A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING JOB DESCRIPTION AND SALARY RANGE FOR
ADMINISTRATIVE ANALYST AND
AUTHORIZING RECRUITMENT FOR THE POSITION
WHEREAS, staff has proposed the creation of an Analyst series with two positions,
Administrative Analyst and Management Analyst;
WHEREAS, there is a need for an Administrative Analyst in the Department of Public Works to
assume administrative duties relating to the monitoring of water quality;
WHEREAS, there is a further need for an Administrative Analyst to serve as the Safety Officer
for Public Works;
WHEREAS, staff has determined that the job description for the Water Quality Specialist is no
longer applicable and is obsolete;
WHEREAS, staff has developed an Administrative Analyst job description describing
appropriate duties; and
WHEREAS, the City Manager recommends the position of Administrative Analyst be
designated as an exempt, miscellaneous employee represented by the Rohnert Park Employees
Association (RPEA) and be placed at the following salary range and rate:

Administrative Analyst 80X $4,779 - $5,809
WHEREAS, the City Manager further recommends a position of Administrative Analyst report
to the Director of Utilities /General Services in the Department of Public Works;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert Park
approves the job description and salary range for Administrative Analyyt, and that the City Manager
(Personnel Officer) or designee is authorized to recruit for the position.
BE IT FURTHER RESOLVED that the position of Water Quality Specialist is obsolete and
may be removed from the salary schedule.
DULY AND REGULARLY ADOPTED by the City Council of the City of Rohnert Park this

ADMINISTRATIVE ANALYST
DEFINITION
Performs a variety of responsible analytical and administrative duties including
conducting research, analysis and reviews, preparation of reports, and administering
assigned areas, projects and programs; provides information and assistance to the
public on certain programs; performs other duties as required.
DISTINGUISHING CHARACTERISTICS
The Administrative Analyst is an entry-level position in the Analyst series.
Incumbents in this class perform more routine administrative analysis and research on
new and current program activities while learning City policies and procedures and
gaining specialized knowledge related to area of assignment. As experience is gained,
there is greater independence of action within established guidelines. Incumbents may
provide supervision to clerical or technical personnel. The Administrative Analyst is
distinguished from the Management An in that the latter is the lead professional
level within the series, carrying the full responsibility for developing and interpreting
citywide policies and procedures. Where the Administrative Analyst is likely to be
assigned to projects within a relatively narrow subject area, the Management Analyst is
likely to be assigned projects across a greater breadth of subject material and
responsibility.
SUPERVISION RECEIVED /EXERCISED
Direction is routinely provided by the City Manager, a Department Head, or his /her
designee. May provide supervision to assigned staff, interns, or volunteers and assist
in the oversight of contractors.
ESSENTIAL JOB FUNCTIONS
• Conducts research. and analysis of operational issues, including data collection,
analysis, and review
• Develops and monitors internal control procedures
• Monitors regulatory compliance, as appropriate
• Prepares comprehensive reports and presentation materials for City Council,
agency boards, and other public meetings, including recommendations based on
analysis of gathered data
• Drafts resolutions, ordinances, contracts, leases, agreements and other related
documents for assigned projects and areas of responsibility
• May provide support in the negotiation of contracts.
• Designs forms, databases, procedures and tracking systems as necessary,
related to assigned projects and programs
• Administers grants.and compliance to financial reporting requirements
• May write or assist in grant writing
• May represent the City to the public on matters in assigned subject area(s)

• Designs informational materials and implements public education programs for
projects in assigned areas of responsibility
• Coordinates activities with other City departments, outside agencies, and others
involved in the process; receives and responds to complaints, questions, and
requests for information from the public and others related to assigned programs
• May supervise support staff, interns, and volunteers
QUALIFICATIONS
Experience /Education/Training:
Sufficient experience, education and training in the review of public policy to perform
the duties of Administrative Analyst A typical way of obtaining the required
qualifications is to possess the equivalent of a Bachelor's Degree in Public or Business
Administration or a closely related field from an accredited college or university and two
years of increasingly responsible municipal experience in administration.
Knowledge of:
• Codes, regulations, ordinances and laws affecting City policies
• Principles, practices and methods of program management, record keeping,
data processing standards, budget preparation and administration
• Legislative process
• Public relations and education techniques and methodology
• Principles and techniques of data collection, statistical analysis, and report
preparation
Skill to:
• Type at a minimum rate of 50 net words per minute
• Utilize computer software programs
Ability to:
• Plan, organize and conduct administrative and analytical studies related to
various administrative and financial issues, problems, and operations
• Collect, compile and analyze qualitative and quantitative data
• Assist in designing, drafting, implementing and administering policies and
programs
• Prepare analyses, projections, and reports
• Use statistical, graphic and database software to analyze problems, identify
solutions and prepare recommendations, presentation materials, and reports to
City management
• Administer assigned areas of responsibility
• Make effective presentations
• Effectively represent the City with individuals, groups, and governmental
agencies
• Learn and utilize new technology
• Establish and maintain cooperative working relationships

License /Certificate:
Possession of a Class C California driver's license by date of appointment.
Working Conditions:
Position requires working in a standard office environment and involves sifting,
standing, walking, reaching, twisting, turning, kneeling, bending, and squatting in the
performance of daily activities. The position also requires grasping, repetitive hand
movement, fine coordination in writing reports and conducting financial and statistical
analysis using a computer keyboard. Additionally, the position requires near vision in
reading reports and using a computer; hearing and speaking is required when
interacting with the public and others. The incumbent often juggles multiple projects,
works under the pressure of deadlines and works around office noise and interruptions.
