2010/08/24 City Council Resolution 2010-93RESOLUTION NO. 2010-93 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING A RECLASSIFICATION FROM PERFORMING ARTS SPECIALIST TO THEATRE MANAGER WHEREAS, staff has completed a review of the current Performing Arts Center operations and staffing, and WHEREAS, the Performing Arts Specialist has taken on additional theatre management duties since the retirement of the previous Managing Director of the Performing Arts Center, and WHEREAS, the Performing Arts Center is no longer producing theatre productions and is now operated primarily as a rental facility, and WHEREAS, staff recommends the creation of a new exempt position of Theatre Manager and that it be placed in the Rohnert Park Employees' Association (RPEA) below: Position RanEe Monthly Salary Theatre Manager 81X $4,897- $5,952 WHEREAS, the City has met and conferred with the bargaining unit, and WHEREAS, staff recommends reclassification of the current Performing Arts Specialist position to the position of Theatre Manager, and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert Park approves the job description and salary range for Theatre Manager, abolishing the job descriptions of Performing Arts Specialist and Managing Director of the Performing Arts Center, and authorizes the City Manager to direct staff to reclassify the current Performing Arts Specialist position to the class of Theatre Manager. Responsible for supervision and oversight of business operations, including assistance_ with the preparation of annual budget; management of the box office and automated ticket sales system; management of front -of -house services and sales; management of accounts receivable and payable; negotiation and execution of facility rentals, and other duties as required. DISTINGUISHING CHARACTERISTICS The Theatre Manager has the overall operational responsibility for the Performing Arts Center including facility management and rental, business operations, marketing, fundraising, and public relations. Incumbent works a varied schedule based on the scheduling of Center activities. SUPERVISION RECEIVED /EXERCISED Administrative direction is provided by the Director of Administrative Services. The Theatre Manager directly supervises full -time and part-time employees, contract employees, volunteers and interns. ESSENTIAL DUTIES (These duties are a representative sample; position assignment may vary) • Negotiates contracts for users of the Center and insures contract compliance • Supervises marketing activities and preparation of publicity regarding the Center's activities • Maintains master events calendar • Assists with the Center's fundraising and development efforts • Manages box office activities • Serves as administrator for the networked ticketing computer system • Prepares reports and studies • Prepares budget recommendations and controls expenditures • Develops, recommends and implements long - range planning activities for the Center • Supervises the maintenance of facility • Functions as Safety Officer for the theatre • Coordinates Center activities with other City departments • Selects, trains, mentors, manages, supervises and evaluates staff & volunteers • Develops and maintains positive relations with community groups • May act as a disaster service worker in the event of a disaster or emergency City of Rohnert Park Theatre Manager Page 2 of 3 Pages QUALIFICATIONS Sufficient education, training and experience to successfully perform the duties of the Theatre Manager. Education/Training/Experience: A typical way of obtaining the required qualifications is to: Possess a high school diploma or GED A Bachelor's Degree in the Performing Arts or a related -field is desirable Possess at least six (6) years' experience working in a performing arts center or a related facility in a supervisory or management capacity, which included accounting, sales, marketing, information systems and management experience License /Certificate: • Possession of a Class C California driver's license by date of appointment Knowledge of: • Principles and practices of administration of a performing arts center • Laws, codes, and regulations pertaining to the operation of a performing arts center • Techniques of contract negotiation and administration • Principles of recruitment, selection, training, supervision and evaluation of staff • Technical aspects of production direction, design and facilities set -up • Principles of marketing, publicity, fundraising and development • Expenditure control techniques • Techniques for long -range facilities and program planning • Techniques for making effective public presentations • Principles of public and non - profit agency budgeting • Safety policies and procedures for large facilities • Labor contract language and its application to work schedules and activities Skill to: • Type accurately at an adequate rate of speed to meet workload requirements, i.e. minimum of 40 w.p.m. • Use specialized software packages in the course of work performed, i.e. ticketing systems and graphic art applications for example City of Rohnert Park Theatre Manager Page 3 of 3 Pages Ability to: • Oversee the daily activities of a performing arts center • Schedule and supervise staff involved in facilities maintenance and stage productions who are working varying hours and schedules Develop and implement marketing and fund raising strategies • Negotiate and administer a variety of contracts Prepare clear, concise and grammatically correct correspondence and reports Make effective oral presentations Create and maintain cooperative working relationships • Develop positive working relationships with variety of community and non - profit organizations • Occasionally flex schedule as needed on the evenings and weekends to meet work demands Workinq Conditions: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing correspondence and reports using a computer keyboard. Additionally, the position requires near, far and color vision for reading materials and using a computer, and hearing is required when communicating with others. The need to lift, drag and push materials weighing up to 25 pounds also is required.
