CALL TO ORDER/ROLL CALL Mayor Mackenzie called the City CouncillRPFAjoint regular meeting to order at 6:45 p.m. Present: Jake Mackenzie, Mayor Pam Stafford, Vice Mayor Amy Ahanotu, Council Member Gina Belforte, Council Member Joseph T. Callinan, Council Member Staff present: City Manager Gabriel Gonzalez, Assistant City Attorney Alexandra Barnhill, Attorney Rafael Mandelman, Interim City Clerk Carol Adams, Director of Public Safety Brian Masterson; Director of Development Services Darrin Jenkins, Economic Development Manager Linda Babonis, Interim Finance Director Cathy Onne, and Planning and Building Manager Marilyn Ponton. 2. PLEDGE OF ALLEGIANCE Mayor Mackenzie led the pledge of allegiance. 3. DEDICATING A MOMENT OF SILENCE Mayor Mackenzie dedicated of a moment of silence in memory of Jim Gerrans (February 19, 1937- December 10, 2011), fonner volunteer of the Rohnert Park Department of Public Safety. 4. PRESENTATIONS Mayor Mackenzie read a proclamation honoring Sandy Lipitz, Director of Administrative Services, on the occasion of her retirement. 5. PUBLIC COMMENTS None. City Council/CDC/RPFA Joint Regular Meeting - January 24,2012 B. Acceptance of Reports for: 1. City Bills/Demands for Payment dated February 14,2012 2. CDCBills/Demands for Payment dated February 14,2012 3. City Cash/Investments Report for Month Ending December 2011 ACTION: Moved/seconded (Callinan/Stafford) and carried unanimously to approve the Consent Calendar. 7. PURCHASING PROGRAM Consideration of introduction of an Ordinance Repealing and Replacing Chapter 3.04 (Purchasing Program), of Title 3 (Revenue and Finance), of the Rohnert Park Municipal Code. A. Staff Report provided by City Manager Gabriel Gonzalez. B. Public Comments: None C. Ordinance for Introduction: Waive Full Reading and Introduce Ordinance by Reading Title: 1. No. 843 Repealing and Replacing Chapter 3.04 (Purchasing Program), of Title 3 (Revenue and Finance), of the Rohnert Park Municipal Code ACTION: Moved/seconded (Stafford/Callinan) and carried unanimously by roll call vote to introduce Ordinance No. 843. 8. ZONING CODE AMENDMENTS Consideration of Introduction of an Ordinance Amending Chapter 17 (Zoning) of the Rohnert Park Municipal Code. A. Staff Report provided by Planning and Building Manager Marilyn Ponton. B. PUBLIC HEARING: Mayor Mackenzie opened the public hearing at 7:09 p.m. and seeing no one, closed the hearing at 7:10 p.m. C. Ordinance for Introduction: Waive Full Reading and Introduce Ordinance by Reading Title: 1. No. 844 Amending Title 17 (Zoning) of the Rohnert Park Municipal Code to Implement Housing Programs Required in the City of Rohnert Park General Plan Housing Element ACTION: Moved/seconded (CallinanIBelforte) and carried unanimously by roll call vote to introduce Ordinance No. 844. 9. SISTER CITIES RELATIONS COMMITTEE APPOINTMENTS Council consideration of nominations and appointments to the Sister Cities Relations Committee for two, 2-year tenns expiring December 31, 20 13 (at large nominations). ACTION: Council unanimously concurred to approve the appointments of Kate Sanderson and Holly Melton to the Sister Cities Relations Committee, each appointee to serve the remainder of two-year terms which expire December 31, 2013. COMMUNICATIONS Council commented on items distributed for Communications. 12. MATTERSFROMIFOR COUNCIL Council Member Belforte reported on the following items: 1. Customer service; newspaper article reporting on the prevalence of Friday closures in other Sonoma County cities with Rohnert Park being the exception; 2. Gang Resistance Education and Training Program being held at Lawrence Jones Middle School; and 3. Requested future presentation of subcommittee goals and the posting of the City's Strategic Plan diagrams in the Council Chambers. Vice Mayor Stafford reported on the following items: 1. Grand opening of 24-Hour Fitness; 2. School District parcel tax survey; and 3. Status of the NE Specific Plan Area raised by Lafco meeting participants. Mayor Mackenzie reported on the following items: 1.. School District parcel tax; 2. Proclamation and key to City presented to Korean Grand Master at the Korean Martial Arts Academy; 3. Presentation of the Spencer Flournoy Public Servant of the Year Award to City Manager Gabriel Gonzalez at the upcoming Sonoma County Taxpayer Association Luncheon. 13. Mayor Mackenzie recessed the joint regular meeting to closed session at 7:45 p.m. in Conference Room 2A to consider: 1. CONFERENCE WITH LABOR NEGOTIATORS (Government Code S54957.6) Agency designated representatives: Gabe Gonzalez, City Manager; , Employee organizations: a. Service Employees' International Union (SEIU) b. Rohnert Park Employees' Association (RPEA) c. Management Unit and Confidential Unit Outlines 2. CONFERENCE WITH LEGAL COUNSEL- ANTICIPATED LITIGATION Significant exposure to litigation pursuant to subdivision (b) of Section 54956.9: (One case). ACTION: Mayor Mackenzie reconvened the joint regular meeting open session at 8:27 p.m. and reported that the Council met in closed session regarding items listed on the agenda and that there was nothing to report on the closed session matters. . 15.
