duties are a representative sample; position assignments may vary)
• Plans projects, administers contracts, processes and approves purchase and
work requests
• Responds to citizen questions, service requests and complaints
• Selects, supervises, trains, evaluates and disciplines assigned staff
• Inspects and performs construction and maintenance tasks related to parks,
streets, pools, buildings, and fleet maintenance
• Collects, organizes, and analyzes data; initiates and approves project
expenditures; may authorize payment of departmental invoices and expenditures
• Supervises the operation, maintenance, repair, and replacement of the facilities
and equipment employed in the City's General Services Division
• Assists in administering and planning annual operations and capital budgets
• Analyzes department performance and trends
• Performs a variety of operational tests and calculations, and adjusts operating
equipment and methods to ensure compliance with local, State, and Federal
requirements
• Schedules and conducts training and safety meetings for assigned Pe�tonnel

• Prepares and reviews reports and memoranda to staff and regulatory agencies
on operational events and compliance with permits, licenses, and other quality -
control parameters
• Determines and recommends equipment, materials, staffing, and safety needs,
devices, and /or equipment for assigned operation, maintenance, and
improvement projects
• Inspects and evaluates work in progress and upon completion
• Responds to after - hours calls for emergency service
• Interprets, implements, and enforces provisions of permits, licenses,
Memorandums of Understanding, City administrative and departmental policies
and procedures
• Reads and interprets maps, diagrams, blueprints, schematics, contracts, and
work orders
• Troubleshoots and diagnoses problems, and plans and implements efficient and
effective solutions
• Assists with the coordination of a variety of community -based activities related to
Parks and Recreation
• Understands and ensures adherence to applicable laws, codes, regulations and
guidelines relating to General Services' activities and personnel supervision
• May be assigned to work as a Disaster Service Worker in the event. of an
emergency or disaster
QUALIFICATIONS
Education/Training /Experience:
Sufficient education, training and experience to supervise the operation, maintenance
and repair activities associated with the Public Works General Services Division. A
typical way of obtaining the required qualifications is to possess:
• Equivalent of a high school diploma or GED, and
• Five years of increasingly responsible experience equivalent to that of a
Maintenance Worker II with the City of Rohnert Park
Supervisory experience is required
License /Certificate:
The following licenses and certificates are required by the date of appointment:
Class C California driver's license
The following certification is desirable:
• Grade 2 Water Distribution Operator Certificate issued by the State of California

Knowledge of:
• Methods, equipment, materials,, and safe work practices involved in the
operation, maintenance, repair, and improvement of General Services' activities
• Generally accepted best practices associated with streets, buildings, parks,
playground construction, maintenance and repair
• Applicable federal, state, and local laws, regulations, and policies governing
parks, streets, buildings, pools, and fleet activities
• Methods of estimating time, costs, resources, and equipment necessary to
perform assigned work.
• Safe and efficient work practices, principles and procedures of occupational
safety and hygiene in keeping with OSHA and City standards
• Principles and practices of effective supervision, including selection, training,
performance evaluation, and discipline
• Customer service and response techniques and. protocol
Skill to:
• Operate the appropriate tools, equipment, and vehicles used in the Public Works
Department and General Services Division
• Implement innovative techniques in response to mechanical and electrical
problems
• .Perform data entry accurately
Ability to:
Meet deadlines and work within budgetary limits
.Establish and maintain cooperative working relationships
• Be proactive in addressing problems.
• Plan, organize, prioritize, assign, direct, review and oversee the work of others

Working Conditions:
Position requires sitting, standing, walking on level and slippery surfaces, reaching,
twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and
making repetitive hand movement in the performance of daily duties. The use of a
sense of smell and hearing is needed in detecting toxic gas and equipment problems.

The position also requires both near and far vision when inspecting work, reading
reports and meters, conducting laboratory analysis, and overseeing personnel. The
need to lift, carry, and push tools, equipment, and supplies weighing up to 70 pounds
may also be required. Additionally, the incumbent in this outdoor position, works in all
weather conditions including rain, heat and cold. Duties require sufficient mobility to
Work in a typical office setting and use standard office equipment, including a computer,
vision sufficient to read printed materials and Video Display Terminals (VDTs), hearing
and speech sufficient to communicate in person and over the telephone. In addition,
incumbents require strength and stamina to walk for extended periods of time in varied
terrain and the ability to work outdoors in a variety of weather and topographic
conditions with exposure to the elements. Incumbents are exposed to traffic noise and
auditory warning devices such as back -up bells on equipment. Must be willing to work
weekends, holidays and overtime- as needed. May also be required to work nights,
other unusual shifts in emergency conditions, and may be required to serve on a
.standby rotation.
