RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
ADOPTING THE ROHNERT PARK BICYCLE AND PEDESTRIAN MASTER PLAN
WHEREAS, the Metropolitan Transportation Commission's Regional Transportation
Plan supports and encourages local agencies to develop comprehensive bicycle plans consistent
with the regional plan;
WHEREAS, the City of Rohnert Park has collaborated with the County of Sonoma and
the Cities of Cloverdale, Cotati, Healdsburg, Sebastopol, Sonoma, and Windsor, under the
auspices of the Sonoma County Transportation Authority to develop the comprehensive 2008
Countywide Bicycle and Pedestrian Master Plan;
WHEREAS, the purpose of the plan is to guide the development of a primary non-
motorized transportation system in Sonoma County;
WHEREAS, the Countywide Plan includes individual bicycle and pedestrian plans for
each participating agency;
WHEREAS, Rohnert Park Bicycle and Pedestrian Master Plan is considered to be
categorically exempt per the California Environmental Quality Act, pursuant to the California
Code of Regulations Title 14, Chapter 3, Section 15304 (Minor Alterations to Land) and Section
15306 (Class 6 - Information Collection), and no additional environmental review is necessary;
WHEREAS, on August 14, 2008, the Rohnert Park Planning Commission reviewed the
proposed Bicycle and Pedestrian Plan and found it to be consistent with the General Plan and
approved Reso. No. 2008 -30;
WHEREAS, the Rohnert Park Bicycle Advisory Committee has reviewed the Rohnert
Park Bicycle and Pedestrian Plan and recommends its adoption by the Rohnert Park City
Council;
WHEREAS, the Rohnert Park City Council has reviewed and conducted a public
hearing on the Rohnert Park Bicycle and Pedestrian Plan and recommends its adoption;
WHEREAS, this Bicycle and Pedestrian Master Plan is a document to guide future
actions with specific projects and goals will requiring further council approvals and funding; and
WHEREAS, the Legislature of the State of California has established a Bicycle
Transportation Account (BTA) to fund the construction of bikeway projects, and has required
local agencies requesting funds from this account to have an adopted Bicycle and Pedestrian
Master Plan as a minimum requirement for eligibility.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert
Park hereby approves and adopts the Rohnert Park Bicycle and Pedestrian Master Plan.
DULY AND REGULARLY ADOPTED by the City Council of the City of Rohnert
Park this 23rd day of September, 2008.
