Present: Jake Mackenzie, Mayor Pam Stafford, Vice Mayor Amy Ahanotu, Council Member Gina Belforte, Council Member Absent: Joseph T. Callinan, Council Member Staff present: City Manager Gonzalez, City Attorney Kenyon, City Clerk Currie, Director of Public Safety Masterson, Director of Development Services & City Engineer Jenkins, Director of Finance Orme, Planning Manager Ponton, and Director of Public Works and Community Services McArthur. 2. PLEDGE OF ALLEGIANCE Led by City Attorney Kenyon. 3. PRESENTATION A. Proclamation recognizing Robert O'Dell for outstanding community service Mayor Mackenzie read and presented the proclamation and Robert O'Dell received it. B. Certificate of Recognition for City of Rohnert Park City Employees for Completion of the Local Leaders Academy City Manager Gonzalez introduced the item. Mayor Mackenzie read and presented the certificates. Present to receive their certificates were Ellen Beardsley, Christine Giordano, Kelly Koffler, Jerrod Marshall, Rick Pedroncelli, David Rowley, Angie Smith, Theresa Smith, Raquel Kilmartin, and Eydie Tacata. CITY MANAGER / CITY ATTORNEY / DEPARTMENT HEAD BRIEFINGS A. Department of Public Safety- Bike Rodeo August 10,2012 and 4th of July Activities Report Director of Public Safety Masterson provided a description ofthe second annual Bike Rodeo and an overview of the July 4th calls for service. B. Department of Development Services-Upcoming Construction Projects Director of Development Services & City Engineer Jenkins provided a briefing on the following projects: Copeland Creek bike trail reconstruction, Arlen Drive street paving from Commerce to Adrian Drive, East Cotati Avenue street paving from Snyder Lane to SSU; pedestrian access ramps along Commerce, traffic signal installation at Rancho Verde Mobile Home Park, and finishing the water/sewer work in the area of Alta Avenue and Almond. 5. ACTUARIAL VALUATION AS OF JULY 1,2011 FOR FISCAL YEARS 2012/13 AND 2013/14 GASB 45 INFORMATION (RETIREE MEDICAL) Finance Director Onne and Mari]yn Oliver, Bartel Associates, presented the item. Recommended Action: Review and receive the Actuarial Valuation as of Ju]y 1,20]] for Fiscal Years 20]2/13 and 2013/14. ACTION: Moved/seconded (Stafford/Ahanotu) to receIve report. Motion carried 4-0-] (Callinan absent). As an exercise, Council directed staff to see what the numbers will look like if the medical costs assumption was increased and the investment assumption was decreased on a short-term basis. 8. REVIEW THE ANNUAL REPORT ON THE STATUS OF THE GENERAL PLAN CALENDAR YEAR 2011, AND DIRECT STAFF TO FORWARD THE ANNUAL REPORT TO THE STATE OFFICE OF PLANNING AND RESEARCH AND THE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT PER GOVERNMENT CODE ~ 65400 Planning and Building Manager Ponton presented the item. Recommended Action: review the Annual Report on the status of the General Plan calendar year 2011, and direct staff to forward the Annual Report to the State Office of Planning and Research and the Department of Housing and Community Development. REVIEW AND APPROVE DESIGN AND LOCATION RECOMMENDATIONS OF THE ECONOMIC DEVELOPMENT COMMITTEE FOR WAY FINDING SIGN PROGRAM ALONG ROHNERT PARK EXPRESSWAY AND COMMERCE BOULEVARD Planning & Building Manager Ponton and Andrea Rodriquez-Jereb, Sonoma State University Special Events Manager, presented the item. Recommended Action: Review and approve design and location recommendations of the Economic Development Committee for Way Finding Sign Program along Rohnert Park Expressway and Commerce Boulevard and adopt Resolution 20] 2-92 approving a Way Finding Program. ACTION: Moved/seconded (Belforte/Ahanotu) Approving design and location recommendations of the Economic Development Committee for Way Finding Sign Program along Rohnert Park Expressway and Commerce Boulevard and adopt Resolution 2012-92 approving a Way Finding Program. Motion amended to include the addition of language regarding proportion a] funding by Sonoma State be added to the Resolution. The City Attorney will provide the language. Motion carried 4-0-1 (Callinan absent). 10. STANDING COMMITTEE / LIAISON REPORTS A. Standing Committee Reports 1. Waste and Recycling, 7/17 (AA/PS) Vice Mayor Stafford reported they will meet in less than two weeks. Sonoma County Waste Management Agency wants to make a presentation to City Council regarding single use carry out bags. Consensus of the Council was that the Committee should have a recommendation along with their presentation so action can be taken. 2. Economic Development, 7/12 (GB/JC) No report. See Item 9, regarding the Way Finding Program. B. Liaison Reports 1. Sonoma County Waste Management Agency, 7/18 (McArthur) Director of Public Works and Community Services McArthur reported the Agency will not meet in August. The Agency continues to discuss single use plastic bags and discussed a new oil filter recycling station at Spud Point Marina. 2. Library Advisory Board, 7/17 (AA) Council Member Ahanotu reported the Board discussed increasing fees and encouraged the community to discuss this with their libraries before they approved. 3. Chamber of Commerce, 7/17 (PS) Vice Mayor Stafford reported the new Board president is Rita Partika and membership was discussed. Other Reports Vice Mayor Stafford reported the Golf Course Committee is pleased with the condition of the golf course, they have a list of capital improvements, and that marketing has been successful. Mayor Mackenzie spoke about the 50th Anniversary party, September] 5,2012, and special invitees such as Mayors, Council Members, Board of Supervisors, and those involved with the founding of Rohnert Park. Councilmember Ahanotu reported that donations continue to be sought to finance fireworks for the 50th Anniversary Celebration. Ahanotu expressed concern over traffic impacts to Rohnert Park with the opening of the Sonoma State's Green Music Center and suggested the Economic Development Committee be in communication with them. Mayor Mackenzie asked City Manager Gonzalez to coordinate the traffic issue and report to Council. The City Manager said Director of Public Safety Masterson has been in contact with Sonoma State and is hopeful for a meeting to discuss the impacts. A traffic mitigation plan will be presented to City Council. Consensus of the Council was to wait until they receive the report and then decide if something needs to be referred to the Committee. Council Member Belforte and Vice Mayor Stafford attended the Senior Center BBQ fundraiser. Vice Mayor Stafford attended the Kitchen Kut-Ups performance at the Spreckels Performing Arts Center. 11. COMMUNICATIONS 12. MATTERS FROM/FOR COUNCIL A. Schedule study session for central Rohnert Park development (State Farm/SMART) City Manager Gonzalez proposed scheduling a study session to discuss the PDA and grant requirements and City Council's vision of the area. The study session will be part of the September 11,2012, regular Council meeting. 13. PUBLIC COMMENTS None. Disclosure of potential conflict on the Closed Session Item: Council Members Ahanotu, Belforte, Callinan, and Vice Mayor Stafford have a potential, conflict of interest because they reside within 500 feet of the golf course. Pursuant to the rule of necessity to establish a quorum, there was a random selection process September 13,2011 where Belforte and Stafford were selected to participate. Ahanotu left the Council Meeting at 8:09 pm and Callinan was absent. 14. CLOSED SESSION A. Recess to Closed Session at 8:09 pm in Conference Room 2A to Consider: 1.
