2008/06/10 City Council Resolution 2008-84RESOLUTION NO. 2008-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK -- APPROVING JOB DESCRIPTION AND SALARY RANGE FOR SUPERVISING MAINTENANCE WORKER AND AUTHORIZING RECRUITMENT FOR THE POSITION WHEREAS, staff has proposed a revised organizational structure for the Department of Public Works; WHEREAS, within this revised organizational structure, first - line supervision of maintenance workers is required to efficiently and effectively serve the public; WHEREAS, staff has determined that the job description for the former first -line supervisor position in Public Works, Maintenance Supervisor, is obsolete; WHEREAS, staff has developed a Supervising Maintenance Worker job description describing appropriate duties for a first -line supervisor in the revised organizational structure; and WHEREAS, the City Manager recommends the position of Supervising Maintenance Worker be designated as a miscellaneous employee represented by the Service Employees' International Union (SE1U) Local 1021 Maintenance Workers, report to the Public Works Manager or his designee, and be placed at the following salary range and rate: Position Range Monthly Salary Supervising Maintenance Worker 79W $4,867 - $5,915 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert Park approves the job description and salary range for Supervising Maintenance Worker, and that the City Manager (Personnel Officer) or designee is authorized to recruit for the position. BE IT FURTHER RESOLVED that the position of Maintenance Supervisor is obsolete and may be removed from the salary schedule. CITY OF ROHNERT PARK City of Rohnert Park SUPERVISING MAINTENANCE WORKER DEFINITION Supervises a variety of activities and functions related to the maintenance of the City's facilities and infrastructure; performs other duties as required. DISTINGUISHING CHARACTERISTICS The Supervising Maintenance Worker class is the most advanced journey -level class in the City's Department of Public Works. The class is distinguished from the Maintenance Worker II by requiring greater initiative, judgment, responsibility, autonomy and discretion relevant to the planning and completion of a wide variety of maintenance and operational activities. Although the incumbent in this position has day -to -day responsibility for assigned projects, the position differs from the Superintendent by the lack of overall responsibility for division operations. SUPERVISION RECEIVED AND EXERCISED Supervisory responsibilities entail daily supervision over assigned maintenance personnel under the direction of the Public Works Superintendent, Public Works Manager, and /or Director of Public Works. ESSENTIAL DUTIES (These duties are a representative sample; position assignments may vary.) • Supervises and plans work schedules; selects, trains, and monitors work performance of assigned personnel; evaluates and completes performance appraisals for personnel in assigned division. • Responds to citizens' questions, concerns, complaints, and claims with the intent to provide reasonable and responsible corrective action. • Attends meetings, seminars, demonstrations, conventions, and trainings. • Monitors and assists with the division's budget by researching and making recommendations; determines and approves budget expenditures; collects data; organizes material; may authorize payment of division invoices and expenditures; prepares purchase orders; orders division's supplies and materials; writes work orders and equipment repair requests; completes relevant department forms and reports; uses a computer to assist with the logging and /or tracking of daily work assignments; maintains other work - related records as needed. • Operates and /or drives a variety of light and heavy equipment, including but not limited to, tractors, dump trucks, backhoes, forklifts, rollers, sewer vacuum truck, boom truck, mowers, brush chipper, stump grinder, power hand tools, jack hammers, line trimmers, compactors, utility locating equipment, and chain saws. • Inspects and performs various activities and maintenance tasks related to the City's water systems including the inspection and maintainence of wells and water distribution lines and other water supply points; monitoring, maintenance and City of Rohnert Park SUPERVISING MAINTENANCE WORKER Page 2 of 5 Pages repair of pumps, generators, water meters and radio reading equipment, chlorinators, pressure reducing valves, water storage tanks and valves; locates and repairs water leaks; oversees SCADA system. • Supervises the operation and calibration of the City's telemetry system; tests for cross connections; collects water quality samples; maintains and monitors well sites throughout the City. • Oversees or performs various activities and maintenance tasks related to the City's wastewater and storm drain systems; maintains wastewater collection lines and lift stations; repair of inspection holes, access covers, and collection system pipes. • Supervises or performs a variety of construction and maintenance functions related to the development, care, and upkeep of the City's facilities and infrastructure, including but not limited to, the application of general carpentry work, painting, concrete, welding, plumbing; maintains heating, ventilation and air conditioning (HVAC) systems; and maintenance of city pools, spas and ponds. • Oversees or performs various activities including painting and repair of both interior and exterior of City buildings; may coordinate the use of equipment and procurement of materials for assigned jobs; oversees the proper application of paint and various other coatings by hand or spray; utilization of proper preparation techniques on a variety of surfaces for painting purposes; cleans and maintains of all equipment used; ensures proper use of ladders, boom lifts, and scaffolding by personnel. • Supervises, inspects and /or performs various activities and tasks related to the maintenance of City streets; special projects, including the installation and repair of street and traffic signs; painting of traffic markings on streets and curbs; safety measures for flagging traffic, traffic cone use, and application of barricades; maintenance of fences, benches, drinking fountains, sidewalks, and gutters; cleaning of litter, leaves, and tree trimmings from City streets, gutters, facilities, infrastructure, and other public rights -of -way; works with outside contractors; and manages graffiti removal. • Oversees the maintainence of park areas, including but not