presented the gift of a deluxe wooden chess set to Mayor Stafford representing everyone
moving as a unit for the city to succeed.
B. Presentation to Council Member Amie Breeze for Eight Years of Service, Including
One Term as Mayor - Vice Mayor Belforte presented the gift of a clock to out -going
Council Member Breeze for her eight years of service on the City Council. Council
Member Callinan presented red roses to Council Member Breeze in appreciation of the
privilege of working with her. Council Member Breeze expressed appreciation for the
honor of serving the community over the past eight years and extended congratulations to
Amy Ahanotu on being elected to the City Council.

Gabriel Gonzalez City Manager Written Statement re: Snyder Lane Accident
The entire community of Rohnert Park has been touched and saddened by the
tragic accident which occurred two weeks ago, resulting in the death of young Calli
Murray. The accident involved two local, loving families, and the City respects and
admires the manner in which each. of.them is attempting to cope with the tragedy.
Everyone involved in: the accident, including emergency responders, Rohnert Park
public safety officers and others who arrived at the scene will have Calli in their
memories forever.
The investigation of the accident is ongoing. Due to the nature of the accident
that it involves a fatality, the investigation must be thorough with all pertinent matters
looked into. In addition, the physical evidence is still being analyzed to determine
speeds, points of impact and other issues. The Sonoma County District Attorney's
Office is also reviewing the accident to determine whether any criminal charges will be
filed.
Based upon information that has been gathered thus far, by all accounts, Calli
and her mother were clearly visible to motorists, and seen by another driver at the
intersection who stopped and indeed made eye contact with them. The driver who hit
the Murrays has acknowledged being distracted by using her cell phone in the moments
before the impact. The accident is an excruciatingly painful reminder of the importance
of not using a cell phone in any manner while driving.
The City Engineer has looked at the crosswalk since the accident and has found
that the crosswalk is well marked, a sign is in place to warn motorists in advance of the
crosswalk, there .is clear visibility for both drivers and pedestrians, and a streetlight is
located directly above the sidewalk where the pedestrians were standing before
entering the crosswalk.
In reviewing city records, we have found no prior accidents involving pedestrians
at this crosswalk. Also, the City is unaware of any prior complaints regarding the
crosswalk.
As I previously informed you and the community, if the City were to evaluate
crosswalks and intersections it would do so from a broad perspective. In the next day
or two, I will be approving a scope of work to be performed by W- Trans, a traffic
engineering firm that specializes in traffic studies, to conduct a pedestrian safety study
of Snyder Lane between Keiser Avenue and Southwest Boulevard. This study area
was chosen as it includes pedestrian activity at both Rancho Cotati High School and
Lawrence Jones Middle School
It is anticipated that the report will be completed within the next few months. Any
recommendations that are made in the report will be prioritized and the City will then
determine the feasibility of implementing and funding potential improvements through
the Transportation Safety Fund.
In closing, the City would like to say that we appreciate the support city residents
have shown to the families and we ask that we maintain respect for the families
involved. In the meantime, the thoughts and prayers of City personnel are with the
families of those involved in this tragedy.

