A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING AND APPROVING TASK ORDER NO. 2007-09 WITH
WINZLER & KELLY CONSULTING ENGINEERS FOR PROFESSIONAL SERVICES FOR
ENVIRONMENTAL CLEANUP OF CORPORATION YARD (600 Enterprise Drive):
SOIL INVESTIGATION AND PERFORMANCE OF
COMPLIANCE GROUNDWATER SAMPLING
WHEREAS, on January 10, 2003, the City approved the letter proposal with Winzler & Kelly
Consulting Engineers for the Corporation Yard Underground Storage Tank (UST) Investigation;
WHEREAS, on October 28, 2003, the City Council approved Resolution No. 2003 -260 which
approved Amendment #1 to the letter proposal and provided for the installation of two new monitoring
wells in order to close the tank removal site in accordance with County of Sonoma requirements;
WHEREAS, on September 14, 2004, the City Council approved Resolution No. 2004 -244
approving Winzler & Kelly Task Order No. 2004 -16 for the destruction of wells; groundwater
monitoring, sampling and reporting; water characterization and disposal; and preparation of State Fund
reimbursement package for submittal;
WHEREAS, Resolution No. 2006 -87 was adopted by City Council on March 28, 2006,
authorizing Task Order No. 2006 -04 with Winzler & Kelly to conduct soils investigations and prepare a
Corrective Action Plan and Remedial Action Plan;
WHEREAS, the City now requires additional professional services for environmental clean up
of the Corporation Yard Underground Storage Tank, specifically soil investigation and performance of
compliance groundwater sampling required by the Sonoma County Department of Health Services -
Environmental Health Division and the North Coast Regional Water Quality Board; and
WHEREAS, Winzler & Kelly Consulting Engineers is qualified to perform such work.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park
that it does hereby authorize and approve Task Order No. 2007 -09 by and between Winzler & Kelly, a
California Corporation, and the City of Rohnert Park, a municipal corporation, for Environmental
Cleanup of the Corporation Yard: Soil Investigation and Performance of Compliance Groundwater
Sampling for an amount not to exceed $67,174.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed to
execute this Task Order in substantially similar form to the attached Task Order for and on behalf of the
City of Rohnert Park.

SECTION 1— PURPOSE
The purpose of Task Order No. 2007 -09 is to authorize and direct Winzler & Kelly to proceed
with_ the work specified in Section 2 below in accordance with the provisions . of the AGREEMENT
between the City of Rohnert Park ( "City ") and Winzler & Kelly ( "Consultant ") hereto- dated July 25,
2606.
SECTION 2 — SCOPE. OF WORK
The items authorized by this Task Order are presented in Attachment A— Scope of Services.
SECTION 3 - COMPENSATION AND PAYMENT
Compensation shall be as provided in the AGREEMENT between the parties hereto referenced in
SECTION i above - Jhe total cost for services as set forth in SECTION '2 shall be actual costs (time and
materials) based on Consultants' standard labor charge in accordance with the provisions of the
AGREEMENT shown in Attachment B for an estimated_ fee of $67,174.
SECTION 4 - TIME OF PERFORMANCE
The work described in SECTION 2 shall be completed by December 2008 or as extended by the
City Manager.
SECTION 5 — ITEMS AND CONDITIONS
All items and conditions contained in the AGREEMENT for professional services between City
and Consultant are incorporated by reference.

SCOPE OF SERVICES
ENVIRONMENTAL CLEANUP OF CORPORATION YARD: SOIL INVESTIGATION AND
PERFORMANCE OF COMPLIANCE GROUNDWATER SAMPLING
1. General Description and Background
The items authorized by this Task Order are to conduct required routine groundwater monitoring
and sampling activities associated with the former underground storage tank (UST) that was located
in the City's Corporation Yard located at 600 Enterprise Drive. This work is required by the
Sonoma County Department of Health Services- Environmental Health Division's (SCDHS -EHD)
and the North Coast Regional Water Quality Control Board (NCRWQCB) and an annual budget is
required by the State UST Cleanup Fund, for which the City is being reimbursed for costs
associated.with the environmental cleanup.
The work performed for this Task Order will keep the City in compliance with the - SCDHS -EHD
and the NCRWQCB while the Remedial Action Plan is being reviewed and pending approval by the
SCDHS -EHD. The estimated cost for this work is $67,174 and is reimbursable from the State UST
Cleanup Fund except for the claim preparation, which has a limit of $5,000 per site.
2. Project Tasks
The Scope of Services to stay .in compliance and enabling the City to proceed with the
environmental clean up of the Corporation Yard site is presented below.
Task 1— Quarterly Groundwater Sampling Events
Perform five (5) quarterly groundwater monitoring and sampling events (4t` quarter 2007 through
4t` quarter 2008) for six (6) monitoring wells (MW -4 through MW -9) and two proposed monitoring
wells (MW -10 and MW -11) for a total of eight (8) monitoring wells. Task includes collecting field
measurements for pH, temperature, conductivity, dissolved oxygen, and oxidation reduction
potential prior to purging and sampling the wells for the purpose of evaluating aerobic degradation
activity. Task also includes sampling and profiling the purge water for disposal from the site.
Task 2 — Annual Reports
Prepare two (2) annual monitoring and sampling reports to summarize groundwater monitoring for
the hydrologic year completed. This will include potentiometric maps, iso- concentration maps,
groundwater contaminant trend graphs, conclusions, recommendations, and planned site activities.
Task 3 — Quarterly Monitoring Reports
Prepare three (3) groundwater monitoring and sampling reports for the lst, 2nd, and 3rd Quarters of
2008. Reports will summarize the analytical data, include a contour map, a contaminant TPH-
G/Benzene/MTBE concentration map, conclusions, and planned. site activities.
Task 4 — Quarterly Groundwater (Purge Water) Disposal
Profile and coordinate the disposal of the quarterly purge water generated from the five (5)
monitoring and sampling events. Meet with the disposal company on -site during pickup.
Task 5 — State UST Cleanup. Fund Reimbursement Numbers 7 a.d 8
Prepare and submit the State UST Cleanup Fund reimbursement numbers 7 and 8 for the corrective
actions conducted at the site. Winzler & Kelly will need the assistance of the City of Rohnert Park
in providing the necessary backup and cancelled checks that are required. Additional
reimbursements will be prepared (if directed) for similar costs described below. '
Task 6 — Install, Develop, and Survey Two. Monitoring Welts
Drill and install two monitoring wells to�complete the necessary monitoring well network to
monitor the natural attenuation of the residual hydrocarbons in the groundwater. Soil samples will
be collected every 5 feet as required and select samples submitted to the laboratory for analyses. A
lithology log of the subsurface soils will be prepared. After installation activities, the two new wells
will be properly developed. Development water and soils.generated from these activities will be
contained in DOT drums pending disposal.
Task 7 — Prepare a Well Installation Report
Prepare a well installation report documenting the findings and analytical results from the
installation of the two new wells. Include all necessary figures, tables, and attachments to fully
document the installation activities as required.
Task 8 — Prepare a Letter to Postpone the Implementation of the RAP and a Letter to the
State UST Cleanup Fund for Pre - Approval
Prepare a document to postpone the implementation of the approved RAP based on the current
groundwater concentrations. Request concurrence or a directive to implement the RAP. If the
SCDHS -EHD directs the implementation of the RAP, prepare and submit a letter to the State UST
Cleanup Fund for pre- approval status.
3. Schedule
The anticipated schedule is shown in the table below. This schedule is dependent upon receiving
timely lead agency approval on environmental submittals:

