A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ROHNERT PARK
APPROVING THE UPDATED ENGINEERING FEE SCHEDULE
WHEREAS, Rohnert Park Municipal Code Chapter 3.32, "Cost- Recovery — Fee and
Service Charge System," provides for the establishment of a fee system to recover costs of the
City in providing certain services, products and regulatory activities;
WHEREAS, the City of Rohnert Park Engineering Department ( "Department ")
conducted a fee study in 2005 to update the Department's fee schedule, which was subsequently
approved by the City Council on January 24, 2006, and went into effect on March 26, 2006;
WHEREAS, it was recommended by the study to periodically review and update the fees
to achieve reasonable cost recovery;
WHEREAS, a fee update was approved by the City Council on February 26, 2008,
through Resolution No. 2008 -34, and the fees went into effect on April 26, 2008;
WHEREAS, certain fees updated in February 2008 did not include necessary language
to ensure adequate cost recovery of the City in providing certain Engineering Department
services and a revised Fee Schedule is necessary;
WHEREAS, no fee on the updated fee schedule shown in the attached Exhibit A exceeds
the costs reasonably borne by the Department in providing the service or enforcement of
applicable ordinances, codes and regulations for which the fee is charged;
WHEREAS, no fees are included in this updated fee schedule for the purpose of
acquiring funds for the construction of public improvements or the acquisition of equipment;
WHEREAS, the updated fee schedule was processed in the time and manner prescribed
by State and local law;
WHEREAS, on August 12, 2008, the City Council of the City of Rohnert Park reviewed
the amended fee schedule and supporting data during a scheduled public hearing at which time
interested persons had an opportunity to testify either in support of or opposition to the proposed
fees; and
WHEREAS, at the August 12, 2008, City Council meeting, upon hearing and
considering all testimony and arguments, if any, of all persons desiring to be heard, the Council
considered all the facts relating to the amended fee schedule.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROHNERT
PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Environmental Clearance. The adoption of this Resolution is statutorily
exempt from the California Environmental Quality Act under Public Resources Code Section
21080(b)(8), as the establishment and modification of charges by a public agency to meet
operating expenses.
BE IT FURTHER RESOLVED, that the City Council approves the Engineering Fee
Schedule set forth in Exhibit A, attached to and incorporated herein, and that such Fee Schedule
shall be in full force and effective sixty (60) days after its adoption.
DULY AND REGULARLY ADOPTED by the City Council of the City of Rohnert
Park this 12th day of August, 2008.

FOR ALL FEES: If outside consultant is used, the actual cost for the consultant will be passed through including a 7% administrative charge, in
addition to any City staff time and materials.
** If time and material costs rise above 1.5% of City Engineer's estimated cost of improvement, then the additional time will be billed
at the applicable hourly rates.

will be added. Further, other City management costs may be applied as they are incurred for the City Manager, City Attorney, etc.
+ Annual Blanket Encroachment Permits are intended for Public Utility company's maintenance of their respective facilities and non - excavation encroachments. New
construction and installation are required to apply for major /minor permits. Additional fees may be charged on blanket permits if staff unit times exceed that of which
the fee is based.
