2008/10/14 City Council Resolution 2008-167RESOLUTION NO. 2008 - 167 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK APPROVING JOB DESCRIPTION AND SALARY RANGE FOR HUAMN RESO UR CES AL4NA GER AND AUTHORIZING RECRUITMENT FOR THE POSITION WHEREAS, staff has identified an organizational need in Human Resources; WHEREAS, this organizational need is to address demand for services from Human Resources and to ensure regulatory compliance by the City; WHEREAS, staff has developed a Human Resources Manager job description describing appropriate duties; and WHEREAS, the City Manager recommends the position of Human Resources Manager be designated as a Confidential employee, report to the Assistant City Manager or his designee, and be placed at the following salary range and rate: Position Range Monthly Salary Human Resources Manager 94CF $7,427 — 9,027 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert Park approves the job description and salary range for Human Resources Manager and that the City Manager (Personnel Officer) or designee is authorized to recruit for the position. CITY OF ROHNERT PARK BREEZE: NO SMITH: AYE STAFFORD: AYE VIDAK- MARTINEZ: AYE MACKENZIE: AYE AYES: (4) NOES: (1) ABSENT: (0) ABSTAIN: (0) City of Rohnert Park HUMAN RESOURCES MANAGER DEFINITION Plans, organizes, manages, and directs the City's human resources services and functions including recruitment, examination and selection, classification and compensation, employment data and records, employee and labor relations, benefits administration, workers' compensation, workplace safety, legal compliance, risk management and employee training. DISTINGUISHING CHARACTERISTICS The Human Resources Manager is a single - position class responsible for the administration and coordination of the day -to -day operation of the City's human resources related programs. The incumbent is expected to work independently and to possess a wide range of knowledge regarding issues relating to human resources. The Human Resources Manager job class is distinguished from the Human Resources Analyst by having overall program responsibility rather than specific project assignments. SUPERVISION RECEIVED /EXERCISED General direction is provided by the City Manager or his /her designee. Supervisory responsibilities include the direct supervision of a Human Resources Analyst and Human Resources Technician. ESSENTIAL JOB FUNCTIONS (These duties are a representative sample; position assignments may vary.) • Formulates, recommends, interprets, and implements rules, policies, and procedures • Identifies legal requirements and government regulations affecting human resource functions, and ensures policies, .procedures, and reporting are in compliance • Directs the administration of the recruitment, examination, and selection of personnel • Maintains and administers the classification and compensation program • Directs the administration of the City's benefits programs including the California Public Employees' Retirement System (CaIPERS) program, workers' compensation, unemployment insurance, health, dental, vision, and other benefit programs • Conducts labor negotiations and implements Memorandums of Understanding and Compensation Plans • Administers and serves as a resource for the City's Safety Program including the Injury and Illness Prevention Program • Provides technical expertise and assistance to employees, supervisors, and managers on employee performance, discipline, supervision, and grievances City of Rohnert Park Human Resources Mai, jer Page 2 of 3 Pages • Investigates complaints and recommends appropriate action • Advises, confers, and counsels employees, supervisors, and managers in the handling of interpersonal relationships, conflict resolution and consensus building • Assists in the mediation and resolution of workplace conflicts • Provides employee training and development programs • Supervises the processing of personnel transactions and the maintenance of appropriate employment data and records • Directs the employee performance evaluation system • Prepares the division's annual budget and annual report • Represents the City's Human Resources Division with community groups and other governmental agencies • Performs related duties as assigned • May be assigned as a Disaster Service Worker in the event of a disaster or emergency. QUALIFICATIONS Sufficient education and /or experience to oversee the human resources function. Education and /or Experience: Positions in this class typically require: • Bachelor's Degree in Business or Public Administration or a closely - related field from an accredited college or university • Four years of increasingly responsible experience administering a personnel program(s) and supervising employees Licensing Requirements: (positions in this class typically require) • Valid California Class C Driver's License by date of appointment. Extensive knowledge of: • The modern principles, practices and methods of public human resources management • Principles and methods of supervision, public relations, recruitment, examination, job classification, pay, training, equal employment opportunity, employee relations and office management Thorough knowledge of: • Principles and practices of public administration • Federal, state and local laws and regulations affecting human resources management • Research methodology, report writing and basic statistics Working knowledge of: • Written and oral communications, including language mechanics, syntax and English composition • Volunteer management programs City of Rohnert Park . , Human Resources Mak —ger Page 3 of 3 Pages Skill to: • Use spreadsheets and word processing software packages, organizing data and materials, and preparing reports and documents Ability to: • Effectively plan, organize, direct, coordinate, administer and supervise activities and programs of a public human resources program through subordinate staff • Understand, interpret and properly apply provisions of applicable laws, ordinances, rules, regulations, memoranda of understanding and operating procedures • Analyze administrative problems to reach logical and practical conclusions and institute effective changes • Prepare and direct the preparation of comprehensive written reports and oral presentations containing alternative solutions and recommendations regarding specific resources, plans, and policies • Establish and maintain cooperative working relationships • Deal tactfully, convincingly and effectively with subordinate personnel, public officials, employees, organizations and the general public • Ensure proper compliance with Federal and State guidelines, policies, rules and regulations relating to human resources management • Develop and update departmental rules, regulations and policies • Learn and utilize new technology, i.e. specialized HR software systems WORKING CONDITIONS Position requires prolonged sifting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, stooping, and lifting in the performance of daily activities. The position also requires grasping, repetitive hand movement, fine coordination in preparing and reviewing statistical reports and data, using a computer keyboard. Additionally, the position requires near, far, and color vision in reading reports and using the computer. Hearing is required when providing phone and face -to -face customer service and participating in meetings. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.