Welcome to everyone here tonight- family, friends, and employees. 2010 has been quite
an interesting year. It is definitely the only year in the history of Rohnert Park where we
saw four different people at the helm as City Manager. The year started with Dan
Schwartz as acting City Manager. As the City Council began the search for a permanent
City Manager Dan moved on to another city and Darrin Jenkins took his turn for 10
days. We were fortunate enough to bring in John Dunn as interim City Manager while
we completed the process of hiring Gabe Gonzalez as our permanent City Manager in
August. It sounds like it could have been chaotic, but because all of these individuals
brought strength, vision and professionalism to the role, it was actually a pretty smooth
transition. I was fortunate to be able to work with all of them and learn so much
along the way.
The State of the City was presented in February. The main theme that I focused on was
that even though we were facing great financial difficulties, Rohnert Park was graced
with a wonderful management team, a dedicated staff and citizens who cared about their
community. I felt that we needed to encourage all of these separate groups to work
together to make the most of the unique financial situation. In February we adopted a
resolution declaring a fiscal emergency and called for an election in June 2010 to ask
voters to approve a temporary funding measure. With the help and cooperation of the
City Council, the employees and the citizens, Measure E became a reality and was
approved on June 6`h. This 1/12 cent sales tax increase, that will be in place for 5 years,
was passed through the hard work of everyone involved and the generosity of spirit of the
citizens of Rohnert Park.
The idea and the planning for a wonderful new tradition in Rohnert Park began in
January. All that planning came to fruition in May with the launch of the Friday Night
Farmer's Market. It began the summer long get- together that was a tremendous hit
because it gave'our citizens an opportunity to gather, shop, eat, find fresh produce and
listen to hopping music. This event was done through cooperation and partnerships. The
hard work of the Recreation staff, Cathy Slack from KRCB radio and the Chamber of
Commerce businesses who contributed to the music series are what made this such a
success. The final consensus was "Yeah" and we want more.
One thing that changed in May was the starting time for the City Council meetings. 5:00
has been a better fit for Council members and staff and that became apparent when we
started at 6:00 last week and realized that we had become accustomed to the earlier time.
In June we approved the Community Development Commission Financing Plan and
honored the 2010 -2011 Funding Requests for COTS (Committee on the Shelterless),
SCAYD (Sonoma County Adult and Youth Development) and Rebuilding Together.
Since the beginning of the year we had also been diligently working on the budget and all
the issues associated with the financial situation.
In July the Council approved the bargaining agreements with all the City employee
groups. We approved a contract. with the Chamber of Commerce and a modified
Planning Fee schedule. We also granted the appeal of the Wal -Mart grocery store
addition.
With August we adopted the City and Community Development Commission budgets for
FiscalYear 2010 -2011, cutting over $2 million from the City budget. While we made
these cuts we also approved new revenue categories to be pursued since we realized that
we couldn't just cut our way out of the budget deficit. And along this vein we adopted
an Economic Development Plan for the City and Community Development Commission.
Economic Development was borne out with our CDC approved grant to the Sonoma
Mountain Business Cluster, which brings new businesses and new jobs to our
community. The Sonoma County Tourism Bureau, who brings much needed tax dollars,
received CDC approved funding to continue bringing tourists to our city. The Council
also approved the Sonoma Mountain Village entitlements and development agreement.
In September we formed a Sewer Stakeholder group, made up of citizens from every
facet of our city, who are addressing our quickly depleting sewer funds. The Council
amended the City Council Protocols, bringing them up to date. As we continued to work
on economic development, the Council authorized a sewer capacity charge deferred-
payment plan for Seasons Pizzeria Sport Bar and Grill. This was a perfect example of
innovative thinking and all the parties involved working together to come up with a
solution to a problem. A new business coming to town saw their hopes dimming, but the
issue was addressed and our staff found an answer that helped both parties. This is
exactly what we need to do to bring new businesses to our city. In September we also
approved the Commercial Area. Improvement Pilot Program, which will allow us to help
commercial areas to make them more attractive and viable.
November 2nd brought the Consolidated General Municipal Election - finally. It was a
very difficult election cycle and I was personally very grateful when it was over. After
the election we adopted the 2010 CA Fire Code and the 2010 CA Building Standards
Code. We approved a deferred- payment plan for sewer capacity charges for restaurant
use, making the path to a successful business a little easier. We also upheld the
Planning Commission's approval of a site plan and architectural review for the North
Bay Centre renovation.
This month we approved the Southwest Specific Development Agreement, declared the
results of the November 2010 Consolidated General Municipal Election and tonight we
will install the newly elected City Council members, me and Amy Ahanotu. These are
only the highlights of 2010 and you can see what a busy and productive year we have
had. Talking about milestones also means talking'about the'people involved. It would be
impossible for me not to thank the City's wonderful management team- Gabe Gonzalez,
John Dunn, Darrin Jenkins, Brian Masterson, John MacArthur and Sandy Lipitz. They
and the rest of the city employees have done an amazing job keeping this city functioning
at a high level with less money and fewer people. Everyone is working harder to provide
services to our citizens and thinking of new and better ways to provide those services.
Cooperation and partnerships are the words we have to keep in mind as we work into the
future. As the mayor this year, I have to thank Beth Lidster, who always kept me up to
date on everything that I needed to be doing and did it cheerfully. Judy Hauff and
Terri Griffin were invaluable keeping me on track with the agendas. My friends have
been a source of diversion and support and my husband, Joe has been and continues to be
supportive and great at listening. When he retired from ATF I don't think that he ever
envisioned himself as the person who would take messages for me. But he continually
helps me and makes it possible to do this job. Thank you to everyone who has been a
part of this year in Rohnert Park.

