A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING JOB DESCRIPTION AND SALARY RANGE FOR
COMMUNITY DEVELOPMENT ASSISTANT/HOUSINGAND REDEVELOPMENT AND
AUTHORIZING RECRUITMENT FOR THE POSITION
WHEREAS, staff has reviewed the workload of the Community Development
Commission and has determined a need for an additional staff support for housing and
redevelopment matters; and
WHEREAS, a full -time position of Community Development Assistant was approved by
the Community Development Commission with the adoption of its Fiscal Year 2007 -08 budget
on June 12, 2007; and
WHEREAS, staff has developed a modified version of the existing Community
Development Assistant job description describing duties specific to housing and redevelopment
issues; and
WHEREAS, the City Manager recommends the position be designated as a
miscellaneous employee represented by the Rohnert Park Employees' Association (RPEA),
report to the. Housing and Redevelopment Manager, and be placed at the following salary range
and rate:

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert
Park approves the job description and salary range for Community Development
Assistant/Housing and Redevelopment, and that the City Manager (Personnel Officer) or
designee is authorized to recruit for a Community Development Assistant/Housing and
Redevelopment.
DULY AND REGULARLY ADOPTED by the City Council of the City of Rohnert

HOUSING & REDEVELOPMENT ASSISTANT
DEFINITION
Provides customer service, general and technical information related to various aspects
of housing and redevelopment activities; provides varied secretarial and administrative
support assistance to staff and Community Development Commission (CDC); performs
other duties as required.
DISTINGUISHING CHARACTERISTICS
The Housing & Redevelopment Assistant provides customer service, responds to
requests for housing and redevelopment information; completes various reports,
compiles documents, and performs a full range of administrative and clerical functions
related to the operations of Housing & Redevelopment. Incumbents work within
established laws, policies, and procedures and are expected to exercise positive
customer relations, tact and diplomacy.
SUPERVISION RECEIVED /EXERCISED
General supervision is provided by the Housing & Redevelopment Manager.
Incumbents may provide lead supervision of other support staff.
ESSENTIAL DUTIES
• Provides a full range of secretarial and administrative support to Housing &
Redevelopment Manager and others as required
• Assists in the coordination, preparation, execution and administration of various
housing and redevelopment duties, programs and projects such as, local, state
and federal reporting requirements, grant application preparation, public noticing
requirements, agenda preparation, environmental review requirements, housing
agreements, development agreements, housing rehabilitation program, home
ownership loan program , and various other programs, requirements and duties
• Composes, compiles, edits, copies, distributes and prepares correspondence,
reports, letters, mailings and various documents related to Housing &
Redevelopment and Mobile Home Rent Appeals Board (RAB) activities
• Greets customers, provides information, answers questions, and explains
programs, policies and procedures in person, over the phone and through
correspondence in response to questions and requests regarding a variety of
Housing and Redevelopment and (RAB) ordinance provisions, programs,
projects, functions, and services and directs customers to appropriate outside
agencies as needed
• Performs research, compiles information and presents data and statistics related
to assigned duties as requested and as needed to complete various reports and
grant applications
• Monitors housing agreements for compliance; works with housing providers,
landlords, and property managers to achieve conformance with these
agreements; takes appropriate actions to ensure compliance
• Prepares, processes, copies and distributes agenda packets, minutes and public
notices as required by law for various board, commission and /or committee
meetings

• Sets -up for meetings; attends RAB meetings, records and transcribes minutes
via computer and /or shorthand or other notes; processes documents and /or
other meeting follow up assignments
• Receives and reviews RAB petitions; assures procedures are followed
• Establishes and maintains a variety of pertinent files, records, data bases, legal
documents and other various documents
• Processes payments, monitors contract payments, performs general accounting
duties
• Understands, interprets and applies local, state and federal housing laws, .rules
and regulations and affordable housing agreements
• Operates a variety of office equipment including personal computers
• Schedules meetings and appointments
• Arranges travel to meetings and conferences
• May attend meetings with outside agencies representing the City or Community
Development Commission (CDC) as needed
QUALIFICATIONS
Experience /Education
Sufficient experience and education to successfully perform the duties of the Housing &
Redevelopment Assistant. Normally this can be obtained by possessing the
equivalent of a high school diploma or GED and three years of increasingly responsible
experience providing administrative and technical support related to, housing,
redevelopment, community development, planning, construction, architecture, real
estate or related field which involved extensive public contact. College -level coursework
in a related field is desirable.
Knowledge of.
• Knowledge of the City's policies, rules, regulations and procedures related to
housing and redevelopment
• Applicable federal, state and local laws and policies related to housing and
redevelopment programs and services
• Technical resource materials and information sources applicable to housing and
redevelopment
• Principles and techniques of effective public relations and customer service
• Financial and statistical record keeping techniques
• Modern office practices and procedures
• Techniques and methods of using standard word processor, spreadsheet,
database and other office software and office equipment
• Correct spelling, grammar, and punctuation
Skill to:
• Use spreadsheets and word processing software packages, organize data and
materials, and prepare reports and documents
• Type at a minimum rate of 50 net words per minute
• Take and transcribe meeting minutes

Abili to:
• Work independently in a timely and professional .manner and exercise good
judgment in carrying out assigned tasks
• Listen, speak and write clearly for the purpose of preparing and providing

and inquiries from the elected officials, members of boards, commissions and
the public

License /Certificate:
• Possession of a Class C California driver's license by date of appointment
Working Conditions:
Position requires prolonged sitting, standing, walking, reaching, twisting, turning,
kneeling, bending, squatting, and stooping in the performance of daily office activities.
Grasping, repetitive hand movement and fine coordination are required in using a
computer keyboard. Near, far, and color vision are used in reading documents and in
using the computer. Hearing and speaking are required when providing phone and in-
person customer service. The need to lift, drag and push files, paper, and documents
weighing up to 25 pounds also is required.. Incumbents work in an office environment
with office equipment noise. They may have to deal with irate customers and work
under the pressure of legal deadlines.
