2007/06/26 City Council Resolution 2007-107RESOLUTION NO. 2007-107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK AUTHORIZING AND APPROVING TASK ORDER NO. 2007-03 WITH WINZLER & KELLY ENGINEERS FOR CONSTRUCTION MANAGEMENT OF THE EASTSIDE TRUNK SEWER PHASE I, PROJECT #2004 -05 WHEREAS, the City desires to construct the Eastside Trunk Sewer Phase I; WHEREAS, engineering, environmental, and construction management services are needed during construction; WHEREAS, Winzler & Kelly was selected to provide municipal engineering services including engineering support services per Resolution No. 2004 -198. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Rohnert Park that Task Order No. 2007 -03 with Winzler and Kelly Engineers for engineering, environmental, and construction support services for an amount not to exceed $462,873 is approved and the City Manager is authorized to execute the task order for such work and any amendments not to exceed ten percent of said task order. SECTION 2 — SCOPE OF WORK The items authorized by this Task Order are presented in Attachment "A" — Scope of Services. SECTION 3 — COMPENSATION AND PAYMENT Compensation shall be as provided in the AGREEMENT between the parties hereto referenced in SECTION 1 above. The total cost for services as set forth in SECTION 2 shall be actual costs (time and materials) based on Consultants' standard labor charges in accordance with the provisions of the AGREEMENT and as shown in Attachment `B" for an amount not -to- exceed $462,873. SECTION 4 — TIME OF PERFORMANCE The work described in SECTION 2 shall be completed during Fiscal Year 2007/08 or as extended by the City Manager. SECTION 5 — ITEMS AND CONDITIONS All items and conditions contained in the AGREEMENT for professional services between City and Consultant are incorporated by reference. Donley, City Manager Ted Whiton, Managing Principal ATTACHMENT "A" TASK ORDER NO. 2007-03 EASTSIDE TRUNK SEWER PROJECT — PHASE CITY PROJECT NO. 2004-05 SCOPE OF SERVICES 1. General Description and Background Phase I of the Eastside Trunk Sewer Project will install a sanitary sewer pipeline from the existing sewer pump station on J. Rodgers Lane, across Costco's parking lot, continuing south along Redwood Drive to the south side of Copeland Creek, and under Highway 101 to Commerce Boulevard, near City Hall. Phase 1I of the project will continue the pipe from Commerce Boulevard to Snyder Lane to serve the University District Specific Plan, Southeast Specific Plan, Sonoma State University, Canon Manor, Sonoma Mountain Village, J- Section, R- Section, and a portion of M- Section. The entire project is a multi -year construction project; start of construction of Phase I in 2007 will allow for better control over the timing of completion of the overall project and subsequent sewer demand coordination. The work comprises installation of approximately 5,700 feet of 42 -inch sanitary sewer main, associated manholes, vaults, junction boxes, inverted siphons, and re- vegetation. Depth of pipe varies from four feet to 25 feet and three tunnel under - crossings are required. The work will include permit requirements, mobilization, temporary utilities, protection of existing improvements, safety, project management, quality control, coordination, traffic control, demolition, abandonment, utility relocation, sewer flow bypass and control in existing sewers affected by the work, earthwork, open trench construction, temporary shoring and bracing, dewatering, AC paving, pavement markings and striping, manholes, sanitary sewers, concrete structures, tunneling, water mains, storm drains, hazardous material screening and disposal, testing, cleanup, and demobilization. 2. Project Tasks This Scope of Services is to provide Construction Management services for the Eastside Trunk Sewer Phase 1, Rohnert'Park Sewage Lift Station to Commerce Blvd. Project. Task 1.0 — Contract Administration The Construction Manager and Project Engineer will perform the following construction management services at the job site. 1.1 Pre- Construction Meeting. Conduct the pre - construction meeting, which will include the City, the design engineer, contractor, and major subcontractors. Prepare agenda and minutes for the pre - construction meeting. 1.2 Project Meetings. Conduct and document weekly, progress meetings and other special technical meetings.. Prepare agenda describing key issues, schedule status, potential change orders. Prepare minutes of the weekly meetings. 