Here's the deal .2011 will also be a difficult year. All signals indicate tough times will
continue. But there is hope, as always.
We have a strong new City manager. We have a strong Council. We have an excellent
Staff .
The challenges were laid out by Urban Futures in their report 18 months ago.
Their recommendations are being implemented.
Systemic problems remain.
Sewer Operating Costs post Measure L will undo the good of Sales Tax Measure.
Salaries and Benefits are not sustainable.
Revenue enhancement depends on both implementation of our General Plan and a
general Economic Recovery in Sonoma County
There are hopeful signs -2 examples

I hope to see in this next year
- Strategic Plan for the city
- General Plan update/ Urban Growth Boundary Renewal
- Sewer Cost maintenance measure

Eventually the topic of Amalgamation will have to be addressed by our society here in
Sonoma County and elsewhere. I have and will continue to argue that there should be a
city of Rancho Cotate.. Not only that- eventually the multiplicity of Special Districts,
Fire Districts and School Districts must come to an end. Consolidation and amalgamation
should be our watchwords.
Climate Change with accompanying energy efficiency actions are not yesterdays fad. Nor
is good urban design encouraging walking, biking and in general promoting healthier
lifestyles and doing away with dependence on foreign energy sources.
It astounds me to hear arguments for very short term gain at a time when efficiency
should be a core value.
I could but will not pontificate further.
Edmund Burke said "you can never plan the future by the past "
Maybe not but we can learn from our mistakes and endeavour not to repeat them. Let's

Thank you all for being here at this special occasion for the City and for each of us seated
at this dais. You chose to be here because you know the importance of this event, and the
need for the city to start working on numerous issues that are important to our citizens.
I am honored to be sitting here today. Thank you to Rohnert Park voters for giving me the
opportunity to serve our community. Thank you to my wife, Rhonda Ahanotu who
believed in me, campaigned with me and for me. Thank you to my family and friends
who are here to support me. It is overwhelming to see that many people traveled long
distances to join me at this inauguration.
I am fortunate to work for Redwood Credit Union that encourages its employees to
actively serve in their communities. Many of you here today and others who are watching
at home campaigned with me and for me. It will be exhausting to list everyone's name
but I want each of you to know I truly appreciate your help.
Now the campaign is over, and it is time to lead. The City Council has a lot of work to
do. Although the previous Council has already made some tough decisions, these are
extraordinarily challenging financial and economic times requiring more tough decisions
ahead. However, the Council cannot do it alone. We all have to work together as a
community to accomplish the City's business. We must keep an open mind, accept
constructive feedback and accept responsibility when things do not go the way we
intended.
Council Members might not agree on every issue however, we must find common
ground. Good political decisions are made in the middle. We cannot be stuck on
ideological purity and forget the reason we were elected — and that is to make decisions
based on the best interest of our community. We are not pro -growth or slow - growth, pro -
business or pro - environment. We are 'Rohnert Park residents who want to see our
community flourish.
I invite every well - meaning person to join us as we face these tough challenges. Now is
not the time to sit on the sideline. You have a seat at the table. Get involved early in the
process and shape the debate. Let us share and debate ideas. Be ready to see both sides of
the issues and be willing to accept decisions made with our community's best interests at
heart. We have to plan and manage change instead of letting it happen to us.
I have several key areas that I would like to initially focus. First, let us start our
discussion with the City's budget. Earlier this year the City Council convened a budget
session for the community to participate in the process. I see this as the right thing to do.
Public participation in the budget process will be key to communicating the City's
financial challenges. To that end, I will recommend that the City Council review the
revenue enhancement ad hoc committee and make it a full functioning committee that
meets regularly to review the City's budget with ongoing community input. Community,
business and educational leaders' engagement is going to be very important as we weigh
all available options. Make no mistake, the City Council is not going to please everyone,
however effort needs to be made to be inclusive whenever necessary.
Like many communities, the downturn in the economy has had a negative impact on
Rohnert Park and recovery is going to take time. The City Council has done a good job at
putting policies in place that will help the .city recover. Some areas that I would like to
focus on include:
1. Getting the message out proclaiming Rohnert Park not just as a friendly City but a
City that is friendly to business.
2. Simplifying and streamlining processes that prolong the completion of projects
while still working within the parameters of regulatory restraints.
3. Continuing to. provide economic solutions to our local businesses to help them
expand and grow.
4. Going beyond North Bay to attract major companies and employers that will
provide jobs in our community. While this proposal will cost upfront money
initially, we cannot afford to neglect these necessary investments into the
economic future of our city.
City employees have done eycellent jobs with the limited resources available to them. I
applaud their dedication and hard work. They are the shining example and the face of the
City to the public. To help relieve employee workload I suggest deploying a robust City
website that provides the citizens the opportunity to do most if not all of their business
with the City online. The City needs to make investments in technology that will make
delivery of service more efficient, cost effective and faster.
We all long for the good old days: the simpler times when things were much easier.
However, we are now in an era of shifting expectations and values. We are in the New
Normal. What worked in the past is not likely to work in our present situation. We must
come up with a creative solution to the City's challenges. We have to define what the
City's New Normal is and use that as a basis for City operations and delivery of services.
It is time for us to go past the assumption that we can use past solutions to solve issues of
today.
Again, thank you for giving me the opportunity to serve our community. I know hard
work and tough decisions lie ahead. The City is moving in the right direction and the
City's future is bright. However, it is not going to be easy. I have full confidence in this
Council and our community to make the right decisions. You might not agree with all the
decisions but at the end of the day, we must come together in the interest of our
community. Thank you.

