2008/08/12 City Council Resolution 2008-129RESOLUTION NO. 2008-129 A RESOLUTION OF THE CITY COUNCIL OF ROHNERT PARK APPROVING JOB DESCRIPTION AND SALARY RANGE FOR DIRECTOR OF ENGINEERING SERVICES WHEREAS, staff has reviewed the workload of the Department of Engineering and has determined a need for a director in that area; and WHEREAS, for Fiscal Year 2008 -09, the proposed budget will include a department head level position for Engineering at Salary Range 100M; and WHEREAS, staff has developed a Director of Engineering Services job description; and WHEREAS, the City Manager recommends the position be designated as an exempt, miscellaneous, unrepresented employee in the Management Unit, report to the City Manager or his designee, and be placed at the following salary range and rate: Position Range Monthly Salary Director of Engineering Services 100M $9,350 — 11,364 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert Park approves the job description and salary range for Director of Engineering Services. DISTINGUISHING CHARACTERISTICS The Director of Engineering Services is expected to be knowledgeable regarding laws, codes, standards regulating municipal engineering and within these guidelines, has discretion to plan, organize and direct the City's engineering related activities. The Director of Engineering Services has responsibility for management of the Engineering Department; major development projects; regional representation on water, sewer, and. transportation committees; management, supervision, and professional engineering functions involved in the planning, construction and maintenance of the City's water system, sewer system, storm drain system, parks, streets, and building operations; may function as the City's Traffic Engineer, Superintendent of Streets, and City Engineer. SUPERVISION RECEIVED /EXERCISED Policy direction is provided by the City Council and administrative direction is provided by the City Manager. The Director of Engineering Services provides direct and indirect supervision of technical and professional staff. Provides administrative oversight of engineering and consultants. ESSENTIAL DUTIES Plans, organizes, supervises, coordinates and performs professional engineering work in the design and construction of streets, sidewalks, sewer and water lines, flood control projects, groundwater and aqueduct systems, traffic signals and circulation, and related public works projects. Implements development - related impact fees, financing programs, and capacity charges. Supervises, trains, and evaluates the performance of engineering and construction inspection support staff. City of Rohnert Park Director of Engineering -jervices Page 2 of 4 Represents City in legal proceedings, settlement negotiations, arbitrations, mediations and depositions. Reviews legal briefs, pleadings, motions for factual accuracy and attests to such. Handles all general and specialized engineering services, including contracts with state and federal transportation agencies. Reviews and comments on specific plans, environmental impact reports, water supply assessments, development proposals, development agreements, and preliminary plans. Prepares annual operating budget requests and controls expenditures. Provides professional civil engineering consultation to the City Council and City Manager regarding public works, building and engineering activities. Prepares agenda items and resolutions. Represents the City and serves as liaison to committees, boards, commissions and other governmental agencies Researches, analyzes, recommends policy approaches, and communicates with legislative staff regarding legislation. Formulates, implements, and evaluates department operating policies and procedures. Supervises, reviews, and maintains maps, site plans and other records related to buildings, development, and city infrastructure. Oversees, prepares, and reviews plans, specifications and bid proposals for public works projects. Supervises the proper inspection of public works construction projects. Oversees the preparation of and prepares a variety of reports and studies. Meets with individuals and community organizations concerning the engineering functions. Responds to inquiries and complaints regarding engineering functions. May serve as the City Traffic Engineer, Superintendent of Streets, and City Engineer. City of Rohnert Park Director of Engineering services Page 3 of 4 Serves as a disaster service worker during emergencies; is part of the management team for the Emergency Operations Center. QUALIFICATIONS Experience /Education /Training Sufficient experience, education, and training in civil engineering activities to direct, manage, and perform the City's engineering functions in an efficient and cost - effective manner. A typical way of obtaining the required qualifications is: 1) possession of the equivalent of a Bachelor's Degree in Civil Engineering or a closely - related field from an accredited college or university and 2) five years experience related to professional civil engineering involving the design and construction of public works projects including at least two years in a management or supervisory capacity. A Master's degree in civil engineering, public administration, or business administration is highly desirable but not required. Experience dealing with transportation issues is highly desirable. License /Certification Possession of a Class C California Driver's License by date of appointment. Possession of a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. Knowledge /Skill /Ability Comprehensive knowledge of civil engineering design and construction principles and practices as applied to public works projects and building construction; methods of preparing designs, plans, specifications, estimates, and acquiring funding for the development of public works facilities and building construction; design and legal requirements of water and wastewater systems; transportation issues; principles of supervision, training, and management; principles of public financing, contracting, and budgeting; local, state, and federal laws and regulations impacting public infrastructure and transportation issues. Skill using industry standard software applications, as well as learning and utilizing new technology. Ability to plan, organize, direct, coordinate, perform and evaluate the engineering functions of the City; provide supervision and training to assigned staff; formulate, evaluate, and make recommendations on policies and procedures affecting the City's engineering services; perform comprehensive professional engineering review in the development of designs, plans, drawings, and specifications for public works, building construction, and alteration projects; prepare annual budget requests and control City of Rohnert Park Director of Engineering .,ervices Page 4 of 4 expenditures; administer and track contracts and projects; provide clear, concise, and professionally sound consultation to the City Council, City Manager, and other interested parties on public works, building and engineering issues; prepare comprehensive and concise technical reports; prepare grant applications and administer grant programs; make effective public presentations; communicate professionally and effectively with members of the public, the development community, and staff of other public agencies. Working Conditions Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. It requires grasping, repetitive hand movement, and fine coordination in preparing and reviewing construction plans, statistical reports and data, and using a computer key board. Additionally, the position requires near, far, and color vision in reading reports, reviewing plans and blueprints, and using the computer. Hearing and speaking is required in communicating with individuals and groups. When visiting constructions sites, the incumbent may be required to walk on uneven and slippery surfaces, be exposed to all weather conditions, dust and pollen, noise, and mechanical hazards such as construction equipment.