4. Fee
The work described above will be completed on a time and materials basis for a not -to- exceed
budget of $67, 174. Direct costs are to cover project expenses including office consumables and
expenses. The estimated costs associated with performing each task are summarized in Attachment
B. Any additional services not included in this Scope of Services will be performed only after
receiving written authorization from the City and a corresponding budget augmentation. Please note
that the rates for field surveys will be performed at Prevailing Wage rates according to California
State Law.

distribution map, conclusions, and a planned activities section.
4 Purge Water Disposal (5 Events)
Profile and coordinate the disposal of the purge water generated from the quarterly monitoring
and sampling events; meet the disposal company at the site during pickup.
5 Prepare State UST Cleanup Fund Reimbursement Nos. 7 and 8
Prepare and submit two reimbursements (Numbers 7 and 8) to the State UST Cleanup Fund.
Winzler & Kelly will need the assistance of the City of Rohnert Park in providing the necessary
back -up and cancelled checks that are required. Additional reimbursements and follow -up to the
State UST Cleanup Fund will be prepared (if directed) for similar costs described below.
6 Install, Develop, and Survey Two Monitoring Wells
Drill and install two monitoring wells to a max depth of 30 feet to complete the groundwater
monitoring network. Conduct a site visit to mark site for USA. Solicit bids and coordinate with a
licensed drilling company to perform the work. During drilling activities, collect samples every 5
feet and at lithologic changes and document the lithology encountered, prepare boring logs,
prepare soil samples collected, drummed drill cuttings and sample for disposal profiling. After
installation, perform well development activities and contain purge water in drums. Survey each
new well in accordance with the State requirements and forward data to the GeoTracker database.

7 Prepare Well Installation Report
Prepare a Well Installation_ Report documenting the installation and findings during the drilling of
the two monitoring wells. The report will include a updated site map with the locations of the new
wells, soil concentration map, and include all of the well installation and development field data
sheets.
g Prepare Letter to Postpone Implementation of the RAP and letter to State UST Fund for
Prepare a document to postpone the implementation of the RAP based on the recent and
continuing declining dissolve concentrations. Prepare and submit a historical table summarizing
analytical data, graphical plots to illustrate the site declining trends, and a site map with the
locations of two proposed monitoring wells to complete the monitoring well network. Discuss
approach with client prior to document preparation and submittal. Based on the SCDHS -EHD
response, prepare a letter to the State Fund for pre- approval of remedial system installation costs
prior to implementation of the RAP.

PROJECT: City of Rohnert Park Corporation Yard
TASK 6: Install, Develop, and Survey Two Monitoring Wells
Drill and install two monitoring wells to a max depth of 30 feet to complete the groundwater monitoring network. Conduct a site
visit to mark site for USA. Solicit bids and coordinate with a licensed drilling company to perform the work. During drilling
activities, collect samples every 5 feet and at lithoiogic changes and document the lithology encountered, prepare boring logs,
prepare soil samples collected, drummed drill cuttings and sample for disposal profiling. After_ installation, perform well
development activities and contain purge water in drums. Survey each new well in accordance with the State requirements and
forward data to the GeoTracker database.

TASK 8: Prepare Letter to Postpone Implementation of the RAP and
letter to State UST Fund for Pre - Approval
Prepare a document to postpone the implementation of the RAP based on the recent and continuing declining dissolve
concentrations. Prepare and submit a historical table summarizing analytical data, graphical plots to illustrate the site declining
trends, and a site map with the locations of two proposed monitoring wells to complete the monitoring well network. Discuss
approach with client prior to document preparation and submittal. Based on the SCDHS -EHD response, prepare a letter to the
State Fund for pre- approval of remedial system installation costs prior to implementation of the RAP.