This is the 14th such address; it must be, since last year was the 13 ime according to my (✓��` S

Dr Samuel Johnson, a wise Englishman from the 18`h century remarked, 0-
"Resolve not to be poor: whatever you have, spend less. Poverty is a great enemy to
human happiness; it certainly destroys liberty and it makes some virtues impracticable
and others extremely difficult."
Difficult is a good way to describe this past year. Difficult fiscal decisions, difficult
personnel decisions, and difficult land -use decisions. I believe we will have just heard
from our Mayor Pam Stafford on these matters ; indeed she was much attacked during the
recent campaign season in her role as Mayor through these difficult past 12 months. She
has led us and led us with distinction. Time after time she has asked us to make tough
decisions on personnel and finances while the usual and unusual bombshells heve rained
down upon us.Vicemayor Gina Belforte has also served us'well, working as a team with
our Mayor and with a succession of two Interim city managers and one City manager.
These difficulties, well documented in the media, were ameliorated by
- Passage of the short term Sales Tax measure in June.
-the yeoman service of our "Interim" John Dunn.
-the arrival of Gabe Gonzalez as our new City manager.
- approval of the Sonoma Mountain Village Development Agreement, a "One Planet
Living" project.
-AND finally the election results of November.
For me, the past year has been one of frustration as the impacts of past decisions on
Salaries and Benefits came home to roost "big time."
In addition, the Walmart Superstore decision was ill- advised as I have forcefully stated.
This evening I will have also strongly argued against the Southeast Specific Plan
Development Agreement ordinance. My frustration with short- sighted negotiations and
policy determinations is palpable.
We are in this for the "Long Haul." The City of Rohnert Park is not obliged to grant
every developer's wish. Development in California is NOT a right; it is under our
control. Residents of our city deserve better than "Lowest Common Denominator"
standards. Sonoma County is a recognized leader in new ways of "smart development,"
and up until this year Rohnert Park has led the way. This much disparaged , at least in the
Community Voice, city hall delivers efficient and energy cost savings : so should the
rest of our buildings. Supermarket rehabilitation must encompass reconstructed
walkways and full -scale re- landscaping. Sonoma Mountain Village now sets a high bar
for new development with its Form based Code
What do we WANT our City to look like? How do we WANT it to function? .It is up
to us to settle only for the best. That will be our legacy .
But always remember folks, the wise words of the Scottish poet -
