2008/01/08 City Council Resolution 2008-06RESOLUTION NO. 2008-06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING JOB DESCRIPTION AND SALARY RANGE FOR FIRE MARSHAL AND RECLASSIFYING AN EXISTING FIRE INSPECTOR POSITION TO FIRE MARSHAL WHEREAS, over the next 5 -7 years, there will be a marked increase in the new construction and build out of the Specific Plan areas in Rohnert Park; and WHEREAS, the building and fire code regulations governing new construction and specific plan build out are very complex and highly technical in nature; and WHEREAS, the Public Safety Department has determined that a Fire Marshal position would have the necessary technical training and ability to interpret and enforce complex building, fire and life safety codes, while managing on -going business inspections and fire education programs; and WHEREAS, given the complexity of the Public Safety Department's organization and concept, the Department recommends reclassification of an existing Fire Inspector Specialty Assignment position as a permanent Fire Marshal position; and WHEREAS, staff has conducted a classification study and developed a draft job description; and WHEREAS, staff has conducted a salary survey and recommends that the Fire Marshal classification be placed at the following salary range and rate: Position Range Monthly Fire Marshal 89S $6054 -$7347 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that the attached job description and salary range for Fire Marshal is hereby approved and the City Manager (Personnel Officer) is authorized to reclassify an existing Fire Inspector position to Fire Marshal. AYE MACKENZIE: AYE AYES: (5) NOES: (0) ABSENT: (0) ABSTAIN: (0) FIRE MARSHAL DEFINITION The fundamental reason for the existence of this classification is to perform responsible supervision, technical and administrative work by managing, developing, directing and supervising the Fire Prevention Bureau within the Fire Division of Public Safety and to provide highly responsible and technical staff assistance to the Fire Commander /Lieutenant. DISTINGUISHING CHARACTERISTICS Fire Marshal is a single sworn position classification in the Public Safety Department -Fire Division. Under the general direction of the Fire Commander / Lieutenant, the Fire Marshal exercises considerable independent judgment in the management and operation of the Fire Prevention Bureau, whose activities encompass fire safety, public education, fire cause and arson investigation, building and construction inspections and plan checks for compliance with fire codes and ordinances, and weed, rubbish and trash abatement. SUPERVISION RECEIVED AND EXERCISED General direction is provided by the Fire Commander / Lieutenant. Responsibilities include the direct supervision of Public Safety Officers assigned as Fire Inspectors and non -sworn professional administrative support staff assigned to the Fire Division. ESSENTIAL DUTIES The following duties are considered essential for this job classification: Manage and administer a comprehensive fire prevention program; supervise, train and evaluate assigned staff; prepare and administer Bureau budget; inspect buildings and facilities; assist in the development and implementation of policies, goals, objectives, and priorities; develop and implement procedures and practices for providing public fire safety education; review plans, conduct inspections, and investigate fire causes and arson cases; abate fire hazards; coordinate the activities of the Fire Prevention Bureau with other programs of the Fire Division; make presentations before the City Council, City commissions, boards, and committees on fire prevention matters, as necessary; meet with architects, engineers, contractors, and others involved in development and construction activities which affect the City's fire prevention program; coordinate fire prevention activities of engine companies; conduct field inspections of construction projects as necessary; evaluate existing fire safety conditions and enforce federal, state, and local codes applicable to fire safety; coordinate activities with other City departments as necessary; recommend policies, procedures, and ordinance revisions as necessary; develop and maintain a variety of records and reports; develop financial and budgetary plans; supervise and participate in the conduct of fire loss investigations; determine the origin, cause, and loss value of fire incidents; collect evidence and participate in prosecution activities as required; give public presentations; make comprehensive, technical plan checks of proposed projects to determine fire safety conditions and needs; perform related duties as assigned. In addition to the essential duties listed above, the Fire Marshal may also perform the following; may be assigned to an engine when staffing needs dictate. QUALIFICATIONS KNOWLEDGE Principles, methods, and practices of modern fire prevention, public education, fire suppression, emergency medical, rescue and hazardous materials activities; investigation techniques; applicable local, state, and federal codes and regulations, including rules of evidence, search, seizure, and arrest; mechanical, chemical, and related characteristics for a wide variety of flammable and explosive materials and hazardous substances; principles and practices of organization, administration, budgeting, and personnel management. ABILITY Plan, organize, evaluate and participate in a comprehensive fire prevention management program; investigate fires and determine their origin and cause; prepare and maintain a variety of records and reports; communicate effectively orally and in writing; make effective presentations to groups; comprehend and make inferences from written material; produce written documents with clearly organized thoughts using proper sentence construction, punctuation and grammar; read and interpret construction plans and specifications; develop and implement policies and procedures; represent the Fire Division when meeting with contractors, engineers, and developers and in public meetings; work cooperatively with others; supervise, train, and evaluate assigned subordinates. EXPERIENCE AND EDUCATION Any combination of experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience — Equivalent of three years of broad and increasingly responsible fire prevention experience, including management and supervisory responsibilities, to demonstrate possession of the knowledge, skills, and abilities listed above;. Education — Course work from an accredited college with major work in fire science, fire administration, business administration, engineering, or other related field is desirable. LICENSE OR CERTIFICATE This classification requires the use of a personal or City vehicle while conducting City business. In order to drive, individuals must be physically capable of operating the vehicles safely and must possess a valid Class C California motor vehicle operator's license with Class B with air brakes and tanks endorsement. Completion of course requirements for CA State Board of Fire Services certification as a Fire Prevention Officer I; Fire Prevention Officer II and Fire Investigation Officer 1. Possess a PC -832 Certificate. WORKING CONDITIONS The incumbent in this classification is expected to communicate orally face -to- face, in a group setting, or on the telephone. In order to develop reports and to communicate with others via e-mail, the incumbent must be able to enter data into a terminal, personal computer or keyboard device and operate office equipment requiring repetitive arm /hand movements. When working in the office, the incumbent sits for extended periods of time with the ability to change positions. Job site inspection of fire assemblies and appliances, fire scene review of safety standards and /or operations, and review of test data for products require the incumbent to observe or monitor people, objects and data to assure compliance with safety regulations. In order to review hazardous materials symbols, wiring colors and burn patterns, incumbents must be able to discriminate among colors and shades of color. The incumbent must have hearing sufficient to test alarms and other auditory devices. When driving Code 3, the incumbent coordinates the movement of more than one limb simultaneously in order to drive, adjust the siren control and operate the radio. At a fire scene and during construction inspections, the incumbent occasionally works at heights greater than 10 feet; climbs ladders or steps to reach objects; uses stomach and lower back muscles to support the body repeatedly or continually over time; and walks over rough, uneven or rocky surfaces. Responding to emergency incidents requires the incumbent to stand and walk for extended periods of time unable to rest at will; work in and be exposed to a variety of weather conditions and tolerate very hot and very cold temperatures; bend and stoop repeatedly and continually over time; lift and use arms above shoulder level; move objects weighing up to 50 pounds over short and long distances; wear a self- contained breathing apparatus; move debris, dirt or other materials using a shovel or similar tool; and work in small, cramped areas. This position is subject to recall after hours for fire investigations.