limited to, athletic activity areas, fields, and related facilities; coordinates the maintenance and repair of playground equipment and areas; may install, repair, and maintain irrigation and sprinkler systems; supervises the design, installation and maintenance of various landscape projects and oversees the renovation of athletic activity areas. • Ensures the proper inspection and repair of tennis and basketball courts; performs safety checks on playground equipment; ensures maintenance of bike paths, foot bridges, and creeks. • Supervises the maintenance of City trees, bushes and shrubs; removal of tree trimmings and leaves; cutting and removal of weeds; proper application of herbicides. • May perform surveying activities; reviews and comments on submitted blue prints, plans, maps, drawings and contracts; operates equipment in emergency situations. City of Rohnert Park SUPERVISING MAINTENANCE WORKER Page 3 of 5 Pages • Provides twenty -four hour standby. • Acts as Disaster Service Worker in the event of a disaster of emergency. QUALIFICATIONS Experience /Education: Sufficient experience and education to supervise the maintenance and repair activities of the City's water, sewer, storm drains, streets, construction, parks, buildings, and other facilities and infrastructure. A typical way of obtaining the required qualifications is to: • Possess the equivalent of a high school diploma or GED; and • Two years of increasingly responsible experience equivalent to or exceeding that of a Maintenance Worker II with the City of Rohnert Park Licensing and Certification Requirements: Required licenses and certifications must be kept current during employment with the City. • All Public Works' positions require the following: ➢ Valid State of California Class C driver's license required at time of appointment, i.e. date -of -hire • In addition, the following licensing, certification, and participation requirements apply: Water Division / Shift Operator - ➢ Grade 1 Water Treatment Operator Certificate issued by the State of California must be obtained during the probationary period ➢ Grade 3 Water Distribution Operator Certificate issued by the State of California must be obtained during the probationary period ➢ A valid State of California Class B driver's license prior to appointment ➢ Participation in the Department of Transportation safety sensitive drug and alcohol screening program (DOT) by end of probationary period Sewer /Storm Drain Division - ➢ Grade 1 Wastewater Collection Certificate issued by the California Water Environment Association must be obtained during the probationary period ➢ A valid State of California Class B driver's license prior to appointment ➢ Participation in the Department of Transportation safety sensitive drug and alcohol screening program (DOT) by the end of probationary period Buildings Division - ➢ Pool Certificate issued by the National Swimming Pool Foundation must be obtained during the probationary period City of Rohnert Park SUPERVISING MAINTENANCE WORKER Page 4 of 5 Pages Parks Division — ➢ Certified Playground Safety Inspector issued by the National Playground Safety Institute must be obtained during the probationary period Knowledge of: • Methods, equipment and materials used to maintain public facilities and infrastructure • Types and levels of maintenance and repair functions performed in public works operations • Landscape installation and maintenance • Irrigation system installation and maintenance • Design and maintenance of athletic areas • Installation and maintenance of playground equipment • Materials and supplies needed for completion of public works' - related projects • Occupational hazards and standard safety precautions and practices • Cal /OSHA standards • Computer programs and operation • Recordkeeping • Principles of budgeting and fiscal control • Principles of personnel selection, supervision and training • Basic principles of organization and administration Skill to: • Operate a variety of equipment, vehicles, power and hand tools • Implement innovative techniques in response to mechanical and electrical problems Ability to: • Exercise good judgment and exhibit proactive decision making skills • Take initiative to seek out work • Complete tasks and follow through with work assignments in a timely fashion; meet deadlines • Be proactive in addressing problems • Plan, organize, prioritize, assign, direct, review, and oversee the work of others • Prioritize, organize, coordinate, and follow up on projects within established timelines • Prepare and maintain records and reports with the use of computer programs • Communicate clearly and concisely, both orally and in writing, in English • Exercise sound judgment in response to operational problems • Use initiative and independent judgment within established guidelines • Establish and maintain cooperative working relationships • Provide a high standard of customer service • Demonstrate and direct others to follow safe work practices • Learn and implement new technology City of Rohnert Park SUPERVISING MAINTENANCE WORKER Page 5 of 5 Pages • Mentor and encourage employees to development their job skills and knowledge and improve work performance; implement best practices of training and supervision • Provide leadership, delegate tasks, and effectively represent the Division, Department and the City; serve as a role model for accomplishing the City's visions and goals Working Conditions: Position requires sifting, standing, walking on level and slippery surfaces; reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The use of a sense of smell and hearing is needed in detecting toxic gas and equipment problems. The ability to adequately hear the sound of vehicles when backing up as well as determine if power tools and equipment are on or off is required for safety. The position also requires both near and far vision when inspecting and overseeing crew. The need to lift, carry, and push tools, equipment, and supplies weighing up to 70 pounds is required. Additionally, the incumbent in this outdoor position works in all weather conditions including rain, heat and cold. The incumbent may use cleaning and lubricating chemicals and ingredients which would expose the employee to fumes, dust, and air contaminants which may cause eye and skin irritation. The nature of the work also requires the incumbent to climb on ladders, and work at heights or in confined spaces, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions, and often work with constant interruptions.
