A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
ESTABLISHING A SEWER LATERAL REPLACEMENT GRANT PROGRAM IN
THE CITY OF ROHNERT PARK
WHEREAS, on August 14, 2007 the City Council of the City of Rohnert Park (City
Council) adopted the sewer Ordinance No. 789, which made modifications to Chapters 13.08
through 13.32 of the Municipal Code to facilitate the proper maintenance of sewer laterals;
WHEREAS, private laterals within areas of the City are known to cause issues with
increased inflow and infiltration;
WHEREAS, Ordinance No. 789 also added Chap. 13.26.070, Property Owner Assistance
Program to the Rohnert Park Municipal Code, which states that the City may "by resolution,
prescribe a program by which the City shall offer to perform all or a portion of building lateral
repair work or contribute toward the cost of the work ";.and
WHEREAS, the City Council finds and determines as follows:
A. The use of public funds for sewer lateral repair and replacement will benefit the City by
the reduction of inflow and infiltration.
B. This program benefits the sewer system and sewer customers by reducing demand on the
capacity of the sewer system, reducing treatment costs and reducing, capital expansion
expenditures, preserving substantial investment in infrastructure.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rohnert
Park that:
A. The City will implement a Sewer Lateral Replacement Grant Program to help address the
issue of inflow and infiltration in private laterals.
B. The Sewer Lateral Replacement Grant Program is the mechanism by which the City will
provide incentives in the form of grants from the sewer fund, to homeowners to
voluntarily replace their entire sewer lateral.
C. The City will further contribute to the cost of the voluntary sewer lateral replacement by
using funds from the sewer fund to pay for permits and inspections associated with the
work.
D. Amount of Grant. The Sewer Lateral Replacement Grant Program will provide eligible
applicants with a maximum of $4,000 for replacement of their entire sewer lateral and the
City will pay for permitting associated with the work. Funds for the program will come
from the sewer fund.
E. Eligibility. To be eligible the sewer lateral must be from a residence (one -, two -, three- or
four -unit home) and connected to a City sewer. Sewer laterals over 35 years in age are
eligible for funding assistance. A sewer lateral that is less than 35 years in age may
qualify for the grant program if video inspection reveals repair needs.
F. Administrative Changes. Administrative changes to the Sewer Lateral Replacement
Grant Program can be made by the City Engineer.