1.3 Schedule Management. Review contractor's as- planned schedule for conformance with the specifications and for reasonableness of activity duration's and sequence. Coordinate review comments by the City and our design engineer and transmit review comments to the contractor. Meet with the contractor to discuss and clarify any significant issues. Review revised schedules as required. Review work progress as compared to the as- planned schedule and notify contractor of schedule slippage. Analyze schedule to determine impact of the weather and change orders on the construction schedule. Review contractor's updates of the construction schedule which incorporates actual progress, weather delays, and change order impacts. 1.4 Maintain Project Records. Maintain project records including daily logs, inspection reports, compliance testing results, photos, measurement of quantities, schedules and correspondence. 1.5 Prepare Monthly Reports. Prepare and submit to the City a monthly progress report including construction progress summary, construction cash flow and payments, and summary logs for proposed change orders (PCO's) and change orders. 1.6 Review Monthly Progress Payments. Evaluate the monthly progress payment requests from the Contractor, negotiate differences over payment, and recommend payment to the City. 1.7 Requests for Information (RFIs) and Requests for Clarifications (RFCs). Coordinate and manage the RFI and RFC evaluation and response process. This includes; log, transmit to the design engineer for response, coordinate with design engineer on field status, track progress, review response, and transmit response to contractor. 1.8 Potential Change Orders (PCOs) and Change Orders. Coordinate and manage the change orders process, including: log, review in conjunction with design engineer and City, assist with determination of changed conditions and scope definition as needed, assist with negotiation, and incorporate change orders into the construction contract. 1.9 Coordinate Submittal and Shop Drawing Review Process. Coordinate and manage the submittal /shop drawing review process. This work includes: log, transmit to design engineer for response, coordinate with design engineer on field status, track progress, review response, and transmit response to contractor. 1.10 Permits Compliance. Monitor Contractor compliance with construction permits and CEQA. mitigation measures. Coordinate construction issues with the City of Cotati. Coordinate with design engineer for compliance. Recommend course of action to City if required measures are not being met by the Contractor. 1.11 Monitor Construction Record Drawings. Monitor construction record drawings maintained by the Contractor and inspector on a regular basis. 1.12 Claims Management. Analyze potential claims for additional compensation that are submitted during the construction period and make recommendations to resolve them. Perform claims administration, including coordination and monitoring claims response preparation, logging claims, and tracking claims status. 02056 -05024 2 Attachment "A' Task Order 2007 -03 CM — Scope of Services Task 2.0 - Field Inspection Provide a field inspection team to observe and document daily construction activities. 2.1 Field Inspection. Provide construction inspection to monitor the Contractor's work for compliance with the contract documents. 2.2 Photograph or Video Documentation. Prepare a video or photo documentation of initial site conditions prior to Contractor's commencement of construction. Provide additional photos of construction progress. 2.3 Field Changes. Document field changes to the Drawings and Specifications. 2.4 Specialty Inspection. Coordinate specialty inspection services such as structural, geotechnical, mechanical, electrical and instrumentation with specialty inspectors. 2.5 Inspection Reports. Prepare and review Daily Inspection Reports and prepare a summary Weekly Inspection Report. Task 3.0 - Geotechnical Observation and Field Survey 3.1 Geotechnical Observation. Winzler & Kelly will subcontract with DCM Engineering, the project geotechnical consultant to provide submittal review, -limited site observation of the bore and jack, microtunneling and dewatering operations. 3.2 Field Survey (Prevailing Wage). Winzler & Kelly will provide a field survey crew to confirm elevations at critical locations- bore and jack and microtunneling operations. 3.3 Office Survey. Winzler & Kelly will perform office survey calculations to support the field crew surveys. Note: Materials testing will not be provided by Winzler & Kelly. Task 4.0 - Project Completion. 4.1 Start -up. Assist with project start-up. Coordinate the start up activities with the design engineer and City staff. 4.2 Substantial Completion and Punch List. Winzler & Kelly will schedule with City and our design engineer, to conduct substantial completion inspections and issue punch lists. 4.3 Project Documents. Winzler & Kelly will provide the City with a complete set of all records of the project, indexed and properly filed, and a listing of warranties provided under the project including the items covered and the warranty duration. 4.4 Notice of Completion.
