1. CALL TO ORDER/ROLL CALL
Mayor Mackenzie called the City Council/RPF A joint regular meeting to order at 6:42 pm, the notice for
which being legally noticed on June 7, 2012.

Path Reconstruction Project No. 2010-08
4. 2012-56 Approving and Adopting a Resolution Establishing the Appropriations Limit for
2012-13 Fiscal Year Pursuant to Article XIII B of the California Constitution and
determining compliance with Government Code Section 7910
5. 2012-57 Adopt a Resolution Approving the Intergovernmental Shared Services
Agreement for Material Testing and Inspection Services between the City of
Robnert Park and the County of Sonoma and Authorizing the City Manager to
Execute the Said Agreement
6. 2012-58 Approving and Adopting the Memorandum of Agreement for Robnert Park

10. 2012-62 Approving and Adopting the Plans & Specifications for the Copeland Creek Bike

City Manager Gonzalez noted changes to C.3.8 and C.3.9; the word "adjustments" will be
removed in Resolutions 2012-60 and 2012-61 and from the Outline.
ACTION:
Moved/seconded (Callinan/Ahanotu) and carried unanimously to adopt the
Consent Calendar.
4. NOVEMBER 2012 ELECTION MATTERS
City Clerk Currie presented the item. Recommended Action: Adopt Resolution 2012-63, Calling
and Giving Notice of the Holding of a General Municipal Election for the Election of Three
Officers for Four-Year Terms and Requesting that the County of Sonoma Consolidate the
Election
Public Comments: None.
ACTION:
Moved/seconded (Belforte/Callinan) to approve Resolution No. 2012-63. Motion
carried with the following roll call vote: AYES: Ahanotu, Belforte, Callinan,
Stafford, and Mackenzie; NOES: none; ABSTAIN: none; ABSENT: none.
Recommended Action: Adopt Resolution 2012-64, Adopting Regulations for Candidates of
Elective Office Pertaining to Candidates' Statements.
Disclosure of Potential Conflict: Council Members Belforte, Callinan, and Mayor Mackenzie
have a potential, financial conflict of interest. Because of a need to have a quorum, there was a
random selection process between the three members with the conflict, and Council Member
Belforte was selected to participate. Mayor Mackenzie and Council Member Callinan left the
Chambers at 6:47 pm. Vice Mayor Stafford assumed the gavel.

ACTION:
Moved/seconded (Belforte/Ahanotu) and carried unanimously to approve
Resolution No. 2012-64. Motion carried by the following roll call vote: AYES:
Ahanotu, Belforte, and Stafford; NOES: none; ABSTAIN: none, ABSENT:
Callinan and Mackenzie.
Mayor Mackenzie and Council Member Callinan returned to the Chamber at 6:51 pm and Mayor
Mackenzie assumed the gavel.
5. WEED ABATEMENT PROTEST HEARING
Fire Marshal Adam presented the item and provided an updated violations list. Recommended
Action: Consideration of Abatement of Weeds Constituting a Nuisance within the City of
Robnert Park, hold protest hearing for same, and adopt Resolution 2012-65 ordering the City
Manager to Abate Weeds Constituting a Nuisance within the City.
PUBLIC HEARING opened and closed 7:54 pm with no comment from the public.
ACTION:
Moved/seconded (Stafford/Belforte) and carried unanimously to approve
Resolution No. 2012-65. Motion carried with the following roll call vote: AYES:
Ahanotu, Belforte, Callinan, Stafford, and Mackenzie; NOES: none; ABSTAIN:
none; ABSENT: none.
6. DEVELOPMENT SERVICES COST RECOVERY FEES - ANNUAL REPORT
Management Analyst Tacata presented the item. Recommended Action: consideration of
Development Services Cost Recovery Fees Annual Report - FY 2011-12 and direction to staff on
recommendations for minor revisions to fee schedules.
Public Comment: None
ACTION:
Moved/seconded (Bel forte/Callinan) and carried unanimously to accept the
Annual Report.
Moved/seconded (Belforte/Ahanotu) and carried unanimously to direct staff to
bring back proposed minor revision to fee schedules.
7. WAY FINDING SIGNAGE PROGRAM
Review and approve design and locations for Way Finding Sign Program along Golf Course
Drive, Robnert Park Expressway, Golf Course Drive, Country Club Drive and Commerce
Boulevard.
ACTION:
Pulled.
8. RESCIND RESOLUTIONS NO. 2010-83, 2010-84 AND 2010-85 REGARDING THE WAL-
MART EXPANSION PROJECT
Director of Development Services/City Engineer Jenkins presented the item. Recommended
Action: Consideration of approving and adopting a Resolution 2012-66 to rescind (i) Resolution
No. 2010-83, to certify the Final EIR, and to approve the Mitigation Monitoring Program and

for City Council/Rohnert Park Financing Authority

Statement of Overriding Considerations, (ii) Resolution No. 2010-84, to approve a Site Plan and
Architectural Review and (iii) Resolution No. 2010-85, to approve a Sign Program for the
proposed Wal-Mart Expansion project.
Public Comment: None.
ACTION:
Moved/seconded (Stafford/Ahanotu) to adopt Resolution 2012-66.
9. STANDING COMMITTEE / LIAISON REPORTS
Council reported on the respective meetings listed below:
A. Standing Committee Report
1. Economic Development 6/12 (Bel forte/Callinan)
Council Member Belforte reported the committee discussed the freeway sign and
what will be done with the new sign; Community Services and Economic
Development are working on an RFP. Once the banners are received for the Green
Music Center, they should be in place for the grand opening.
2. Waste and Recycling Committee 6/7 (Ahanotu/Stafford)
Council Member Ahanotu reported the committee discussed the single use carry out
bag issue. This item will be coming to Council at a future meeting. More information
is needed regarding the rate study from City staff before the Committee meets again.
B. Liaison Reports
1. Sonoma County Transportation Authority/Regional Climate Protection Authority
(SCTAlRCPA) 6/11 (Mackenzie)
Mayor Mackenzie reported on the opening of Golf Course Drive and ceremony
Friday, June 15. A presentation regarding Sonoma Clean Power will be given to each
jurisdiction within the next couple of months. The ad hoc committee of the SCT A
could not recommend an extension of the Measure M sales tax for transportation but
are exploring the possibility of an additional tax.
2. Sonoma County/City Solid Waste Advisory Group (Stafford)
Vice Mayor Stafford reported the County has received permits to keep the landfill
open and have agreed on landfill liner type. There will be no meeting this month and
probably none next month.
3. Health Action Committee 6/1 (Ahanotu)
Council Member Ahanotu reported on five committee goals.
4. Successor Agency Oversight Board 6/4 (Mackenzie)
Mayor Mackenzie reported the Board readopted the ROPS and inquired when the
Council could expect the City's response to the Department of Finance.
C. Other Reports
10. COMMUNICATIONS
Mayor Mackenzie wrote a letter regarding the inadequate signage on Highway 101 recognizing
the existence of the City ofRobnert Park.
Council Member Callinan mentioned Robnert Park's 50th anniversary banners are going up
around town. Anyone wishing to volunteer should attend a 5 pm meeting at the Community
CenterJune 13.
Vice Mayor Stafford stated she appreciated the Mayor writing a letter to Cal Trans regarding the
lack of Highway 101 signage for Robnert Park.

Mayor Mackenzie supports investigating the sharing of services between Cotati and Rohnert
Park.
